Fiscal Court - Regular Meeting

Good morning everyone. Thank you for joining us for fiscal court. Before we move forward, Chris, will you open us in a word of pressure?

I want to thank you for this day and thank you for this time to come and conduct the business of Logan County Lord. We just ask that you... Touch our community, Lord, and heal those that are sick. Comfort those that are dealing with bereavement and loss, Lord. We do lift up the pool family, Lord, and the loss in our community. But, Lord, guide us now as we conduct your business and give us the wisdom that we need to make decisions that glorify you. All those things I ask in your name. Amen. Amen. Thank you. I'll call this meeting to order. Let's say a pledge to our flag. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all.

Number one, thank everyone for joining us and taking concern in this crucial matter. We don't have a whole, we have one item on the agenda, and that is the opening, receiving the opening of bids. We will not make a decision on this today. This will go to committee, and then the committee will come back next Tuesday at fiscal court and present.

The committee will take it, dissect these bids, and come back with a response on Tuesday. So first order, let's get with it. First bid is Comcare, current provider for Logan County. Everyone should have a copy in front of them. As I said, there is a whole lot to dissect with these. It's not something that we feel comfortable dealing with, making decisions on today. Do you want to? No, it's this one. yeah I was I was getting around to it I was just gonna make sure that everybody's seen to take a look at it the base bid Bear with us, please. Okay, for the base bid for ComCare, just to make sure I'm doing this correctly, the base bid is for annual lump sum $236,433. $236,433. Alternative one, $560,000. Alternative two, $275,000. John, do you want to come up and where you at? Did you say you had some?

Yeah, I was getting there. Okay. So we have, would you like to discuss the alternatives?

Certainly, certainly. The alternative is the fact that, you know, with the RFP process, the last one kind of opened it up for any other ideas that you might want to hear. One of those is with, that first one is with us providing the ailments, so that takes the burden of finding the ailments and paying the payments off. So that's what that is. The second one, alternative three, we call it 3B, just to differentiate between the two. That one specifically is about the way the bid is written on ALS slash paramedic. There's a shortfall of paramedics right now in the Commonwealth across the nation. anybody tells you different. They're hard to find for everybody. So that one, we built in a little bit more flexibility with our AEMT and paramedic, a mix of those. We ran the numbers on the types of acuity and calls that we're getting, and the ones that actually needed a paramedic that couldn't be handled by AEMT were minuscule. So what we were trying to do there was to give you an option to allow us to staff some of our ALS trucks with AEMTs that can do roughly 90% of our paramedics. And that gives you a little bit of leeway In our opinion, we want paramedics on every truck as well, but if we can't find them, we can't find them. We're going to provide as many paramedics as we can, but there are a great deal of runs that can be handled by the A&T, and we wanted to pass that savings from staffing on to you all as well.

So that's what I'll turn it over to you guys about. So 3A and bid 1, the only difference is that y'all will all take care of the 3rd A and B.

Right, so basically what you get from there is the cost of us replacing anything That's ultimate bid one. That's a miniscule difference compared to what we're getting.

The difference between 3B and bid one is just staffing. And you said 90% right now only need EMT. So the difference is like 10% for that much difference. So, anyway, like, you know, you know us. We've been around for 17 years. We provide you more than you've asked for for that many times. You know me. I've always been super transparent to anybody. You know, we need free ambulances. I think that's a fantastic idea. It would be a shame not to let us have the opportunity to provide that for you. We've been holding the line there for quite a while. Free trucks would be fantastic. So we definitely appreciate the opportunity. The other document you have in front of you, too, I want to mention. There's two things that I would be mindful of as you make your process, or make your decision, rather. One would be in-network versus out-of-network. ComCare is in-network with all the major insurance companies. your constituents is when they need an ambulance we build insurance and not not every service does that a lot of times your patient will get the full bill instead so that's something i'm very mindful of as you move forward and likewise the document in front of you that's public record anybody can get those numbers but those are all the fee schedules so you can see exactly what those bills will look like that's the bills your constituents are going to get to make so you always do insurance first any other questions thank you John our second bid is from AmeriPro

Going once, going twice. Nope. Moving forward, AMR. It's almost like Christmas time. Wish I could put a bow on these.

The last option is they would purchase the Eastern County fleet and equipment at their own expense.

Yes ma'am. Basically if You all retain oversight. Here you go. You all run it. And we run it from there. We do have a, you know, at the international company, we have a fleet operations in Texas. We started during COVID kind of refurbishing our own ambulances because we realized to ourselves and just recently I guess it was last year before we started actually producing our own ambulances from scratch so it's kind of given us a little bit of a relief from the supply chain issues that the rest of the country is having any more questions thank you thank you sir

As I said, the bids are presented. We have a committee. It's going to go to committee. We will look over these diligently. We will dissect each one and see what is best for Logan County. Does the court have any more comments before we adjourn?
