Today, we gathered to discuss the issue of revoking the city permit related to empty buildings. Business activities and real estate values are important considerations for the implementation of permits, but some of these changes are to protect public health and safety. Let's take a closer look at this in the following slides. Some of the changes are simply to clarify the term. For example, the expression of regional social preservation has been changed to a request for implementation, and as you can see, there are some minor modifications. The new definition of an empty building is all buildings that are not inhabited or illegally occupied. Therefore, it is not an empty building just because a resident lives in it. One of the main changes is the blockage installation. Currently, blockage installation is mandatory for residential, industrial, and commercial buildings, but in the case of industrial buildings, the owner can install a blockage with a choice. It is still mandatory for residential real estate, but it is prohibited for commercial real estate. I will explain the reason later through the slide. To tell you in advance, this hides violations and denies the result of concealing a resident living in the property. Yes, it is another important change. All changes are not more strict to real estate owners. It's not about punishing real estate owners or trying to make them villains. In fact, some changes are a little more generous. But this change is not. This change shortens the reconstruction process by 90 days to 30 days. However, it is not applied to real estate that does not require reconstruction. This is similar to the current law. However, if a reconstruction is required, it is to shorten the renewal of the construction. The obligation to maintain and preserve has also been expanded, and various things have already been stated in the law. However, some of these new regulations are related to maintaining the front of the building, the side of the road, or the park next to the building. There is also a mention of illegal meetings. This does not mean that building owners and high school students should always patrol their buildings so that they do not stand outside after class. The illegal meeting here means that residents live outside the empty building. And I would like to tell you that many empty building owners are from other regions. Therefore, one of the difficulties for law enforcement officers and police officers is that it is very difficult to find these building owners. Of course, it is almost impossible for the building owners themselves to always understand the situation. Therefore, the grand law can cause more violations, environmental destruction, or public safety problems. This is a case in which we have become a little more generous. Currently, the law stipulates that the owner of the building should register with the finance department within 10 days. We have granted the right to register as a law enforcement agency that actually regulates public buildings, and we propose an extension of the registration period to 30 days. The fee will not be changed. Also, if the real estate is in escrow status for a reasonable period of time, it is exempt from the obligation to register an official building. However, there are cases where real estate escrow lasts for a long period of time. Therefore, even after 6 months, if the building is empty and the escrow period is extended, it must be registered as an official building. Currently, there is no obligation to inspect public buildings. I will explain why this is a problem in a moment, but first I will briefly explain the situation. For example, if homeless people live in empty buildings or buildings are abandoned for a long time and become old, there is a risk of fire and environmental health problems. However, there is no way to understand this situation in institutions that implement related laws. Mary, you recently asked about the homeless people who live in empty buildings. You said you can't find out if they're in there without a test or an extreme method because the building is blocked by a board. Even if this bill is passed, there is no intention of immediately inspecting all official buildings. In fact, you can't do that even if you want to. After a simple training period, it will be necessary to process the construction law violations or reports related to potential human rights buildings. The current violation is classified as a criminal offense. Criminal offense is legally a crime. So this is a little bit of a step back. Once again, I'm not trying to criticize the building owner. This is to categorize these violations as minor violations and reduce the penalty by half. We know that this may seem a bit paradoxical. We expect more violations to be executed through inspection. And we are not trying to drive building owners into crime. Criminal offense is a crime that can be arrested. We are not trying to punish building owners unfairly. It's just trying to protect the health and welfare of the local community, and to adopt and adopt legal violations that are intended to maintain the business and transformation of the local community. To be honest, it's not allowed by the current regulations, but I looked around inside because I didn't know who was inside. There were no homeless people at the time, but we found amazing evidence that homeless people were living in this building. Here, there were traces of drug use that can be found through waste water, other people, and small things on fire. We also found a huge amount of coal. We know very well how much damage the fire can cause in the metropolitan area. This regulation is not only applied to the metropolitan area, You have to consider the fact that the empty buildings are crowded in the city. And I found a sluice. Because of that, the first floor wall, the floor, the ceiling was very humid and moldy. And again, right across this wall, people are doing business without their knowledge, which is unfair to them and is actually a violation of the architecture law. On the other hand, this building did not put a sign on the window. It's an empty building. This photo was taken not long ago, and it's still empty today. As far as I know, the window has never been broken, and of course you have to worry about not putting a sign on the window. I've checked it out so far, but there was no such report. This building seems to have a owner who has the intention to manage it so that people can live in it. There has never been any damage to the windows or exterior of the building without harming the surrounding landscape. There is no reason for people passing by this building to feel uneasy, and there is no reason to restrict the sales of nearby shops. This method is effective, and there are current builders operating in this way in Madeira. However, if there is no law that obliges this, many builders will not do this. It is not directly affected by the current financial situation, but I would like to talk about the potential positive financial effects. There are 15 empty buildings in the city of Madeira, which is a fairly high proportion of the entire city buildings. Of them, 11 are It has been empty for more than 5 years and one has been empty for more than 20 years. In fact, I have been working in the city hall for 23 years, and the building was empty throughout my working period. When I first started working, it was suitable for people to live in. It is still a usable building. However, the building has become old for the past 20 years. It can't be checked directly by law, but you can see that it looks old from the outside. So, if you think about it from the perspective of a building owner, you wouldn't have wanted this to happen. Now, it is likely that it has become financially impossible to repair the building for rent or sales. In the end, everyone ended up in a more difficult situation. There are often homeless people outside the building, and this is not a good situation for the building. During the preparation process and related investigations to prepare for these regulations, we met with the Business Supervisory Department, which is composed of small-scale business owners, La Real Estate Association, Downtown Association, and small-scale business owners, and heard their opinions on the regulations. The structural engineer investigated the existing treatment plant and confirmed that it was severely aging. As a result, in November 2025, the City Council approved a revision plan to design a new treatment plant with our engineers. Since then, Gateway Pacific Contractors has submitted a cost proposal for the construction. Below is the level of the sewage treatment plant. We had to go back up to the structure, remove the existing equipment, and install a new plate where the equipment was, and fill the gap. But we couldn't handle the work with the structure. So anyway, it became clear that it was essential for the contractor to complete the working range to solve this water supply problem. The contractor's working range is to connect new selection facilities and remove all existing equipment. So we decided to completely remove the well and proceed with the replacement work. We will make a new structure, create a new level sensor, control system integration, a new coding of the entire structure, and include safety features and structural improvements. And we're going to make it a design that guarantees a life of 50 years. If you look at these pictures, you can see that this equipment is already on the wet well.
