City Council - Regular Meeting

We drove to Sylmar, East LA, West LA. We have a pool. Not only we have a pool with well-trained lifeguards, but we have amazing programs. We do over 25,000 lessons, swim lessons, in the city of LA every year. We have over 800 kids in our Junior Lifeguard program, and over 6,000 kids are part of our swim team, water polo, artistic swimming, springboard diving. So we have an aquatics program for all Angelinos. So anytime you're on water, if you're at the lake, you're at the beach, you're at the pool, anywhere, always swim near a lifeguard. It's critical that your kids are supervised at all times. Anytime they're close to the water, you know, kids can drown in like few inches of water. So never, never leave your kids unattended. During the summer time, there's a lot of friends, family, they have pool parties. There's a lot of drownings that happen in backyard pools. So as a parent, there's a lot of things that you can do at home to make sure your pools are safe. First, you gotta have a fence. Make sure you have a fence with a gate that you can lock. You gotta have an alarm. it's good to have equipment in case you know somebody goes in the water and whoever's watching them doesn't know how to swim make sure you have a ring buoy a ring buoy can make a big difference on saving somebody's life where anybody can see it grab it and throw it to whoever's in the water struggling whoever needs help knowing how to use it how to throw it can make a big difference also a body hook you put on the wall next to the ring buoy So you can reach and hook the body and bring him in. Or have somebody hold on to it that's struggling in the water and bring him in. By having those two pieces of equipment can make a big, big difference. So each facility, you know, we have a safety plan. By having well-trained lifeguards at all of our 50 plus facilities in the city of LA, our job is to educate the public in water safety. So when you come in, you have a good, safe experience. So this summer, make it a point to visit our pools and take a swim lesson. Give us a shot, try us out.

We are in the community of Panorama City, the 91402, celebrating the re-grand opening of the Splash Pad at Panorama City Park, a park whose Splash Pad was closed for over seven summers. We're excited to see all of the kids here who live in a very high-dense community, sometimes don't have a front yard, sometimes don't have a back yard. So the park is really their only place of play.

It's been amazing. I mean, look at the smiles. They're priceless, the sounds. It brings me back to my childhood. My sister was even teary-eyed because growing up in a community where, you know, you need a little bit more resources, this is priceless.

I am overly ecstatic that we have close to 200 families here today, and we are excited to talk to the families about how we were finally able to find the resources to get it back and functioning. And I'm still overwhelmed by the amount of families that came that were waiting for this, because seven years is a long time.

So I'm a community member here and this actually started in my family when I brought my son to the park and he noticed a desolate water park and he asked me, Mom, when is this going to be open and why is it closed? And I told him, you know what, I honestly don't know, but these are great questions. We have a neighborhood watch meeting in the next few days. Why don't you ask those questions there? My son and my daughter, they collaborated. So at the meeting, she asked the questions. Unfortunately, she was told that it was going to be closed. But then a few days later, I get an email or a text saying that actually the council member had looked into it and she's going to make it happen to reopen. And here we are. And we're really grateful for this because lots of families can enjoy, especially during these hot weather. I mean, especially when things are so expensive. This is a free access to keeping cool in our community, which we definitely need it. And this shows us the collaboration that when we work together, that you're never too young to be active, to get involved, that you can make positive change at any age, and especially when we all work together.

It almost feels like we let an entire generation down taking this long, but we're not going to let this happen again, and that's why we're going to continue to fight and advocate for more funding to come to our Rec and Parks Department.

We want to continue to collaborate with the city to make sure it's safe, that our communities are clean, that they're great places for us to live, and as you can see, a good place to play as well.

Inspired by the historic strolling estates of the 18th and 19th centuries, the wet garden design employs vast lawns to foster an open and radiant setting for discovery. The grounds are open for public exploration from 9.30 a.m. until 3.30 p.m., Monday through Thursday, and on the second Sunday of each month. During these Sunday sessions, the facility showcases traditional cultural artistry, performances, and family activities alongside the Bureau of Sanitation's sustainability programs. this scenic promenade offers an opportunity to observe the evolving seasons, highlighted by the radiant lotus blooms that also define the spirit of the annual Lotus Festival at Echo Park Lake.

This year here at the beautiful Echo Park Lake, we are celebrating the 45th Lotus Festival and our host country this year is Sri Lanka. So we're celebrating the culture, the people and the food of Sri Lanka.

This festival is about celebrating culture and bringing people together. So this year, when we celebrate the Democratic Socialist Republic of Sri Lanka, you're going to see people from all across the city of Los Angeles, all walks of life. But we're celebrating one part of the community, but also celebrating the diversity and the strength of the city of Los Angeles.

An absolutely incredible community event that brings together the various cultures and the rich heritage of us Angelenos. And today I'm so honored that it's spotlighting my country of birth and my motherland, the beautiful island of Sri Lanka.

We want to keep our culture alive and spread it to everyone else in our community as well. and let everyone else know how vibrant and how welcoming our culture is. Our food is very tasty, too.

Sri Lanka means so much to the city of Los Angeles. We have doctors, teachers, lawyers. They bring so much love and community to the city, and that's what we want to highlight today here at Echo Park, celebrating the Lotus Festival.

It's a great event full of diversity and culture. The host country this year is Sri Lanka, and we had the Consul General of Sri Lanka herself here to help celebrate the opening ceremony. We have two days of a lot of fun, food, dancing, entertainment. Having events like this is absolutely critical because we're so diverse, but it's not just diversity that makes us a great city. It's having events where people that are diverse can learn from one another and really become neighbors and partners and friends. And that's why this is so important that we celebrate this. We have so many events where people can learn about one another's countries, their heritage, culture, and that's what makes us better. It makes us a strong city.

And these types of events are so important for us as a community because it just brings together everyone from all corners of the world. We have Hispanics, we have Africans, we have South Asians like us, we have Koreans, Chinese, and we're all here together. We make up this beautiful city of Los Angeles. We are the fabric of this city.

What we're doing here is we are hosting the official World Cup L.A. Fan Zone. And we're going to be hosting today's match. We're going to do the third place match on Saturday and also the finals on Sunday.

It's about getting the vibe of the crowd and everything. Being with people and everyone scores a goal. It's nice. It's better than sitting at home and watching it.

I came with one of my closest friends so that we can enjoy the last games of this amazing World Cup. We both love soccer. So I was lucky enough to go to the first game, USA against Paraguay. So now it's just all about having fun for whatever's left.

We're in San Pedro, I'm rooting for England here, come on England. So we just said go England. I want England to win.

Today's Fan Fest, Fan Zone is a lively crowd, good entertainment and a great game and we'll see who wins.

I volunteer for AYSO and it's very meaningful for me to be here with my family. This is like my brother.

We are stoked to welcome everybody here right now. We've got such a beautiful location and we want to show it off, right? We are giving everyone a first look, not just to the space here and our LA waterfront, but also a few of our tenants are participating as well. So people can get a little bit of a taste of San Pedro Fish Market, who's actually already open down on the other end of the site, but Fresca Bar, Lazio Pizza, we've got Piranha Empanadas and Glass Box and Bake Fair. that are also here so people can get a little taste before we actually open this fall.

There's going to be a brand new visitor serving attraction down here at the Port of LA called West Harbor. So it's really important for those that knew it previously as Ports of Call to know that it has been completely redeveloped with a partnership between the port and the West Harbor developer that's going to offer all kinds of food and beverage options, shopping options, activity options. There's going to be a really big Ferris wheel here coming next year. There's going to be stuff for kids to do, kids playground area. There's going to be harbor cruises, so you can come down here and play all day, walk the mile-long promenade, and just figure out whatever you want to do with your family.

And we're just enjoying the beautiful West Harbor. I live here locally, and we haven't really seen this open to the public in this manner.

I had no idea what it would be like, but it's close. I live nearby, so I'm actually coming on Saturday with my entire family. But they opened it early, so I was like, hey, why not? Let's go. So it looks really nice. It's near the water. I love the soccer balls floating in the ocean. So it looks really nice and a safe family environment.

And bottom line is if everybody could get along with this right here, where would be a better place?

So this week is Shark Week, and today specifically is July 14th, and July 14th is the AZA, Association of Zoos and Aquariums, Shark and Ray Awareness Day. We bring specimens out from our museum collection that we normally don't have on display. Some different species of shark jaws, we have some great white shark vertebrae, we have shark skin that the public can touch, and we also have activities, giveaways, crafts, and things that the public can take that are all around appreciating sharks, and other kinds of different shark specimens that are not on permanent exhibit.

who isn't excited about sharks, especially little kids and then you grow up. Who's not excited about sharks? They're almost like the dinosaurs of the day. When you grow up, that never leaves you, the love for sharks. It's free entry. That's why we come. You don't have to spend a lot of money like some of the other aquariums out there. Depending on where you park, you might have to pay for parking or not, but it's super cheap. It's a great experience. Yes, it's small, but you just come for a few hours. It's great.

We are very science-based. There's a lot of biological content that we display. So alongside the tanks, all the animals are always labeled with a scientific name and a common name. There's a lot of biological illustration showing the anatomy of an octopus or the anatomy of a shark and pointing out all the different parts and labeling it. But we're also so friendly. I love working here. The staff are amazing and everybody's willing to help out. We're very family friendly and we are children focused, but all ages are welcome and we will do anything to make sure everybody has a good time.

Hi, I'm Kat Prickett, and I'm the Marine Environmental Supervisor of the Water Group here at the Port of Los Angeles, and this is my career report. All right. Why cats over dogs? Well, let me tell you. I could give you a couple of silly answers. Have you ever tried to housebreak a dog? I haven't, but I know friends have. It's a long, awful procedure. You need newspaper. How do you even get newspaper these days? Cats, step one, show them the litter box. That's it, you're done. But more seriously, I love both cats and dogs. I grew up with both in my house. But when I was six, I got to take care of my very own cat for the first time. And so ever since then, it's just been me and cats, so. What kind of challenges have you faced in your career? Well, one of my main challenges came this morning where I had to figure out what kind of adult clothing I could actually wear after one year in a pandemic. But more seriously, I've had three different big jobs in my career. I went from a public sector toxicity testing job to private sector consulting. And now I work here at the Port of Los Angeles, back in the marine environment, which I really love. And I think every single time there is challenges to a new job in a new situation, Things you have to learn, not just technically what you do day to day and continue to learn more about those things, but also who are you dealing with? Who are your friends going to be? How does the job work? What kind of procedures are in place? So all of those things are challenging, but they make the change exciting and I've enjoyed that as well. Was this your first job choice? Well, that is a really interesting question because I would say that I've wanted to be a marine biologist since I was eight years old. And when I was eight, I had a very different idea of what I might be doing in my career. And so I love the ocean. I love the animals in the ocean. And I thought I was gonna be working much more hands-on at that point. When I went to college, One of the first things they told me was that there were no jobs in marine biology. So I wasn't sure how to deal with that, except to continue to go forward and think, heck yes, I'm going to be able to get a job in marine biology. You can't tell me that. When I got the opportunity to come to the Port of Los Angeles, it was my third major career move. Even at that time, maybe it wasn't my first choice. But now, after being here for 12, 13, 14 years, I think it really is my first choice. I don't think I'd want to work anywhere else. I love the mix of work and life balance. I love being an expert at the port, everything that goes on here with the water quality. And that really appeals to me. So now, now it is my first job. Did you play any other sports before soccer? I started playing soccer pretty late in life, in my 30s. And so you'd think I would have played a lot more sports before then. I was pretty sporty. I was an outdoors kind of girl. I liked running around. I liked playing tag. I liked playing kickball. I liked to ski. I liked to bike. I liked to do all those kinds of things. But I actually never played any kind of organized sports during school or after until I started playing in adult recreational league with soccer. So never too late to start to find something new that you love in life. Oh, I should have headed there. Do you miss Washington DC? If yes, what do you miss about it? I grew up in Washington, DC. That was my home until I came out to California for college. I still have family there. So yes, I miss Washington, DC. And of course, number one is my family that lives there. I miss them a lot. But outside of that, I really miss the seasons that you get in DC. They're not too harsh. But you do get to see snow. You do get to see a beautiful, beautiful spring where everything's coming out of winter and everything blooms at once. And there's a bush there called azaleas and everybody has them in their front yards. And it's just beautiful when that happens. How do you check the water quality at the port? I love this question. There are so many different ways that we are able to check on the water quality here. From instruments that you can just dip directly into the water, and find out what's the temperature, how much dissolved oxygen is in there, how turbid is the water, how much light will penetrate through it, all of those things that have an impact on the water quality and the things that live in our harbor waters. But if you want to get a little more technical, then you need to take some samples send those off to a lab, and they have lots of different methods, lots of different instruments that they use, and they can find out things like how much metals are in there, how much pesticides are in the water, how much DDT or PCBs, you may have heard of those, how much of those are in the water. And then they come back with you and they give you all the results. One of the first things I ever learned about how to check water quality when I was a student was a thing called a Secchi disk. And this is a circle, and it's painted in a grid, white and black, and there's a rope tied to it, and you just lower it in the water until you can't tell the difference between white and black. And then you pull it back up, and you measure the length of distance, and that is the depth of the water clarity. So anyone can do that, and it's a pretty cool way to start to get in to know what the water quality is like in your area. Okay, I'm gonna pick that up because that's bad for the water quality.
