SO STAFF RECOMMENDS MOVE TO ADOPT THE CYCLE DETERMINATION AND APPROVE THE CONDITIONAL USE PERMIT BASED ON THE FINDINGS OUTLINED IN THE DRAFT RESOLUTION TO ALLOW A RECREATION AND ENTERTAINMENT WITHIN THE BUILDING AT THE 2800 IGNACIO VALLEY ROAD OR ORCHARD SHOPPING CENTER STAFF IS AVAILABLE FOR QUESTIONS.
