Um so at the last meeting um two meetings a gone now. Council Roby um suggested um we look at Six Street pumping station and our options.

Council Roby suggested we look at the Sixth Street uh pumping station both either to put a shelter or to fix the um pumping situation there so they wouldn't have to bring in the temporary um pumps as often and wouldn't need staff out there. Um we Tony and I met out there with um Travis Freeze from WHKS and we revisited the plan from 2019 um as well as some other options um that we came up with. Um, after kind of going through the whole thing, uh, in detail, um, it looks like major upgrades that would change that situation significantly would be, uh, approaching $2 million. Um, and there's no way that that could take a priority above fixing the ditch. If we fix the ditch, we can direct more storm water toward the ditch, but you know, we increase the capacity of it. We can direct more storm water there and relieve the problem at Sixth Street um with less investment and more long-term um use. Um so, uh we aren't able to go fix that. uh we we ran into the same issue we run into every time that uh we look at that situation. Um so we're back to uh looking at the shed concept. So we'll look at that next. Um I've got some ideas of people that um could make something. It has to be something that can be slid out of the way to be able to service the pump um and yet give enough protection to the employees. So we're working on that. Um emergency services building. You've noticed the windows are basically all in except the ones they need to um load materials into the building. Uh the rooms inside are all framed. The brick

work is on the garage is done and plumbing and electrical is pretty much pretty much in um but the pro and the project remains pretty well on schedule. um received uh notification today from the Teamsters Union that they would like to have uh a meeting uh on Thursday to begin the process of negotiating the new um union budget, new union contract. Um the previous contract ended at the end of April. Uh we've been waiting for the union to come forward and and um ask to begin the process. Um so encouraged by that we will um our team will be meeting with the union on Thursday morning. Um the uh 166 in Cinea the property uh vacant property that the city sold u to Johnny O. Um we are very excited to see that construction is uh about to begin there. Um there's one variance that he'll be coming in for basically just moving the building o over to give u more usefulness on one side of the building. Um and that requires a variance and so uh on the 18th the next before the next council meeting there will be a hearing of the zoning board to go over that. Um I don't anticipate that'll be very controversial and um then it'll come to the council. Um he has told us that he hopes that within a day or so after I will issue a building permit to him as soon as um the variance is issued um assuming it's issued and um he expects to be able to break ground within a day or so after that. So it's really exciting. That'll be the second new building in a year on CNO Avenue and

the second new building in 15 years on Cento Avenue. So, um, exciting to see what's going on in the downtown. Uh, the fire department, thanks to the fire department, they did a great job of opening the culvert under the railroad at, uh, Jordan Avenue. Um, we we need to get a back hole in again and do some more work on the ditch that was opened on the other side. Everything we flushed out of the culvert, kind of settled in there, and so need we need a little bit of work. Um but um so far between that and the work we've done at first and wall uh culvert um we've had rainfalls up to 2 in and have had zero flooding uh downtown. Um with that culvert opened from it was open four or five in before and now it's open probably what a full foot or more. Um so um you know you probably have eight or 10 times the volume of water that can go through the culvert um as we had before. So um we're anticipating we're not looking forward to a bigger rain but we're anticipating the ability to handle it and um so it's great to have that work from the fire department. Thank you.

Thank you. I just got a couple couple things. Uh reminder the garage sales this weekend. The maps are available at City Hall, Fidelity Bank, Big 10, Vans Liquor Store, and Family Beer. And then this Saturday is also the community cleanup day. Uh 7:00 a.m. to noon. A dumpster will be available at the East Debuke City garage location on Boat Ramp Road. We are limiting each customer to one pickup load. Several items collected at the event include fees to cover a portion of the recycling, processing, and transfer expenses. Uh items that must have stickers, they need to be purchased at city hall before the event. Any electronics that have a screen of any kind will be collected at $25 per item. This includes computer screens, laptops, and all types of televisions. Large household appliances will be collected at $10 per item. That includes refrigerators, washers, dryers, dishwashers, stoves, air conditioners, dehumidifiers, microwaves, etc. And then tires up to four 20-in tires are $5 a piece. Again, these items must have stickers and they need to be purchased at city hall before the event this coming Saturday.

There's a huge whatever you want to call it mountain there that you hit hard and I it needs some gravel or something needs to be addressed. I don't know if that's a Bob deal to get started. I'm assuming the city is not responsible for that being it's the railroad. It's after they redid them tracks. If it's washing away or what's going on, but it needs to be addressed.

Yeah, for the record, my name is Delbert Bell and I live at 400 Apple Street in East Debuke. I'm here tonight to talk about the flag poles. Over the years, I've been involved in putting flag poles up at the cemetery, St. Mary's. I did it at the football field for the public schools. I did it for the baseball field. I did it for the softball field. 25 years ago, I was approached about putting one up down on the boat ramp and we complied with that. The deal is on the flag poles is we'll supply them and we'll supply the flags, but we do not do the maintenance on them. And the one down there, uh, he has trouble with the I think the rope is out of the pulley. and I'd like to see that get put back in so we get a flag on that. Okay,

New business. 26-0505. Discussion and possible action to approve proclamation that the month of May as motorcycle awareness month. Oh, I'm old enough to remember when AATE stood for a brotherhood against totalitarian enactments, but and now they're a brotherhood aimed toward education. So, I guess they've gotten a little more woke. Um, but this is the uh standard um motorcycle awareness. Uh at the beginning of every driving biking season, um they ask us to raise the awareness of motorcycles and make sure people are looking out for them on the highway and recognize um the volunteerism that comes from the um biking community. All right. And then there's just a a portion here that of the proclamation that I can read. I, John Digman, mayor of the city of East Debuke and the great state of Illinois, in recognition of 39 years of abate of Illinois incorporated and over 352,318 registered motorcyclists statewide and in recognition of the continued role Illinois serves as a leader in motorcycle safety, education, and awareness do hereby complain the month of May, this year 2026, as motorcycle awareness month. 25-0506. Discussion and possible action to approve IEPA PWSL17-6365 and17-7079 change order 5 final in the reduction amount of 88,61362 from Louis Trench and Service Incorporated. So, we're wrapping up um the Oxford project and uh last week we did a walk through with the engineer Tony and myself and um ticked off any uh remaining issues and um they are take took those on are completing it. Um the reductions uh involved in this change order have to do primarily with uh reductions in quantities. if they use less gravel, less pavement, things like that than they anticipated. Um, and also the um other major thing was there was one stairway that the original plan had to be had being replaced, but it's actually in fine shape and so we were able to keep it. So, it's a reduction of $88,000 from the contracted amount.

Morning. 26-0507 discussion of possible action to approve a WPSL17-6365 and17-7079 and city of East Debuke payment in the amount of $13,689 including Louis Trenching pay application number five origin design and CFPS incorporated. So you see because this was both this was a three-part project and we've dealt with this obviously each time um we got a loan for the water portion, we got a loan for the sewer portion and then we bear the storm water retaining walls pavement um portions. Um so this uh payment is divided those three ways. um 48 thou 55,000 for water. I believe it's 48,000 for um sewer and the remainder is uh the city Any questions or discussion? Hi. 26-0508 discussion and possible action to approve CFPS agreement for professional services for IEPA lead service line inventory. So this is the lead service line issue that won't go away. Um, as you know, we we um took on a lot of the lead service lines, the potential lead service lines uh what a year ago and um it turned out that there was a lot were a lot of places where there um there wasn't actually lead and there was a lot of digging. There's no way to tell. You can tell at the home, you can tell at the box if you dig that up, but you still can't tell what's between the two in terms of lead service. And so this project, and it's not just us, it's everybody. They're finding it's um based on when things are built, when a street was developed, um when maybe new sewer was put in, um you may or may not have a lead service or lead service mixed in with other services. Um the state is requiring that we come up with a plan to basically eliminate all um lead service lines within a a period of time. I think it's 15 years. And so we've got to come up with this plan, but we don't really know where to look anymore because we've already examined all the the basements, had people go and check their own basement and do do all those things and still you dig up a water man and you find a lead service. And so we are trying to do our due diligence to find the do the best job we possibly can to find lead service

lines. Um and so there is a grant available of $30,000 from the state. It is a grant so it doesn't have to be repaid. And um the idea would be that we'll use that to go to the places where that'll help us determine the most highest likelihood of where they are. So, if there's one at one house and maybe we're going to go down three houses and check to see if there's one there and then maybe we've got a reason to go in between. So, we'll put together a plan to be able to do the best job we can of this. Um, so this is the initial um CFPS um contract to work on that and it's $1,500 to do the application. Um, and so that's kind of on us. If we wouldn't, for some reason, get the grant, then we're in for that. Um, the remainder would be um invoiced uh um when the grant is approved and paid for out of the grant. So, um that's the that's the goal. So, it be $5,000 in total. Um 1,500 that we're on the hook for to apply for the grant. and then 3,500 paid for out of the grant. Assum if assuming we get it. I don't have any knowledge of what the likelihood is of getting it, although it sounds like it's pretty available. Any questions or discussion?
