Good morning everyone. Welcome to fiscal courts. Uh we got a big crowd today and I want to thank everyone for showing up uh that has an interest in our community and what we do in our county. Uh before we start before we call me Nor Chris Wila will you lead us right? Lord thank for this day. Thank you for this opportunity Lord to come and conduct business of our county and our community. Lord Lord just ask that you be with each and every elected official that serves in our county. all those department heads and all of our employees. Lord, protect them, Lord, and watch over them each and every day when they're out serving our community. Lord, just ask that you uh build a hedge of protection around our community and help those that are ailing, those that are dealing with loss and sickness. Lord, just comfort them and heal them, Lord. Representatives from Simmons Park, Mr. Jamie Webster.

Morning, sir. Good morning.

Morning. Morning, Judge Baker, members of the court, members of the community. My name is Jamie Webster. For those that don't know me, uh I serve as plant manager for Sims Park Company here in Logan County. I appreciate appreciate the opportunity to be here today um and to talk about, you know, the concerns of the court and uh and the community. Um before I forget, I'd like to give you a little context about who we are as a company. Sims Bark has been business for 50 years and we operate multiple facilities across eight different states. Throughout that time, we've worked hard to build reputation as a responsible operator and company that supports the communities where we live and work. Here locally, we've made it a priority to give back to our schools and our communities. We actively support businesses by purchasing goods and services right here in Logan County um whenever possible. Um, I share that because we're not only operating here, but we're invested here. We've been, it was CJ Mulch before it was Sims Bark and I was part of CJ Mulch, so we've been I've been at this facility for a long time. Um, and I consider this community part of my home, too. Um, and with that said, I also want to be clear with you. We take these concerns seriously and we're committed to being a responsible neighbor. Since my initial meeting with Judge Baker in late 2025, many of the steps I'll discuss today were already in motion or have since been implemented as part of our ongoing efforts to improve operations and address these concerns. Number one concern was noise mitigation or noise

control. We made a significant investment approximately $100,000 to design, construct an semi-closed structure to our existing processing plant where our hammer mill was our electric hammer mills are are located. Uh this structure was used built was built used using fire tree and wood, fire resistant and soundproof insulation and steel reinforcement. To date, this project is 100% complete with only minor tweaks uh and finetuning to remain. Um the goal of the structure is to substantially reduce the noise levels coming from our operation and we are already seeing some positive results in just a few days. We finished uh we finished that we finished that up Saturday, whatever date that was. we finish up Saturday this weekend. Um the other concern was smoke and fire prevention. Uh for the record, we are required to maintain a firewatch personnel at all times, including night shift or any period where operations are not actively staffed. So if there's a if we're not actively on the clock working, we are required to have fire insurance at our expense. U somebody that is is is on clock and is watching for fire and fire safety. The fire watch personnel follows the designated checkpoints, routine monitoring procedures, immediate response protocols. In addition to that, before the end of 2025, we made in a decision to invest in a second bulldozer to help with the concerns of smoke and fire. Uh we had one bulldozer currently and

the fire department can tell you attest to this. It's um they're there to help keep the fire the equipment from catching on fire. You have to smother these fires out and keep them from smoking. And uh but we did the equipment was delivered on April 7th and it's made a significant improvement already in OUR ABILITY TO BREAK OUT HOT SPOTS, control material piles, prevent extinguish fires before they escalate. something else, just an operational improvement that we've decided to do um towards the end of last year that we're going to we're we're fixing to do here in the coming weeks u is expanding our finishing product, our staging area for our finished product, our pallets. So, um that will nearly double our lay down area. The reason behind this is simple and effective. The smaller raw material piles reduce the risk of internal heat buildup. Once the material is processed, pallet ties, ready to ship, the likelihood of fire is smaller. Reduces the likelihood of fire. This also allows us to improve workflow efficiency and potentially extend operating hours in a more controlled safer way. So we're not running we're having to run extended hours this afternoon. We're running in a more scheduled So in closing, I want to emphasize that Central Park is not standing still. We're actively investing, improving, and adapting. These steps are not reactions. They are part of a proactive ongoing e effort that we we began before these concerns were formally raised and will continue mo moving forward. We're committed to reducing our impact

on the community, operating safely and responsibly, being transparent, accountable. We value being part of Logan County, not just as a business, but as a member of this community, AND WE'LL CONTINUE TO support it in every way we can. I thank you for your time, and I'm happy to answer any questions or concerns THAT HAVE. I I think the first question I have for you number one, Mr. Webster, thank you for coming. But my first question was after uh receiving these uh citizens comments that come through directly to my office or to the magistrates that are involved in that area. Uh I started researching the company and found out you had a uh a uh a plant in Corbin, Kentucky. That's Whitley County, Kentucky. I reached out to Judge Executive Pat White and asked of what's, you know, are you having these same issues that we seem to have, the smoldering, the fires, the the the constant noise? And his answer was no. And then his first comment was, well, do are they running the sprinkler systems? And I said, I don't think they are. And uh can you answer, are you running sprinkler systems on the piles of mulch?

Yes, we do. We uh uh we have a we drill well. THERE'S A BIG I OPERATE. WE PULL OUT THERE, BUT we operate irrigation like you put up at the end of an irrigation pivot. You got a sprinkler head that runs 360, right? So, we constantly are moving. We have some that are mounted on our process processing plant and then we also have ones that we run at night um to what piles out.

Okay. cuz he seems he seemed to be pretty adamant that the amount of water that they put on these piles is uh is quite a bit. And uh he said that's one of the things that he deems is why the smoldering stays down as much as it is. And I'll be honest of multiple times I've been out there, I've never seen any sprinkler heads running. And that's was a concern of mine. So when he asked me that question, my answer is I've never seen them. That doesn't mean they're not there, but you know, uh, as a every firefighter ever seen, the first thing they do is put water on a fire. And I'm not seeing it out there, and that's why it's been a concern of mine. Um, is there any steps or any plans to improve the amount of water you put on these piles?

We we are so in the in addition when we built the structure around the enclosure for the sound, we have added some We had we have added some more irrigation as far as when it gets processed and how the dust does control off of those. We've added more to those. Um, as far as the piles go, we run when we're running during the day, um, we run half we run about half the amount of water we do at night. So at night time we'll pull our our uh our mobile units or whatever you want to call them. We got little pivots that are mounted on tripods that we pull out. We hook up to our well and we run those at night.

Okay.

But as far as fire goes, I mean the only way to put a fire out is not by water. Especially with these things, you have to smother them. The water helps you mitigate it, but you have to be on top of it. You the only way to put it out and keep it out is to smother it, unless you're going to run it. So when we do get into a pile and we're ready to run that pile, we have to be committed to running it because once you open it up to oxygen, I don't care how much water you put on it, it's going to keep the methane gas, the whatever you know, the combustible stuff is there once you open up to oxygen. And that's the reason we have the only reason the only thing we found to do with mitigating the smoke is to is to keep it smothered. And that's the reason for the bulldozers. Now we did to answer your question about the water we do put water on and we are adding about I would say 50% more capacity to sprinklers.

Any other questions? the um I have received I'm the magistrate for that area and I received numerous calls and texts received several yesterday uh concerning this and the people that are living close are are suffering from they can't even have anything in their garages. The the smoke comes into their garage. There's two that have breathing issues that it comes into their house and they have been living where they are for for quite some time. And also these are people in the Wilham subdivision um and even some that I have gotten some other phone calls even closer to Russellville um of um I asked them when Sims when u CJ Mulch was there did you all have this type of a problem and they said not near as bad and Um, I worked for the water department also. And when I and and I was and I landscape before that and whenever I used to get mulch from CJ Mulch, there were always sprinklers sitting on top of these piles back there. I mean, and just water just rolling at all times. And maybe, you know, I mean, and and I understand about the combustion down below because there is a lot of heat under those piles. I know that there is. And um but but I went I I had to go for the fire department to to to work at the hydrants and make sure how much water was being used so the lines wouldn't

collapse on us in a dair um or a hammer be caused. And um they um I went there one Saturday because I got a phone call Saturday afternoon and I talked to one of the guys that was coming out in his truck or whatever that had worked there and I said, "These people can't are having an issue with this smoke. They're not being able to to breathe." I said, "It's bad." And and he told me, he said, "No, it's fine. It's fine." I said, "No, it's not." I said, "Um, if you don't get this under control right now, it's going to catch a fire." Sunday, I was walking out of church, got the phone call from the fire department and had to go back because of of the water usage for the fire department. And seven piles were burning and there was either 12 or 13 fire departments that had to show up that day. And then I get these pictures and I send them to the judge um that are on the screen right now. And I mean this this smoke was even going out this was going out towards 431. This was going out towards Nashville Road. And I I I don't mean this in any bad way. I wouldn't want to live next to this. and and especially for the breathing quality, especially if people were having breathing issues and and getting this all in their house. I just don't see that the water is being sprayed continually. And and and again, I don't know the process that you all use, but this is this is unacceptable for the people that live in this area to have to deal with on a regular seemingly

regular basis. also um on Charles Mack where the the facility is located and on Nashville Road coming from Tennessee side coming from the south. The Jake break usage is is very for simple terms annoying. It is it is loud. It is it but they they do the Jake they they use the Jake brakes on Nashville Road and then they use the Jake brakes on Charles Mac and I mean from what I've been told just today the Jake brakes are being used at all hours of the night and then there's a neighbor that um is having to deal with a noise issue that's a a fairly good ways away that is still dealing with it. I just I that needs to be addressed and um there really needs to be something done seriously about this issue because like I said I I don't I'm on call 24/7 for the war department. I'm going to call 24/7 for the magistrates. I'll come out anytime. But for fire departments to continually have to show up in the last year that the big fire hit that was humongous um a fire truck a pump I think burn up what you remember that I don't but a pump burn up on a fire truck. I mean and then it has just continued and and and now here's two calls already this year. So, I just I'm I'm you know, I'm trying to to represent the people that have asked me that cannot be here today. And um it's just it's just a it's a big it's an inconvenience. I want you all here. I want the business. I want I want you all to make money and I want you all to make a business, but I also want the people that are living close to

this uh to be comfortable and and and be healthy. And I I couldn't breathe this. I I wouldn't I wouldn't want to breathe this. And I think they have a voice in this. This is a big This is a big thing. This is big. Do you Do we know how in the past year how many times have uh fire department been called out to Smart? Do we have any record of that at all? Ahead of time. Okay. I mean it's been Yeah, last year was a big time one that we had fire departments from Tennessee County. There was 13 this year. Yeah, there's two calls this year.

Two years ago, we had our So, one the one thing that really comes out in my mind in thinking about all this is that, you know, we have we have a couple I know we have other mulch plants in in Logan County and like you said, you talked to one in the other county and they're not having these problems. So, it sounds like it can be prevented and and and one worry of mine is that the fire department is being dispatched and depleting their resources on things that could be prevented

and uh I think of what if there's a family that they have a house fire and and and we need the fire department there, but they're having to fool with with Sims Bark because preventive measures taken. And what if this spreads to the woods? That's that's over that way. I mean, like, if it gets in that woods, it's it's it's it's a wildfire. So, we know there's a problem and and and the people are concerned

and rightfully so. I mean, you can agree to that, right? I mean, it's it's a concern and and I'm like Jamie, you know, we want business here. We want y'all to flourish. We want y'all to be a successful business, but we alo also have to in ways we have to protect quality of life of our citizens and and and right now it's at a point to where it's an extreme level that's not acceptable. So, um I would imagine too that you know there are some state level rules and regulations uh that would apply here. There are there are the state there are there's state EPA regulations

but you know we I I think it sounds like y'all are trying to take measures but it doesn't sound like it's aggressive enough. It doesn't sound like it's quick enough. So um I I I you know echo what Jamie said. I mean I I wouldn't want to live in that area. Their quality of life is is not is not good right now and I'd be upset as well. So, um, as a fiscal court, as a county government, you know, we hear the concerns. There's a problem. You know, is it being mitigated? Not really. It's depleting our our fire department resources. So, we had to figure out what what the next step is for you guys figuring out this problem to make it better. And um and I think we need to definitely I know the judge has been in communication with you but we need to revisit this you know and just and have a set time where you know it's once every 3 or 4 weeks you guys give an update. This is what we're doing and and you know and just stay on it try to fix it and if if progress is not made then we have to figure out what what other steps that go to the next level to to to have y'all fix this problem. It's my opinion. So, but I do appreciate you coming and and and you know representing the company and I believe you're concerned it sounds like but um

Well, I is Can I speak? Yeah. Yeah. Oh, okay. Um it's it's definitely a problem. I'm not going to and I admit to that there is a concern. It's legitimate. I agree with everything that you all said.

Um our I promise you that this is going to be fixed with the time constraint we've had from going from when I talked to him and the concerns and our our season and we have our own construction and own you know I'm just getting those resources here to where I can actually get things done and I'm talking within the past week or two. So um if you want if we can follow we follow up the next session or whatever you want to do. Uh but this is being addressed. We have um as a just as a company for information we have we have our own teams that go around or fabrication shop, construction shop. We have um electrical crews and stuff like that. But they're constantly rotating around different plants doing different things depending on what plants got what. I mean, you know, you talk talk about the court, we've got other problems. We're not perfect. There's going to be problems everywhere. I don't care where you go, there's going to be some kind of problem. But I'm just standing here today telling you I hear you. I understand. Um, and the only thing I can do is keep keep doing. We we we do have the resources here and we are going to take care of it.

And I don't know. I mean, I the only one I've been in contact with was um judge executive. Um he's the only one that's reached out to me. But as far as um when were those pictures tak the the fifth um the fifth you're the plant manager for Russville, but you have higher level. That's like a home office like like a are they they're pretty aware. I'm the plant manager there but also I'm a regional I work right under I work right under the owner. They but you believe that they're aware of the extreme condition. Okay.

They're very aware and they're committed to whatever we got to do to fix it. Okay. But I tell you what, with u with everything that's going right now, um our first meeting, fiscal court meeting in May is May the 12th. Would you come back May 12th and give us an update? Sure. That'll give you basically a month. Is that 9:00? 9:00 uh Tuesday, May the 12th at 9:00 a.m.

Do you have a card that I can get your number? And also while he's doing that, I want to let the people well anywhere. Um, anybody is welcome to call me, send me a text, send me pictures. Um, I'm committed to to helping uh with getting this done. Well, we appreciate you coming and informing us of the plan of action and uh you know, just look forward to hearing next month that it's taking place. But, you know, the the big concern for us and again, property values and and woods and crops and everything else are a huge concern, but the people sitting right in the middle of that smoke is my number one concern. That used to be my area and I lost it in redistricting. But right behind you, I uh the farmer that connects you on the backside, he he uh calls me often about concerns of smoke and and I'm downwind from you. A mile, Thomas Balden.

And uh so I'm a mile from you and I I know when it's burning, you know, or I know when it's smoldering because I'm up on a hill one mile downwind from you and you can share my number amongst you, whatever. But I mean, we are here. We've been here in the community. I've been here. I mean, I can apologize and I understand that it is a concern and we need to fix it.

Yeah. Please let the Sims family know that this is a huge concern for the people who live and are affected by that and they just want the same quality of life that they've had. I mean, I'm looking at two or three families out in the crowd that's been there for 50 years plus. And you know, it's not fair to affect their quality of life for a profitable business. And I know you're doing everything you can. We appreciate you're here and we appreciate your commitment to doing that. And I look forward to seeing the positive results of what you're going to do. I will tell you, it wouldn't be any different if David Sims was standing here. I'm telling you, we we'll do whatever we got to do to fix. I'm not going to say we're going to be perfect.

Sure. But I am that we're are going to reduce I mean I can't control my mother nature but I I will say that we are going to fix what's going on. We really appreciate that. Thank you very much. Just your neighbors, man. Neighbors. Thank y'all for having me. And I appreciate Jamie's comments. He sounded sincere, but I I just hated that it took three or four years for this to get done. But I do appreciate it, Jamie. Uh my name is Sam Scale. My wife's Jennifer. We live at 450 Ellis Road, about a mile, a mile and a half fields of crow flies from Sam's bark. And I'm going to tell you, I think the big problem here is it's too much mulch to manage in my book. We've lived there for almost 30 years now. CJ Mulch was back there the whole time. Every time our property goes almost back there to it. Every time I look back there when CJ Mulch, they had irrigation systems going on that pile every time. And uh I just hadn't seen that back there. All I see is a big mountain of mulch, you know, and they're moving it around. I've never seen such a pile of mulch. But I tell you, I want them to have that business back there. But I want them to respect their neighbor and their community. It ain't right, like all this done been said, for people to have to smell smoke and hear it humming. I mean, we can hear it inside our house. And Jamie has he's he's got back with me about half the time when I text him and I've talked to him a couple of times. But uh that's just a big issue. It's the smoke, too, but the noise is a big issue for us cuz we're far enough away. It's not a good smelling smoke like a campfire smoke. It's a funky smoke. And and like y'all said, nobody should have to breathe that. We've been there for we've been farming. We've been

milking cows there for 50 years and you know every day and we hadn't bothered anybody. I'm not bragging. I'm just saying it would bother me if I was bothering somebody. But I want them to be able to run their business in peace without people calling and harassing them. And I mean that. That's that's what I would like. And I and I hope Jamie is sincere and I appreciate it putting that money in to contain that sound. And uh that I guess that's about all I have to say. What is the humming? What what is it? The factory

I guess a processor. So the structure that we gave to the I mentioned it's we have electric hammer wheels. We don't we don't have gas powered. So it's a it's we put a surround the structure around that and Sam lives up kind of a draw. It's it's kind of a little be really leading up to his house. So at night when the when the humidity is down or whatever the the ceiling's down some nights it's bad and some nights it's not. Sometimes we got to shut it off. Sometimes during the day it's bad in the winter like when you got you know it's uh it used to be the low pressure.

Yeah. a little bit like that. That's what I'm trying to get the atmosphere. But uh anyway, he's here in the hum from the hammer mill. So, we that's that's the structure I speak about when we're talking about is around that. But, my Jamie texted me and he asked me if I heard anything last weekend cuz Easter weekend it run all weekend, all night, but he he called he texted me yesterday and said, "Did you hear anything?" I mean, I heard it for about an hour Saturday night and I was outside when it cut off. I heard it. That's the first time I ever heard it cut off. Good morning. I'm Becky McKenna. We live at 88 no longer on the hill right above. And uh I have a question about how much bigger is it than C and J? Because if C and J had one bulldozer and he says they had one bulldozer and now they have one more, I I wonder, you know, compared to the amount of mulch C and Jay was dealing with, how do they manage it with just two bulldozers? Because I've seen it the whole time. Like Sam said, used to see the water spraying all the time and whatever. I'm not But I'm just concerned about the the amount that's back there and how you're managing it. It's such a large amount,

right?

The It's all, you know, we just have to deal with it. It's just part of life. It's where I live. I have to look down there and see it. I have to hear the trucks. I have to see the huge bright lights that I think two more have been added. I'd like to know when I don't know when when but very very tall bright lights. So, nobody's mentioned that, but when you live right there beside it, it's a huge city back there. And you know, not much. Just think about this. If you haven't seen it, you need to see how much how much is back there. You need to look at it.

Well, one thing I forgot to address about the the water running all the time. Um the hardwood bark when CJ got business we started out in the hardwood bark business which we used to deal with like 140 some sawmills within 150 air miles and it's hardwood bark that comes off of deep water you know outside of the tree. So u in order to compost that you have to accelerate the the composting by using water. Um, and that's why we ran so much water is not really for the fire. It was for the composition, the decomposition of the mulch in order to get it to a state to where it would take it takes us all year to get that mulch to where we can resell it as far as our customers, you know, like a certain age or whatever. Um, it makes it not just a light brown, but a dark brown. Um, so that's one reason, a big reason for the the water piles when we had the CJ Mulch. And at CJ, we did things a little bit different. We didn't have a bulldozer, but we had like seven loaders. So we're here, we have a bull, we had a bulldozer, and we got two big loaders. So it's just a difference in we got the same amount of capacity as far as equipment size. We just we used a lot of loaders with CJ. Now we use a few loaders with some bulldozers. you don't have more product because it would seem like you wouldn't need the extra equipment if you didn't have more product.

Well, we really don't have the extra equipment with C&J. We had like seven seven loaders, I guess. And we had at our biggest we had um I would say half a million cubic yards. I'm just taking a guess back there. Half a million cubic yards, something like that. been at C&J. Um, and roughly at any one time we have, you know, I don't think we get above that. Now, we do have a fines pile, which is that's not really That was what was on smoking.

That's not what was on fire. That was behind that. We had a little pile behind that that um because that's what the man told me that it was when when I got there. That's not what it is. Right behind there is so in our processing plant we it it picks out the os that need to be regground like the bigger pieces

and we put them in a pile and we'll we'll regrind them at a later date cuz it don't well that's what had caught on fire and it's it's also u it's also training right so we get all you know you get employees have to be trained and stuff so this is a constant thing of training new Um, so you said that you have a um did you say you had a whale or a quarry or you got We just have a whale back there. We had it um with C&J

that we used to put we would fill we would pull out of there or we would use city water too, but u we try to use the well for the most part. And then we also have a runoff pond. Um, and that could be used to sprinkle. Yes. You said you increase the lay down yard by 50%. We're going we're planning to. Yes. Yeah. Cuz I mean won't be as high as then the piles. So it'll it will you'll see it over here in a bag, but the raw material pile is going to go down. That's the whole point of trying to increase that. And the taller the pile, the more combustion it's created. Well, you just get more there's more surface area for wind. Yeah.

And that's what you know the big fire we had um that I think the the fire report was we had 97 mph wind come through there that just lit it up. Well, I'm not in the mulching business and you know that's what y'all do inside of your walls is what you you know for your business. I don't have to know all that, but all I know is we we need we need you to try to keep it contained to for the public. So,

u I like I said, you don't don't have to educate me on on the operation if you don't want to, but but we just like I said, need to see some action for for the for the public and their quality of life. Appreciate it, man. Thank you, sir.

Sure. Uh, well, I'm Dicky Carter and uh I I thought I was retired, but I just try to come out of retirement now. Uh, I'm a little concerned about our county, the debt we're getting into, and the uh the amount that we're going to wind up having to go up on our taxes. Dicky, we ain't raised taxes since I've been here. Yeah, I know we have. We've lowered it. Yeah. Well, yeah. I don't think lowered it, would it? Yeah, just lower. Taxes are lower.

Okay. Yeah. Do a little research. Do a little research. Yeah, I research my own bill every every year I get and it had gone down. Tax rate has gone down. Go ahead.

Yeah. So anyway, the uh but I can see it coming though when you go to having a lot of debt that's in it. And I know I made the motion to put 3/4% uh payroll tax on back years ago. It was three of us, Joe Orange, Granny Hadler, myself in my house, called different factories and everything else to see what the payroll was and everything people was want. We need we were $450,000 in meeting our budget and we had to do something and and we called around and came up with 3/4 of a percent that we thought would last at least 20 years without having to go up on taxes. When you go up on property taxes, that messes up your old people. There's a lot of people here that's drawing maybe $7 $800 a month. a lot of widow women, they can't afford nothing by the time you pay the rent. So, you got to be careful about what you have to put on the public. And uh there was a uh the we didn't recognize the that the uh wages were going to go up like they did. And when your wages go up, you got 3/4 of a percent, you got an automatic raise built in your taxes there by the wages going up. 3/4 of a percent of $100 is is not quite as much 3/4% of $1,000 that some people make today a week. So, uh, that has been been going, but you can get used to having money and go spending more than what you got. And I think you can always raise taxes here

and there, but uh you got to just be careful about that. Uh I know there was a spec factory built and uh is that I don't know if that's costing the county anything or not. The court having to pay for that. Court pays the interest. We pay the interest on it at this point. Okay. How much is interest every month? I I can't remember right off the top of my head. It varies depending on what we've got. We're paying the interest on it as soon as the spec building sells. The lead IDA will make the county whole.

Uh the the IDA I thought was supposed to pay for that instead of the county and the IDA can own property. The county is part of IDA and the county and city. Yeah, I know. I got county I got the IDA in here. I decided we needed to have the IDA and I fought to get it in here and and made a motion to form the IDA and campaign that was several years back. So, they may have changed some rules and since How much was that grant that we got to build that spec building? $2.7 million.

And how much was the project? Uh four a little bit over 2.8. So it cost us where it's going to cost 2.1 to build a $6 million building. Correct. Yeah. You talk about grants. Where do the grants come from? Taxpayers. So either way taxpayers going to pay for.

But it's good Logan County got it, not Ber or Todd or somebody else. Our tax money come back. have equipment set. We got several buildings around here, several factories. We got Emerson and uh old ITW and different buildings around here for sale. So you you you just I just encourage you to to watch what you spend because you go you put it on other courts ahead of you that might not agree with what you all are thinking. uh this park system out here. I I I can't agree with what's going on with that. And uh it's costing a lot of money and and I think I don't know that grant that you got that you paid part of this for.

Yeah. It was that to improve the park systems of the whole county. It is being used to improve the county. the park systems throughout the entire county. Yeah. But the ones we had Yes, sir. Are you using? Yes, sir. It was for county and city parks and the county didn't have any parks. Yeah, I know. So, it was for county and city parks. So, we contributed to the cities and then the county ballpark. Okay. How much the counties getting out of it? How much did the county get? Yeah. And city $2.6 $6 million stays in the county and $100,000 goes to all four cities. Okay.

To improve. Two of the cities have actually uh collected their $100,000. The other two are waiting on projects. All right. Then and the county gets 2.6 2 something million. 2.6. Okay. Uh I wished we could have gotten the boy scout property. Well, I mean you were on court. You let that fail. We didn't. No, I didn't let it fail. I made the motion to buy it. Well,

and then and then we came back the next meeting. First time this has ever been done. Came back to the next meeting and there's two that voted against it the first time. One of them made a motion to reneig on it. It still passed. One managed to change their mind. And then we came back the next meeting and another one that voted against us the first time made a motion to reneig on it and then uh another one had changed his mind so it failed. We reiged on it and that was the court you were on. That was the court I was on. So we can't we can't go back to the past and redo the past but

we're doing what's wrong here. There's a lot of rock and sold. But anyway, so and then what taken 35 40 years to finish it. You got to have something for the kids. I know I've been trying to get something out the kids since a teen town close. That's what makes this really hard to understand. You I' I've heard for many many years, which I agree with you. We got to do something for the kids in Logan County. And here we are doing something and you're up here complaining about it. Right. Are you complaining about us doing something for the kids right now when you've been saying for decades, let's do something right now. We don't need it. We're doing something right now and it's being accomplished.

We got a plan and we're doing it. And you know, we we planned. We saved money for for 5 years. We made a had a we put out for bid to find properties. We did that and we made a plan. We had we we asked the people what they wanted. We did a study and and you know you didn't do any of those things pro and people wanted a plan and we have a plan and we're doing something for the kids just like you've been preaching. So you're welcome. Okay. I'm glad y'all are doing such a good job on this park system. Yes, sir. We're we're on we're on it, buddy. We are we are doing y'all are doing a great job what you want us to do. I'll let you think that cuz I know it.

Okay. All right. But anyway, you're welcome. Uh, and you know, I went back over the minutes for the last last year and so far this year, everybody agrees on everything just about. Thomas voted no six times. He He's taking my place on the court, I guess. And explain to me, M explain to me how a court that works together as well as this court does is bad. Okay.

Because cuz that's what you're saying. You're basically telling us that because we don't have a little bit of people say voting no and we're voting together and we're working together to make the betterment of the county. How is it bad, Dicky? Tell us. Well, there must have been a meeting before the meeting for everybody to know what's going on and vote the same way. I have that suspicion now. It may not be happening, but when our court works together on everything on everything, there's there's a uh I have a problem with that. But anyway, well, actually, there's an answer.

Okay. We've been told that counties that have done their research and work together are more apt to get the funding from the state in the way of grants than counties that may show there's some disparity cuz then they're not sure their money is going to be wisely used. Amen.

And even though we may have concerns just like you, I do. I was against it for a long time because the people in my district were concerned. But it was pointed out to me that if we need state funding to make things work, they have to see a consensus in the court. And when they see that consensus, that's when the funding comes. We have got a wonderful state representative who helps us get funding because he knows how hard we work to make it what you need. Yeah, I know a little bit about grants. I know you do.

My daughter was a grant writer in this town of Sparta, Tennessee for right a while and and I tried I got some money out of Frankfurt too of several times. I'm not trying to to say that you don't know your We need a grant writer. Uh we've got one now. We've hired one, but she works for the county and uh the newspaper, too. But anyway, uh that's good. We need a grant writer. I'm just saying to write our dreams. Consensus is important.

Yeah. And I have never worked with anybody at any point in my life where people didn't reach out and try to understand what each of the six districts need. Mhm.

And it that's amazing. I go to court uh no conventions in Frankfurt, in Lexington, in Louisville and every time they say, "Wow, you all all get along." We do because we value each other. We value each other's opinions and we take that into our considerations. Sometimes there will be mistakes. There absolutely will because we're human. But we're trying hard to do a good job for Logan County. And so we welcome anybody to come in, anybody to come in and say, "I don't like that." And I'll be the first one to walk out with you and say, "I value your opinion. I'm grateful you came. Every single person that comes and presents,

well, we need to know it. Tell you, I disagree with some of the things that's going on. And that's and that's good. And there are people that were going to say, Dicky, thank you.

Just like I got a I got a bad reputation for not wanting uh dog pounds or whatever. You know, I was against animals. No, I wasn't against animals. uh when they want to build a million-dollar dog pound up here at uh between here and Auburn. I wasn't I wasn't for that. When you had got any place for the young people to go and not willing to spend any money for it and you're paying Russell City or Russell City $12,000 a year is all you're spending on the youth. Then that's what we was doing. We were donating $12,000 a year to the park. That was our reparation for the county.

$37,000 a year to city park. That's what you're doing now. Now that's good. And then 10,000 12,000 to the other ones. But when I was on the court, well, that's what it was. And I and I disagree with that. Of course, y'all operate a lot more money than we were back then. Uh but anyway, it's uh but you still got to got to have something for the youth. If you don't, uh, we got a big drug problem in this county. Big drug problem. I don't think it's more than the other counties. Dicki,

I've been doing prison jail ministry for 40 years. I've been to Eddieville Penitentiary, Death Row, preaching to those guys. And uh, I've been at the governor's office talking to him. I can talk to him on any level because my daddy told me he said always remember you're not any better than anybody else. I said yes. He said always remember too that nobody else is any better than you are. So therefore I've been able to go to the prisons and talk to them on their level because I know I'm not any better than they are.

And I go to the governor's office or the president's office talk to them. Got to honor their office. But they're not they're not any better tonight than I am. So that's what we need to teach our young people even a little more. We got to get back some of these older ways teaching our young people. There's an outre younger people that are that are on fire for the Lord and and we need to take advantage of that. Have a place for them to go, a safe place to go. And that's what I've been talking about and not have to wait years down the road. And uh so Dicky,

They don't want, you know, they don't want to bring it to the office or they don't have the means. So we go to their their place and inspect. And we have also golf carts. They pay you for doing that. Yeah. And there's an extra fee for going out to do that at the residence. So that's good service though. Yeah, it is.

Yeah. No, I'm telling you, we do a lot of vehicle inspections. It's people moving in or buying out of state, but we see a lot of people moving to the state of county. Yeah, they are. All right. Um, so, uh, we are now in the in the process of doing absentee ballots. So, you can order those up until I believe it's May 4th, May 6th, but I'll get back to you on that. Um, I'm sorry, it's May 5th. So, on May 6th, we'll start the in-house. You have to have an excuse. So, in-house means it's at our office and that's going to be absentee voting. Come in person, but has an excuse. Um, we will need them ours to 4. Then we're going to have 3-day early voting like we always do and that's at the extension office. There is no excuse needed for that. Times for that is going to be 8 to 4. And then of course we have I'm sorry you guys. I might have got that mixed up. Did I tell you on May 14th through May 16th? Yes, I did. Okay.

The early voting is where again there's going to be an extension on May 14th through May 16th. So that's going to be a Thursday, Friday, Saturday prior to the election day. Okay. And then on May 19th is our election day. That's 6 a.m. to 6:00 p p.m. And like always, we're going to have that at Adarable Auburn CTC, which is out at the high school extension office in Lewisburg. I think that's probably about it for you guys. Question. The Russell May race, it's in the primary, is that just reducing the down to two? Down to two.

It's because we had double. So, we go ahead and put them on. And if we had more than 12 city council members, we would have put them on as well cuz it Well, yeah, I believe it's 10. I'm just curious. Mhm. That was not seen that happen, right? We haven't seen it happen too many times, but yep, since we have four, we'll narrow it down to two and then those two will face off in the general. I had somebody call and ask me and don't know if I'm opening up a bad can of worms. Um, the nickel tax. the nickel tax. So, I'm sure our farmers are going to be turning that that in soon to get that, but it won't show up in May. You're going to see that in the general. So, we'll see that in November. Okay.

But yes, I'm As long as those farmers bring up what they need to have that question on the ballot. Yeah, it will be on there. They don't present the question yet. Good morning. As of this morning, our count was 96 county, 70 state. We've got 38 currently on the state side. We're growing that every day. Um with our our new class D coordinator, she's doing fantastic. Um we holding uh one for out of state and one for out of county for pickup for 168. And uh just again to give you some dates, our next pre pre-release class laying out all the resources that individuals have at their at their disposal that they'll receive a folder, a pamphlet, brochure, business card from all those. We'll go have an overview. Everybody will give an overview what their agency has to offer, what resources and help they can they can yield. But the next classes will be uh May 15th at the jail. in our our classroom uh from 2:00 to 4:00. It's always the third Friday every other month. And then uh our next working with John Swords and Workforce Development uh our next work ready boot camp will be the end of this month, the last week of April 27th uh through May 1st, that Friday. So Monday through Friday, the last of the month. And our job fair will follow. I'll be advertising for that for any business that is second chance friendly. Uh that will be that following Monday from 12 uh to 2 and we'll have lunch prior meet with all the the businesses and uh move into the the job fair. uh and any anybody that owns their own business, we would love to have you uh in attendance or if uh you don't wish to participate, I think just

observing and uh watching it. It it it means so much to these men and women the opportunity that they're given to turn their life around and to get that second chance at employment. It it means more to them than what you realize. But they take real pride in uh their appearance. They prep and ready to answer questions. are ready to, you know, to work and sell that resume and their experience that they get from that boot camp with the OSHA 10 training, the first aid, CPR, AED, the uh financial literacy, communications, and soft skills. And and again, they're building that resume and they'll have those ready uh prior to that that job fair. So, and then also uh last but certainly not least, is our spring revival at the jail has kicked off. It started last night. We had all but uh but but around 12 people that of our total population that that chose to participate. And again, this is completely voluntary. This starts at 5:00 and there's no set in time. It's when people are done presenting. Um but again, it's completely voluntary. Nobody is paid to go at all. Everybody is asked if they choose to participate and and they come out. So, but all but we had at least 154 that attended last night. It was fantastic. And we've got uh great speakers lined up from throughout the week and that'll end Friday. So,

and what are the hours again? 5 to whenever. There's no set set end time. So, hope you're successful in leading some more to Christ. So, yes, sir. We had several last night. I don't have the exact count, but from December, we had 94 that were saved. that revival. So, I'm looking forward to this weekend. I mean, okay, so we're going to get a good laugh out of that. Take them as they come. All right. So, we do have a request to submit a grant if possible. Right.

This one is for our IT department. It is called a pen testing grant. It is for cyber security. It is a $5,000 inind services. Um it it's due I think pretty quick and so get permission today. We still have time. Um there's a process. We fill out the application. they match the um eligibility with the provider and then you I guess fill out the rest of the grant. Um I know very little about it. I do have some information if you guys have any questions.

So basically what it sounds like it's it's a it's a professional service. So in that professional service they are IT cyber security professionals and they and they do attack test on your network and they see if there are any holes any ports like is your network secure to where you know we have a lots of you know sensitive information as far as uh if we lost the information it would be very bad. So, so we want to make sure that that uh those that are mean harm to our data inside of this office that they can't do anything with it. So,

so so it would be like professional service to where they would do these tests on every possible port, every anything that could be an attack. Of course, nothing's perfect, you know, nothing perfect. Something happened, somebody could click something and bring it in. But but uh I believe that's this is what this what this is for. It is. And so I talked to Scott this morning. We looked at the eligible organization criteria and the only one we weren't certain about was the compliance to operate. And you looked at that. What did you find on that, Scott?

I really didn't see a lot on that. still I I don't know what kind of reliances we have as far as IP infrastructure or any of that. You mean to adhere to? You mean like compliance as far as like state compliances like rules that we Well, all that we know is what it says and it says that eligible organizations need compliance to operate business. That's the only one that we So, I mean, I could think of things like the sheriff's office and the EOC. Those have to be, you know,

those have to be secured because they've got personal information of other people's personal information and case information. So, I can definitely think of those. I mean, you know, road department, I don't think anybody cares about, you know, somebody dropped a load of rock somewhere. So, and and so there's only a few other um requirements and we meet every one of those. We have more than 10 um employees. Annual revenue is more than the minimum million dollars. Active business operations and a legitimate cyber security assessment need. So those are the eligibility requirements. Good. I'll make a motion to grant permission to apply for this IT grant. it has been briefly discussed when you um this fall. They're just now we've got a little bit and again it depends on which one we're looking at. And even if it's repaving Shelton Lane, now Shelton Lane's not the smoothest road in the world, but I know that's a city street, I'm sure. But it's a whatever that Earl Davis road with all the manholes in the middle and bounces you all over the place.

Maybe some opportunity there for improvements. I don't know. Yeah, we'll discuss it. I guess yeah, we can we discuss that. I'm I'm in favor of using it in the park. I mean, I mean, where we can double our money. You know, we got a million sitting there in savings for the park and we could, you know, cuz it allows you to, you know, maybe repaving the roads 100,000, you know, it's relevant. There's some econom There's some of those grants are geared strictly to economic. So,

yeah, I would be in favor of hey, apply for a million dollars worth. Hopefully, in the next month or two, we'll have all that lined out. I think we have seen some emails. I didn't give that in the report but we have seen some uh the final revision I think in the park map and now we're watch working on budgetary items you know so we can present soon but yeah that would be like awesome cuz you know it's a lot of infrastructure it has to go in first

before we can put any boots on the ground and a million dollars don't go very far when you're pushing out a road putting in a restroom putting in some parking spots. Uh I don't know on your iPads there are some pictures and Scott you want to put some of the pictures up there for Eric and he can explain some of these pictures a little better than I can. Yeah, we'll go a second. Let's I'll just go through my quick numbers just for our monthly. So we have our our numbers. Our March total our March totals we ended with 38 dogs. Uh that was a net loss of 13 dogs for the month. We brought in nine ACL pickups, 10 owner surreners, 10 uh stray drop offs, four transferred in, and seven trial adoptions returned. We had out 37 adoptions, uh 10 transferred to other facilities, five owner pickups, and one euthanized. Uh our yearly total 178 dogs brought in and 177 dogs left three adoptions. uh animals at the facility to date is 46. Um with that we have puppies galore.

Oh, we got in nine uh lab mix puppies. Uh we still have eight. We brought in uh lab Chihuahua mix puppies. They'll be ready for adoption in a couple weeks. They're at foster right now. They're only about 2 to 3 weeks old. Um, plus as always, we have some amazing adult dogs available. Um, so we can go back to the pictures that we have out. So, some of the things that we've had going on and it's pretty amazing. We've had some great help. Um, yes, absolutely. Ruby Fuks and the team at from Butler County, um, they donated their time in paint and we painted all the inside kennels. Mhm.

Right here. So, it used to be like a tan kind of dimish color. We painted it all white and with we with stencil paw prints so it just brighten the place up. I mean, it's a looks like a brand new facility. Um, what we've also done um is there's some kennels out there that are back kennels and we're actually working on a grant to make it even better. But right now we have some kennels that have um that were just fencing in between and that was in the back kennels that was and they were falling apart and they're being able to get at each other and they were pulling the fencing and trying to get at each other. I took down my uh vinyl plank fencing at my house and so we repurposed that and uh so right now we have that vinyl plank fencing in between the dogs from um getting at each other. Um if anybody knows or has anybody that has old white plank vinyl planks that they haven't used or they taken down and they're just going to toss them, we'd love to have them. We'll repurpose them to uh to fix the rest of the kennels.

Okay. Um so that's where we got with that. Um we've also got some new doors donated to us. Some new kennel doors. Uh we spray painted some of the rusted ones that were really rusted. We did get some new ones that were donated. Um but we're looking also to get some more donated. It's also in the grant. So anything that we can really do. I mean, these just to relieve the stress on the dogs is what we're really trying to do. Um, we also have uh Lily's Ranch. They came through and they donated 60 plus bourbon barrels for us. And our outside panels I saw up there, if you can see it,

what we're doing with that is in the runs, the dogs in the would try to get at each other up and down. This we're blocking that. So now that you know they have that less stress. So those are from bourbon barrels. Old bourbon barrels. Yes. Wow. That looks so good. Yeah. So it's kind of a cool look to it. You know it gives it a happy boy. Right. Um, really good.

Lastly, with Tim's help, we just um last this past weekend repainted and re uh painted the the parking lot. So, we actually have a parking lot now with stripes and and uh hopefully people start using it. It's been a it's been a cluster. People just pull up and people parked everywhere. So we we put in stripes and we the old paint we had from uh the paint we used to paint the kennels with. So we just repurposed all that. Um and then Tim had some old yellow paint from when we painted some stuff around there. So we used all that up and uh we're actually now got a parking lot that that looks kind of that looks like a parking lot. Um, but once again, I have to say we could never have done any of this without uh Jaylor Tumi's help with the inmates. They've been a huge help to us and everything that we've done. Um, they've been an integral part of making all that happen. So, we I can't thank you enough for letting us have those guys and getting that done.

Yeah. So, that was amazing. Uh, but lastly, before I go, I'm getting longwinded, but I can't go without giving the biggest thanks to uh Champion Pets. They absolutely

amazing. They've been a huge partner of ours. We've gone and I said I can't. We've gone from begging and trying to find pet food from our dogs to our shelter to actually now we have that open pantry and it's, you know, a huge help to them. They're coming out again in the next couple weeks and we have a lot of uh temporary fencing that we have up. They're going to look to help make it permanent. So, uh, she's going to come out and give us and come out with her maintenance guy and kind of ask what we need and and do stuff like that. They've been, I mean, amazing for us. Um, but I also got to give thanks to uh, Delight Foods down in Tennessee. They're a Kroger brand dog food. Uh, they've helped us uh, once a quarter. They give us a call and they they donate some uh, food to us. And of course, Tractor Supply, we always we get a mystery box maybe once a month from them and it's just a bunch of stuff that they can't sell anymore. So, we love it. It's like Christmas all over again. So, I just want to make sure I I gave the thanks to everybody that that's making this happen. I mean, this place is is looking I mean, I urge everybody to come out and take a look and see where we're at from

I mean, we it's been about 2 years now since we've taken control of the facility in total and it's been night and day from from where we were then to where we are today. It is. I encourage anybody to go out there and just look at the facility. It's a different world out there. So, plus it's springtime. It's time to get your puppies. We got plenty. So, come get your puppies. I'll just take off here and somebody stop me if you need to. So, we have on the tablets there litter abatement report. We did 58 miles, 543 bags, and 14 tires. Appreciate everybody working the jail crew as always. They they are working hard out there. Appreciate the help on the litter baitman. The recycling report we had 34 bales of cardboard and quite a bit of metal. Much of it is from the schools trying to finish strong on their project, their contest they have for recycling aluminum. So appreciate Tim and the crew. They've been working hard on that out there. Um I did just want to give a brief update on the codes cases. We had our meeting uh this past time and uh just throw this out here for everybody else. Uh since about the last couple of months, we have about 26 or so cases that have been some form or fashion that I've been working with. And about at nine of those are the notice of violation stage or further. And so we did not end up with any citations this time. Several have been working on properties and so we're glad for that. Several have been cussing me out and several working and cussing me out. So, as long as they're working, we're okay. Um, one thing I wanted to mention, we did have an an e scrap event coming up May the 8th. Just as a reminder, uh, from 9:00 a.m. to recycling center there in Russellville, 30 Morgantown Road. Uh, it is a large list. Not just anything with a plug, but most everything will take except probably large appliances. TVs and monitors are $10. Everything else is free. Uh, I did want to give a shout out to the county road department. Appreciate their help in cleaning up the dump we had at South Union. You may recall we had a dump grant for that from the state and we did clean that up approximately a little bit around five tons and 600 tires of various all sizes. uh in addition to that five tons. So, I appreciate all the work they did out

there and I got a we bit of touchup I got to do and we'll get the state to help us close that out. Um if you want me to comment just briefly on Sims Bark, um just to to know the state official that's been looking out there, he did look again. Uh we've I sent him the pictures that Jamie has sent to to to Judge Baker and he's got all that information to do what he can and he did mention of course counties also if you hope it doesn't come to that but counties do have options on ordinances they can pass to work on that as well. Great. So absolutely anything is that it appreci I I think we talked about this before but

u if we could at some point um it's not just for your department this is like everything if we could do like have like a a resource calendar like a shared calendar that every department head every um every elected official can have permission to write to that calendar like the dates like the, you know, the the May 8, 2026 911 extension office. Sometimes I have people ask me, you know, and I'm like, I'm going through my notes trying to find that if we had and I'll text, you like, like, Nathan, I can't remember or Nathan, what was that? If we had that shared calendar to us that we can go to our our lo county.gov um calendar and and be able to tell people that or something, that would be very helpful. I don't know if y'all feel the same way.

Scott can make it happen. Mr. Scott says he can make that happen. Okay. And then that way everybody can add to the calendar. You know, Judge has got a few things he can add to the calendar. You've got some things to add to the calendar. And that way we can all just have it for reference. That would be very helpful. Great idea. We can make that happen. April 18th, Rev Up for Autism annual car show at Auburn Park, 250 Spring Street. Uh 10:00 a.m. to 6:00 p.m. Clay Blue. Uh that's April 18th. Uh, April the 22nd, Lone County DCBS is hosting the 7th annual child abuse awareness and prevention walk at 11:00. The event begins at Carico Park Square and proceeds to the uh, historic courthouse. Uh, I encourage anyone of you to come and walk, make that walk against child abuse. Uh, April the 25th is the Log County Clerk's Office, Saturday hours, 9:30 to noon. Uh, please look, it's vehicle only. And look at your card, your reminder card. If it says CPBA, you need to do that f by Friday before. Um, just going to jump around real quick. I got several things, but uh April the 25th is our next free dump day uh at South Union. Uh Logan County res residents can dispose of the transfer station, 55 Pleasant View Drive in Auburn. Uh moving forward, I think we uh it got dropped out of here the word reports, but we do have one report from a committee that I know of. Chris, you want to go ahead and take care of that for us? the uh road criteria and culvert policy committee I guess is what we call ourselves. Great name consisting of me and Jamie and Peewee and Judge. We uh met here a couple weeks ago uh for the first time in a few months but we started this back last fall. Uh so we anticipate if not the next court meeting the one in May uh pres presenting uh a revised road acceptance criteria policy as well as a

covert and uh installation and maintenance policy. Uh I would like to recommend that we go ahead and put those on the drive, you know, as soon as we can. I think we all agree on the language. I guess once Joe has an opportunity to to look over those, but once he's given a blessing, maybe we'll put that on the drive so you guys can see that in advance.

Yeah, once once Joe puts his blessing on it, which it's that's my fault. I haven't sent it to him yet. Uh I think there's a little bit of language that's still needs to be corrected, but he can go through and correct that. Uh and then we'll get it distributed to you, all six of you for your uh comments and concerns. Uh, one thing I would I want to add to this so y'all can hear this, but something that I'd like for you to be thinking about when you do read this, cuz something that we did talk a lot about is uh, you know, we we I know during my term here, you know, we've uh, created or revised even a road encroachment policy for utilities. Uh, this is going to this addresses somewhat about uh, driveways and coverts. But one thing that is very lacking about some of our policies is really our our lack of enforcement. Uh yes, you know, someone to police this instance. And really, we got into a real good conversation about uh you know, we have we're fortunate with a lot of sales going on in Logan County, a lot of new homes. uh you know, not necessarily a subdivision, but you know, a strip of land along an existing county road that's getting divided into multiple lots and new homes being built, but not necessarily. Sometimes you don't think about this until the person's ready to move in. They request to put a driveway in and, you know, come to peewee want to cover or whatnot. And guess what? It's not the best place to have driveway period,

right? And uh we're sort of learning about this on the back end rather than on the front end. And uh we talked a little bit about you know maybe the need to share that concern even with the planning and zoning you know with these subdivisions or not when I say subdivision you know it's a subdivision you cut up a piece of land you know it doesn't necessarily mean that that parcel is going to consist of a new road. Some of this is just along existing road. Uh it could be that, you know, more thought and action needs to be taken into account with these homes that a parallel access road or something like that is built to get one entrance to multiple places rather than having five entrances in a curve or on top of a hill or whatever. So anyway, that's for future discussion. I just want to plant that seed with you guys to be thinking about that that we need to think about ways of being proactive and having someone actually catching this before it's too late.

Agreed. I I would like to comment on the ordinance first. I think we're on the same wave, but go ahead.

Well, um my recommendation for how we proceed on this would be Judge Baker's talked to me a little bit about uh just your all's discussions. Um, I would ask that if the court could review the work of the committee before the next meeting and kind of give me some feedback on that. What I would like to do is write it in an ordinance. Current currently what we've done, we've kind of done it in a resolution and that uh resolution predated me even. I think Thomas was on the court, but everybody else uh is since um changed offices since that period of time. And I think we've also um learned a lot uh about this process in the years since then. So my thought would be to incorporate that into an ordinance with also some other uh information that's not necessarily law in terms of your passing, but what the bigger law is in the state. So the ordinance could stand on itself and be informational for uh contractors, homeowners, uh planning and zoning and things of that nature. But I would like to uh do that in an ordinance in the present that the first week of May if you all have any feedback between now and then.

Wasn't that ordinance that you helped me with when we had the problem on Quiry Road? Wasn't that essentially the same thing as what he's talking about? He's saying the next steps that that would be an aspect of that. But the way I hear him um saying that is one we need a better um pre-process uh intervention or uh mechanism. Uh and then also I mean you you don't really have a designated good person to to be the target for that because every time they're enforcing your ordinance which um you know you're pulling away from the road department. I mean, you know, a house gets built here, here on the road, and it's a private road, but those people a lot of times can't afford to maintain that road that may have not been done correctly. So, I don't know if there's like a you just do it like whenever that starts moving forward or what about the ones that have already bought houses in these areas that they can't afford to take care of the roads, you know?

We got into that talking about culverts, you know? I mean, we can fix culverts. But, I mean, if it you buy the house next and it's already been fixed two times or three times. Yeah. Sorry. you know, that person before you used up all your free labor.

I I would say, Judge Baker and I did touch on that a little bit, and this is a you all vote, but I I kind of would agree with you that the uh you could have regulations for moving forward with existing roads, but I think maybe have a little harder um intend for a harder look at new roads. about an hour dead instead of a truck with no material on it. and it's not doing anything. But you're driving an hour and a half from James City to pick up and then an hour and a half back most of the time he's not even picking up more than 10 times at a time. Right. With that being said, uh there there is times when there there things happen, plants shut down for any reason.
