Council - Regular Meeting

Before we go through legislation, there's a proclamation tonight for the Norgonian High School Eagles flag football team, and they're not all here yet. So the mayor is going to start a roll call when we go out and work his way all the way down to correspondence. And if they still haven't all arrived yet, he's going to kind of play it by ear. We're going to do the executive session that you see on the top of page two and give them more time to arrive because they're at a prior engagement. None of the real awards. Yeah. But if they all show up by the time we get down here, then we'll just delay and probably do them and then come into it? Yeah. Yeah, okay. All right.

Well, there's two. The second one was Mr. Barker on the Civil Service Commission. Another one where well-versed in the field, retired police officer. That's kind of what we want to have in that. and I think he's done a great job there as well.

You're saying if he wins the election?

Yes, I have no problem with putting him on, getting him started, and then us having to find someone else, but I would like to know if we need to find someone else. I have no problem doing one, two, three, and voting on it today, but if you were to win the election, you know, you'd want to have someone to think of. If he were to win the election and he's not able to continue serving, we should, you know, be prepared for that. I appreciate the thought.

Yeah, this is annual housekeeping tax budget 2027 it sets the millage rates which would be the same 2.53 for general fund police pension 0.3 those are statutory inside millage and we have our voting general fund of 5.07 effective rate is a lot lower than that.

Would these change at all or are we just re-approving the same exact rates? The rates are the same.

The effective rate for the voted millage changes depending on the total bill. sent to us near the end of the year. Anyone have any questions on 36? Well, yeah. Just, additionally, it's due July 20th to the county.

Ordinance 37. Chief. This snuck up on us. We apologize for that. Remember, five years ago, we did our 800 radio upgrades, and we took that opportunity to upgrade the whole dispatch center. This is replacing the infrastructure as it relates only to the radios, the servers, and then the computers that run each of the three dispatch positions, workstations, as Chief says. And it is a five-year commitment, but includes total support, hardware and software support, and the communities that we contract with will be contributing a minor amount of that funding.

So this is just the five, you know, it was planned five years ago when we did the upgrade that every five years we'd be... I wish we could say that.

That's why it's not going to happen.

That's what I was wondering.

And it's not going to happen again. When we purchased this, we got an incredible deal by buying five years maintenance up front. Okay. That was great. And five years goes by, and it's like, oh boy, yeah, our maintenance is up. And the things end up like that. So luckily, we had money set aside in the five-year plan for another dispatch upgrade. That expense isn't going to be a city expense. I mean, John could probably explain that more. So it's going to cover this.

Basically, prior year POs, planned capital for, like the chief said, something else in the police department dispatch area. that we're not going to need, so we can use that money for this.

And then now it'll be in that next five-year plan to have this taken care of in five years. Correct.

We already spoke to John about it. Technically, this is a one-year contract, so if you look at the exhibit, I think it has all the first-year numbers on the left column, and then it's subject to auto renewal on an annual basis, subject only to council appropriating funds to cover it.

for the maintenance so it's an annual contract with a five-year term for uh for potential renewal yeah anyone else have any questions all right um What do you guys want to do on this one? Probably 1, 2, 3.

It is expired already, plus there's a price increase. There's a price increase, what? July 1st. Really, that's the only reason they brought it to us. It's like, hey, you know, the price has gone up. When are you guys going to do anything? We're good. No, you're not.

So this is the, we kind of talked about this, a lot of the questions will probably be directed in executive session, but this is what I was proposing us moving to. Instead of having an IT director on site, we are going to go to a company to manage us. They are here tonight if you guys have questions for them, but essentially you've seen the contract that was sent, they're in, and it kind of explains What we went through, I can tell you that Mark specifically and I went through that thing up and down and had worked with HAPMED about a lot of details that were contained therein, and we're at a point where we're comfortable with that. We feel it's time to move forward with that.

Contracts seem very workstation and server heavy. Are you guys going to be doing stuff like the display boards in the city, the digital display boards and put the lighting on the baseball field, that stuff that our IT director took care of before the website? For the most part, yes.

We talked about that. That was included in what we were going to be part of the contract. So a lot of things we're doing today, they will be doing tomorrow if approved. So there's not a lot on there that will fall outside of that. There's some small things. It's very specific, but it's not anything concerning. A lot of this will be remote work. We won't need a person on site. Part of what it talks about in there is having an IT manager here down the line after we get this onboarded, get everything up and running, get comfortable with it to where those tasks and problems that come up day to day, where someone can handle those and having that person here at a much lower cost may be something we're going to look into down the road. I'm thinking that's the direction I would like to head in, but initially I want to get this thing up and running and take it from there.

So we're not going to have someone on site?

Not initially. We have to onboard. I mean, this is going to be a big undertaking to get everything copacetic, everything in order, understanding everything, how it's going to work, get a process in place, and then evaluate where we stand.

Okay.

But that was part of what we talked about with them is I think we were saying three to six months to evaluate if we want to have that person on site, which I'm leaning towards that. But we've got to get the initial steps done first.

Okay. And we will be on site as well? As you're onboarding? Just not every single day, like a dedicated person. But if there's a need to come on site, we're coming on site. And then I saw on the contract there were call times so that we can request someone that comes in. Say there's a problem, there's a physical problem. You'll be here within an hour or four hours. The return is that we can call you out. Yeah, ideally it's scheduled, but if there's an emergency scenario, we're going to make it happen. We're based right off of Stills Corner, not in Drexel or right down the road. Do you have experience with dispatch centers and dispatch centers? Yeah, we actually manage multiple municipalities within an area, some the same size, some bigger, some smaller.

And they've agreed that we're not going to fall on those hours. Right. Yes. So that's important for now. So we would have 24... Police should fire and be excluded from excess charges.

There was one portion, and if you looked at it, it graded the severity of the issue between one and three hours of a response. So that's something we talked about for quite some time to make sure that if we had that urgency, they would be here and take care of it right away. We're not going to allow our safety services to flop. I can assure you that.

And it's not a nine to five. It's... they're going to be available for us.

Along those hours of time, if the city, during the contract, had to do some type of major upgrade, so like, I'm just going to pick on the rec center. Let's say that their customer service applications get completely overhauled or upgraded.

Oh, that would be strange. Right?

They're actually doing it. Yeah, I know. That's top of mind, right? So if that were to happen, would you guys... in the agreement, be able to work with the rec center to do that off hours so there's no impact to people during the day that are using the rec center? Or would that be? That kind of stuff you don't normally think about, right? Because some things you can do in the IT field that don't impact anybody, some things you really need to do.

We'd prefer to do it off hours.

I figured you would, yeah. But it's not at a penalty to the city to do that. Right.

Do we need to move any money around? Eventually. From personnel to contracted services.

In terms of the salary that was previously there to what this contract is, we're well within that cost. So it's not exceeding where we were currently.

And we can potentially ask additional questions in executive. Anyone have any other questions on 38 for now? What is your wish here? I have no support right now. I'm suggesting one, two, three.

Yeah, I want the city to have IT.

support, especially with two huge projects coming up. They've been helpful, but we're past the helpful point of niceties. One, two, three, four. One, two, three, go have a seat. Okay, we'll do that. And that takes us down to the motions. Do you want to take the first one?

Sure. So this is the city tire location. I'm going to do something someone in politics never does and admit that I made a mistake. When I was going through the paperwork, I gave the wrong number. That was solely on me. The thing I'll point out is the dollar amount that we are purchasing it for, if you guys approve, is exactly what the valuation came in at. I made the mistake of putting the wrong number in there, so I want to put it to where it was supposed to be. Obviously, that's what we agreed upon, and it's my mistake. So I will own that. If you guys want to hold that against me, that's your choice.

I know when you and I talked... We amended the budget for 375 and created a PO for 375.

We caught it just late, so it was my mistake. But that's the value of the property, and if you see the real estate in our area, things are generally going over what they're worth, so I think we're getting still a good deal on that.

And I apologize for my error.

And I mean, obviously, we discussed that previously, that leads into the town center concept. We have done appropriations on that specific property in the past, and I would just note that if we did go through with an appropriation, you know, a taking for that property, you're going to likely spend significantly more money just going through the process on top of whatever a jury would determine. fair market value was, which it did go to a jury trial last time around. So, for what that's worth. Okay.

Anyone have any questions? All right. The next motion is for disposing of the cameras to another agency.

So this is our watch guard cameras that we took out of the patrol cars? We had passed a motion before we were going to try to sell it on gut dealers, but then a couple departments reached out. They advertised to everybody in the state. Quite frankly, it's junk. It's in the light, but they... They like them? Yeah. If they could patch one together to make one, I guess. I don't know, but it seems like it's a no-brainer. It's the right thing to do. They're really hurting it, and they could use it. We can give it to them. Okay.

My only question is procedural. Can we undo an ordinance by a motion?

Yeah, so you can amend any ordinance by a motion. You're doing the same thing right up above that. If you want to include the ordinance number in that as well, you could. I don't know, did you guys end up posting it at all? No, I didn't.

But in being clear about this, this is obsolete equipment. They're just going to try and make it last for them as long as they can. Right, right.

Proclamation honoring the Nordonia high school girls flag football team, 2026 OHSAA state champions. Whereas the Nordonia high school girls flag football team had an outstanding 2026 season finishing with the 10 and no regular season record winning its division and posting an overall record of 15 and one. And whereas in the state championship game, the Lady Knights rallied from a 19-14 deficit late in the game, scoring a go-ahead touchdown with one minute remaining before securing the victory with a game-clinching interception. And whereas the team made history by winning the first-ever OHSAA girls flag football state championship. And whereas numerous student athletes made significant contributions to this historic achievement, including Ellis Spadaro, who led the team in receiving during the regular season with 600 receiving yards and 18 touchdowns. Landry Holtz, who totaled 66 receptions for 764 yards and 18 touchdowns, including key scores in postseason victories. Nyla Burns, who scored the first touchdown in OHSAA finals history and contributed seven receptions during the state tournament. Charlotte Namick, who led the team with six receptions and a touchdown in the championship game while making several clutch catches throughout the tournament. Ava McClendon, who caught the game-winning touchdown in the state championship game and provided relentless defensive pressure throughout the season. Peyton Paul, who threw for 2,130 yards and 44 touchdowns, rushed for 371 yards and five touchdowns, recorded 19 interceptions on defense, and intercepted both the first and final passes of the state championship game. And whereas defensive standouts during the state tournament included Nadia Adams, who recorded two interceptions, including a pick six, 14 flag holes, and Hayden Ball, who registered 15 flag holes and four interceptions, including a pick six. And whereas this remarkable accomplishment was guided by the leadership and dedication of head coach Steve Holtz and assistant coaches Marty Atha, Jay Chek, and Ryan Massara, whose leadership helped guide the Lady Knights to historic championship. so i also want to mention because there was a lot of information about you guys because there's so many amazing accomplishments that you've had here but don't want to forget kenzie riley and gia for all your defensive things that you did to help win when it comes to sports i'm a big sports guy what wins championships a lot of amazing things here so coach confirmation comes to you Also, not many people get these, but this is the challenge point of the city. I wasn't prepared for this, but thank you very much. We're truly honored to be here. We received so much support from the community. The girls worked very hard. We challenged them at the beginning of the season. They had a choice. You could be good or be great. We knew that we had the potential to go far in the playoffs, but it was up to them to put in the hard work, and they did, and now they're state champions.

This is one of my most favorite things in the whole long run. I hope you guys think this is special because I think what you guys did was absolutely amazing and you guys are the champs. That should feel really good. So, tomorrow, coming into the city of Macedonia, Very, very proud of yourselves. I am so excited for you. Essentially, this legislation moves us from having an on-site director to having a company oversee us, so it's something that I feel is best for the city moving forward. We've had extensive conversations in a work session, so this is the path I believe is best for the community for us in the future. Any further discussion, questions? I'm gonna be very brief tonight, but it's pretty exciting stuff So I want to remind everyone that Cleveland magazine came out with something not so long ago about us being in the top 15 Lowest property taxes in Northeast, Ohio. I mean you think about the swathed of Northeast, Ohio That's a large large area that contains a lot of communities Just yesterday, we were named in the top 25 best places to live. And if that doesn't make the people that work for this city proud, the council that sits up here proud, and the work that I try to do every day, I don't know what else I can say. We are in the top 25 best places to live in Summit County. I don't need to say anything more. I am so ecstatic about that. This just made my whole week, and you all should be very proud. So for all the hard work everyone does.

Correction, just more than Summit County, so you know.

That's Northeast Ohio. That's why I said the swathed.

Well, part of Summit County. I mean, this encompasses a large area. Nonetheless, you had to ruin my speech.

Parks and Rec Commission had our May meeting last week. Didn't actually have too much new stuff going on. We just kind of went over all the great stuff that's been happening in the department. I'm sure that Director Eckendorf will share all the stuff that he wants to share. I don't want to step on his toes. We did decide that we're not going to have a meeting until August, so our next meeting will be August 19th, I believe it is, or Wednesday at 6 o'clock. That actually might change. We've got some members that might not be able to make it, so I'll let everyone know in our July meeting when our August meeting will be, and that's time to report. Thank you.

Yeah, just to send a reminder out to the public that we've had unusual spring, so there's been a lot of issues with grass. And we have an ordinance that's a maximum of six inches. But it has not been the problem, it's been the ditches out front of the properties. So I just wanna remind the public that when you cut their grass, they need to also cut their ditches. We're getting about 16 inches high in some cases or higher.

and i thought it would be worth to know to the public to remind them to cut that and reports thank you director smith thank you mayor hr now has its new hire on board for payroll specialist her name is alexis kansky and she started this past monday and secondly our health fair is set for august 21st from 7 to 10 a.m We're in preparation, getting our vendors in place, and obviously this is for employees and all of council. I know Vince, I may have been stealing some of his thunder, but it is from 4 p.m. to 11 p.m. on your property only. I know the police department has responded. We have been called. People think it's okay to stand in the middle of the street, set off fireworks. It is not. The dates coming up are Juneteenth. from 4 p.m. to 11 p.m. and July 3rd, 4th, and 5th. Those are all legal dates. So please be careful. They are dangerous. You also are not to be consuming anything that affects your behavior, i.e. alcohol or any legalized drugs. Norfield's... Way to go. Summit County is finally fixing the manhole at 82 in Valley View. It's been a problem for a while. We've had a lot of issues with the lid coming off and that kind of thing. So they're finally getting on that. We're working on a water supply for Summerfest, which is coming up on June 19th and 20th. The manor house, the manor porch is completed. It looks really good. So if you can, on your walk, stop out there and take a look at that. we sent eight employees to confined space training recently that was really a good thing really successful we do a little bit of that in storm sewers and then we also just completed everyone in the department completed a traffic control class which we do obviously do a lot of that finally mulch lots of mulch it's free come get it it's really good quality stuff um june 6th 13th 20th and 27th those are saturdays it's all on the website but those are saturday hours from 7 30 to 3 30. that will be open to the public to get free mulch but they can also get it during the week monday through friday 7 to 3 30 as well of course through the week yeah you have to be a resident to get this mulch you do have to be a resident and it's a 9 000 value

Do you have to show your ID to prove you're a resident? Yes, absolutely.

Yeah, thank you mayor road program update as you may have noticed many of our Pavement preventative maintenance items have begun this week crack ceiling Surface ceiling and spot repairs throughout the city have begun next week our complete road Resurfacing will begin on several streets around the city all homes on those streets have been notified So there will be a lot of action going on. Does anyone have an update on Shepherd Road and Highland?

Shepherd and Highland, the latest information from ODOT is it is planned to be open at the end of the day Monday.

Shepherd and Ravenna is open. Okay.

But pretty soon we'll be doing the middle of Shepherd. Then we're going to do the middle.

The key to that is ODOT controlled. I want to make sure that's very clear to everyone. And I purposely saved Director Echendorf for last because we've got a pretty fun event coming up.

That's what I hear. So first I'd like to say congratulations to the Girls Flight football team. My two girls at home are huge fans, so it's great to see a team like that go all the way and bring home the championship. Can't wait to see that new sign that Director Wilson puts up in his department. In the Parks and Recreation Department camp, summer camp starts on Monday, June 8th. We're excited to have field trips back this year. Our first one is on Wednesday going to the Akron Children's Museum. And then, the event that you alluded to, our Spirit of Macedonia festival happening June 19th and 20th at Longwood Park. 5K happening on the 20th. We've got kiddie rides, food, vendors, live entertainment, and of course the much anticipated hybrid drone and fireworks show, which I'm really excited to be able to show to everybody. It's important to note, of course, this event is for the Nordonia Hills community, so the residents in the school district, as well as their guests, MAC Rec members and their guests, as well as school district employees, and also anyone under the age of 18 will need a parent or a guardian for that event.
