So in the M MFA's review uh they got back to us a uh an issue with that resolution. We need to add a clause stating that the city would utilize cash reserves for the design engineering portion of the project and
that was already paid for in 2024. Um it was an approximate amount of $21,319. So approval of this resolution is more of a formality for the um resolution and the PFA's agreement grant agreement. So, if uh council has any questions or comments, otherwise we'll need a council action on the resolution. So, we just need approval for this resolution. Correct. And you said the money's already been paid, right? The cash. Yep. The design engineering has been paid in 2024. Correct. Well, I'll make a motion to approve resolution 2025-21. Were we expecting that to be reimbursed through this grant? That's what I thought. Yes, it's about the 20 or the 1.2 million grant, correct? And when we tried to apply for it, it got rejected for that portion of it. Whereas the construction, engineering, and administration, all is included in that grant or eligible for that grant. Uh, this, uh, pay application includes all the work, uh, through June 4th. Uh, currently the Voit lift station is completed other than the surface restoration work. The Grand lift station is approximately 95% complete and the crew will be starting work on the Pleasant Lift station uh, soon after dewatering. Then Darden will discuss at item number four here. So um if you uh have any other questions um otherwise the uh we recommend council approve the application uh for the amount of 4003 43 39,52042. Um, as uh mentioned during the workshop, um, the contractor for the Grand Pleasant and Voy lift station project uh discovered some uh unexpectedly high water tables at the Pleasant Lift station. Um, we discussed multiple alternative solutions to help mitigate the issues um that involved that high water table at that location. Um, none of them were determined to be feasible
or allowable per the contract. Um, so the contractor um sent a request for extra costs in the total of $49,63741 to us uh to bring to council. We uh informed the contractor that uh per the contract that it is states multiple locations that dewatering at all lift station locations is considered incidental. and um we have been continuing conversations with them about working on a compromise so we didn't have to go any other of the alternative loca or alternative solutions um to keep the project going and on schedule. Um so we worked with a compromise uh as mentioned during the workshop um of paying uh proposing to pay for half of the uh subcontractor work and material costs um which totals to $18,961.94 and again that money is covered under the grant for this project. That's correct. Yes, it is is eligible for the grants reimbursement costs. That is and we do have plenty of room still left in that um grant amount. Grant amount. Okay. All right. number six? Yeah. So basically what we're asking council is is we uh eventually would like to proceed with well number six whether it be now or sometime in the future. And the recommendation of Justin was that we look at purchasing the land where the well is so that way someday when if and when the all these we already have been uh purchased and can move forward with it. Uh so his suggestion was to u form a subcommittee that would meet with the voids and start that negotiation on that land purchase. So I'm looking for direction from council if you would like that to happen and who do we need to make a motion for it? Yeah. Okay. I will make a motion to form a subcom committee um for NE negotiations on wall number six. Um that would include Brian Herberg and Mark Husnic. I can second that. Okay, I have a motion and a second. So, but other than that, we haven't gotten any. So, still not even bid yet. Not that product not even bid yet. Correct. You know, so we have to wait on the approval their approval process before we go to several months and we are not allowed to make any steps forward until they give us their final stamp of approval. Sorry, I didn't mean to put you on the spot, Cody. No. And so
FEMA's So anybody that asks or anybody that's watching, it's not the city that's holding this back. So we're waiting for the bureaucracy to continue. So, so just so people know that it's not us doing it and it's worth waiting for because it's 75% cost being covered by FEMA. So, and then the DNR picking up the remainder. Correct. So, it would be a ultimately a zero cost to the city. So, it's worth the wait. And last time we spoke with FEMA, her projected construction time was fall. Yes. So, we're pushing forward. Uh fire department next. Julie got a pretty share. Um yeah, we Stony's Bar has the past few years have been doing a ride for heroes. Um, we had 60 bikes that came and some it were two people. So, that's quite a bit of money coming in that direction. They had we had a silent auction, we had a live auction, we had a basket raffle in reality. Um, I have not gotten the grand totals yet. I have been busy with a grandchild. So, I haven't gotten final totals yet. So, once we have that, that will be announced on what we did make for the fire department. We did have a good turnout. Um the weather was questionable there for the evening, but it looked like we had enough people. I had to leave early, so I apologize for that. Um so we were just waiting on pins and needles to give you those totals as soon as we have them. So um but I believe you went to the grain training last night. Did you go to the grain training? I I was there. Yes. And I I it was it was great. Or Monday night. It was Monday night. Yeah.
I couldn't do it. Totally. I I enjoy seeing what they do and there's a lot of effort that goes into that and a lot of I mean it's amazing how many people it takes to get some one person out of a grain bin. Yeah. Um Ashley was there as well. So yeah, just the time it takes for them to actually do a rescue is long. So it was really cool. It was cool to see talk to people from both fire departments, Rockville and Cold Spring, and how they work together. So that was also neat to experience. So it was good. And again, any of those drills are open to the public as well. So that I welcome the public to that. And the fire department welcomes that as well. So they actually put somebody into the crane pit. Yeah. They actually did I think five or six rounds. They asked if I wanted to be a victim. I said no cuz I didn't want to go home with tons of porn in my shoes. Yeah. Uh what I have to cover is the uh approval denial of the inspection for well three to pull the pump on check it over and then see if it's wearing out or what's going on if it's green plugged or something. Uh we have a quote here from Tin Well. It's uh $3,500. Uh and then plus if there's any items that need to get uh repaired would be above that cost. Um Tom and myself both agree that we should have it pulled and have see what's checked or have it checked. Um it has slowed down over the last year um by about 30 gallons per minute which is usually a tall tail sign something's wrong with that pump before it actually completely breaks.
U Bobby there's enough money there to cover this, right? I mean, so I I guess I think it's maintenance is the key. It's better to have maintenance and be ready than maintenance by crisis. So I I just I think we should go ahead and do what pay their approve this and have it gone forward. And I'll make that as a motion. Motion. I'll second. I have just one quick question. U when they said you weren't sure when it was last done, you're thinking seven, you know, you want it done every seven to eight years and we're not sure when it was last done. Isn't there any way we would know when we paid the bill last? I can definitely have we can definitely look into it and see. And I'm just kind of trying to make sure that we're not if it it's only been 3 years, is there a different issue than just maintenance? Do you know what I'm saying? That you know, if it's three years, maybe we should consider something, you know, besides that and approve more than this at the moment. Yeah. Uh the Rory Trail Construction Board, they're they just had a June meeting here and then they're going to be switching to quarterly because right now we're kind of in a a little lull in between projects. Um but we did have some signs that needed to be ordered for the trail. We're running into some issues. Uh we know ebikes are a huge on the rise right now and everyone has ebikes, but they're becoming an issue on
the trail uh for some reason. Uh so we did order some signs that kind of dug into our budget a little bit. And so we're asking that each of the three cities put in um $500 to uh just make sure that stays afloat. the uh my request is if you guys decide to approve this $500 that we transfer funds out of the Parkland dedication fund and into the Ricori Trail Fund. Parkland has about uh $50,000 in it right now. So, there is money in that fund to cover it and some of that money came from work that has been done through grants and stuff uh through the Rakori Trail. We actually got some money back and so not too long ago a big chunk of money was just put into parkland dedication. So if you guys decide to make a motion to accept this um transferring of money, I would ask that you specifically say that it come the money you transfer from parkland dedication into theory trail fund. Both batteries are 14 years old. um replace both batteries would be $412, which includes uh $54 of labor and $26 per battery for a grand total of $1,67 for both speed signs on uh Grand Lake. So, just a question. So, if we if we're going to pay the maintenance on this, and I'm assuming there's going to be more coming down the road, does the sign now become the cities then or what? I would have to say as a motion, too, because I believe in the last council, the Grant Lake Association didn't want to do any maintenance with it anymore. And I think that was another thing that we should probably put on there that we're reliable for taking care of the sign from now on because if we do that, it clears it up. that it just then it's ours and just be done with it. And that's been an ongoing everybody complains about the speed on it. It's a good thing. It's a good tool. So, I'll make that recommendation that we approve paying for the repairs and then noted that that is now a city song. I will second that. Okay. We have a motion, a second. Uh, we had Eli from Coordinated Business Solutions come during the workshop and basically say that he can get us state pricing on a copier and and save us over time a nice little chunk of change. And the cop the copier has the same offers all the same things now. Um, and uh the added bonus is the current copier we have if we have any kind of anything that needs to be fixed, we have to call in. They charge us like $43 every 15 minutes for any kind of support. um this state one that goes away. There's it's all included in the price plus we're saving money in the copier. So, uh this what we're specifically looking for council is number one if you approve us moving forward with this uh you have a couple options. It can be when uh in September when the Marco lease just naturally runs out on its own or as Eli said when he was here, you can choose the buyout option, pay off the remaining few months on it and start with the newer now. So that if that could be in the motion, which way you'd like to go? Okay. The question I I just have a question on this as we were talking about it. Um, are we having a lot of problems with our copy copier today that would it be smart for us to buy out since it's like $4ome dollars every 15 minutes that they're here or calling? I would not say that we're having a lot of issues with it right now, but I feel like the minute I say that I'm like invoking something. Well, yeah, because we're talking about a new copy, it's going to act up now. But I mean, I'm just looking at it as, you know, are we
smart by buying it out and just call it done or are we better just to let it run itself out in September since you guys have already sent a letter saying that we are looking at going someplace else type situation? I don't know of any current issues. Okay. I I just wanted to Yep. you know, is it cost sufficiency to buy out now and you know, take a chance for three months, you know, and we have three months remaining or is that or that was that part of the letter that you had sent, Marco? No, I think I believe the the actual lease comes up in September. Okay. So, just looking at that little window left here. So, really we just have two months if you figure June's already Yeah. So, they they lost their place last year due to a sale. So, they're asking if they could use the old fireh hall from September through December um in that time frame. And it was brought to our attention that we probably have to have some sort of lease from a liability standpoint, a zero cost lease uh that we don't accept responsibility for injuries or anything on that property.
