Um, YHR Consulting on behalf of Minnesota State Community and Technical College is requesting a conditional use permit to install an on-remise dynamic display component on a new freestanding sign in the institutional zoning district at 1928th Avenue South. Um, replacing the existing freestanding sign. The proposed sign does meet all applicable sign code requirements. Um it will be located more than 200 f feet from all residential uses and screened from the western residential uses by existing trees. Uh no public comments have been received uh to date and staff is recommending that the planning commission recommend approval of the cup and related findings of fact uh to the city council subject to the 13 conditions listed in the packet. Lowry Engineering on behalf of Prairie Parkway 2 LLC is requesting to vacate a portion of 41st Avenue South rightway and adjacent 10-ft utility easements located between 2520 and 257141st Avenue South, which supports the redesign of Prairie Parkway second edition into approved Prairie Parkway 4th edition. Underground infrastructure that has been already installed will be abandoned and the proposed vacation area will be a large green space with a storm water pond to serve lots in Prairie Parkway 4th edition. No public comments have been received to date. Staff is recommending that the planning commission recommend approval of the vacation of rightway and adjacent utility easements and related findings of fact to the city council subject to the four conditions listed in the report. so that two large lots were platted and they were going to originally do apartments then he changed his mind so early in in January we replatted it as fourth edition and that's where you saw plat where these were all like individual lots for singles twins and town homes and this 41st Avenue that went through they originally incorporated that into the redesign of fourth edition now it's getting changed again. Um, so you will see another a third plat for this area coming up in the next few months, but essentially for the vacation because they platted it and they recorded the plat the second edition. Now you as the planning commission have to vacate that road and those easements because they're no longer necessary. We basically have to um unrecord the rightway in the easements um to redo this um fourth edition um area. So, I just want to

Is that to say that 41st Avenue is going away? This section of it is going away. Um, in the fourth edition, there's there are um it loops down now. Um, it'll go from 23rd and it'll loop down and then out to 28th. That was the new design and that will stay the same in the fourth edition. But this section, they actually from this aerial, this is um a 2025 area. You can see they did start construction and they actually did install some utilities in that kind of muddy area and those are those are where the pipes will be abandoned with this vacation uh project.

So there's um instead of one 41st Avenue, there's two streets in the new subdivision that's been replatted. So there are two points of access as far as for example uh fire or rescue.
