it wasn't mr bauer yes yeah please come up to the microphone good morning thanks for having us uh we live on 178th street you guys might be familiar from the barefoot out to tell us the beach we're the second house west of the barefoot And our driveway comes up. It's probably a five or six foot raise up out of a hole there. And for years, I've been putting stakes on both sides of the driveway. So when there's a big event going on, they can't park up close there because you can't see. You can come up out of the driveway. And the sheriff's office had the engineer's office remove the stakes here a week or so ago. So I came up here and asked what we could do, and they said, you can request that no parking zone there. And I guess that when compared to something that would be like what they did on the South side of Lake shore drive, all their best, you know, Farrell sisters, a few years ago, they limited to parking on one side of the street. Steve drove down there the other day. and looked at it after we talked, and I sent some pictures. I don't know, I'm not a good camera person, I guess, but if it's not a whole bunch of cars parked together, you don't quite get the picture of the whole deal, but instead of just, if you come up out of our driveway, they're parked on both sides, somebody has to get out of the car and go up on the road just to, you know, just can't see anybody coming. I guess that's our request is to, there's no parking signs down there on one side of the road or whatever you guys think.

Are these all barefoot customers? Are they barefoot customers?

Yes.

How far away from your drive would they have to be in order for you to be able to see the back out? 20 foot minimum, I would say. So if there were signs that said no parking between these signs and they were 30 feet on each side, that would be great. No parking on a whole side of the street.

Well, the first, if you get west of us, five or six houses, that's about the extent of how far it ever goes. And like I said, we've had these stakes there now the last six, seven, eight years, and we haven't had a problem, but

know it'll i'm sure it'll be back now with the stakes gone do your neighbors have similar feelings correct okay sheriff balloon unfortunately they were victims of something else that happened out there that didn't affect affected them because when the county engineer's office was removing fences that people were putting up because Again, this time of year, it's construction starting, and there's a construction trailer sitting there, and the next day, it shows back up, and there's electric fence post or post and roped off. Okay, the construction company moved ahead, respecting that, and then the next person did it. So I got ahold of the county engineer. He says, we got to put a stop to this. Well, he pulled the ropes. And the fence is up, but when he turned around, he also saw theirs down the road away. It's been there for a while. Um, and they pulled them because they drive by and said, well, that's not fair. And, um, you know, parking's an issue all the time and, um, between the construction companies and the landscaping companies and after the flood for the shoreline restoration. It's an everyday occurrence.

Am I understanding, though, that you're okay if he had his stakes back up?

It was never a problem before. I can't make the rules. I just got them forced more than the next one and then the next one and the next one. You got to also consider you got, this is Locke Knowles. You got Moore Lake, Jones's Pasture, east side of the Big Spirit. I mean, there's so many places where the county right-of-way is used for parking. Could be opening a can of worms for Airbnbs. We get a lot of complaints about parking at those. I say they had them there for a long time and it wasn't an issue until Someone else made it an issue.

That's my understanding. We already have something about part of the obstructed area.

Am I correct, Jeff? Yes. There was a public notice that went back out in 2003 as approved by the board that basically said there's no parking for the county right of way. There's a list of other things there, too, because there's obstructions.

So in their case, where they have these folks in the parking in spots that are not supposed to, how do we remedy this? Do they call the police? I mean, I'm just looking for a solution.

Yeah, like Rick said, I mean, there's not just locked knolls. There's Francis Heights, you've got New Beach, you've got Tribal. You've got all these residential places that have services coming to them for either lawn care or construction or something, and they've got no place to park.

i'm not sure what the answer is but when the problem was doing it this with a just a notice you wouldn't be able to write a ticket on that if no if there was like you could if there was a no parking zone this actually gives them time to appeal it essentially once you give them he's not going to stick that on a windshield sure you know so i don't know that that helps his situation

The trick is though, where do construction people park? I mean, my neighbor just built a house and it was, well, one day a pickup was parked in front of my mailbox. Guess who didn't get mail that day? Talked to the construction people and then they did backhaul. But I mean, when you got Kaibos and dumpsters and pickups, It's dangerous. I got lucky. I snuck out. But I'm not sure what to do.

We went through this with Francis Seitz, you know, a few years ago.

Didn't you say you had some signs up by barefoot at one time?

Oh, that was 20 years ago, I bet, or more. They put them up and then one of the people that had a pro or wanted a pub had a family reunion and it caused a really big stink and went down there and i mean it was real ugly and he says no this is no parking for the barefoot now the sign says no parking and uh monday morning pull the signs you know we can't deal with this every weekend you know what's good for one I don't think the problem is as bad as it used to be. It's kind of, is it?

Well, they've gotten more parking over at their place now. Right. But like I said, since we've had the mistakes there, nobody parks it. Right. So in winter games is probably the worst. You know, more, more so.

That's a, that's a pretty bad intersection there. You got traffic possibilities coming in three directions.

Yeah, you got 178th coming up to exit and then . So it's three driveways, one spot.

Well, are they breaking any rules by having your state sell? If that works. Maybe that would be an option instead of having no parking signs, having to put them all over the county.

Sure. When, when the rope fence was brought to my attention, if you read that policy I gave you bill, it does read fences in there. So that's why, or that's why I've talked with Greg. We had ordered to have fences taken down.

Yeah, they were victims of something that didn't even pertain to them.

Promise don't grow. The fence was on their property though. It's right on the edge of the road. Okay. So if it was backed up, but it'll be okay. Not in a road. It's not obstructing traffic.

The biggest thing is that we try to maintain anything through there. We're, you know, we got to protect our equipment too. I'm not sure how the policy came to be back in 2003. So I don't know what the intention of it was.

like for usually snow plows and we pull the stakes generally after labor day sure and put them in before memorial day you know it's just that three in our states were probably two feet off the road if i had uh from the edge of the road if i had to guess because we could run the lawnmower on one side of it be honest with you i've never seen them before mistakes They're piled up alongside my garage. Well, that one's burrowing. Poor guy.

These are in the road right away. Is that correct?

So I don't know if you want to authorize placing obstructions in the road right away and then you have an accident.

He's obviously got a problem. Yeah. I mean, I would be upset as well when you can't see me back out of your driveway. What's the remedy though, because we have so much of this in so many different areas here. And we're, we're a weird place to live because in the winter, it's not an issue, but in the summer, it's a son of a gun.

And so where do we go with it? I've seen barefoot parking going up the county road, multi-direction. It's not safe.

I agree. We've talked many times about where it goes along the.

stakeout road there during winter games it's bad and like you said they have provided more parking but people need to catch on that it's there sorry do we have an ordinance that says you cannot park in the road right away other than this so that was I think it was a resolution that the board passed me 2003 it passed an ordinance that says you can't park in the county road right away and then you post a line or whatever that says that, at least you have a way to enforce them.

Does that make sense? I don't know. Yeah, we can check. I can check with Lori to see if there's any ordinances out there.

It still comes back, and I don't disagree with that. I think we have to figure something out here But what happens when these construction crews come in? Where do they park? And along where I live, down Lake Shore Drive, you can only park on one side. So now you've got all these construction guys. They're parking willy-nilly. So it's a weird area to figure something out. I don't know the answer.

But he needs help.

well yeah you got it it's nice to look down the road and see if something's common uh yeah you know not like we go looking for it it's complaint driven it is but like John said and I if it was me the stakes are going back up but we're just now saying it's okay then to do that in our right of way which That's kind of the point of this.

How far does the right-of-way extend from the edge of the pavement? 66 foot right-of-way, 33 feet from the center of the road.

Who knows, it might be 50 foot wide. 50? We try to put the roads in the center of the right-of-way, but they're not always centered. Most of them are 66 feet. It's 66, but I think being a residential subject, it will end up being 15. I could be wrong. That'd be 25 feet.

From center. From center. Okay. That being said, mailboxes are 40 some inches, I think.

Yep. They have to be put in by federal standards.

But is that, it's 40 some inches, I think, from the edge of the road? I think so. Okay.

Lee, buddy, what are you thinking?

Well, I think that's, I like the idea of the stakes out of the right away, but I understand the frustration for landscapers, but I don't know, as a citizen, I would appreciate having the ability to use my driveway safely. I like the idea of having stakes up right away.

Mr. Dollard? Well, I think I'd like to make a motion to direct the county engineer to take a look at the situation and determine if and how far back we need to go with possible no parking signs. I think no parking signs or if we put one in that said from here to the corner or whatever it would be, not limited in the whole placement I think it'd be a good idea to have Jeff that we should direct Jeff to take a look at that and if there's any other maybe complaints that the sheriff has that is there any way that we can request or expect that barefoot has additional parking added to their no okay

they have a huge area they've added in the back it's in the back so it's hard for folks to unless you know it look where they take those excursions out yeah i don't think back into that house so yeah back in there so what you're suggesting i think you're suggesting a little bit what you're talking about right we would go from point a to point b which might include his property it says no parking Beyond that would be all right. Is that what you're suggesting?

Well, it's not all right, but you could ticket this. Right. And people would know that there's no parking. That was just thrown right away that no one really knew where it ends and starts.

I understand. Once we open that door, we're going to see that in a lot of different areas.

Mm-hmm. I'm guessing it's a high traffic area. Oh, yeah, it is even without parking there. I'm sure people are in and out all the time.

I'm not I personally am not opposed to the section of no parking. I'm not opposed to that. I think that that's a start. But again, I'm concerned a little bit about where that leads us to some of the other areas. But I guess if it's complaint driven, we're going to hear about it anyway.

And you have to ask, what will your construction and your lawn people do? I mean, I put up with it because I've heard people had a pain when they built my house, so it's... Right. Good question.

Mr. Engineer, what do you think? I just got a notification that we do have Organs 93-1 that regulates parking during stone removal. That's during stone removal. It doesn't help us during the summertime. I bet Megan's got something to add here.

So Article 18, off-street parking. So these are mostly single-family, duplex, and two-family residential, which requires two spaces per dwelling unit. Section 4, development and maintenance. No part of any parking space shall be closer than five feet to any established street, right of way, or alley line. Where the parking lot joins the residential district, it shall be set back at least five feet from the residential district boundary. That's what I've got. So if you're parking in your property, you're still supposed to have the edge of your vehicle five feet from the right-of-way line.

So again, how do we address the construction folks and the landscape folks who are a big presence here, especially during the time he's struggling?

I guess my opinion, not that it means anything, but on the construction and those kinds of deals, It's just part of life up here. I mean, and we drive around them coming and going, you know, we're generally up here Wednesday to Sundays and drive around. You don't think anything of it, but like I said, try to, and you talked about backing out of our driveway is that's pretty much impossible. Driving out is bad enough, but backing out, if they're on both sides, then you're, you're way down in there yet. You can't see anything. But like I said, it's a no-win situation for you guys, but like I said, I feel like we'd like to have something done there. I totally agree with you.

You have the right to get out of your driveway.

Well, we certainly can have Jeff take a look. I mean, we'd have to make a motion for that, but we can direct him to take a look at it. at what area there we could put no parking if that's the case knowing that these construction and landscaping folks are going to be around they're either going to pull in his driveway if he's working for him or they're going to be somewhere and that's going to happen yeah and we need to have our law enforcement on board with what's going on with that i think all those things have to be taken into consideration i mean it's a good point he deserves to be able to get out of here i'd have a cow too i think we just not just mcgraw's or i think when you look at all the other i totally agree with you but again it's a very unique area yeah a good place to start yeah so if you're okay we're going to direct him to take a look at and come up with a solution that's that's great we want to take at least a look at what's going on that's fine that's you're good okay well thanks for listening to us thank you for bringing us we appreciate it

Item number one is approved request for repairs on DD41, open ditch, to hire the services of Kearney, Green Inch, and X-ray to complete removal of three Beaver dams. Kearney, Green Inch, and X-ray has recently been hired to remove three other dams for the county. I'm estimating the cost to be less than $2,500.

Does someone have a rifle? Thank you. Item number two, I gave you a couple of pictures. One being aerial photo. And the second, the colored speed limit map. I want to make a recommendation to post a speed limit along 250th Avenue from approximately house number 15, 272, 250th to approximately 15, 715, which is currently 35 miles an hour, which is available on this colored map. To establish a speed limit of 25 miles an hour. Speed limit at 10 feet is going to transition to 35, and then 45 is going to be the speed limit within 1,400 feet. Like I said, if you look at the colors map, this yellow portion here is 35 now. That's going through the residential .

We have received some complaints off and on And coming out, it's hard coming back down the hill into that area. You have to really think about it. I'm sure we get a lot of speeding along there. So I'd make a motion to accept that, change the speed limit to 25 in the residential area.

Thank you, Board. Item number 3, requesting the approval of fiscal year 27 Iowa DOT amended budget. Construction was a major change in this amended budget. This is due to our 2026 bridge and HMA resurfacing projects. We have a budget for fiscal year 26 construction, but partial construction took place in 26 and the rest of it completed in 27. The carryover from 26 is being budgeted for these items. The only changes were to show the actual carryover balance from fiscal year 26 and to increase the construction expenditure to $4,300,000. And you're increasing it how much? $2.85 million.

I handled the HIPAA, the handling of sensitive information with care training, which was sent to us by the IT. Quick, easy training. I recommend we get that done. I also was unable to attend the recycling team meeting. I know, Steve, you were there. You can give an update on that. I completed my wellness physician physical. And I also completed the mental health training video. That was interesting. I got through it. But I do encourage everybody, please get scheduled for your physical with your physician so we can reach our goal to save 5% of our health insurance premiums. We've done it for the last seven years. It's one thing I hope we can do for the full eight years that I've been here. So please get that scheduled. I also went and checked on our recycling sites in Terrell, Arnold Park, and Lake Park. Things are going well there. So we hope and continue that those things continue. That's all I have. Okay, very good. Mr. Dillard.

Hey, after our meeting on the 28th, I zoomed in on my monthly board meeting with the Upper Des Moines Opportunity. And the main issues we discussed were their finances. To date, their financial report was okay. They have a couple of... areas where they're over budget, but most of them are well under budget and maintaining good for the quarter. They're creating a new position of client services director. This kind of breaks down the organization a little bit so that it's not so much for one person overseeing the entire thing. They have a lot of different areas under the main director, but she is still the one that will be working with the services director. You might say they created like a line and block chart of responsibility or chain of command of who to go through so that within their own agency, they know who to go to or who to direct people to. One area that they're hoping for improvement is in the housing help as they've been short personnel. They've had one person that's been handling that and we have been moved, I think we moved one person earlier in the year, but now they have three people trained and is starting to, talk uh about and moving people off the list there was several of us on the board that had complaints about that so that is one area they're addressing and dressing well and i yesterday i talked with atlas and uh i talked upstairs to beth's office and uh to see how things were going and they hadn't even checked up on it as yet last year week uh Atlas was involved with the Bible Conference, so she didn't attend their meeting from last week, but I've made her aware, told them to keep me posted on what the Upper Des Moines is doing for that. On the 30th, I attended the Recycling Commission. The RCC reported that they were having a lot of green waste and hazard material coming in. But no other problems really. There was not a representative from landfill, and there was a motion for the Commission to start covering operational costs at the RCC, which they had discussed several months in the past, and that was passed. On the fifth, Bill and I attended the Veterans Board meeting. It's getting very interesting, but I feel we're finally heading in a better direction. I'm going to let Bill tell you all about that. On the 7th, I attended the bid lighting at DD Branch 61, Branch 399, and then I met with our parking constituents on the 178th, 175th going into Lock Knolls. On the 8th, I helped out with our church food pantry. And today at 10 o'clock, I've got a Zoom meeting or a webinar to sit in on. It goes from 10 to noon and then from noon to 2. I've got another webinar sitting in on and then we have this afternoon we have Hunger Coalition. So that's just what's going on for today. You're going to be busy. So that's all I have.

July 28th after our last meeting I sat in on the uh board meeting at iowa great lakes sanitation district uh last night well then last week i was recovering from surgery so i didn't have any uh official government business to attend to monday night last night i went to the city council meeting in milford um today i'm going to sit in on that webinar it's about data centers at noon and Friday this week I have my monthly trails meeting.

Okay. What's going on with the sanitary district?

You know, business as usual. They've got some things going on locally with their upgrades from a construction standpoint that they are dealing with and addressing, and they've got a couple different projects putting in lift stations or but there hasn't been anything that jumps out at the county level um you know they were involved in the um as a as one-third of the land use plan study that we had completed and um were a part of choosing the firm that we went with uh rdg and so on but okay thank you for my part I had the veterans meeting

Next week, we will have someone from the veterans, the chairman from the veteran committee explaining what they would like to do. I will let him explain it. It's interesting.
