Okay. Um, good evening everyone. It's uh 5:00. I want to welcome to you to the City of Victorville Planning Commission meeting for June 11th, 2025. I will call this meeting to order. If we could have roll call, please. Commissioner Marsh, Commissioner Marshall, here. Commissioner Thomas. Vice Chair Messen, here. Chair Kerr, here. We have quorum. Thank you. If you will please rise for the invocation led to us tonight by Commissioner uh Marshall followed by the pledge of allegiance by Commissioner Marsh testing. Uh heavenly universe, I ask that you please uh grant us the wisdom tonight to uh fill our hearts and our intuition with all the knowledge and wisdom in order to carry out our activities as we take a look at the uh planning codes and uh all the different projects that are coming before our our beautiful city. Amen. Please face the flag and place your right hand over your heart. Ready, begin. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Uh it is now time for general public comments. These would be um any comments uh uh that are other than what is in tonight's um agenda. Do we have any comments for general public comment? We have no public comment cards. Okay. Well, I I will have opened the general public comment section and we'll close the general public comment section.

That moves us on to our what looks to be our one and only uh public hearing agenda item tonight. Uh number one, staff report, please. Thank you, Mr. Chair, members of the commission. Agenda item number one is case number PLN25-0000002. This project is a code amendment to conditionally permit permit medical and dental offices within the IPD industrial park zone district and a site plan and conditional use permit with a categorical exemption to allow for the development of a new medical professional office building on a vacant parcel zoned IPD with a deviation from municipal code design guidelines to allow for the drive aisle at the rear of the property to remain without the inclusion of a 5- foot wide landscape planter. Uh in this project, the applicant is requesting approval of this proposal to allow for the development of an approximately 8100 square foot multi-tenant medical professional office building. Uh this project is designed to include three individual suites. One is designed for a medical office, the second for a professional office, and the third office is vacant at this time uh with no designated user. Uh also included this proposal is an amendment to the Victorville Municipal Code to allow for medical and dental offices within the IPD uh industrial park district zone district. Regarding the proposal uh code amendment portion of this project, uh administrative professional offices are currently um conditionally allowed within the IPD zone district. However, medical dental offices are not. uh given the similarities between office uses and medical professional offices, I'm sorry, medical dental offices uh where neither involve retail sales and both serve as accessory services to industrial development. Uh staff does support this proposal uh with the requirement for a conditional CUP as

this provides safeguards to ensure land use compatibility within the IPD zone district in the future. Regarding the site plan portion of the proposal, the project generally complies with all development standards of title 16 as condition. This concludes uh includes sufficient parking and site access, a trash enclosure design and location in accordance with title 16 and a building that is uh designed in accordance with the industrial design guidelines. Uh with regard to landscaping, generally the project complies with the requirements of title 16 as it provides a landscape area distributed throughout the site and at the base of the building while incorporating 24in and 36-in box trees throughout the site. However, the project does lack a 5- foot wide landscape planter at the rear of the site along the eastern property line. Uh this was uh proposed this way in order to accommodate the complete width for emergency access at the site. With the proposal's otherwise robust landscaping uh design throughout the site, the deviation is allowed pursuant to section 16-3.01.030 of the Victable Municipal Code. And given that the project does not uh provide any adverse impacts to the public health, safety or welfare, staff does not object to the proposed deviation. Additionally, staff finds that the proposal satisfies the conditional use permit review criteria as the proposal complies with the development code in the general plan and the project will not overload the capacity of the surrounding street system or create a hazard to public safety. Uh with with regards to the environmental review of the project, uh the code amendment portion of the project is considered exempt pursuant to California Environmental Quality Act section 15061B3 as there is no possibility that that the

proposed textonly code amendment will have a significant effect on the environment. Uh additionally, each project as it utilizes this section of code in the future will be required to go through its own separate environmental analysis and review. The site plan and conditional use permit portion of this project are considered exempt, I'm sorry, categorically exempt pursuant to section 15332 of the California Environmental Quality Act entitled infill development projects as staff finds that this proposal meets the site size and location standards outlined by SQA. That being said, staff recommends that the planning commission conduct a public hearing, receive testimony regarding the proposed project, and take the following actions. Find the code amendment portion of the project exempt pursuant to California Environmental Quality Act, SQA section 15061B3 and the site plan and conditional use permit portion of the project categorically exempt pursuant to SQA section 15332 entitled infill development projects and adopted resolution number P-25-015 recommending city council approval of the of the municipal code amendment portion of case number PLN25-00002 and adopt resolution number P-25-16 recommending city council approval of the conditional use permit portion of case number PLN25-00002 subject to the attached conditions of approval and finally adopt the resolution number P-25-017 recommending city council approval of the site plan portion of case number PLN25 5-00002 subject to the attached conditions of approval. open the public hearing? I just have one quick one and um just based off the what's in there. Yeah, there are a couple uh usages that are similar to this in the general area of Hisperia Jasmine Silica Industrial Park. Correct. Correct. There's a multitude of uses that kind of combine the industrial park uh district with professional offices. Um most of those are accomplished with CUPs either at the center centerwide where they allowed professional offices um or individual uses that have gone in with a similar use determination um or a conditional use permit. And to date, um, I can't recall, um, any adverse impacts or, uh, results of parking issues or or land use incompatibilities at this time. Thank you. That's all I have. Any other questions? Just a clarification. You kind of mentioned on it, but on this in this case, we we're we're um we're okay with the in the staff report with the deviation in the back area. Uh, and it's that because there just wasn't quite enough room to get that five five foot strip landscape planner. Exactly. Correct. And I think it that is there um block wall from the neighboring property behind there. Is there any kind of wall or is it open? Uh there is no block wall at this time, but a block wall is proposed as part of this project. So separate this property from the neighboring property to Okay. Yeah, I think it looks good with the um you know, landscaping all the way around and in the back there, you really can't see it anyways with the building blocks. So, yeah, that was the only question I had. Um so, then I'll go ahead and I'll open up the uh public hearing on agenda item number one. Do we have any speaker cards? We have no speakers. want to say that, you know, as I read the paper and then look at little articles and so forth. I see a lot of things going on in our surrounding cities. But, you know, as I look around here and as we sit here and go through projects, there's as much going on here as any other place. And I'm proud of Bill. also and proud of my colleagues staff done a good job. Thank you. Just want to say thank you to staff and that's it. Marshall wish all the fathers a happy father's day, upcoming Father's Day. Um, also, um, I was wondering if the if we could get, um, updates, uh, periodic, maybe like every six months, um, updates on the required reporting from the, uh, homeless shelter on on Armagosa, Armagosa, if we could receive the updates because I believe they're supposed to be um, completing a well doing a regular reporting And if we can get um updated on how that's going, I'm sorry. Absolutely. uh as part of the um as part of their conditions of approval, they are required to submit monthly reports. At this time, they are ramping up um operations. I believe currently they're just operating the drop-in center portion of their proposal. Um and we are working on obtaining that first month's they're a little bit over first month of

operations. So, we are working on obtaining that first month's report. Um, so I I I would um agree that a six-month time frame is probably a good time frame for us to assess their operations, have a a good bank of reports to see um and report back accordingly to the planning commission with any recommendations or no recommendations as staff may have them may have. I would just ask that make sure that that's the consensus of the commission to proceed forward with that. Does that work for you, Commissioner Marshall? Yes, it does. I mean, it's it's this is my sixth month on the the job now, and uh I feel like we have a fantastic community. Um I really I like the professionalism that staff brings to this. I mean, this is not the the first time that we've heard people being really really happy with staff. Um, I also Commissioner Marsha's happy Father's Day to everyone and yeah, I'm just really happy to be a part of this team. So, thank you all. Okay, any reports or updates from staff? Thank you, Chair Kurt. A few items to to note. Um, we have the concert in the park series at the city coming up. Beginning this month at Hook Park on June 20th, the Lucky Devils band will be performing. And on June 27th, we have the smooth sounds of Santana. Um, additionally, I would like to make the planning commission aware that that the uh Cal APA conference for 2025 in Monterey is coming up September 28th through August 1st. I'm sorry, September 20th through October 1st. Um, although this conference is largely geared towards uh planning staff, it has been beneficial to commissioners in the in the past who have attended. I would like to offer that up and we will follow up with an email to the planning commission
