Hi, good morning. My name is Carol Maher and I am a resident of Poole County and live in the center of the city of Des Moines. This morning is very interesting. Congratulations and thank you for allowing me to talk. During the hot season, I always meet with the Public Health Department of Pekai County to discuss cycling as an important health and welfare strategy for the community. And as part of our agreement, I said I would inspect all cycling parking facilities in all Poole County buildings. And in November, I made a report to them, which showed the current condition and the recommended conditions. During this peak season, the city of Demoine took advantage of the opportunity by providing rugs at the PKKonti Court and the IOWA event center. Not as much as we need at the IOWA event center, but this is a start. I hope you can help fill in the shortcomings. When I was in Prairie Meadows, I found some old rucksacks, worn out and unable to be used, either at the employee entrance door for the Prairie Meadows training facility, or far behind at the hotel. I ask you to consider the creation of a bicycle storage space for facility workers there as part of the construction opportunity worth millions of dollars. You may be thinking, why? How can you ride there? The location is right near Jalan Bebas Sampai. Actually, if you come from the south, there is an access road that passes horses and cages, as well as people who manage the assets. where you can ride safely to the next area. And the storage of bicycles in the room is very important for the workers, because they stay there longer. The weather can change when they work. And as someone who rides for a long time, you can ride for a long time in this metro area. And often workers who support hotels, motels, conventions, and casinos have relatively low salaries. And they are the most important people who take care of the place, they are still operating. And when the price of four gallons of gasoline without a sign will go down, I encourage you to support this alternative transportation mode, active transportation mode, for the employees there. Resolution No. 2 that meets the agreement with Mr. R.W. Meadows.

On this occasion, I will ask Frank Morasko to explain to us what we are witnessing today and what is being considered by this committee. So, in front of you there is a rental recommendation with Prairie Meadows. And in my opinion, this agreement cannot be ignored. In my opinion, this is a historical rental agreement in front of you today to be considered. Many praises should be given to you as a council on your vision, support, and direction when we go through this process. Your priorities have been given to me and shown, as well as everything looks clear in this agreement. protect the tax liability, eliminate the risk, but still have a vision to enable the success of midos to invest in their operational while we move forward and turn to the adoption of the triple net. Something that will face surveillance or criticism from the legislative body, something that will stand firmly in front of the IRGC. This is the relationship they want to see. Many praises for the Prairie Meadows team. We see this as a mutual and mutual benefit and that doesn't mean the process is not challenging. This is a process that lasts for more than 8 months and sometimes we maintain our positions, but it is the true commitment that makes both of them, that supports both of them, that allows Prairie Meadows and Paul County to be successful and continue to contribute to the community and fund the priorities that have been expected by this community for several decades. And this will allow it to continue for years to come. I also want to admit that in short, we have a sluggish staff, but they are very talented, especially Dominic Anoni and Deb Anderson, who brought us to the point where we are at the moment. The rent itself, once again, is net lease rental. So we have transferred the property tax burden to Prairie Midos as well as its maintenance. Paul County will remain the owner of the facility. This is a 15-year rental with two 5-year extension options. There are also increases that are planted in the agreement at the five-year interval, 6% for the first two periods and then 10%, or if it drops below the 7% value, which is our methodology in evaluating this facility, we can negotiate again at that time. But over time, the value reached more than half a billion dollars for the region, while still giving Priory Midos an opportunity to invest in real operational. In the first year, I think after you remove the property tax and our other obligations in previous rents, there is a 19.19% increase. So once again, this is significant for Paul County, but also fair for Priory Meadows. With that, I will accept any questions. I only have a comment, Brian. This is Hawkins, but I appreciate this agreement. One thing I want to say based on the past, usually we have at least a few members of the council who are present. Usually, the members of the council representing this area are Homes' supervisors, then maybe from other political parties. So we have several people, at least that shows that the council has a strong interest in this process and in the rental process.

So that's it.

I think I will only reply by saying that the council has an input during this process. I am operating as a regional council agent in negotiating this agreement with Prairie Midos. That was a very smooth process for eight months. There was a four-eyes meeting with the supervisory council. There were a lot of back-and-forth discussions so that we could make sure that all the interests were accommodated. Obviously, this agreement is between the area and Prairie Meadows, not individual supervisors, but we work hard to ensure that all of these priorities are included and I think it is reflected in this agreement. Once again, I have a history that will help Pokhonti and Prairie Meadows to develop in the future. I don't want you to misunderstand. I don't accuse that we don't provide accommodation. We don't know what it is. I don't accuse this at all. I only say that the absence of members of the parliament there, I think it would be better if there were some members of the parliament who really sat there during the negotiation.

But everything is over and over again.

You know, we always try to not politicize this agreement, and that is the part when you look back at its history, the problem that arises with this relationship through the IRGC is politicization.

So once again, that's why we passed the triple net service route and have a division of rules like that through this process.

And in my opinion, that's what made it so successful. And I appreciate all the staff's work, including Riri.

I know this is a long process and it takes a lot of negotiation.

And, the acknowledgement that Pryghty Meadows is a holiday destination, which is true for the residents of Pocket County, and the effort to provide the best experience for them, in my opinion, is the result you want to achieve. I certainly think that we have a lot to celebrate today. And in the future, we will continue to observe how Prairie Meadows faces this moment and changes itself for the next 25 years of success along with everything you have achieved so far.
