A proposal to comprehensively update the Harvest Landing Specific Plan to be developed in two phases, with Phase 1 consisting of a 428,507-square-foot regional commercial shopping center on 46.49 acres, and 1,727,579 square feet of industrial in seven (7) buildings, and Phase 2 for industrial developments up 4,007,955 square feet. Since notification of the project, the developer is supportive of staff-recommended Alternative 4 to remove all allowances for industrial warehouse and distribution uses, but will retain residential land use to accommodate up to 615 residential dwelling units, the regional shopping center, and the 391,725-square-foot Parcel Hub Facility on 70 acres for last-mile delivery of goods to customers, consisting of the following applications: 1) General Plan Amendment to change the land use designation of 16.2 acres north of Orange Avenue from Light Agricultural (A1) and Public (P) to Specific Plan; 2) Specific Plan Amendment to comprehensively amend the Harvest Landing Specific Plan and extend the Specific Plan boundaries by 16.2 acres north of Orange Avenue; 3) Zone Change to rezone 5.54 acres in the northerly area of the Project site from Light Agricultural (A1) to Multiple Business Use (MBU); and to apply the MBU Overlay to 10.66 acres currently developed with the Val Verde Elementary School; 4) Development Agreement Amendment for specific project improvements/community benefits; 5) Tentative Parcel Maps to create parcels for the commercial and parcel hub facility and consolidate parcels for future development; 6) Conditional Use Permits to allow two drive-thru restaurants and a vehicle fueling station; and 7) Development Plan Reviews for site plans/building elevations for the commercial shopping center and the parcel hub facility. REQUESTED ACTION: Adopt Resolution 25-30 recommending that the City Council certify the Environmental Impact Report (Final EIR) for the Harvest Landing Retail Center & Business Park (SCH # 2024080337), and identify Alternative 4 as the preferred development option, and adopt the Mitigation Monitoring and Reporting Program, Findings of Fact, and Statement of Overriding Considerations; and Adopt Resolution 25-31 approving the comprehensive amendment to the Harvest Landing Specific Plan and the related development applications for Alternative 4 Project, including General Plan Amendment 24-05175, Specific Plan Amendment 22-05250, Zone Change 24-05176, Development Agreement Amendment 17-05136, Tentative Parcel Maps 22-05251 (TPM 38810) and 24-05198 (TPM 38811), Conditional Use Permits 22-05005 and 23-05235, Development Plan Reviews 22-05239 and 23-00018 to facilitate development of a commercial shopping center on 46.49 acres, and a parcel hub facility on 70 acres, based on the findings contained herein and subject to the Conditions of Approval.
