Good afternoon. My name is John Pedroza and I'm with the Justice for Diego campaign asking to agendize removing Commissioner Benjamin Alba from the Parks, Community, and Human Services Commission. It's now been 179 days since Claremont PD officer Benjamin Alba and Joshua Rona responded to a mental health crisis call about Diego Rios on November 28, 2025. I want to remind the council that Benjamin Alba chose to escalate the level of violence he committed against Diego without any provocation from him. Diego was compliant the entire time. Benjamin Alba cranked his arm unnecessarily to elicit a pain response. Benjamin Alba placed Diego in an illegal karate choke to throw him to the ground. Benjamin Alba drew his taser and threatened to shoot Diego with it, even though Diego was not resisting his handcuffing at all. And after eventually handcuffing Diego, Benjamin Alba placed his knee on Diego's back when he was in a prone position for nearly two minutes until he died. The video of this encounter is publicly available to watch. After Diego was handcuffed, Benjamin Alba had every opportunity not to kill him way that he did and benjamin alba ignored california mandates telling him that placing diego in a karate choke for nine seconds and putting a knee on his back for a minute and 55 seconds in a prone position is illegal they were made illegal in 2021 following the murder of george floyd by police officers and the conviction of those officers for his murder A homicide is defined as the action of one person directly causing the death of another. The LA County Medical Examiner ruled Diego's death to be a homicide because of Benjamin Alba's actions. Again, I ask the Council to immediately agendize removing him from his recent promotion to Commissioner of the Parks, Community, and Human Services Committee. The Mayor and City Council have authority to remove appointees for reasons as trivial as poor attendance. Electing to kill someone after they had already been subdued is more than enough reason to dismiss Benjamin Alba from the Parks, Community, and Human Services Commission. He's demonstrated that he can't be trusted to look out for the welfare of others in their most vulnerable moments. I don't want anyone in the city of Fontana to suffer like the Rios family has because of the poor judgment of Benjamin Alba. remove him from his position of commissioner immediately to ensure that he can never harm anyone again. Justice for Diego.

Hi, I'm here to speak for the Justice for Diego Rios campaign to request agendizing the removal of Commissioner Benjamin Alba from the Parks, Community and Human Services Commission. Commissioner Alba concurrently serves the public as a Claremont police officer. On November 28, 2025, at 3 p.m., he was involved in a traffic stop with Diego Rios. Commissioner Alba put Diego in an illegal chokehold and then pinned him on the ground for about 1 minute and 55 seconds until Diego died by positional asphyxia. Diego's homicide is relevant to your community. When Commissioner Alba was sworn in, he highlighted the importance of his law enforcement background by saying, quote, I'm a police corporal for a law enforcement agency in LA County, end quote. He uttered these words in May 2025, only six months before Diego's homicide. Commissioner Alba was hand-selected by this council, and we need to know why he is still representing the city's interests. diego's death was preventable because commissioner alba had the training that all police officers across california had after the death of george floyd training about how chokeholds violate police policies and how prone restraint is deadly commissioner alba has more than 10 years experience as a claremont police officer and he ignored his training diego was unarmed he said he was cooperating multiple times he turned off his vehicle when told to he gave his keys to the officers and he had on one handcuff without incident When Commissioner Alba spoke to Diego, Diego replied by saying, yes, sir. When Commissioner Alba had both his hands on Diego's right arm and the other Claremont PD officer had Diego's other wrist handcuffed, Commissioner Alba purposely jerked Diego's arm upward to cause Diego unnecessary pain and elicit a reaction in a disproportionate and reckless use of force. Then Commissioner Alba put Diego in a chokehold for about nine seconds. He pinned Diego to the ground. He put his knee on Diego's upper back. Commissioner Alba's torso, shoulder and head were above his right knee and his body weight was pressing on Diego. Diego said, I can't breathe and Commissioner Alba ignored those pleas. He kept his right knee on Diego's back. He prevented Diego's ability to breathe and Diego died. In Commissioner Alba's body-worn camera footage, the words he chose to describe the chokehold are, quote, I tried to take him to the ground, end quote. When he explains the prone restraint with his knee on Diego's back, he says, quote, I have my knee kind of on his back shoulder, not really putting too much weight on it. He defensively says this twice. The Los Angeles Medical Examiner reviewed Commissioner Alba's body cam footage and heard your Commissioner's cheap, meaningless excuses about his conduct. The Medical Examiner reviewed all the evidence and officially determined Diego died by homicide due to, quote, prone to physical restraint by law enforcement. Commissioner Alba is being investigated by the Los Angeles District Attorney's Office. Fontana's municipal code says all members of the commission serve at the will and pleasure of the mayor and can be removed with good cause or without. This community is waiting to hear why Commissioner Alba, who was chosen by this council in a volunteer position, is still representing Fontana. Thank you.

Good afternoon, City of Fontana. It's been a few meetings that I haven't been here, but the last few times that I was at these meetings, I heard a lot of complaints about the resources that are available to Fontana, and I just want to give my experience regarding that. A while back, I got a spam text message, I guess, saying that I guess a social worker was coming and I guess it got a little bit loud and the cops came or whatever and I thought it was gonna be homeless so I reached out to Mayor Warren about the resources out there and I didn't even get to check my Gmail before I had a response and then from there she had given me a contact and the Fontana PD had given me resources you know, places where you can get a job, like in Warehouse, which for myself is wonderful because I liked my job at Amazon before I sprained, I mean, before I broke my ankle and had to take a leave of absence to heal. So I thought that was pretty awesome. I'm about to do that because I had to get some of my IDs and, you know, social replaced, but... A lot of people, I think, just want things handed out to them. I understand, I mean, I don't care to share too much of my own business, but I have children myself, and I understand that they are a responsibility, but for people to come here and say that it's the City of Fontana's responsibility to take care of their children, well, not necessarily. We have resources, we do have things that help. And they're not just going to give a free apartment, like when I reached out about that. But if people have a job and they give you resources to get a job, there's affordable discounted apartments and stuff like that. It's just that people, I think, just want to sit down and not do anything and just expect to have everything handed to them. And unfortunately, life's just not that easy. But as far as the response time for Mayor Warren and the city of Fontana, I found it to be even quicker than I imagined. So that's just my experience again. and I had attended, I know that CityLink does breakfast for people that are homeless and stuff. I had attended one of those, and CityLink did a great job with the building. They had a great breakfast. It was wonderful how they just had volunteers that were very, they had a lot of food, and they catered to the people like if you were at a restaurant and had waiters. Unfortunately, from what I experienced, a lot of the people that were homeless there were being very disrespectful, bringing, I can't even describe, like, carts full of a bunch of junk leaving it right in front of the new building. One dude had a torch lighter that was about this big at the table. And I understand if they're smoking, whatever. I'm not against smoking, obviously. But put it in your backpack, put it in your pocket, like, right at the table right there. And that's the reason why. I mean, I got so mad that I found the dude afterwards and, you know, got a citation for getting crazy with him because I just think it's so disrespectful. We have all these resources, and then how do people expect for us to have more when they can't even –

Hi, good afternoon, Madam Mayor, members of the council, members of the public. Excuse me, I'm providing the staff report for the proposed code amendment. As mentioned, the proposed requested amendment to the Zoning and Development Code will cover a few different topics. I'll get into it in just the next couple slides. And this request did go before the Planning Commission and was recommended for your approval back on April 21st, 2026. The proposed amendment is broken up into a few different categories. One, downtown core amendments. Obviously, there's a focus on our downtown right now, so we are proposing a couple of modifications to aid with businesses and land uses in the downtown, including the modification of standards for dining in the outdoor areas. dining in the public right away, excuse me, outdoor in connection with a restaurant or, you know, a cafe. It includes changes to standards for the minimum pedestrian path with that needs to remain clear besides that outdoor dining area. Other design standards and permitting requirements are also requesting to amend the code to eliminate parking requirements for retail entertainment and restaurant uses. that are within the downtown core area and that are within 400 feet of a city-owned parking facility including the parking structure the future future parking structure as well and then public parking lots previously there was or currently in the code there are some size limitations or qualifiers for those retail entertainment and restaurant uses and this is a change just to require or just to remove the requirements for any of the retail entertainment or restaurant uses additionally we're looking to add definitions of vehicle parking and storage so this is outside of the downtown but it's to differentiate between the two uses and that's to help staff as well as the public and businesses be able to better interpret the code and use the code when evaluating land uses and kind of how it figures into the land use table. Additionally, we're requesting to clarify the entitlement timing procedure. We would like to state that applications not deemed complete within 180 days will be closed or withdrawn. And that's just to make it easier to utilize those standards and for staff and the applicants to kind of understand what the target is on having applications that are deemed complete. And then we're also looking to modify the existing definitions of accessory and principal land uses in order to provide a more objective proportion of site or floor area. So I'm really looking to make it clear what is an accessory land use. versus a principal land use, because that does tie into our land use tables. And then last but not least, staff is requesting some modifications or adjustments to the No Net Loss program, which you might recall from the last couple years. And we're looking to reduce the maximum number of units included in the No Net Loss Program's unit bank to make it so that there isn't a large amount of units going into the bank. Also replacing the required agreement for placing units in the bank and also taking units out, replacing that with a memorandum. and then also changing the minimum site size, allowable zoning districts where the units can be used, as well as proportional reductions in some development standards. And that's to make it easier to use these units in projects within our city to kind of allow projects to have a bigger impact to use units out of the bank. So with all of that being said, staff's recommendation is that you do find that the adoption of the ordinances are categorically exempt from CEQA, and we're also asking to have one ordinance for the no net loss program changes, and then one ordinance for the remainder of the changes. So you see that itemized there on the slide. That does conclude my presentation, and staff's available for any questions you may have. Thank you.

We have the current one that we're building, and then you have all of the Omnitrans stationed down there. Plus, I think we even have one over on Wheeler's side of things that's a small one, so it capitalates most of our downtown.

And the subsequent addendum determining in CEQA Guidelines Section 15162, no subsequent or supplemental EIR is required and direct staff to file a notice of determination. Hi, good afternoon again. I'm Cecily Session-Goins. I'm filling in for Senior Planner Rena Leung this afternoon, and it is for a development agreement amendment. So the applicant is GLC Fontana III, LLC, and the request is to approve a first amendment to the Goodman Logistics Center Fontana III development agreement to extend the term and to establish to add sustainability features. Let me go back. Generally, the project is located between Cypress Avenue and Juniper Avenue, north of Harupa Avenue. Just to give you a little bit of background, back in June of 2020, the city council adopted development agreement 19-00002, along with the approval of entitlements for an industrial commerce center development project. The development agreement included a public benefit fee in the amount of $6 million. Moving forward to April of 2021, the planning commission approved master case number for entitlements which included the approval of a tentative parcel map a conditional use permit and an administrative site plan to subdivide the southern portion of the site and to establish a tractor trailer parking facility and then back in may of 2026 on may 5th of 2026 the planning commission adopted a resolution recommending that you approve the ordinance approving the first amendment to the development agreement. The proposed development agreement amendment includes a modification to extend the term, so the original term was 10 years, which became effective on March 9th, 2021. The proposed amendment would give a 10-year extension, so that would make the term 20 years, and that would take it to March 9th of 2041. In connection with that requested extension, the applicant is proposing to include new sustainability features to portions of the project that have not already been constructed. And these sustainability features, the project wouldn't already be subject to because it had previously been approved and the development agreement was vested, but the applicant is is proposing to allow these standards or to include these standards in the project. Those include a requirement of a truck routing plan, additional signage on site, larger trees, as well as zero emissions for onsite motorized operational vehicles, light colored and solar ready roofs. EV conduit infrastructure for future charging stations to be put in place. And then the highest available CARB tier for construction equipment to be used for future construction, as well as the implementation of a recycling program and property maintenance program. So with all of those things being considered, staff is recommending that you open the public hearing receive public testimony, close the public hearing, and by motion determine that the development agreement amendment was previously analyzed under the previous EIR, and then also adopt the ordinance for the requested amendment. That does conclude my presentation. Staff is available as well as the applicant to answer any questions you may have. Thank you.

Yes. Good afternoon, Mayor, members of the City Council. I'm Titania Johnson, the Planning Manager. Before you, we have two development agreements, Development Agreement 2385R1 and Development Agreement 2385R2. Both are a request to amend and reinstate the previous development agreement 2385 to modify the public benefit obligations and associated revisions applicable to both properties. So you'll hear me talk about Acacia property and North Palisades property. The Acacia property is located east of Oleander, north of Santa Ana Avenue, and the North Palisades site is located north of Santa Ana Avenue, west of Oleander, and east of Citrus Avenue. Just to give you a little bit of background, the original project was approved by the City Council on November 15, 2023, and included a general plan amendment, zoning district map amendment, specific plan amendment, three tentative parcel maps, three design reviews, and three project sites with the development agreement. At the time, all three sites were controlled by a single applicant. Project Site 1 and Project Site 2 are now controlled by North Palisades Partners, and Project Site 3 remains under the control of the original applicant, which is Acacia, excluding four of the original parcels. On October 21, 2025, the Planning Commission considered and approved a revision of Design Review No. 2262R2 to the previously approved Design Review for Project Site 3 to reduce the size of one of the Industrial Commerce Center buildings from approximately 193,000 to approximately 83,000 square feet, and to reduce the size of that property from 8.7 square feet. acres to 4.6 acres. Most recently, on April 21st of this year, the Planning Commission considered development agreement AGR 2385 R1 and R2. Both are a request to amend and reinstate the previously approved development agreement 2385. And after considering the item, the Planning Commission voted to unanimously approve a resolution recommending the City Council to approve both the amended and reinstated development agreements. I wanted to highlight some of the items that both development agreements will accomplish. New ownership associated with the property owners for both development agreements. It also updates the public benefit fee amounts allocated to each project site based on the adjusted square footages of the industrial commerce center buildings and associated with both projects. And it also clarifies the timing associated with the recordation, the execution, effective date of the development agreements and payment of the public benefit fees staff is recommending that the City Council approve the project as stated in the staff report and as shown on the PowerPoint and that concludes my presentation staff and the applicant are available to answer any questions thank you for that report are there any questions of staff titanium just humor me for a second

good afternoon mayor members of the council item before you today is the third quarter budget status report so with the 26 27 supplemental budget being presented to council at the next council meeting today i'll provide more of a high level overview of the current forecast focusing on the general fund as well as touching on the other funds and the adjustments that are being requested Then with the supplemental budget presentation, I'll dive a little bit deeper into the assumptions and the figures that are being presented at that time. So with respect to the general fund, I'm going to start with the general fund year-end estimates. Now as you can see here, The overall year-end estimates for total sources is $219 million. The forecasted estimated revenues are approximately $1.5 million higher as compared to what was reported out at mid-year, and about $5.2 million more than the current budget. The improved forecast is primarily due to sales tax as well as transaction use tax. Sales tax, although our year-end estimate is still under budget and slightly below what it was in fiscal year 2024, it has actually increased since mid-year by approximately $416,000. Also, as you were made aware, at mid-year, use tax, the transaction use tax, or Measure T, in alignment with sales tax, the use tax year-end estimates have also increased since mid-year by approximately $1.5 million. Now, through the fourth quarter, of 2025, calendar year 2025, there was continued strength in consumer and online spending with the use tax, or Measure T, generating approximately 93% of the Bradley Burns base tax revenue. If you recall at the point in time that we had the use tax approved, the initial estimates were that it was gonna come in about 85% of our total sales tax, so it is definitely performing better than originally anticipated. NOW, WITH RESPECT TO THE DIFFERENCES HERE, WE DO, AS I HAD INDICATED, THE SALES TAX IS COMING IN UNDER BUDGET, BUT IT IS IMPROVED FROM MID-YEAR. WE DID EXPECT, WE DID KNOW THAT IT WAS COMING IN A LITTLE BIT UNDER BUDGET. $54.3 MILLION IS WHAT WE'RE ANTICIPATING HERE YEAR END. AND THEN, OF COURSE, THE USE TAX IS $48.3 MILLION WITH AN INCREASE OVER BUDGET OF $4.7 MILLION. Now, with respect to the year-end estimates for the operating budget, it reflects $212.9 million in total uses, and this is about $1.7 million under budget. But this is also $3.1 million more than what was reported at mid-year. The main difference between mid-year and the third quarter happens to be the fact that mid-year adjustments are now included in the forecast to be expended. as well as operating transfers out being higher due to the fact that 50% of receipts from the transaction use tax will be transferred over per the city policy to support various city projects that were previously unfunded. Here we have that $1.7 million variance to the good. With respect to year-end estimates overall and the net effect, we have revenues originally with the budget, we had use of fund balance of $451,000. And at year end, we're anticipating that the revenues will come in over expenditures to the amount of about $6.5 million. Combined with fund balance adjustments that occur annually, we're anticipating that the fund balance will increase by nearly $7 million to $69.5 million. So as we move forward to REVENUE, AND WE LOOK AT OUR THIRD QUARTER REQUESTED BUDGET ADJUSTMENTS. THE ONLY REVENUE ADJUSTMENT WE HAVE IS FOR $150,000. THIS BRINGS OUR TOTAL REVENUE TO $202 MILLION. THIS IS AN INCREASE IN INTEREST REVENUE, AND IT'S BASED UPON ACTUAL YEAR TO DATE, AND IT'S INCLUDED IN THIS REPORT TO FUND A REQUESTED ONE-TIME EXPENSE. The total requested or proposed budget is going to be $202.1 million. And with respect to general fund uses, we have an overall decrease in expenditures of $915,000. We have an increase in transfers out of $1.1 million, and we have a requested net decrease in USES, WHICH INCLUDES $150,000 FOR A ONE-TIME EXPENSE. SO IF YOU NOTE HERE, THE MAIN DIFFERENCE HERE, WE'RE ACTUALLY TRANSFERRING OR MOVING THE BUDGET FOR EXPENDITURES TO FUND THE TRANSFER OUT. So this is what the $915,000 decrease in expenditures looks like and has indicated that $1.1 million is a decrease in development services budget. And as you will see, it is to increase a transfer out for a project. The $915,000 is the net between the increase as well as the decrease from development services. So with respect to the uses, here are some notable adjustments. First off, there are no personnel expense requests being made in this quarterly report. Our new requests include a one-time request of $150,000, and this is for the planning department. The request is to assist with the retyping of older or unreadable plans. We also have some offsetting requests, and basically what these mean is that there's no net impact to fund balance or to the general fund. As indicated previously, our expenditures are decreasing by $1.1 million in development services, and they're primarily to fund a transfer out for the path and navigation center improvements. Now with respect to general fund net results, As indicated previously, the current budget has, we have a programmed use of fund balance of $451,000. The proposed adjustments, again, maintain no impact to fund balance, and the proposed budgets will maintain a use of fund balance of $451,000. Now, as we look at other funds, these include adjustments in capital improvements, debt service, enterprise funds, and enterprise funds would be stage red. And then we have internal service funds, which is primarily fleet, and then other general funds and special revenue funds. Total sources requested are 14.4 million. We have total uses of 35.7 million with the net impact or use of fund balance of 21.3 million. So I wanted to be sure that we take advantage of the opportunities when we're discussing budget and the various adjustments that are being requested to make the public aware of all of the wonderful projects that are occurring here in the city. I've only listed those that are at $500,000 or more, and as you can see, there's quite a few of them. Mainly, we do have pickleball courts at $3 million. Developer reimbursement of $7.5 million, that one has to do with bond proceeds that the developer worked with the city to have issued, and those are to reimburse the developer once various milestones are met. We do have the RAISE grant up here that's for $2.9 million. We also have some additional work at Etiwanda and Slover. And then Cypress storm drain at $2.8 million. And again, as mentioned previously, the navigation center and path improvements of $1 million. Next, we have some adjustments for debt service. This is primarily a decrease in fund balance of $2.9 million, and this is just to appropriate the payment that's necessary for the 2025 lease revenue bonds principal payment for the current fiscal year. We have enterprise adjustments that have no net fund balance impact, and this is essentially an increase in revenue and expenditures of $667,000 to recognize revenue to date, as well as ASM contract expenses. With respect to other general funds, we do have a decrease in fund balance of $121,000. Notable adjustments include city technology. so that we can fund the ADA compliance software. And then with KFOD, we have a decrease in fund balance, and this is for the FXN Studio project. Then lastly, we have special revenue funds. We have a total decrease in fund balance of $500,000. This is mainly due to federal asset seizure. It's a million-dollar decrease, and that's based upon revenue receipts to date and the estimated year-end results. We also have an adjustment for Measure I, and this is an increase in revenue expenditures of $12.3 million, again, for the RAISE grant as well as Etiwanda and SLOCO projects. One item that I had mentioned to council that I would report out quarterly is how we're doing with respect to our transaction use tax tax programming. What you'll see here is our current budget in the various categories for projects that the council has supported. The current budget of $22.5 million. We have a total obligated and actuals that are actually tied up either in contracts or those that have already been spent. And then we have available balance that has yet to be spent at $8.6 million. Essentially, it's approximately 61%, 62% spent of this year's allocation. Also provided in the quarterly reports is a grants update, and basically what you have here is the total amount of 187, almost $188 million awarded to the city. Of that amount, we have 115 million that has been spent, and we have about $73 million yet to be spent. In total, we have about 62% of the awarded grant funds also being expended by March 31st of this year. And then we also had the ARPA update. This was also a separate item on the Council's agenda. The key points to make here is that we're about 89% into our performance period. We are forecasted to spend 100% of our ARPA funding, which was $50.3 million by December 31st of this year. And to date, we've expended 96% of all available funding. And then lastly, I have the Treasury report for you. The Treasury report, in total, we have three different, or four major categories of our Treasury report. We have the advisor-managed portfolio, pooled investments, deposit accounts, and then investments held by fiscal agents. Our advisor managed portfolio, that's what we work with SFG on, and they manage our treasurer portfolio. And as you can see, this year-over-year change, we've increased the funds that we have invested with SFG to about, we've increased it 26% to $403 million. With respect to our pooled investments, those have also increased by about 38%. And mainly, it's because of the fact that the commitment that I made to council is that we would be more active and proactive in making sure that we are investing funds appropriately. So this time last year, we held a higher deposit account balance. That's basically our checking account balance. We maintain a balance in the checking right around 15 million, sometimes 20, depending on what the immediate forecasted needs are. So the change year over year is about an 82% drop. As you can see, those funds have then been funneled up to either pooled investments or they're in our managed portfolio with SFG. And then lastly, our total cash and investments held by the city has increased by 13%. Just real quickly here, our advised manager, our managed portfolio is at 403 million. Our main categories of investments include US Treasuries and corporate bonds. The maturity distribution for our entire portfolio is pretty close to being a traditional laddered effect when it comes to investments, with the majority of those investments being in, either the one to two years, two to four, and then four plus years, you have easily 75% in those three categories alone. The investments that you'll see in the zero to three, all the way up to the six to 12 month, those are going to be based upon our short-term forecasted needs. With respect to investments held by fiscal agents, we have approximately $250.6 million. What I'd like to point out here with respect to our OPEB and pension trust is that we've had some growth in those as well over the last fiscal year. They've gone up between the Specifically, the OPEB account's gone up about 14% as compared to last March, and the pension stabilization's gone up nearly 16%. The only other item before the council too is going to be on the fire third quarter report. We do have a $3.9 million adjustment, and that's to fund the additional expenses or the final expenses for the training center project for Fire Station 80 that is in progress. And with that, I will just ask that the council approve the recommendation, which is to approve the fiscal year third quarter budget report, and I will take any questions. thank you mayor and council um first i want to start off by kind of highlighting some of the consent calendar items that are worthy of noting one is we're um staff went out and got a three hundred thousand dollar caltrans grant that'll help clean up some of their right-of-ways we awarded the installation if you recall at the last meeting we awarded the materials for fields five and six up at lewis excuse me lewis park and uh we're now uh we just awarded the the actual labor so we should get going on that here shortly um we awarded two million dollars with the street rehab uh work uh on elm poplar and europa just to name a few of the streets we also are donating one of our fire engines to rotary which they then in turn donate that to a worthy community and we've done that on several occasions but that that fire apparatus has lived its life and so we're gonna give it to another agency that can utilize it Then lastly, I want to kind of highlight we have on June 6th the Fontana Run, which is a big event. It's the fastest half marathon. And Travis Barker announced that he'll be participating, and so we certainly welcome his participation. We are sold out. It's a very popular event. It sells out right when it opens. So certainly we want to make sure that all the participants do well and are safe. But certainly I'm sure they'd welcome folks to come out and cheer them on. So I hope my colleagues also had a good time on that side. And then congratulations to all of our graduates today that are going to be graduating. I know Summit in my district is going to be graduating tonight at 8 p.m. 8 o'clock, man. I'm normally in bed by that time. So I'm going to have to drive out there and see those kids. Hey, I got young kids. They're asleep. I'm asleep. That's how we do it nowadays. And then also congratulations to Rotary, great partnership that we have with them as far as the fire truck. I do get some comments as far as the life expectancy of our fire trucks and why we're donating them. California has set pretty standards as far as how long we can actually have useful life for our fire engines, our apparatuses, our trucks, things of that nature just to make sure that they are being maintained at a high level as well as that the equipment is always being brought around and being maintained and it's new. Because fire equipment changes on a regular basis and we wanna make sure that we're providing the best services to our residents. and then why don't we send it out for scrap or things of that nature? Well, the city has kind of taken a stance on this one, and I'm thankful for my colleagues and their support that we'd rather see that app rest have additional life expectancy with other agencies and other partners that can actually continue to have the city seal as well as rotary seal and county fire seal on it as they're serving other residents across the world. So it's great when you actually get the email and you get to see the fire truck in another country serving a greater purpose. So that's what we do with that one. And then new fields at the sports complex continuing our constant investment back into that one, so it's always good to see. Besides that, Mayor, that's all I have.

And so I think a good explanation is it's an organization, as they say, that promotes the marketplace industry. And what is the marketplace industry? That means shopping, dining, places of work, and places of gathering. that's what you know we always hear oh when are we going to bring this business downtown or when we bring some more restaurants and so forth so this is one of the things that we do to promote our city and to make sure we're trying to do all we can to attract the businesses and the places of business that everyone always asks us for. And so we had some good meetings. We market our city at this event and we have some good conversations and trying to create an environment where it's business friendly to bring some of these places you all want to our city. So that was pretty successful. We had a great event there. The other thing that I wanted to mention, if you haven't been downtown lately, right now is the time to start looking at the beginnings of the transformation of downtown. And over the last couple weeks, there's been a lot of buzz on social media about what's going on downtown. There's been some news articles and some news stations that have come out. And so if you go downtown and you ride around in the core there, you can see some of the demolition that's taking place, some of the grading that's occurring right now, the fencing that's going up. So it's exciting. And as time goes by here, you're going to see a lot of construction going down and the real transformation of the core of our city. The other thing that some of us attended was a Memorial Day service over at the VFW. And I just want to congratulate the new leadership at the VFW for really taking that facility, cleaning it up and beautifying it and getting some additional funds from our county supervisor to renovate the building. and to make it a more welcoming place, not only for our veterans, but for the community to go out there and to have interaction with our veterans and to also help them with different services. So congratulations to our VFW for also making a transformation over there for their facilities. And I think that's about it. Thank you, Mayor.

And lastly, I attended the city-county conference, and that's a good way for our city partners and county partners to get together and exchange ideas, and that was very productive as well. I'd like to, where's the chief at? Oh, there he is. Chief, we had a an incident at one of the parks, and Officer Hernandez went out there, and I have to commend him. He did an excellent job, you know, with the issue. I mean, there was kids riding e-bikes through the baseball field, through the crowd. I was seeing some small children, but he was really professional and well-mannered to taking care of the situation, making sure both parties understand what's going on there. I just need to commend him for the great job that he did out there And Southridge, as you know, with those e-bikes, sometimes it can get pretty ugly, but he handled it perfectly. And both sides really agree of what the situation was, and they both complied. So I'd like to pass it on to thank him. Also, Daniel, I'd like to commend, well, my grandson goes to after-school program in Cyprus. So the little graduation that you staff did, I mean, I didn't know we had that much talent in Cyprus. I mean, they had like a talent show. There was a guy there talking jokes, saying jokes. Really well-membered, professional done. I'd like to just commend those young lady and young man there that really did a great job at Cypress Center. And another thing I'd like to congratulate my grandson. As you know, Francisco got, last time I talked about Francisco, he got a leadership. But now I have Sebastian. He is now gonna be a leadership class at Cypress Elementary. So I don't know where they get that leadership stuff from, but they're both gonna be in some type of leadership. ability of both of their schools. I mean, Cypress only goes through K to five, but you know, Sebastian taking that lead five and Poplar goes to K to six. So they're both one grade above each other, but I like to congratulate Sebastian. Also my daughter, Cecilia graduated last Friday with a BA. from Cal State San Bernardino, attended that ceremony at Toyota Center, really well attended. And also congratulations to all the graduates that are graduating this year, got two days of graduation today and tomorrow and then another one on Thursday. So I'd like to congratulate them all for attending and being graduates from the school, really the first type of young people that are gonna be out there in this world. I mean, some are gonna be pilots, some are gonna be other things but you know they're they're really committed i you know can't believe that you know i've been here so many years we have a a program where we can teach kids how to be pilots how to actually fly planes i mean we have one young man that's going to be flying for southwest airlines so when you guys fly southwest ireland you might ask him if he's from abramsville high school because he'd be he got a job with southwest airlines so congratulations to them and that's all i got thank you thank you to my colleagues

i can't believe i actually have some things left after all of you did the announcements this is incredible but i tell you when you talk about fontana everyone has to speak of it and everyone particularly up here needs to be proud of it we had a really good meeting in icsc we had several good meetings we talked about our future with brokers with uh different businesses but i want to thank our great staff you really outdid yourself this year thank you so much monique i i tell you you and patty and ray and phil and everybody even the city manager you accommodated all of our meetings and put up with all of our complaints it was great And I don't even think, this year we even had Splenda. I didn't have nothing to complain about. I was a happy camper. Phil, can you bring me a couple of packets? And I told you, I'm sorry, I already got some. But, because when you're sitting at these meetings, you do need your coffee because they're coming at us hard and heavy. But I want to run by some of the items that we highlighted at ICSC, which is the International Shopping Center Conference. It's the biggest gathering of different businesses from around the United States and in some cases the world. I even ran into some of the, a couple of the people from Puerto Rico, they were there. Everybody was there with a booth trying to attract these people to come to their town. But you know where they were running to, to the great city of Fontana. It included a big display on our Forge unit, which is a unit that is actually down in here in the downtown area, keeping everybody safe. People were asking us all about how we put that together, and that was very popular. We talked about Stage Red. Of course, there was great pictures of Stage Red with all the artists that have been coming to Fontana. And by the way, you need to go on Stage Red. I just sent out information to the public about being Discover Fontana. We were focused on, during the Victoria Club visit, the reporters, they said, we're going to just start calling Fontana Fontana. So that's a big deal. And then we had counts. So it's important when you have these exhibits that you really market through print what you're about. Who could pass by 230,000 in population? Not many people. And then when you talk about 21.3 million, traffic counts that pass our downtown area we are destined to being successful because that says those eyes look at that location and if they don't stop that day they surely come back later whether they live here or not so we had some very proud moments in our presentations Believe it or not, I think this is probably the second year I've seen restaurants running in for appointments, which made us all very encouraged and actually come in with a plan of how they could come to us. So that's a big difference. So I want to thank our great staff and anyone that you employed to assist our efforts because you did make Fontana the discussion of the boulevard. and they put you on the streets and boulevards, but we kept busy, so that was great. But I tell you, when you talk about experience Fontana, live, play, work, and now invest, it makes a big difference. So I was very proud to sit with my colleagues in attendance and talk about how great we are. It's not a hard subject to have. Then I tell you yesterday At that VFW, I call it rebirth. Our veterans were front and center. Special thanks to Quartermaster Adam Perez, who is also Fontana Unified School Board member. What a great job. And special thanks to our great supervisor, Jesse Armendariz. He gave them a check for $200,000 to revitalize the entire center. That day, you see all of these booths there with great information for our veterans. We have been thirsty for that, and we now have that. So we're looking forward to the fruits of that labor, and it's all good. I want to give special congratulations to all of our graduates. I really enjoyed talking to a couple of parents at different events I've been to, talk about how happy they are with Fontana Unified, Attawanda, Chapie Union District, how now there's options for all students, regardless if they want to go to college or not, they got a plan. They just need to work hard and come in and talk to someone. And now we're starting to see such a big difference. So many, we were just commenting, so many of our students are going to the various Air Force Academies, Navy Academy. People are really starting to come out and recruit our students for different varieties of opportunities. And we're helping and assisting that through our Mayor's Education Coalition. So I want to do a big shout out once again this year to those members that get on that phone with Monique and the rest of the staff. and make it happen. But thank you to all the school districts, including Chafee College. We're so looking forward to the construction of Chafee College South, right on Sierra, past Slover. That's gonna be a jewel for this community. I wanna thank all the graduates once again and congratulate them. And we're gonna all try to get out to as many graduations as we can. But keep those party invites coming in. Your mayor is open for business for partying with you. And thank you to the couple of invites I've already got for July 4th. You know it's going to be America's 250th birthday, so we're going to be bringing you more information soon about our fireworks show, the safety that we're going to have involved, and the great time we're going to have. But, like I said, keep those invites coming in because I'm going to try to attend every party I'm invited to. If I don't do anything but pass by and throw balloons out the window, I'm ready. I'm really, really proud of my daughter, my daughter Ija and Anthony Kloss. I had to say that yesterday, Chief. Mr. Kloss, can I come in your new house? I had so much fun at her wedding, and I just want to thank all my friends and family for supporting she and I. and him, and I'm proud of you, Ija. I hope you're listening to this. I'm very proud of you. So with those comments, we all know that we have to be really careful out there. Our children are gonna be out of school. I watched some little ones this morning headed over to the Heritage Center They were so excited. They did not look both ways. So I blew the horn and hollered out the window. And then their mother and father that was standing behind that I didn't see, we got it, Mayor. We saw them. They weren't going to cross the street. I said, okay, I was just making sure. That's just the motherhood in me. But this community looks out for each other. And I really appreciate that. And we really appreciate you coming to us and giving us your issues so that we can work with our great staff to get those issues resolved. We don't run away from issues. We run up on them and we try to get them resolved. And with the great staff we have under the leadership of our great city manager, we're doing a pretty good job.
