City Council - Special Meeting

For our special meeting of the Municipal Council of Cloud City on September 18, 2026, the first point of our agenda is the citizens' comment. And this morning, I have a citizen's note for M Hunter Eddington. If you want to move forward, you have three minutes in the stand. You don't need to give us your address. Hunter Eddington. Mayor, member of the Municipal Council, and coach, good evening. My name is Hunter Eddington. On September 12, what was to be an excellent party at the Comté fair, turned into a crisis of security. My family was caught in crowd movements involving large groups of teenagers without surveillance in the fair. My wife and my four-year-old son were physically shaken and pushed into chaos. Then, as we crossed the street to leave, teenagers shouted at us from a car that passed free from where we were dealing with it. Just in front of my wife and my child, the police chief Anthony Boone personally called me to express his concerns about what my family had experienced that night. When your police chief calls a parent because a family was not safe during a municipal event, the system is failing. The petition I created quickly spread throughout the east of Texas. This is petition number 1 on change.org in your name, Mr. Mayor, with more than 210 local signatories checked. Since this morning, 218. And when I sent an email to the municipal council, I received no response. The J.C. of Longview have officially received a letter, recommended with our requirements. The voice of the community is officially on their doorstep, now on yours. Please do not tell us that you have your hands tied because it is the J.C. who manages the fair. According to section 51001 of the local government code of Texas, the city holds all police powers on special event permits and security rules. There were 18 police officers serving this night. And even that wasn't enough. They had to call at least 7 more police cars just to manage the field of faith. Coach, you know what happens when a group of teenagers in a good project gets together. We saw it at the Pine Tree High School. Each police car sent to the faith is a car removed from the surveillance of our neighborhoods. The Longview members pay for the police during a private event that refuses to check the ID at the entrance. Although you may not be able to debate it today on the basis of the law on public meetings, section 551,042 of the Texas government code allows you to act immediately by ordering the municipal director to register this point on the order of the following day. There are three simple rules that we ask the municipal fair to follow. A curfew for young people at 7 p.m. Anyone under 18 must be accompanied by a parent or an adult of 21 years or more after 7 p.m. Identity verification at the gate. Check the identification papers at each entrance from 7 p.m. And zero tolerance for expulsion. Immediately expel anyone causing trouble. The Texas State Fair has set up a support rule.
