Are you all set? All right. Welcome everyone and welcome to the November 11th, 2025 Town of Meccan's Planning Commission meeting. It looks like we have two pieces of business tonight. Uh the first is uh new business which is uh the approval of the October 7th 2025 minutes before we vote any additions changes edits from anyone. Seeing none hearing none. Okay. Can I have a motion to vote? So moved.

So move seconded I assume by Sean. All in favor of approving the minutes I opposed. The minutes are approved. Next is an application for mortgage subdivision, the Blazier Drive subdivision plan number five, amendment number seven. Um, I don't know if there's a presentation. Is there? Go ahead.

I won't take up too much your time. I'm Jimmy Sputi with Land Surveying on behalf of Dr. Horton. Uh, this is the seventh amendment in the Dr. Horton uh, Blazer Drive. they'll call it Mac Square um plan that's right over where the former movie theater used to be or adjacent to it. Uh the purpose of this plan is to separate that lot that they had purchased into six individual townhouse units uh at the party wall as they were constructed. So the building is up. We've completed an asbuilt and we're creating lot lines through the centers of the walls to separate each one to allow fee simple uh conveyance of the lots. We did receive Gateway's letter. We did respond to Gateway's letter. Uh it was a minor change. Alageney County uh economic development did not have any comments. So, we're here looking for approval.

Okay. Um and Kelly is on or not on? She's I'm here. Oh, okay. Kelly, any comments? U Nope. No comments at this time. Um as you mentioned, we had one minor comment that was addressed. So, we have issued um a clean letter for the uh mortgage subdivision plan. Okay. Any comments from anybody on the commission? We've been through this routine before. Yeah, I've got three uh three more to go. Okay. And uh hopefully I'm going to be able to tag team a few of those together. So you'll see me or my wife three more times. Hopefully less than that, but time frame on when that might be.

Uh right now they're start they're going to start one more building. There's two more buildings to go. Unfortunately, those two areas where those two buildings are is where they kind of stockpile their material. So they're kind of working through the plan. They are ready to start and I believe they're in for per they just haven't they got to make room for them. So they're trying to get permission from the adjacent land owner to kind of move some of that stuff closer to the uh so more like spring. Yeah. Yeah. We might have one in No, we won't. It'll be January, February.

I might have asked you this last time. I can't recall, but I'll ask it again. If you know, what are the plans for any of the retail uh facilities that were originally planned for this space? Unfortunately, that is on the original developer and I believe that was uh it's was the um the same gentleman who did the the Kevin Docker. Kevin Dockery. Yes. Uh we are developing the property that was done by Marty Gillespie and Frank Cassy's piece. So that is beyond what I'm knowledgeable about. But uh I think that was your answer last time. Yeah. Nothing to my knowledge nothing has changed.

Are you in communication with the other Romans? We are working for the builder. I have no communication with the individual developer in the beginning. We're working for the builder. So, I don't know. I'm two steps separated from that process. Just looking for somebody to have that answer by the next time. I don't I don't know how we get that answer to be honest with you. Kevin's usually very responsive. Um, you know, I can send him an email and ask him that you'd like an update. Um, I don't know I don't know if he's going to give me one, but I can tell him definitely that he needs to get in touch with you. Uh, I can copy Lucas and I can I can copy some other people on that. And just just so you're aware, um, this approval is separate from any approvals that relate to the to the um to the commercial. Yes. Just that that has uh that whole issue has gone quiet. Yeah. And since it was part of the original plan, we just like to know where it stands. I know one of the things actually supported the original plan, right? One of the one of the things that retail people like to see are rooftops and we are putting up rooftops. So hopefully the residential component that Dr. Horton is adding will only drive to the interest of the people that are doing the commercial work. So but that's usually how they kind of follow each other. All righty. I appreciate it if you would reach out as well. That would I will reach out to Kevin.

Good evening. My name is Steve Krebs. Thank you ladies and gentlemen for allowing me to be here this evening. Um I live at 109 Wildwood Circle which is very close to here. My wife Myra and I welcomed our daughter in March. So we have a seven almost eight-month-old. Um my neighbor and I, Paul, um have essentially been adjacently sharing this bit of land that is right behind me, much as it's more akin to my use area than it really would ever be his. And um I've told him of my aspirations to have a place where she could play and have a swing set and all the things I had when I was a kid and would like to give her. Um so so Paul and his wonderful wife Lisa have agreed um to part with that that land and um also side kudos to Matt and and Lucas as well as uh Nick Benfield in the county as well as Kelly um and her team for being very helpful because this is my first time ever in such a endeavor.

Okay. First town council meeting if you will. So you're doing good. But I'm trying and uh it's totally an in agreement as you just uh stated between the two of you. Yes. Um Kelly, I guess it's up to you then. Are there any issues that uh that you might have?

Sure. So um we have reviewed this plan twice now. the the first review. Um we did have a number of comments just related to um areas making it clear in regards to uh where the new lot line's going to be created as well as confirming that the excuse me the um lot that is becoming smaller is still going to adhere to the zoning requirements. So the setbacks as well as the lot coverage uh for the impervious coverage calculations. So in this revised plan, we did receive uh those updates that you'll see reflected on the plan with the areas clearly stated and the requirements. Um so at this time we have no further comments on this plan. Um I believe the county has also provided a round of two or comments and the last dated last letter from them dated October 8th. Um it appears the surveyor included those comments into the updated plan um dated the 22nd as well. So no further items or concerns on my end right now. Kelly, both pro, excuse me, both parcels are in the very low density residential. Correct.

Correct. So, currently Mr. Kreb's lot is a non-conforming lot. 20,000 square feet is the minimum lot size for that zoning district. Is that correct? Correct. Yeah. In the new in the new zoning standards, correct? His lot would conforming. Yep. He is now making it conforming. Anything else? No. Okay. Uh, I'll ask for public comment, but it doesn't look like there's much public here to comment. Hearing none. Any comments from the planning commission, shall I? No. No. I think it's lovely.
