Good evening, everybody, and welcome to tonight's regularly scheduled, Planning Commission meeting. Before we begin, I'd like to go over a few housekeeping items. I'd like to remind the audience that this meeting is a business meeting. And as such, while the commission welcomes all members of the public to participate in open discussions regarding matters on this session's meeting agendas. Speakers speakers must conduct themselves appropriately so that the commission can has the ability to listen and to has the ability to listen to and consider all of the information and comments related to an agenda item and deliberate on that item in a context that allows for all viewpoints to be heard and respected.

Together tonight in this amazing city or that you love, And you love and you died for, Lord, every single one, children, mothers, fathers, Lord, as we sit here tonight. There are children playing at ballparks. There are girls learning how to dance in a ballerina in one of our city centers, Lord, and there are families eating dinner and enjoying the safety of this great community, Lord. And, Lord, tonight we come together, Lord, to continue the planning of this great city as we think about what is good for Fontana, Lord. And it runs through the planning commission.

This next public hearing item, a, I will open the public hearing, for master case for p h dash a master case number 25Dash007 or sorry, 0078 and municipal code amendment number 25 Dash zero zero one zero, Fontana municipal code amendments to chapter 30 to modify emergency shelter overlay district development standards and operating regulations and incorporate property located at 11109 Jasmine Street into the Overlay District. Project planner is miss Goins.

Thank you. Good evening, commissioners and members of the public. I'm Cecily Seshengoines, and I'll provide the staff report on the proposed code amendment. So this is a proposed code amendment regarding the emergency shelter overlay, which is in chapter 30 of the municipal also known as the Zoning and Development Code. This proposed amendment is considered a citywide amendment as it's making text changes to the emergency shelter overlay District.
But it also is proposing to place the Overlay District on the property at 11109 Jasmine Street, which is located in the Fontana Gateway specific plan. So in addition to incorporating this property into the overlay, there are some specific standards that staff is requesting to make changes to, such as the addition of very specific standards regarding security surveillance systems for these types of facilities requiring that the video is kept for thirty days, that there's video for interior and exterior of the buildings or facilities, and that it's in color. Additionally, we have some changes to the time limits for resident stays. And also, just getting rid of some of the limits, like on waiting and intake areas. We also have requested some changes to stipulate that there are no walk in services to be provided for any facility within this overlay.
So it isn't allowing participants or residents to approach the facility. They have to be brought from another organization or facility. So that's to cut down on foot traffic in the area. And then there are just some other minor changes such as the number of occupants. So we put some limits on the number of occupants or residents, especially for those facilities that are not operated by the city or government or quasi government organization so that's about the summary of the changes and as you see on the slide on the right, there is the property there on Jasmine Street that is currently developed with, like, a I believe it's a concrete tilt up building.
So with all of that said, based on the information in the staff report, staff recommends that the Planning Commission approve resolution number PC twenty twenty five dash zero four seven. And determine that the proposed ordinance is categorically exempt from CEQA and also, approve a resolution recommending that the City Council adopt an ordinance for, this municipal code amendment to amend chapter 30 of the municipal code. That does conclude my presentation. Staff is available for any questions that you may have.

What is the current time limit for the residence that was being removed?
So the the current that's being removed is six months, I believe. But let me just I wanna verify that. And this is just to provide a little more flexibility, especially for the different types of facilities that can be within the overlay district. So I do believe it is six months that's being removed, and it's just giving flexibility so that operators can dictate the length of stay. There's some facilities that are meant to be not really long term, but like as a transition. So this is to give flexibility for that.

Well, was nice talking to you guys earlier. We are located the business that I'm representing, which is Bragg Crane, basically goes from Yasmeen, Gallia, all the way over to Santa Ana. We do have concerns about possibly when you hear homeless, know, theft and what have you, which hearing what she has to say, I understand. I understand where the place is. But being there that that we are, we've already hired security.
The one thing I'm hoping the Planning Commission looks at is possibly posting no overnight semi parking through there because it's already getting sort of sketchy. There's a lot of stuff going on. And you put the two together, and it could really get out of control. So that was one of the things that we were hoping at least because the guards we have there at night have been telling us about, you know, the trucks are all lined up around that whole horseshoe there that she showed and instead of them going to truck stops, they're probably there just so they can they don't have to pay anything. But there's also a lot of people coming in there between eleven and say five in the morning.
There's a lot of ladies showing up. There's just a number of things that are going on. We don't know if it's drugs, what have you, but, I'm hoping that it's something that you guys consider since that's gonna be there to give those folks, you know, not to any temptation that you would stop the semi trucks from parking overnight there. Thank you.

This brings us to I'm our next item, question. In this public hearing. It's item b. I'll open the public hearing for, master case number 22Dash000124DashR1. There's a design review number 22Dash00057DashR1DashA oh, sorry.
A request for revision to the previously approved design review number 22Dash00057. The revision includes modifications to the elevations, increase in the number and size of the two bedroom units, reduction in the number of bed one bedroom units, reduction in the square footage of the recreational room and landscaping area, and the increase in the size of the carport, porte coacher and trellis areas. I probably massacred that one. But for a previously approved 66 unit senior apartment complex within two buildings and associate site improvements on approximately two acres pursuant to the categorically exempt in accordance with CEQUA guidelines section one five three three two. Project planner is Mr.

Glad to do it. Thank you, mister chairman, vice chair, and members of the planning commission. Salvador Quintanilla, the project planner for the Baseline Village project. The applicant is Flora Smith from Andreessen Architecture. The request is an amendment to a previously approved design review to modify the elevations, increase the number and size of two bedroom units, reduce the number of one bedroom units, reduce the square footage for the recreational room and landscape area, and increase the size of the carport, the porticochet, and trellis area for the 66 unit senior apartment complex that was previously approved.
The project site is located North Of Baseline Avenue and East Of Citrus. Here is a aerial photo of the project site. As mentioned, it is North Of Baseline Avenue, East Of Citrus. You have an existing senior apartment complex to the North. To the South, you have a water company facility.
To the West, you have an existing shopping center. And to the East, you have an existing single family residential home. As into the right of your slide, you'll see a aerial photo or street view photo of the projects being vacant. The project site as mentioned, I have a previously approved site plan and a proposed site plan. The difference between the two, I will explain shortly is here in the red boxes, that's where the main of the modifications are.
The building itself is there's two three story buildings for senior housing. There's another buildings in each of the center buildings. Those are not gonna be touched. The only ones that will be touched is the center building where it says Building A and Building B. The design and layout of the building is more currently was proposed kind of an angular shape.
They're proposing now to be more of a vertical shape. So it's just more rectangular. With that, that's where they were found to increase some of the two bedroom units as well as reduce some of the one bedroom units for that. The other red mark is the carport that got increased based on the increase of two bedroom units. The number of covered parking spaces increased by one.
So now they had to extend the carport area to make it to 38 cars versus 37 vehicles. The other portions of the site, some of the landscaping got tweaked a little again because of the redesign of the building, but they still meet the minimum requirement for the whole project site as a whole. So in this case, the parking remains the same. They still overpark from what was previously approved. They are providing 93 where 77 was required.
So they're still overparked. The main entrance remains the same. Again, everything is just the same. Only the buildings are the ones that are changing. Here is the previously approved elevations, which is a craftsman style design, which has the different gray color schemes. They have some wood sidings. They have some windows there, our recess, as well as you have the sorry, the concrete tiles as well for that. It meets all of our same criteria because this was previously approved one. Here's the proposed one. As you see, there really isn't a change of the design of the building.
They're keeping everything the same. It is very slight change that you have. Mostly, the changes are happening on the south and east elevation. The north and west has no change to it. And the south and east is mostly the ones that are having that change. But the changes are that is very slightly. They're even hardly noticeable. Here's a rendering of the actual project site. Then you have Baseline Avenue. The seniors will come in, and it's gated.
It's a gated facility. Again, that's not changing the block walls or anything. They're not changing. Just the movement and configuration layout of the housing is the only thing that changes with again, with some of the modifications to the site landscaping, carports, as well as the units. Based on the information in the staff report and subject to the attached findings and conditions of approval, staff recommends that the planning commission adopt resolution number twenty twenty five
Zero four eight.
And determine the prior to to be categorically exempt person to, section number fifteen three three two, class 32, infill development, and direct file to direct staff to file a notice of exemption and approve design review number 22000057R1. The the cover carport. Mhmm. The covering of the parking spaces. The number of parking spaces still remain the same. Okay. Just the carport increased by one. Because based on the requirement, because they added additional two bedrooms which require cover parking, they added, they extended the carport to one space over to meet that requirement.

you tell me a little bit about the project?
The project that we originally proposed had a difference between one and two bedrooms. It's 84 total units. We, after it was designed, approved, and submitted, we found some different locations to adjust the one bedroom, two bedroom mix and to move the elevator. The actual change of the units themselves is less than 2%. If you look at the renderings and everything that were originally approved, you can't tell a difference.
You're looking at approximately 300 square feet per building on the 1st Floor and then taking it up. So an approximately 90,000 foot building, you're looking at a couple thousand square feet, which translates to 300 square feet and change on the floor. And also in, I think, the 2,700 square foot difference includes the covered parking. We just figured that it made the building much more efficient. And we own the property that's directly behind this, the Citrus Hills Seniors.
This is a companion project. And we also found that the need for the two bedroom far exceeds what we built over there. And so this just made it better for us and the community.
