All right. Thank you. Welcome. Jump right in here. We got first item uh on our agenda tonight is the public comment. So hearing none, we will move on. Uh next item is a re review of the fiscal year 26 budget amendment proposal and calendar. Mr. Dunt,
thank you, Mayor. Um you have in front of you information for the fiscal year 26 budget amendment. Uh, I'll I'm going to review the summary document and if you have any specific questions, um, jump in anytime and ask me. Um, I have a note there that when we amend line items, we typically amend an amount that we believe is slightly higher than what will likely be needed. This is to avoid going over budget as we reach the end of our fiscal year with no further time to amend again. However, just because we amend for an additional amount on a line item, it does not mean that we will actually spend that much more. We conservatively estimate with some room for unexpected expenses. And per Iowa law, amendments are categorized by activity uh or function. And here is a summary of what you'll see in the spreadsheet by uh activity or function. Uh public safety, this includes police department, fire department. uh in police department there's uh some adjustments for equipment purchases utilizing private donation. The revenue side also shows uh Barka grant and a community foundation grant uh for cameras and and also the private donation is shown on the revenue side. Uh we accumulated enough funds to purchase a new patrol car last summer. So that also is part of this amendment and that was using using surplus funds on hand. The fire department item uh includes purchase of new fire department radios utilizing a federal assistance to firefighters grant. And there was a data entry typo from the original budget under the other capital improvements line item. Uh that was supposed to be 30,000. Uh we inadvertently typed in 3,000 and so that's a $27,000
uh adjustment to correct that. Um and then purchase of thermal imaging thermal imagery camera utilizing a community foundation grant and the revenue side does include that grant as well. Public works. This would be street department road use um wages line item for overtime wages and roof replacement on the north shop garage area due garage roof due to age and hail damage. no hail insurance coverage due to the age of the roof. Um, under culture and recreation, the majority of this is this portion is for the roof replacement on the aquatic center and various park roofs due to the hail stom last summer or fall as well as fence repairs at West Park Diamond. Uh, actually that just got completed today. Also included in this uh group are the library improvements such as a new sign, landscaping work, foundation work, front door expenses. Some of this was completed with grants and donations which are accounted for on the revenue side of this amendment. Under general government, uh this would typically be uh city hall. The library roof uh received hail damage and the replacement expense was run through city hall department since that is where the insurance proceeds were receded and capital projects revenue from the Iowa DNR asbestous um material grant for the uh four and six first street northwest properties business type activities. This includes the water and sewer department as well as compost site expenses. The water department for overtime wages and the SRF loan debt service and the sewer department is for amending for lift station maintenance and pump replacement expenses and the compost site for running underground electrical
service to the shed. And then uh we had to amend for transfers in and out. Amend water revenues to be transferred to water debt service fund to pay the SRF loan principal and interest payments for the water plant project and the revenues uh amending for underestimated interest insurance premium dividend insurance hail proceeds and other grant dollars received. And I would just open it up to any specific questions that you may have about the spreadsheet. Any questions, Mr. Dun? I think as as I look at this, it's stuff that we've worked worked on over the past year because this is fiscal year 26. Um, so we're probably familiar with a lot of this stuff. Um, it's just interesting to see it put in put in writing to uh to amend our budget. So, but any make any questions for Mr. Dunt or anything on the on the amendment that stick out?
I would also add that uh um on Thursday we'll set a date for a hearing on this amendment. Uh we will advertise in the Hampton Chronicle the notice of public hearing on Wednesday the 13th and um we'll have the public hearing on Thursday, May 28th at 6 PM. We'll have the public hearing and then adopt and approve and adopt this amendment. And then the following day, May 29th, I would submit the budget amendment to the state and to the county.

Yeah. that accentuates the positive as well. Yeah. So, yeah. Yeah, we're getting good return on our uh surplus funds. Yep. Always a good thing. Mhm.
