Traditionally, we think as police officers, those responding to law enforcement needs within the community. But honestly, we are there to serve our citizens and our citizens do go into crisis. They do have mental health crises and we're being called to those scenes on a regular basis. In order to help serve those citizens better, we did initiate the crisis intervention team program. These are officers that are specially trained to deescalate crisis situations. Recently, we've brought co-responders onto the scene, licensed qualified mental health professionals housed within our police department, and they respond with those officers directly to those scenes where a crisis is occurring, so they can interact with that citizen and get them the help they need right there on that scene.
The co-responders are either a bachelor or master level in a behavioral health related field. They wear plain clothes. They don't carry weapons or anything like that. I have a police radio that I listen to all day. listen for, you know, those key words, mental health, behavioral health, crisis. There's a lot of officers that just call for me. I have my own radio number. I also have the ability to self-dispatch to them and say 982 route officers in route 914. So, typically I arrive after they've made it safe. I'll make contact and get kind of the rundown and then I just kind of jump right in
like, "Hey, you know, my name's Alison. I'm a mental health professional. I'm here to help you. I'm not here to take you to jail or arrest you. Sometimes all a person needs is a voice, someone neutral, someone outside that you know can listen. I do a lot of safety planning including family, their support network. Who's close to you? Can some if they're home alone, who can come over and hang out with you today? Can we lock away your sharps? Can we put up your meds? Do you need meds? Can we get you over to the urgent care to get you assessed for your medications? Some of them also are like, "Oh, I'm so glad you came. This made me feel so much better."
Our main goal as co-responders is to one get people connected to the services that they need and also divert from emergency rooms and jails. And they almost get a different view of the police responding. That lets me know you care and the officers care. Please, please, let me help you. My husband, in 2020, we had 722 mental health related calls for service. 2022 by that time, 1479. These mental health related calls for service are increasing. How we're responding to that is increasing the number of crisis intervention team officers we have available as well as the number of co-responders we have available to respond on these calls.
So, what I think is important for the community to know about the co-responder program is that we're here. We exist. All you have to do when you call 911 is ask for us. You know, say, "Hey, I want a co-responder to respond to this this crisis." and we'll go. I was really struggling about eight years ago on my personal journey with mental health and I met some amazing social workers and amazing programs that have helped me get to where I am today. I really couldn't see myself doing anything else. We want to help and that's that's what we love to do. So, I had a client we got a call she had some suicidal ideations and she really felt that she had nobody and you know and getting to know her story and getting to know who comes around and sees you. Well, then we found a support person and they responded immediately and we made a plan. I called back and checked on her in an hour and then I checked on her in two hours. We were able to get her into additional services to where she talks to someone every week or more. I just took a person that really just thought they had nobody and nobody would show up for them and show them you do. And you'll be amazed who is in your corner if you just simply say, "I need a little help. Keeping 500 miles of public sewer lines flowing keeps utility costs low and our environment healthy. The Lee Summit water utilities operations team does this every day. Sewer lines can be blocked with everything from roots to flushable wipes to food grease. When a potential blockage is identified, teams use detailed mapping to locate access points.

A camera truck parks at one end of the sewer line and a jet truck at the other. The camera truck carries a rover type camera which the team lowers into the manhole. The operator then drives the camera into the pipe where it views and records from its adjustable lens. Here it can identify the cause and precise location of the blockage. The jet truck will then use high-pressure water to remove the blockage. Starting at the opposite end of the line, the operator inserts the jet head into the manhole. Pressurized water shoots out of the head, clearing out debris and propelling it forward. The camera observes this process, and the two operators communicate via walkie-talkie to coordinate movement.
Hold it right there. Go ahead and fire it up. Half pressure. I'm in front of you. Once the jet head has passed the blockage, the operator reels it back in. The camera can then inspect the pipe to see if the blockage is cleared. Yeah, go ahead and pull out. We're done. With the job complete, the camera is removed, cleaned, and returned to the truck. And the crew moves on to the next job. In addition to addressing identified problems, the team will systematically check every line in the city in a 5-year period, keeping costs low and our community healthy today and for years to come.

thank you. I love where you guys are coming from. You're local and you're all kind of coming together. But where I'm struggling with from the last time that we talked about this, I think it was I actually grew up in my district. We moved here my sophomore year in high school. My parents still live in the same house and um I just went through high school here and then have stayed in the Summit ever since. The neighborhood that my parents live in is Canterbury. My favorite thing, and I still do it to this day, is I love to go running. They have the best sidewalks. I feel like you can go for days. So now I still get to do that since I live not too far from them. Um I get to use those same routes that I took during high school. And it's just fun.
All right, let's see it. We're a big soccer family. I love sports. I love to watch sports. And it's even more fun to watch sports when my kids are in it. I coach my middle daughter Josie's team. I have since kindergarten. We do the basketball. We do softball. We're going to do volleyball. And it's just so much fun. Do you swear? Do you swear?
Something that I would like to accomplish while on city council is to get more family activities here. You know, I don't want to have to be driving my family to say the Kansas side or any other city but my own. And I want to be able to invest in our city and make family memories in our city. you know people were like oh you know being on council it's not a lot of work not a lot of I think it was a bit of a surprise when there's so much info that you realize you just don't know even something as simple as sidewalks like you don't realize how much goes into something like that. After a couple months, I'm like, "Okay, I'm finally, you know, catching the groove of how things work, learning new things, but also feel like I've got some things under my belt as well." Teresa Volenwider, 5201 Northeast Maybrook Road. I'm going to continue. I had said that this goes both ways. that in the last one I showed you where a property actually had to be reszoned to RLL. In this case, a property did not need to be reszone to RLL to build a house on it. But um and as such um I think that this is an appropriate use of land um if we don't grant the reasonzoning um which I think is the alternative here. The land is going to sit um it will not be used. It is less than four acres. Is not really particularly suitable to any significant agriculture. Uh it has currently has a obviously about agriculture is there as well as a baseball field uh which as best my recollections can tell.
I'll stop it there. It was a hay field before. Lepeda hay um great for cattle. could have been used for horses as well as a pasture. This is the property that we're talking about. when he said that a uh it wouldn't be you wouldn't be able to build a house on it. Well, you could and it could remain agg and it would be if you did this, but you might not be able to have the pool and you might not be able to use that regulation baseball field for a business which is would have been illegal anyway. You could however have taken this house and put it there like that and you could have had the swimming pool but you couldn't have had the baseball field. So, the only reason this property was reszoned to RLL was to be able to meet setbacks so that the people that were going to build there could have a swimming pool and a baseball field that they were going to use for a business. And I doubt that this is only happening once in a while because I've already pointed out another
one and I could pick two more that I know of that were done before this. Part of what I see that I don't like is a lot of times it's single women that that are getting rookked. So something stinks here. It didn't take me long to find these deeds that have these legal descriptions that you need to determine when land was divided. 1999 UDEO was
2001. The time is up. Was it four minutes?
Yeah. Well, I'll just finish up quickly. That was the deed that um Hamline bought the property 1997. He divided the property in 1999. My question is, what is the chance that none of these folks knew how to look up deeds? Are you all not receiving deeds up there in your packets? All of those people. All of these people and all of these people.

Our first public hearing is 2025-7172 application PL 2025-157 special use permit renewal for telecommunications tower 13 uh you skipped number six presentations oh the big the event of the night oh I thought it was a in the public hearing section I guess okay we are doing presentation now we're doing application PL 202 25-233 sign application QuickTrip 101 Southwest Blue Parkway Quickrip Corporation applicant and Pierce is going to give
uh just so everyone out there understands typically this is an application that we would have on our consent agenda. Um however uh our intern Pierce here um is going to be presenting that for you um today. Yeah.
Good evening. Uh Pierce Bullion, planning intern. Um I'm here to present a sign application for the Quick Trip on 101 Southwest Blue Parkway. The applicant is requesting the approval of two monument signs um shown here on the right. Uh both would exceed the maximum height allowed in the CP2 district by about 2 feet. Um the reason for this increases is to allow for a future tenant to be able to advertise on the sign. The area surrounding this quick trip has a wide range of uses with resident res residential single family and multif family housing units to the north, commercial CP2 to the east, CP2 and planned industrial to the west and southwest third street and US50 highway both run along the south. As you can see on the UDO, um the allowed size of for the CP2 district and these two signs will surpass the height by about two feet, but they do meet the additional criteria. Um and then previously the Quick Trip off 291 highway um had an already approved sign that was around the same size 13 feet about two feet over um in 2017 and uh it also exceeded the site but it was very similar. And so with the uh conditions shown the applicant meets the requirement of the UDO and if you guys have any questions the applicant is here um to answer and so am I. Thank you.

I see that we're exceeding the height, but uh are we is the applicant uh in compliance with the overall square footage of the signs? So, that looks like that's a digital screen, but the other one the was the old one the plastic inserts or I don't know what you call them. Exhibit A 1 through 11, noted and entered into the record. The applicant requests approval of a special use permit renewal to allow for the continued operation of the existing 100 ft monopole telecommunications tower. There is no proposed increase in tower height or expansion of the tower compound boundaries as part of this renewal. The subject 4.87 acre property is zoned agricultural is located along northeast Colburn Road and is accessed by a private gravel drive. The telecommunications tower is located at the northern rear of the property while the remainder of the site is vacant except for a shed even uh further rear from the equipment. The Ignite comprehensive plan promotes various strategies to support the long-term growth and resiliency of the city. One objective established is to maintain highquality infrastructure that supports growth and redevelopment. Approval of the subject SUP will continue to support the provisioning of wireless cellular service critical for both everyday communication and business operations. The applicant hosted a neighborhood meeting on August 18th, 2025 at 6 p.m. And according to the meeting notes provided by the applicant, two members of the public attended expressing no concerns. Staff has not received any comments in support or opposition to the project. The existing monopole is within a 3,515 ft leased area shown within the yellow circle and is 50 ft from the nearest property line. The site slopes towards its center and is mostly cleared with vegetation retained only around the fenced lease area. The equipment has been in place since 1999 and it provides an important private utility necessary for the continued growth and development of the city. With the condition of approval below, the application meets the goals of the unite comprehensive plan and requirements of the EDO. Thank you.
Thank you. Do we have any public comments on this application? Okay, I'll turn it over to the commission for some any questions you might have. Commissioner Brimbrook. Yes. Thank you, Chair. Um, since we're doing this in perpetuity, I just have a couple questions for clarity on my part. Uh, for one thing, I'm assuming the maintenance of this facility would fall under our standard maintenance agreement.
It does. Under the, uh, international property maintenance code, any sort of exterior surfaces, including metal services surfaces are required to be um, free from any kind of peeling, flaking, and all surfaces, you know, repainted and repair in normal order.
Perfect. Um, so quick question to follow that up. Uh, we typically get to revisit the maintenance of a facility or a building when it comes up for renewal. If this is going to be in perpetuity, how are we going to um, I guess check on the maintenance? Are we just going to rely on public complaints? Are we going to have regular interval checkups? What's what's the game plan? So our neighborhood service officers do do uh proactive code enforcement. So um along with the proactive code enforcement, they will also uh rely on neighborhood um complaints as well. So uh it'll definitely be kind of an eye kept on it.
So what is the um I guess interval in which we go out and and do a code check. Um we don't have any scheduled intervals on sites like this, but that's something we can look at. Okay. Thank you. That's all I had, Chair. Thank you. Commissioner Frasier, if there are changes to the mass or the height, then would you have to come back in front of does that negate the uh in perpetuity? Uh
so if if we're going to increase the height, that would require a new special use permit because this one's being granted for a 100 foot monopole. So if they go higher, um yes, we will need a new special use permit. um if they're just adding equipment to it, um we would re review that on a building permit and a final development plan um and and most likely would not come back before you. So the height is the trigger sounds like. Okay. Thank you. So So as Commissioner Frasier said, the height is the only reason that the permit a new permit would need to be applied for in this case.
If the leasable area is enlarged, uh that would also trigger. However, many times they are able to colllocate or add equipment within the existing leasable area. So, should it be within that uh um let's see that 3,515 foot fenced area, it would not come back before you and would instead be go through the final development plan and building permit process. The least area shown within the blue circle with uh more telecom equipment is located in the southwestern corner of the property and is within a gated brick enclosure. The Ignite comprehensive plan uh goal is to maintain high-quality infrastructure that supports growth and redevelopment. The applicant hosted a neighborhood meeting on August 19th, 2025 at 6 p.m. According to the meeting notes provided by the applicant, there were no attendees and we have not received any comments in support or opposition. The existing monopole is fenced and surfaced with gravel and is 65 ft from the nearest property line. The 26 ftx 33 ft leased equipment area is separately fenced on top of the existing parking lot asphalt. The equipment has been in place since 2000 and provides an important private utility for the city. With the conditions of approval below, the application meets the goals of the Ignite comprehensive plan in the UDO. Thank you. Do we have any questions from the commission? Okay. Um I just have one. I forgot what the setback requirement is.
So the current UDO requirement is uh that the setback is the height of the tower. So in this case it would have been 100 ft. Okay. There's no proposed increase in height or expansion of the existing uh compound as part of this uh renewal. The subject 8.49 acre property is on planned industrial and is adjacent to the Missouri Pacific Railroad and along Southeast Hamlin Road. The subject property is vacant beyond the leased area which is located towards the southern tip of the property circled in yellow. Approval of the subject SUP will continue to support the Ignite comprehensive plan and provisioning of wireless cellular surface service critical for both everyday communication and business operations within the city. The applicant hosted a neighborhood meeting on August 18th at 6 p.m. And according to meeting notes provided, there were no attendees. Staff has not received any comments in support or opposition. The existing tower is within a 40 foot x 52 ft leased area and is 94 ft from the nearest property line. Vegetation is preserved along the perimeter and around the fence tower and equipment area while the interior of the site has been cleared. The equipment has been in place since 1996. With the condition of approval below, the application meets the goals of the Ignite comprehensive plan and the UDO.

Uh, I've got a question about the duration of some of the construction projects in Lee Summit. Um, particularly I've noticed Third Street is taking a long time. Um, there's a couple other things I I expected the expansion of Prior to take a while, but there are some other things like the bridge going over um Samson, the bridge on Samson seems to be taking a while. I was just curious why we're why these are taking as long as they are. I get questions about this all the time.
Slow and steady wins the race. Susan Barry, city traffic engineer. Um, first I'll address Third Street. A lot of the work that has been going on the past several years was utility work, not actual work toward the project. We just started construction of the actual Third Street project this year. And that's scheduled to be done November 14th. They've, if you've driven it lately, they've Yeah.
pretty much laid all the pavement. They're kind of in their final finishing up phases. Um, I believe Samson is scheduled to open. I thought it was going to open by now, so I don't have an updated date, but it's very close. Uh, Prior Roads a two season project, so that'll be going into next year. They're trying to get it to a point where last I heard um they're trying to get it before winter to a point where they can have the road open um that that part of it open by winter, but it is a two-season project, so it'll be going all next year as well. Uh and
Coburn is about to open within a month. Okay. Okay. The the interchange of Douglas and Coburn. Uh well, it's the Coburn Road project from Douglas to 350. Yeah. Okay. Yeah. So, that's gonna Okay. Open pretty soon. That's gonna open pretty soon. Okay. And then, uh do do we have I'm sure you have it on the schedule and I'm too lazy to look at the schedule that the city provides. Uh the expansion of Sheer, I know that's been talked about. Sher Road. We have hired our consultant and we're going to be getting begin design and so that'll probably be a a year process, maybe less. And then we'll start construction on Sher Road.
Is that going to be a two season expansion as well? I'm assuming. I don't think we know yet. And that's it's not an expansion of Sher Road per se. It's an improvement because it's not a capacity project, but it's going to have some turn lanes. is going to have sidewalks, uh, lighting, curb and gutter. Um, shear parkway is in the future. Um, I just want to give kudos to um the city and the public works department. be at the intersection of I think it's Bridalwood and Third Street where there is a planned uh light to go in. It's been on the um the schedule for quite some time and they've done some preliminary work. There was another uh bad accident this week and um as part of the HOA they're continuing to say, "Hey, what's the status? When's the light coming in?" And so I made a call to the public work works department as a concerned citizen and left a message and they were um very quick to return my call and provide an explanation. Um I think a lot of of citizens don't think they can pick up the phone and call and ask what's the status. Um and when they do they don't necessarily expect to get a response timely. I did. So kudos to your department and thank you.
