Okay, it is 547. I will call the Finance Committee meeting to order. I apologize for the little delay, but we will get through this as expedient as possible. So roll call. Everybody is present with the exception of Alder Dunbar. We'll move on to public comment, public input. If anybody from the public wishes to address the Finance Committee this evening, this is your opportunity. Second call for public comment, public input. Yes, sir. Hi, my name is Rory Silbernagel. I live at 3311 Yorkshire Lane, apartment 8 in Manitowoc. I'm here regarding my liquor license. It was initially put forward for denial. I'm here to appeal that.

I have my bullet points here.

I am here because it is a require for my job. I work in a gas station, the Meyer Gas Station here in Manitowoc. They asked me to appear and appeal to you guys. Also, I have had a clean record since 2015. I attend NA and AA meetings 20 to 30 times a year, not every week, but just about every other, I would say. And I've been clean since 2015 as well. I've already got a license in Manitowoc County, not in Manitowoc proper, but in the village of Cleveland. I was issued a liquor license at another gas station. And I just want to say it's not a bar. It's just a gas station. So there are no open containers or anything dangerous like that. That's all I wanted to say. Thank you. Okay.

If you take a look, attached is a letter from current commissioner, David Dietrich, expressing a reappointment to a five-year term. So what we will look for is a nomination of David Dietrich, followed by an election, if there is a nomination.

Next up is 26 to 0 8 0 4 is a request from Petsco brewing for a temporary extension of premise Pretty consistent for metal fest for so one two and three have come this way So it's just asking to extend based on the application for this upcoming Friday and Saturday To allow the premise there to hold the annual music fest Any questions from the committee?

And then we have 26-0805, COG request for an unbudgeted from Parks and Recreation Department for the purchase of a John Deere Utility Tractor not to exceed $50,000. Sean? So first, apologies. The capital project request form that is uploaded to the Granite Kiss app is appearing blank, or at least on mine it is. I don't know if it is for you guys as well. But thankfully, the quotes are attached to it that kind of outline all the requests of the prices and the additional equipment. I just want to give a little bit of background of why this is coming forth as an unbudgeted call request. It's more so for a change in project versus the funding availability. So in 2025, we approved the project through the capital budgeting process through the 2025 adopted budget for a verbatim number 680-2015 holder was the piece of equipment. It was 183,000 was the request with an estimated 25,000 trade-in leading to 158,000 being the borrowing. With the lead time and some of the things that have happened, that holder ended up actually incurring, before we could get that 25,000 trade-in, additional repairs that were needed in excess of about 40,000. And also, after further evaluation, realized that wasn't that piece of equipment or replacing it for like-for-like, which was the request in 25, was replace it like-for-like at that 183,000 total cost. really wasn't going to fit the needs of the city, or more importantly, the department, to give the best service to the residents. So we did fix it, and then it went back to the drawing board just recently. The parks department realized, was the main user of that piece of equipment, and they realized that piece of equipment was just inefficient for what they needed for, hence the John Deere utility drawing board. tractor that's bringing forth. So the reason why we're calling it a budgeted call request is because it wasn't an actual project, or at least we felt that it wasn't stated as specific, and it's kind of a change in scope of what we're doing. The 158 that was borrowed, actually some of it had to be used for the sweeper that was purchased, and then there's about 80,000 remaining from that borrowing that we would like to use 50,000 of that towards this tractor. It'll allow the Parks Department to do a lot more things, a little bit, and the size of it is lower than the size of the holder, so you don't have to have special licensing to drive it and stuff like that, and it's a little bit more speedier around and stuff. Also, Brock Wittenkamp is here from the Parks Director if you have any specific questions on the operations, but that's kind of why we brought it forth as unbudget. Thank you, Sean.

Alder Reckleberg. I tried to understand the explanation. I guess the simple question is, does this replace something that we currently have in addition to something we have? Or where does it fall into that category, I guess?

It would replace something we currently have. So we have currently number 680, 2015 holder. That would be, we're still going to auction that off and get proceeds for it, and this tractor would replace the holder. It's a smaller unit and a smaller size piece of equipment.

And although it's a smaller unit, it's going to do what they want it to do. Absolutely, and more. Okay, thank you. Any other questions from the committee?
