Mics are on. Recording in progress.

2:00 – 2:371

Alright. It is 05:30, and I will call the personnel committee to order. First up is roll call. The entire committee is present this evening. We'll move on to public comment. Is there anybody from the public that wishes to address the personnel committee this evening? Second call for public comment. Third and final call for public comments. Is there anybody on zoom that would is joined for public comment? And Debbie, was there any previously received public comment?

2:37 – 3:151

No. Okay. Then I will close public comment and we will move on to the consent agenda. Is there any item of the consent agenda that any member of the committee wishes to remove for discussion? Seeing none, I would entertain a motion to approve the consent agenda. So moved. Second. There's a motion and a second. There is no discussion on consent, so all those in favor? Aye. And opposed? Okay. We have a short agenda so we'll just take it as as they are here this evening. First up is 26Dash0137 request to approve inspection supervisor job

3:29 – 4:090

broader. We do have this employee retiring in the next month or two. And so we're changing the certifications required to be solely for electrical inspector credential to just a commercial credential inspector requirement moving forward. We do I I think we we hope to open this up internally, and hopefully, there'll be candidates that move into that role internally. And if not, then we'll open it up to the public if the mayor gives you approval on that.

4:10 – 4:551

Okay. Any questions from the committee? Chief, did you have anything on this? Okay, then I would look for a motion on this. So moved. Second. So there's a motion to approve as presented. Any discussion? Seeing none, all those in favor? Aye. And opposed? Okay. I put that on the consent agenda if there's not a objection to that. Then we have 25Dash0153. A request to approve the updated seasonal hiring pay rates for 2026.

4:56 – 5:131

Those are the ones that look like they were approved through the budget process. It looks like some of them I don't know. Greg is here from museum. Some of them are his, and then a clerk here, seasonal in the tourism department. So those were the ones that I saw that changed.

5:13 – 5:560

And I believe these were requested after budget due to some changes in restructuring in that we anticipate in tourism based on the DPI restructure that we will be bringing forward next month. We are just preparing for that and creating this position and setting a pay rate range for this. And those pay rate ranges have to be approved by personnel. So that's why we are trying to be proactive and get that done. And similarly, the RAR in turn position, I believe in the past that's been a funded position. And this year, I believe we did not receive the funding for it. So we are

5:561

looking Yeah. Through a senator's work.

6:010

We are looking to create that position as a seasonal position at the rate that is being presented. So we're asking for approval on those rates today.

6:09 – 6:441

Okay. Any questions from the committee? Is there a motion from the committee? I'll make the motion to approve the merits. Second. Okay, motion to approve. Discussion? Seeing none, all those in favor? Aye. Aye. And oppose? Okay. That passes. I'll put that on consent if there's not an objection either. Okay.

6:47 – 7:021

Next up, we have twenty six dash zero zero six four. Discussion on police department administrative restructure. See the chief soon to be chief coming forward.

7:14 – 7:352

First of all, I wanna apologize for all of the attachments in there. I know it's a lot. But a lot of times, we just even do a small restructure like we're doing here. It just affects the domino effect kind of affects many different job descriptions when you refer to different positions and who they supervise and who they don't. So the main thing, hopefully, you were able to read is the memo from myself.

7:38 – 8:132

Just basically saying what we wanna do, we would like to start by going back to a system where we have two assistant chiefs rather than just a deputy chief and assistant chief. Was gonna help with communication and some some efficiencies and sharing some tasks at the administrative level, which which has been something I've been thinking about changing for a while. One of the reasons I have assistant chief here is obviously he's going to be taken over for me in about three weeks. So I just wanted him here to, know, if you have any questions for him as far as, hey, does he agree with this, did he disagree with this? That sort of thing.

8:13 – 8:372

I also wanna thank Jesse Lillibridge, HR. She's done a ton of work on this for us. We really appreciate all the the stuff that she'd done and can't do without her. So thank you for that, Jesse. After that, want to some of it was just adding the the part time officer, which we've already had added already. It just wasn't in our structure so that when you look at the actual org that.

8:49 – 9:232

Didn't have that. So it now is gonna reflect that. And one of the main things as well, we will have our office manager retiring in June. So I believe that's a good opportunity at that time to eliminate that position and take her tasks or those tasks and divide them between mostly team. That's point.

9:29 – 10:012

Position to the name of that position as well to the office administrative office supervisor. The change from deputy chief to assistant chief is budget neutral. There's no that's not a promotion as equal on the chart or on the pay structure. And of course, we eliminate a position, we're going to save some money as far as office manager position. Limiting that is actually going to be not budget neutral.

10:01 – 10:452

It's going be budget positive, which I know you probably don't hear a lot. So we hope that you would agree with that change as well. Other than that, and that's the highlights of this, I think it's a good time to do this simply based on the fact that right when I became deputy chief and assistant chief and then eventually chief, that was the last time we did a restructure similar to this, and that was Tony Dick's vision. This is more my vision and John's vision as well for the future. And I think it's gonna help run the department more efficiently, effectively, better communication. And it's going to kind of trim some of that workload and put it on different people to get rid of a position. So we'll take any questions that you have.

10:45 – 11:171

Thank you, Chief Reimer. And just for the committee, I had the opportunity about a week and a half ago to sit down with Chief Reimer, Assistant Chief Mutual, and Jesse Liberge to kind of go through this. And really, they walked me through a lot of the efficiencies that they're gaining, more so than they even laid out in their letters. So I was able to kind of ask some questions and really kind of poke and prod at what their processes were, I came away with a much better understanding of what they're looking to do. It really speaks to their professionalism and what how they have it laid out.

11:17 – 11:441

So I really appreciate the time they took to to walk me through that. So but again, we'll open it up to the committee if they have any questions for the chief and assistant chief or Jesse at this time. Alder Cummings? I have no questions. I'll make a motion to approve. Motion to approve. Second. And a second. Discussion? Seeing none, all in favor? Aye. Aye. And opposed? Thank you.

11:462

Jesse.

11:51 – 12:391

That'll be faster. Signatures. The last item we have is 26Dash0135, transit grievance, Teamsters number 662, discussion and possible action. We're gonna start that in closed session, so I'll read the notice for that. Notices hereby given that the above governmental body may adjourn in a closed session during the meeting as authorized by section 19 dot eight five one e of Wisconsin statutes with authorizes the governmental body to convene in a closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds or conducting other specified public business whatever competitive or bargaining reasons require a closed session.

12:39 – 13:091

Specific subject matter that may be considered in closed session is 260135 transit grievance team series number 662 discussion and possible action. The motion to convene into closed session was made by alder person. So moved. Norell. Second. And second by I think. By Alright. In favor, aye. Norel. Aye. Beeman. Aye. Cummings. Aye. And Dunbar.

13:09 – 13:521

Aye. Alright. We are in closed session. Okay, Debbie. Alright. We are back from closed session. We have one document twenty six dash zero one three five, which is the transit grievance for Teamsters number 662. Is there a motion from the committee? I'll make a motion to deny both grievances. There's a motion to deny both grievances.

13:52 – 14:131

Is there a second? Second. Second by Alder Beeman. Discussion? Seeing none, all those in favor? Aye. And opposed? Okay. I'll pass that for signatures. That does complete our business this evening so we will look for a motion to adjourn. Motion to adjourn. Second. We are adjourned. Thank you.
