The meeting will now come to order. Welcome to the January 20, 2026 meeting of the city of Greenville Planning and Zoning Commission. My name is John Collins and I'm the chair of this commission. Thomas Remington, will you do the invocation? As we begin the first meeting of 2026, let us take a moment to reflect on our shared responsibility to serve the public with care, fairness, and compassion. Let us acknowledge those in our communities who go without, those facing housing insecurity, financial hardship, or uncertainty about their future. and we recognize that the decisions made in rooms like this can have real and lasting impacts on their lives. Additionally, let us acknowledge our fellow Americans around the nation that feel uncertainty in the times in which we live. Let us also send our best wishes to the ECU faculty member who is injured after being struck by a car on 10th Street and said wishes of safety to the students, faculty, and other pedestrians that cross 10th Street on a daily basis. May the awareness of others guide our discussions and decisions, reminding us that our work has real and lasting impacts on those who are not in this room. Let us begin with these thoughts in mind and ensure productive dialogue for the people of Greenville.

Uh, a request by Ark Consulting Group PLLC for a preliminary plat entitled Courthouse Square East Cluster Subdivision located the current terminus of Liberty Drive. The property is further identified as Pit County tax parcel numbers 11514 and 52454. The proposed plat consist consists of 24 lots on 35.60 acres. Staff presentation by Miss Gooby. Good evening. All right. So, this property is located in the northwest section of the city. It's shown by this red star. [snorts] This is a closer view. This is on 10th Street. So, uh just to the south, this is Brook Valley. Um it is south of the river. [clears throat] Uh over here, this is fire station number six. So, the property is impacted by the 100 and um 100year flood plane and floodway. It is a portion of it is zoned R success which is for single family. Another portion of it which is I'm going to say the lighter green is RA20. Um and I'm going to show you u the preliminary plat which explains why um some of the property is zone 6S and some is RA20. This is the second page out of your staff report. This one's a little easier to see what's exactly going on. So, you can see that there are um lots that are shown in white. So, you have 22 lots. This connects to Liberty Drive, which is bes which is Courthouse Square beside of it. This is Courtthouse Square East. And so why we have the two zoning districts is because this piece of [clears throat] property that's actually where the lots are, this is zoned our success. So it's going to be a minimum of 6,000 foot lots. The rest of the property that's shown in green is not being developed. So they have left that RA20. There was no reason for them to actually reszone it. So that's why it's been left. This is a cluster subdivision, which essentially means that the lots have been clustered together. Um, typically that's because of environmental constraints, which is what I showed you a little earlier on the flood plane map. And [snorts] so this is just um again
showing you um the property that's left undeveloped that which is in green. And then you have the lots that are being um established tonight. Um it is almost 36 acres. It's 24 lots. 22 of those are actually being developed. [clears throat] Um all of the subdivision review members have approved this. So um the recommendation is for you to approve this plat. And then one last thing um if the preliminary plat is disapproved then the commission does have to specify the reasons um for such action. And again, all of these meet um the city GU standards and I'll be happy to answer any questions. Thank you. All right, we'll open the public hearing. Mr. Chairman, good evening. I'm Brian Fagundus here in favor of this request tonight. As Miss Gooby talked about, this is a cluster single family subdivision. So, the the purpose of that cluster provision in the zoning ordinance is to really be able to take advantage of the developable acreage while leaving everything else that's got sensitive nature to it, leaving it alone as it currently sits today. So again, the project meets zoning and subdivision uh ordinance requirements. If you guys have specific questions, glad to answer them. So So is the rest of that property set up as some type of environmental easement or is it something that could be developed later? I'm just curious.
No, from a regulatory perspective, it's in inundated with so many easements and then so much regulatory flood plane and floodway that that practically you could never permits to do it if you wanted to. And was that Hardy Creek that was running right? Yeah. So Hardy Creek runs that eastern boundary and then opens up. Basically the the aerial that that she showed that showed the open a field and then you had the woods land surrounding it. Once you hit that woods land everything drops off 2530t or better going down into the flood plane associated with Hardy Creek and associated with the river. And there was going to be an entrance on uh off of Liberty and then also on to 10th Street. Correct. There. Sorry.
Is that at the light where Brook Valley is or is that a little further? No, it's it's not at that intersection.

Sorry. My name is Mary Worthington. I'm a resident. I live right in Courthouse Square at the junction of where they're trying to make the uh entrance. My question is the unused area where you said they're not going to build, how much footage or how much acreage or how much land is that considering I am right on that corner um of the entrance. Um you said it's going to be some that you're not going to use. I'm just trying to see how close it is going to be [clears throat] to my house. Maybe pull that map back up. Just want to make sure we're talking about the same piece.
I'm at 3405, which is right at the at that. I'm going to use my cursor. Are you Are you talking about this section? Can you see my cursor right there? Is that the piece you're talking about? Or you can you can it here if it's easy. They have an aerial view like like when they put the reszoning stuff out there or so she Does that help you? That's helpful. I mean, you said it was 3405, ma'am. Yes. 3405 is Yeah. That's right there on Liberty, right before it hits the yellow. It's on the on the north side of the street there street to come in. Uhhuh.
That's the last house on that's on Liberty currently. Okay. On the left. Between that and the area that's going to be building, how much is in between? A buffer. So, can you see my cursor? So it's it's it's you know the between the lot and the back of yours is 100 ft including the easement for the gas line and all that.

The um how much it's going to be towards our community uh considering we didn't have anything there from 20 30 years and now we're going to have a whole 20 something houses and I was thinking they told us at the last meeting that we was leased 200 uh feet out because of the easement and the gas line and all of that. So I think the community was thinking we had a little bit more footage before the housing come in. [snorts]
And I didn't know there was we knew they was going to come through courthouse square for one of the traffic for the traffic um and 10th street but we didn't know how to so that was just one of our concerns out there. Okay. So the correct distance is 100 100 feet what you [clears throat] were saying. Okay buffer but at the meeting they said 200 feet. I think that's what we was they were saying because of uh we didn't know about the easement at the time with the gas line everything but they brought it all up and I thought it was 200 feet. buffer sign but maybe I don't remember that being mentioned. Okay, but I do see the 50 foot gas eastment within that 100.
