My question is, is there going to be another review for the housing from the correlation from the 2026 survey you just had or report you just had versus the last one that for 2014? Is there going to be a comparison in that or is just what we have for 2026 and going forward?

Okay. Question to the council. Have you taken a look at the differential between the two reports? I know I haven't. Okay, 2020 or 2014, when I looked at housing versus rentals, it was like 60 to 39%. Looks like it's flipped. And the housing cost looks like it's doubled. But the reason I bring this up and it's like, could there be more incentive, you know, Renters come and go. If you have a house, you put down roots. You spend your money in the area. The money, typically the local banks will roll over that money for loans for other things. Renters, I don't know how many are locally owned, but that money goes outside the area. Could we take a look at that?

And I will call upon Clara Beck, our Community Development Director. We are looking for a resolution authorizing the City Administrator and Mayor to apply on behalf of the city for a Minnesota Investment Fund loan for the benefit of SCR Solutions, Inc. With that, over to Clara.

Thank you, Mr. Mayor. This is a public hearing tonight as required by Minnesota State statute to allow anyone from the public to comment on an application to the Minnesota Investment Fund to support an incentive stack for SCR Solutions and their expansion. The notification has gone out under several different business names because the business itself is operating under a few different names for different pieces of the growth that they're doing. So we have them all covered in our notification. The request then is that we pass a resolution that goes back to the state as part of that application package. And then the end result is that the SCR solutions package will have a $300,000 loan from the state of Minnesota. IT'S A PASS THROUGH, SO IT COMES THROUGH TO THE CITY. WE ADMINISTER IT, BUT IT IS STATE FUNDING. 200,000 OF THAT IS REGULAR LOAN, AND THEN 100,000 IS A FORGIVABLE GRANT TO THE BUSINESS. SO THEY ARE ELIGIBLE FOR THAT GRANT AMOUNT AFTER THEY'VE ALREADY um expended the loan funds and then have met certain benchmarks related to hiring so i'm happy to answer any questions about the project i do have one update which is that we have finally gotten the easement removed on the piece of property that str solutions is going to be purchasing so that closing is scheduled for monday which is really exciting so you're going to start seeing some dirt moving soon and then i will open the hearing

Resolution proceeding with community beautification efforts in Wright Park and accepting donations on behalf of this project. A resolution accepting a donation from Ag Country Farm Credit Services Working Hero Fund in the amount of $3,930 and adjusting the 2026 Fire Department budget. A resolution approving the submission of a Community Growth Partnership application in the amount of $5,000 for conceptual planning for the Northeast Residential Park Norgren property. Sure. Thank you, Mayor Alderman Rachel. Really, it is not designed to be a public safety tool. I mean, it's a tourism tool. My understanding is it doesn't record live. So I really don't see there being a bearing, you know, one way or the other. I do think that one of the questions that was kicked around last week at Committee of the Whole was, you know does somebody do something foolish on the camera in front of the camera because it's there really um you know in my 29 years of experience law enforcement experience we haven't really seen individuals do that I know it can kind of some you know come up as a concern but I wouldn't really think it's a concern here and if somebody does and somebody's watching it we're going to get called and and be floating that way anyway but it's not recorded so that's that's

Yeah, Your Honor, I appreciate it. In discussions with EarthCam, they had stated that they can turn it off, but they need some notice. You know, it's a couple, two, three days notice, and they said they could shut off the feed to it. So I don't know how feasible that is for the city to do it or not. But EarthCam also had said to me that some of the most successful cams they have are up a little higher and seeing a little broader what people are looking at. And people sit on there and work during the day and kind of watch the flow of traffic. And some of their most successful cams were when you really didn't have facial recognition of who you were looking at and you had a little higher elevated position to look at things. And so that might be something for the city to look at. I'm just a pretty hard no to anything being in the pavilion, you know, showing people that are renting our space. I just don't think it's a need in our community that you come down and pay money to be in our pavilion. You have your family, you have all of these things there, and we have the earth cam running in that area that can identify you. I just, I don't see a real need for that. I'd like to see it up higher, moved out a little ways, so that's not an issue for us in the future. I think the other thing that Mr. Layton, Council Member Layton had last time that I think was not a bad idea, too, is this might fall more into a Visit Fergus Falls or a chamber or something that is a promotional arm of the city to work with us to do some of it. So I think that's something for the council to look at, too. So I'm not against it. I just...

Yeah, they were pretty flexible as far as the location. As I mentioned last week, the initial location was at the chamber, but we really don't have as much activity going on along the river walk, especially during the winter months. So they do want to see some year-round activity, whether it's PEOPLE AT A DISTANCE, CARS DRIVING BY, THE WATER FLOWING. YOU KNOW, IF YOU DECIDE ON A LOCATION THAT IS HIGHER AND CAN'T DISTINGUISH PEOPLE, I'M SURE WE COULD GET THAT APPROVED. THE ONLY THING WAS, AT THIS POINT, IT WAS AMERICA'S 250TH CELEBRATION, SO TIME WAS A LITTLE MORE KEY. BUT IF YOU WERE TO APPROVE MOVING FORWARD ON CITY PROPERTY AND SELECTED ANOTHER LOCATION, I DON'T THINK THERE WOULD BE TOO MUCH TROUBLE GETTING A DIFFERENT LOCATION APPROVED AS LONG AS IT had something for people to look at, water moving. There's one on Rainy Lake and International Falls and it's just the water rippling and it's quite peaceful. That's all I know.

Your Honor, I've studied this in some depth. Obviously there is no lawful reason that it can't be there. It is legal. BUT AT THE SAME TIME, I'VE NOT SEEN ANY PROOF THAT IT DRAWS INDIVIDUALS OR VISITORS TO FERGUS FALLS OR ANY OTHER COMMUNITY THAT THEY'RE IN. I THINK THE CONTRACT HAS A LOT TO BE REVIEWED BEFORE WE DO IT, SO AT BEST, WE SHOULD TABLE IT. PRIVACY IS NOT AN ISSUE, BUT AT THE SAME TIME, AUDIO, I THINK WE'VE ALREADY ADDRESSED, IS NOT GOING TO BE ON. Other communities have advised audio to be off. Children are the real exposure. I think, Mr. Rachels, I think looking down that, if you will, walkway, there are still people that are going to be seen during the open market at these tables. So I think it's a little broader camera than what we're thinking. MAPLE GROVE DECLINED IT. ANNA, TEXAS DECLINED IT. WE ALREADY KNOW THAT WE DON'T HAVE A DIRECTIONAL CAMERA. WE DON'T HAVE THE RECORD IN OUR SITE. IT'S JUST A NON-RECORDED DOCUMENT. PROFANITY HAS BEEN AN ISSUE IN OTHER COMMUNITIES. SO I THINK I'VE GOT ABOUT 10, 15 POINTS THAT WE SHOULD REALLY REVIEW. had a meeting on the actual contract, and I'm not in favor of it being at the Spiess Park either. There's got to be a better place.

So, I mean, if you start thinking about places, and it can't be commercial, you know, in the sense of, like, you know... I mean, anywhere you put it, you're going to have, you're going to run into the privacy question if that's an issue for people. I mean, I would think personally, I mean, for the sounds of it, why do we want to space hours on this if in reality most people don't want it? I agree.

I think Spees Park is a great place if it's up, looks up, looks down towards the new boutique hotel, looks down the river, you know, just a broader, larger view. So somebody down below it, you know, 50, 100 yards away isn't right in their face. I just want to get it out of the face of the pavilion. Spee's Park, if it's up higher and I'm assured by the council it's there, I'm for it. As long as we can do that, I don't see a reason against it.

The suggestion that I brought up at our Wednesday meeting was to put it on the roof of the bathhouse for the splash pad. And in that location, you would get the view of the river that you won't have with this pavilion location. You'd see the artwork. You'd see the butterfly sculpture. You'd see the bison. You'd see the murals on the sides of the building behind over there. And you'd be able to see the activity when there's food trucks and there's concerts and there's activity on the street. And it would be that wider view that you're talking about. And I think that if it was over there and up at the top of that, it would answer these questions that you've suggested. And we wouldn't have the questions with privacy and rented space at the pavilion. So if it's possible to amend it to say we put it at that spot specifically, if that's what you're looking for as a recommendation for a specific spot, I would offer that as an amendment to the resolution. And then we can either go for it there or not.

My only concern is after Wednesday, I had feedback on that about people that take their kids there and kiddos in diapers and things like that. And as AI advances, if things could be captured off of it, even though it's live, I guess I would just want it, if it's down there, to be higher up, like Mr. Mortensen said. I don't have an issue with the overall view. I just don't want it to turn into a thing where it's a camera that's videoing a lot of tots. And that concerns me.

And an example of that, last summer, Guy and I were touring with officials from the city of Detroit Lakes, looking at that facility, and just by us walking through the facility with phones in our hands, a mother confronted us about... you know, being by their children, taking pictures of their children. There's obviously none of that happening, but the point is it's a very sensitive space, I think, for parents with young children. So I think that would be something that we'd have a lot of pushback to if we were to put it in that location.

And also too, I would like to see maybe Visit Fergus Falls or the Chamber jump in on this deal. If it's supposed to be for our community, that's what your business does. And that's what you promote. And that's what Visit Fergus Falls is supposed to do. So if you want to do that, you know, maybe it'll come, you know, some of the electricity or something like that can come out of their funds, your funds, I don't know. But I'm just trying to look at different areas because, you know, when we keep moving away from what we're supposed to be doing in the city council, which is doing the basics for people too. This is kind of going on for development to get people into the city, which I'm 100% for. But I don't know if all the taxpayers should pay for that because then now something else will come up and then there'll be another fee. What's the estimate? What would it cost? I have no idea. And it's hard to vote on something too when we don't have an idea roughly how much that electrical bill would be or internet, I think internet's being covered, isn't it? So I guess it's just electrical.

SO THE STATE IS ACTUALLY DOING PROJECT OR GOING TO A FEW COMMUNITIES AND DOING A PROJECT TO TRY AND DETERMINE HOW TO GO AND POTHOLD THESE AND SEE WHAT THE COSTS ARE SO THEY REACHED OUT AND WE PUT IN THE CITY OF FERGUS FALLS SO THE STATE IS ACTUALLY GOING TO COME AND WE WERE SELECTED SO THE STATE'S GOING TO COME IN AND DO A A PILOT PROJECT IN THE CITY OF FERGUS FALLS TO DETERMINE what it is and what it takes to pothole some of these lead service lines and determine where they are. But as over the last couple of years, we we did identify lead service lines and it's been broken into seven phases that will be done over time to replace all of the lead service lines in town. And so this is the first phase of that process.

And she wanted to get together with myself, and I suggested we should have Guy Taylor there also to visit. And then Guy also had... Claire, just went blank. Claire on the phone. So I was very pleased how that conversation went. Anyway, their situation is that they have a road that the residents own. And they also own a lift station. and you know this is a these are twin homes people living in twin homes are you know usually kind of get rid of their their lawn duties and things of that nature but now they have a road to maintain and a lift station to maintain also and and what was surprising after our conversations that day that there was no HOA set up and it was in one person's account to cover these items and guess if I think the council should really look at this because these people were put in a difficult position I thought you know if a developer is going to do this to sell a road with their home and a lift station with their home that there needs to be a plan or an HOA set up to cover these expenses that these developers or that these residents are going to see down the road, literally. And I think that was one of those things that came up and it was great to talk about and they were very satisfied. So I appreciate, thank you Guy and Clara for participating in that because it was, you know, we were, The city was treated very kindly in that atmosphere. And they were very up to discussion and a good meeting. And I think it was everyone there. It wasn't a guy except one resident wasn't there. So we had seven out of the eight. So it was a good turnout. So maybe sometime down the road we can talk about that again.
