Great. Thank you, Rosalie. All right. We'll move on to announcements. This meeting has been noticed in accordance with open meeting law, ARS 30 eight-four 31. Agendas are available within twenty four hours of each meeting in the Maricopa County Planning and Development Office and are also available on the planning and development website one week prior to hearing at www.maricopa.gov/planning. The staff reports prepared for each agenda item shall become a part of the permanent record for each case. With respect to hearing process, cases will be considered in the order they appear on the agenda unless otherwise agreed to by the commission. For each case, the applicant will be given a set amount of time to present. Anyone wishing to speak on a particular case shall fill out a speaker's card for in person attendance or raise your hand within GoToWebinar.
The amount of time allowed for speaking shall be at the discretion of the commission chair. Staff will provide the chairman with the names of persons who have registered and noted desire to comment and those registered participants who have raised their hand. The chairman will call on each named participant one at a time. The chairman will conduct the hybrid in person and virtual public hearing according to the bylaws and according to the rules established by the chairman regarding public comment. Votes will be done by a roll call vote only. The chairman will verbally identify the specific members responsible for all motions and seconds. Staff has circulated the minutes from the 12/04/2025 hearing. Are there any comments from the commissioners? Alright. Hearing no comments, we will consider the minutes approved.
Darren, consent agenda? Yes, mister chair, members of
the commission and commissioners, we have three items on consent. They are m c p twenty five zero zero zero six, known as Butler Billboard in District 4. It's a military compatibility permit amendment to add billboard as a permitted use at an existing shipping company in the rural 43 M A A M F and 82 M A A M F zoning districts on a site that's two and three quarter acres at Northeast Corner Hundred And 43rd Avenue in Butler in the West Glendale area. There's no known opposition. Recommendation in paragraph 14 is for approval.
Subject to conditions a through k. Second item is z twenty five zero zero two one. Those royal Landscaping in District 2. This is a c three CUPD rezoning of 4.3 acres West of the Southwest corner of Apache Trail and Meridian Road in the East Mesa Apache Junction area. There's no known opposition.
The recommendation in paragraph 14 is for approval subject to conditions a through j. And finally, the third item, z twenty five zero zero three one known as Sun Basin 7 in District 4 is an industrial two IUPD rezoning of 65 acres southwest of the Southwest corner of Elliott Road and 363rd Avenue in the Arlington area. There's no known opposition. The recommendation of paragraph 13 is for approval to subject subject conditions a through j, but I'll draw your attention to a handout this morning where we are adding new condition c point 10 that reads loading and unloading, none required. Happy to answer any questions you may have on the consent items.

This is mister Tom. I had I just have a quick question regarding the the the first agenda item, the the billboard. I'm just curious what the county's position generally is on billboard. I mean, I know the recommendation to the recommendation is to approve it, but I'm just curious what if that's generally the case just across the board or if it's specific to this circumstance.
Mister chairman, commissioner Toma, this is specific to this site. The military compatibility permit is a site specific land use specific zoning district for that APN, and the they've had use consistency and compatibility determinations by Luke Air Force Base. They had a previous shipping business that was approved use, considered consistent and compatible. We're now adding a billboard on-site as a consistent and compatible use to the, military air base operations and state statute on this site only.
By share Hernandez, could I add add to that?
Yes. Of course. Commissioner as well.
Yeah. Commissioner Toma, just you know, in the time that I've been on the the commission, There's certainly been a lot of thought to billboards and spacing and where they're located, and the county has, set a lot of guidelines on them. We've, historically been very supportive of them. I can't think of one that I've been a part of when we've denied, but overall, I think it's because of the planning and the thoughtfulness of where they can go and the spacing around them, the lighting. Like, a lot of times, there's conditions on lighting and when those electronic billboards, how bright they can be, and they turn off at certain times.
And I know, certainly, this applicant with Becker has been really good about being good about, even going sometimes beyond, even those times and making them turn off. And so just some overall thoughts that I've seen, that hope hopefully answer your question as well.
