Planning Commission - Regular Meeting

I will call the uh January 5th planning commission meeting to order. Could we have the roll call, please? Shak here. Beam seagull present. Casper present. McDougall here. Krabanhoff here. All right. Uh, is there a motion to amend or approve the minutes for the December 1st meeting?

Get approved. Second. All in favor? I. I against same sign. Are there any citizens here to be heard on items that are not on our agenda this afternoon? Any citizens to be heard? Hearing none, we will move to public hearings. There's a request of new singular wireless PCS LLC for conditional use permit to install a temporary wireless telecom telecommunications tower at 1817 11th Street North. Is there a motion to open the public hearing? So moved.

Thank you, chair and commissioners. Um the applicant is requesting a conditional use permit for a temporary installation of a 120 foot um telecommunications tower at 1817 11th Street North. At this time, uh this item is not quite ready for um count or excuse me, commission action due to the holidays. there was just some delay in getting what we needed to do the full assessment on this project. So, we just ended up I was working on it until December 31st and I still didn't have answers. So, I ended up pushing it to the February meeting. So, we'll we'll take up the meeting. Um we did advertise this public hearing. So, um the commission uh can open the public hearing um take comments, but just we just cannot take any action on this item until the next meeting. And then also um we'll need it need you to table the item to the next meeting. And we have not gotten any um public comments to date um at the office. And just please let me know if you have any questions.

City planner Houston, please provide the commission with an overview of this particular item if you would.

Thank you again, Chair. Uh we normally do this in December, but I forgot it was it was a busy month. Um so in your packet, I created the 2026 meeting dates um based on your bylaws and we just had we have two meetings that are near holidays if those get pushed to the following Tuesday. Um, and we just need a motion to approve your schedule for 2026. Is there a motion to approve the schedule for 2026 for this commission? So moved. Second. Second. All those in favor say I.

Thank you again. Uh we are missing um two commissioners and I it's I'm aware that we have a a new appointment for um the former chair's um ward three seat. I'm not sure about um ward I think we're missing ward one. I'm not sure if we have someone for that. So I would like to wait until we have a fuller commission just and then you can talk amongst yourselves and we can do that also at the February meeting. Um, so we just need to table this item. Those opposed, same sign, the annual meeting 2025 annual report. Uh, city planner Houston, please give us the information regarding the overview of this particular item. So, this item we do every year and it's essentially just a summary report for items that come before the planning commission. Um, and then we also um this is just an aformational item. We we forward this to the city manager to share with the city council to show what projects um you worked on this um this year. So, no action needed for this item. That brings us to the five-year capital improvement plan covering 2026 to 2030. Uh, city planner Houston, could you provide the commission with an overview of this item?

Certainly. Um, it is requested that the planning commission review the transportation projects planned in the city of Morehead 5-year capital improvement plan for 2026 to 2030 and motion to approve the resolution. in finding the project consistent with the 2022 comprehensive plan. Um, city assistant city engineer Clay Lexon is here if you have any questions about particular projects. Um, otherwise we need a motion to approve resolution 2026-01 making those findings that the plan is consistent with the comprehensive plan.

Are there any questions from members of the commission regarding this? Um yeah, I have just one. Um just curious, have you have you been able to stay on a on the schedule pretty much like the last five years to the you know this new plan now? So the the question is are we able to or have we been able to stay on are you able to keep with your timetable as leading up to this or I'm just curious sometimes it can be cost other times just permitting

on occasion we will shift or modify schedules slightly. A project may get moved from one year to the next, but generally we're very consistent with that with that plan. I was just kind of curious, you know, if these were ongoing from the past or or if they were all new. No, there's um No, no,

In view of that, we are in need of a motion to approve resolution 2026-01, finding the city of Morhead 5-year capital improvement plan for 2026 through 2030 consistent with the 2022 comprehensive plan. Yes, Chair Seagull. I would like to note that Commissioner Brent Beam's term ends on January 31st after six years of service to the city of Morehead and I would like to thank him for that service.
