I can't think of... any two more talented, hardworking city council people than the two women that we're honoring today. They join a group of city council people that work hard, understand their responsibilities under the law, take care of their wards and the people that call their wards home, and more importantly, care so much about the city of Las Vegas. They do a very, very outstanding job and work hard every single day on behalf of their constituents. I want to thank you, and we'd like to start our ceremonials with the swearing in of our two councilwomen from Ward 4 and 6. We will have presentations and photographs with each as we proceed. Good morning. I am incredibly honored and grateful to accept a second term serving the residents of Ward 4. This election was unopposed, something that hasn't happened in the city of Las Vegas in a city council race since the early 2000s. Back then, many of us were carrying flip phones, burning CDs, and watching the first seasons of American Idol. While a lot has changed over the years, one thing remains the same. People want leaders who listen, work hard, and put community first. I don't view an unopposed election as a personal achievement. I view it as a vote of confidence in the work we've accomplished together and a reminder of the responsibility that comes with serving the citizens of Las Vegas. Over the past four years, we have made meaningful progress. We've invested in parks and recreational opportunities, strengthened public safety, improved infrastructure, supported local businesses, and community events. And every day we've worked hard to make Ward 4 a place where families are proud to live. But none of those accomplishments belong to one person. They belong to all of us. They belong to the residents who share their ideas and concerns. They belong to city staff who work tirelessly behind the scenes. Can we get some love for city staff? They belong to my fellow council members whose partnership and collaboration makes so much possible. As Mayor Berkeley often says, we attract millions of tourists a year who think Las Vegas is the greatest place on earth to visit. It's my goal to make Las Vegas the greatest place on earth to live. I'm gonna work on my Shelly Berkeley. Madam Mayor, together we are moving our city forward with the spirit of teamwork that make it one of the most desirable places to live. I want to extend a special thank you to Bradley Mayor and Shannon Bentham. Your support, guidance, Friendship and belief in me have been invaluable throughout this journey. To my family, especially my son, David Polensky, take your kid to work, mock city council, mayor pro tem. And my husband, Steve Polensky, thank you. Public service is never a solo endeavor. Every late night meeting, every weekend event, every challenge along the way was made possible because of your patience, love, and unwavering support. And finally, to the voters, supporters, volunteers, and residents of Ward 4, thank you for your trust. Serving this community has been one of the greatest honors of my life. While I'm proud of what we've accomplished, I'm even more excited about what's ahead. The foundation is strong. The opportunities are tremendous. And the future of Ward 4 has never been brighter. Nancy, would you mind saying a few words to all of us that are gathered here today?

I was trying to be vain and not use my glasses, but practicality has won out over vanity. So thank you everyone for being here. I'm honored and humbled to be standing here before you with my family and my team. I admit that as the incumbent, I thought there was a pretty good chance that I would be standing up here again, but I will admit I didn't think I would win outright with over 50% of the vote. And it turns out after talking to a lot of good friends after Tuesday night, they also said the same thing. So I've had a few weeks to think about what that means, and here's where I've landed. Ward 6 neighbors, and there are so many in the room today, and I'm so blessed and grateful that you're here, they didn't vote for a party. Ward 6 voted for someone who shows up consistently. It turns out people over politics isn't just a bumper sticker or a cute campaign slogan. It's actually an electoral strategy, a long-term one, and one that actually is pretty effective. And maybe that's the real lesson here. Maybe we can rebuild trust in our political system, one donut or one bocadito or one sunset yoga session, one pothole filled, one call or email returned, one person at a time deciding that you're not the enemy. You're just a lady who hosts monthly coffees and keeps her promises. So I look out in the audience and I see a lot of lawyers and lobbyists and elected officials. And so I think you would all agree that politics tends to be a team contact sport. So as such, I have had a great team and I do want to share a couple of thank yous. I want to thank all the friends who knocked on doors during the hot Saturday mornings with me. Thank you to the friends who phoned a neighbor and rallied the troops. Thank you to everyone who opened up your living room and hosted meet and greet meetings. Thank you to my donors who bet on me even before the polling gave them a reason to. And thank you truly to every single voter of Ward 6, the ones who've been with me since day one. I also want to thank my work team, Blanca, Ellie, and Madison. They're the ones who answer every single phone call and return every single email, including the ones that come in at 11 o'clock p.m. in capital letters with a few words that I can't share today publicly. And so they truly are the face of Ward 6 and make me look far more competent than I actually am, so thank you. And then there's my family. I want to thank my mom and sister who flew in from San Antonio. My sister actually surprised me last night. I didn't know she was coming, so it's extra special. My mom came from England when she was 26 to America, knowing no one. And she has instilled in me and in my sister a deep love of this country and our deep faith. So thank you, mom. And I want to thank my husband and my kids who have stood by the last year watching our dining room table transform into campaign headquarters filled with volunteer sign-up sheets and yard signs. I promise I will clean the table this weekend. Thank you for your grace and patience. We are standing here today because Ward 6 neighbors saw what we've been doing for the past four years. They've seen that we show up. During the campaign, news reporters asked me what my priorities were going to be for the next four years. My response was that we're gonna keep doing what we've been doing. And so the last four years, just to summarize, really have focused on three pillars. The first one is housing. And that's not just a talking point, but a math problem with a human face. You can't build a community out of people who are one step away from losing their home or their apartment. The Gospel of Matthew has a line that guides much of my service. I was a stranger and you welcomed me. Housing policy isn't spiritual. It's zoning and permitting and infrastructure and many meetings about variances and setbacks. But underneath it all is the guiding principle. Make room for people. And that's my job. The second pillar is livable communities. We'll continue our quest to build livable communities with family-friendly amenities, sidewalks that go somewhere, parks and pickleball courts, see Patty back there, and safe streets where you can walk to school without risking your life. Benjamin Franklin once said, a great empire, like a great cake, is most easily diminished at the edges. He was talking about nations. I'm talking about neighborhoods. If you neglect the edges of a neighborhood, the broken sidewalk, the overgrown weeds on medians, the empty strip malls, eventually the whole cake falls apart. So no, we are not skipping the edges in Ward 6. Every street gets frosting. And I'd like to take a moment to thank our public works, our traffic team, our safety team, and our code enforcement teams, because they know all too well that Ward 6 does not skip the edges. The third and final pillar of this idea is neighbors taking care of each other. I ran on a platform of making Ward 6 the place where neighbors take care of each other, and I'm very proud of the work that we've done. This is the work I care most about, and I want you to know it's the work that Vegas is already doing. We know how to do it. We don't often get credit for it because the rest of the country still thinks that this town is only casinos and bad decisions made at 3 a.m. But over the past four years, we've had neighbors come together to clean their communities, to start neighborhood associations, and execute dozens of service projects. We've actually been named a global JustServe city, one of five cities in the entire world. So we've been recognized for our big collective service-oriented heart, and we're gonna keep doing that work. I'd like to close, let me just say, many of you don't know that when I was at Harvard, I actually left college for a year to run off and try to work with Mother Teresa. That never happened. I only made it as far as New York City and the Catholic Worker. But Mother Teresa remains one of my, I guess, spiritual role models. And she said something I think about a lot of times when it feels like the problems in front of us are too big. She said, we can do no great things, only small things with great love. To the residents of Ward 6, that's my promise to you. Not a miracle, just small things done consistently with people paying attention. I can't promise that I'll get everything right, but I promise I'll show up, I'll listen, and I'll respond to every single text and phone call. Thank you, God bless this city, God bless this state, and God help the city attorneys and the city clerk's offices, because I have a lot of ideas.

The fact that you won in the primary saved me a lot of money. I'm glad I didn't have the mic when I said that. I know how hard you work for the people in Ward 4. It's been a pleasure. Six. You work hard for the, oh yeah, everybody works together. It's been a pleasure to get to know you. I've enjoyed every minute of working with all the members of the city council. And as I have said from the beginning, I can't think of other people that I would rather work with. That is how good this city council is. Shares all of my values and concerns about the community and what our job actually is. And you are emblematic of that. So thank you so much. Okay, and now we are going to proceed to our other ceremonials, Citizen of the Month. This is the ceremonial portion of our council agenda. And for our first item, I want to invite Mayor Pro Tem Knutson to recognize our July Citizen of the Month. Mayor Pro Tem.

Thank you so much. So I'm going to invite Victoria in America. This is your chance to come on up here. So this month's Citizen of the Month is Colin McNaught. He's the principal at, not yet, not yet. I'm not done talking yet. At Cimarron Memorial High School, which is in Ward 1, Mr. McNaught is well known throughout our community. It was mentioned this morning that wherever you go, there's somebody who knows Principal McNaught at Cimarron Memorial. I heard about him long before I met him, and still his name continues to come up. in the education circles that I'm in. So he's done a great job representing CCSD, the Clark County School District, done a great job representing Cimarron Memorial High School. And I just want it to be clear, we in the city of Las Vegas now have crossing guards in middle schools and a couple of high schools. And it was because of one text, one phone call and one request, which came from Mr. McNaught. So we are a safer community because he was looking out for the students that he represents at Cimarron Memorial. He has a whole bunch of accolades, but I think it's better to hear from students than from me. So I'm going to turn it over to, this is also the student body council. They are going to get up for a picture, but not yet. The student body council at Semaral Memorial High School came to watch democracy unfold. And here we go.

Hello, everybody. My name is Victoria Torres. I'm the student body president at Semaral Memorial High School. And I'm glad I have the pleasure to be talking about our principal. When Mr. McNaught took the lead, he didn't just maintain, he built. Academically, our CTE programs went from six to 16 in total, with 10 of those were added right under his leadership. He pushed it for real college access too. We just had one UNR dual enrollment class before he started. Now we're up to 12. He also brought pre-K to our school because he knows early start and building community matters. And his support just goes beyond academics. I did three seasons of sports and he has always been there for athletics. From every home football game to showing up to bowling and even coming to support me for my cross country regionals. He's always showed up to support and watch. He cares whenever an athlete gets injured and makes sure they have what they need to recover. If a student isn't showing up to class, he finds a way to help them get back on track. He does all this while teaching freshman biology and still watching over our entire campus. And he doesn't just stop at our campus, he lobbies at higher levels and fights to do what is right for our students. Every time, that's how Seminole Memorial High School got CCSD to pilot a crossing guard position right here at our school, keeping our students safe. Because of McNaught, students here know that someone has their back in the classroom, on the field, and walking to school. He sets the tone that this is a place where students can be seen, supported, and set to success. McNaught leads with action, not just with words, and our kids are better for it. Thank you so much.

Good morning, everyone. My name is America Adame, and it is an honor to recognize someone who has made a lasting impact on our school community activities program. And the students of Cimarron Memorial High School, our principal, Mr. McNaught. Mr. McNaught is an incredible leader because he truly values student voices. Through his meetings with our executive board, He listens to our ideas, concerns, and feedback, reminding us that our opinions matter and that he is committed to making Cimarron the best it can be. He also goes above and beyond to support student activities, making time to encourage us, guide us, and help our ideas turn into reality, while helping us grow as leaders. I have experienced his support firsthand. While preparing our bid to host the state mid-level conference, which is a conference for middle schoolers, Mr. McNaught offered advice, coached me through my presentation, and helped build my confidence. Because of his mentorship and belief in our team, we were able to earn the opportunity to host the conference this year. Mr. McNaught, thank you for believing in us, listening to us, and creating opportunities for students to succeed. Your leadership and support have made a lasting impact on our school community. Congratulations, Mr. McNaught. You truly deserve this recognition.

So I'm going to invite the students of Cimarron Memorial High School to come up in an orderly fashion. We're going to do it very, very quickly. And Mr. McNaught, Principal McNaught, it should be Principal McYes. I don't know. Come on up. This is your turn to shine. Orderly, people. Come on. Quickly. Thank you, sir.

I'll speak first. And he took the podium. I think I'm the only one who didn't write a speech. So bear with me. So my name's Colin McNaught. I am the proud principal of Cimarron Memorial High School. I have all of these people behind me, in case you don't believe me that I am the principal of Cimarron Memorial High School, because I'm sure there are some of you who are going to search that right now and make sure that's true. But I've been the proud principal of Cimarron Memorial. This is now my fifth year. And at Cimarron Memorial, we believe very strongly in supporting each student's Spartan way to and through their next step. Because we believe that college is A, but not B, and there are lots of next steps that these students behind me are going to take. I mean, as you saw two of them today, just fantastic students that we have at Cimarron Memorial. And what I really appreciate about the relationship that we've built with the city council is the support that we get to ensure that our students can take whatever next step that they choose to do. So thank you for the support from the city council, from crossing guards to all of the different things and programs that we want to offer for our students. I am excited about this opportunity. I appreciate the recognition. I want to thank a few people. First, I want to thank Councilman Knudson for responding to my text, dealing with me. It can be a little challenging at times when I want something, but then also for recognizing myself and as well as the students and the staff at CIMROM Memorial, so thank you. I also want to thank the rest of the City Council for this recognition. This is incredible and just really gives a great opportunity to shine light on the amazing things happening at Cimarron Memorial High School and across Clark County School District. So thank you. I look forward to the continued support. As well as Mayor Berkley, thank you very much for this opportunity. I would love to invite all of you to come see the wonderful things happening at Cimarron Memorial. Whenever you want, because it's good every day. So you're welcome to come every single day. I also just want to thank a few other people, some of the support systems that make it possible for me to do the job that I get to do every single day. First, I have two of my bosses here today. So I want to thank both Scarlett and Lindsay. They do an amazing job as school associate superintendent, regent superintendent. Thank you. Thank you. They are the ones that respond to all of my phone calls as well of like, hey, I need this. And they are the first ones in line to help support whatever we need at our school. So I really appreciate you. Thank you so much for that. I also have my secretary came today because... I think we have such a great relationship. She is like my mom at the school. She makes sure that the school runs. She's the one who really runs the school. I just show up every day, smile, and wave. But she makes sure the school runs. And so I just want to thank Kim as well for her continued support. Next, my in-laws came today. And so I appreciate them very much for their support. They are always cheerleaders for me. My mother-in-law was sharing this morning that she's the one that hears a lot from various people in the community. Oh, I know that guy. And I said, maybe good, maybe bad. Who knows? I think the jury's out on that. But I appreciate the support. And I thank you so much for being here. I just can't thank you enough. So thank you very much. And then the students of Cimarron Memorial High School. This is my student council. They are amazing. They advocate for what they want and what they believe should be happening at our school. We do meet biweekly and they bring me a laundry list of things. We actually, I make sure that they give me positive things too. And then they bring me like, we need to see this and this and this. And I think we do a pretty good job of compromising on what we can and cannot do And so I want to thank our students, led by their advisor, who is here today, Mr. Kahananui, also named. Simran had a good year. Mr. Kahananui was named the Nevada State Student Council Advisor of the Year, which I think is amazing. So thank you all. My little ones are here. I got Isla and Soleil. Isla's going to love this. So Isla, can you just wave real quick for everybody? Yeah, OK. And then Soleil. So thank you, thank you, thank you. And then the last thanks I want to give, and I think the most important, what I want to do is I want to actually dedicate the Citizen of the Month to the true Citizen of the Month, in my opinion. Because I could not do the job that I do without having the support system that I have in my life at home. in order to ensure that I can be at those basketball games, those football games, those student council events, and really everything else that my job requires me to do is because I have, and I'm lucky enough to have, the most amazing wife that we actually met at CIMRON 13 years ago, yeah. Yeah, we were both ninth grade teachers. We both taught the same students. The students were like, this is a thing. And we were like, it's not a thing, it's not a thing. Well, now here we are married 13 years later. So apparently it was. And so I could not do this job without the support of my amazing wife, Raylene. And so I am dedicating the Citizen of the Month to, again, the true Citizen of the Month who allows me to do what I do, my amazing wife, Raylene. So thank you. And so I think, I appreciate it. Thank you so much for this. Oh, you're gonna make me do that. Okay, so I am not, I don't love recognition, I'm gonna be honest with you. It's not my most favorite thing. I prefer to stand in the background and let them do the thing. But so the reason I think that I got this recognition is because I bother Mr. Knudson so much. No, not really, I know what he wants. So I was actually named the 2026 Nevada State Principal of the Year this year. Thank you, thank you. And I was final three for National Principal of the Year. So it was just a cool opportunity. Few things are more heartbreaking than a missing child. As many of you know, at every city council meeting, I take a moment to share the information about missing children in Nevada, because every child deserves to come home and every family deserves hope. It only takes one person to recognize a face, sharing a post or making a phone call to help the outcome of a family on its worst day. That's why organizations like Nevada Child Seekers are so important. Please join me in welcoming the executive team from the Nevada Child Seekers to the podium. For more than four decades, they have stood besides families during some of the most difficult moments of their lives. They have worked tirelessly to locate missing children, support law enforcement efforts, and educate families about safety risks and raise awareness through our community. At this time, I would like to invite Margarita Edwards, Executive Director of Nevada Child Seekers, to share a few words.

All right. I was going to freestyle it, and then I told myself to calm down, write something out. OK. So thank you so much for honoring Nevada Child Seekers, but this also is dedicated to you because we obviously are a community that loves all of our children. So as mentioned, we've been around since the 1980s before flip phones, landlines, rotary phones. I miss those days. With over four decades of advocating for missing and exploited children, this is just the beginning. Helping thousands of families a year with an over 93% success rate, children are coming home every day. Thank you again to our mayor, our city council, our law enforcement partners, our nonprofit brothers and sisters, Red Rock Search and Rescue, who show up every day for our kids. and for our families of missing children. However, today I'm here to congratulate Councilwoman Nancy Bruni on taking the oath of office. I know I speak for many of the residents of Ward 6 when I say we appreciate Nancy's unwavering dedication and unselfishness to our ward. During the past four years, Nancy has been accessible and receptive to the myriad of concerns of her ward, no matter how small or how large they may be. Nancy accomplished many things during her first term, and I'd like to highlight a few of them. Nancy made a campaign promise to bring about a conclusion to the Floyd Lamb Park lawsuit, and she was able to accomplish that within the first 90 days in her office. She also stood with the residents who were concerned about Walmart wanting to build a new store near two of our elementary schools. The Walmart was never built. Nancy worked hard to keep Ward 6 safe by bringing a badly needed new Metropolitan Police Area Command to our fast-growing ward. These are just a few of the many things Nancy accomplished during her first term. I look forward to seeing the many things Nancy will accomplish during the next four years as she works to make Ward 6 the best place to live in Las Vegas.

Um, when I retired from the post office with 36 years of experience and being a shop steward for those many years, I moved to Vegas. I've been here for like three years from California. And I live in the Nevada Hand for Seniors facility. And I think it's a crying shame with these seniors that's really on a fixed income where Nevada Hand goes up on the rent every year. That's ridiculous. I can see every three years, but every year the seniors are really suffering from rent going up 30, 40, 50%. My next concern was a citizen that got killed on North East and East Rome Boulevard. And three weeks I've been calling public works because the trees are leaning on so, they're growing so fast, you cannot see the traffic. So the young man that was on the motorbike, due to the fact that the trees were was so big, when I called Public Works three weeks ago, I told them, I said, I asked you, would you please trim the trees? Because when you come to that stop sign, you're not able to see the cars coming so fast. So ER is on the corner. And they said, well, we can't trim the trees because the trees belong to ER. I said, well, how does an emergency on public, Public trees, how is that working out? So they gave me to run around for three weeks, so I'm here to ask for some reasons where those trees need to be trimmed. Is that for me to stop talking?

And the RTC, is, whether y'all know it or not, is a war with we the people of Las Vegas, especially the bus drivers. They love to go past us in the triple degree heat. They see us out there sweating, wanting to ride, and they just go right on by. There's something wrong with RTC bus drivers. I'm gonna put it all on you, because y'all not driving the bus. But those bus drivers, it's a sad situation. They must have a sad, sad home to leave people outside in the heat and just drive right on past them. And then they want more money. And you need to do better training for them and have them pay the price for doing what they do. Because I'm always complaining. I'm calling in, I got all these reference numbers, but these people, they know me. I think they have my picture up on the wall. There is, go past them. And I see the people who are standing there waiting for the bus with me, I say, oh, y'all in trouble now, because they're gonna go right past, and they usually do.

Good afternoon. Jordan Smaggio, President and CEO of the YMCA of Southern Nevada. With me is our Facilities Director, Stan Snow. As those of you who have worked with me before know how deeply committed I am to the principle that we can go so much farther when we go together. I think our parks and rec Center partnerships are very illustrative of that concept and I think that this proposed project further illustrates it UNLV studied this particular zip code to find that it is one of the top five worst child care deserts in our entire community in all of Clark County Clark County has some land that we can construct these modulars on The Clark County and the federal government have the dollars to fund it. The state and the federal government have the dollars to subsidize it. Donors and board members are pouring in to make sure that it is a sustainable approach, that this can be a high-quality, accessible program for all for generations to come. And the Y is ready to lean in with our hundreds of board members, donors, and partners. What better way to start to solve our region's childcare crisis than through this innovative, modular, or pop-up preschool model? Happy to take any questions. And then Seth, I believe, has an amendment.

Yes, Seth, would you care to punctuate anything that has been said?

Yes, thank you, Mayor Seth Fuller, for the record. Mayor, the proposed development does meet all applicable Title 19 development standards, and staff finds the development to be compatible with the existing and surrounding land uses, and therefore staff is recommending approval of the requested site development plan review subject to conditions. And we do have, there was some conversation yesterday and today about the color scheme. In your backup, there are elevations that depict, I guess this is subjective, but a rather bland color scheme. The applicant may want to update that color scheme. They can do that without a condition, but if the Councilwoman would like, because we've had these discussions, we can add a condition requiring an updated color scheme before they submit their building permits.

The way you have it set up is just, it reminded me so much of my kindergarten and how much I loved kindergarten at Brookville Elementary School in Oakland, California. And I just felt the warmth. And I'm really, really grateful that you're thinking out of the box to solve a problem. And I just ask that if you, I'm not going to get into your money, but if you want to have more color, and add some murals or things on the walls, please feel free. From our perspective, I think it's welcome. But even in your simple presentation, when the kids get inside, they feel like they are in just kiddie heaven. So thank you so much. Thank you, Mayor Proctor. Councilman. Um, so they are asking to remove a condition that allowed them to have 12 events per year where they served beer and wine. So if you remove that condition that allows them, and I know this gets a little layered, but that allows them to come back and ask to amend their SUP to allow for the accessory beer wine use, which would not have that 12 of that per year restriction.

So the, yeah, and I'll just, for the rest of the council, this is, this is a country club filled to it with a paddle ball courts on the outside. I think it's an amazing amenity for these neighborhoods. I wish I had one closer to my house because it really is kind of a cute little vibe to it. And if I were going to play paddle ball, I would want to drink after. So I am supportive of trying to figure out how to ensure that they're able to serve customers in a way that's best for their business. So with that, I would make a motion to remove the condition so that they can come back through and serve beer and wine and alcohol at their to the best of their ability to their customers. Is that right?

Yes, that's accurate. This would be step one that would allow them then to come back and ask for that as an accessory use. Okay.

Hello, my name is Shoshana. I'm a resident, and I'm here to urge the separation of church and state and to stop praying, doing your invocations at these public meetings. I noticed they were swearing in on the Bible, which I'm sure you haven't fully read. It is the word of your God. And I'm going to talk about it because Juneteenth just passed, and that was all about the slavery issue in the United States. This is the handbook for slavery. It endorses slavery. And it was used to brainwash innocent Africans into slavery and telling them slavery is godly. Slaves, obey your earthly masters with respect and trembling as you obey Christ. That's just one part of scripture. I'll keep going. Slaves should honor their masters to avoid dishonoring God. Slaves, obey your masters with respect, not only the kind and gentle masters, but also the harsh ones. If a man rapes a slave woman is in here. The man has to bring a ram to the Lord, and he's forgiven. You can rape women in this book. It's just appalling. I see six women up here, and you support this. And I've read it. It's facts. I'm not making it up. You can read any Christian Bible. It's all the same, or Jewish Bible. Again, please stop praying and holding this building as a temple, as a Christian church, a place of worship. There are thousands of churches around here for people to go. They can believe whatever they want. They can believe in slavery. Let them believe in slavery. And By the way, I urge you to honor, again, the separation of church and state. Stop the invocations since 70% of cities and counties in Nevada do not bring this into these buildings. They don't endorse slavery. They don't endorse the rape, the mass murder, and the incest that is in here as well. It's time to end these invocations. Hi, my name is Lenny DeForge. I've been here before. I'm here to talk about my son, Ray Wheatley DeForge. My son, Ray Wheatley DeForge, was a victim of human trafficking. Unfortunately, he was placed, he was in a work program, and he was placed in a job that he wasn't qualified for that he shouldn't have. And two weeks later, he was a victim of human trafficking. Now, here's my problem with this. This happened over five years ago. No one's been brought to justice. My disabled son cannot get a fair trial in the city of Las Vegas. My disabled son cannot get a job in the city of Las Vegas. My disabled son cannot get housing in the city of Las Vegas. Now, this is a crime. This is a crime against a kid that did nothing wrong, okay? Absolutely nothing wrong. He's disabled, okay? And he's been treated really unfairly by the city. Now, my family and friends are here to talk to this matter. I am begging you guys for help. Now, we live in the west side of Las Vegas, and we need help for disabled people to keep them busy, to keep them active and working and employed. We need help. Because he's disabled, he can't be getting on a bus and driving places. We need help on our side of town for my kid, and we need it now, not later. Thank you.

Yes, ma'am, Warren Wheatley. I'm also Lenny's husband, and Ray is also our adopted child. I'll keep it brief. I'm a psychotherapist. I've been doing it for 47 years, so I'm going to get to the facts. I'm here to advocate for Ray. We would like an open and public investigation of human trafficking. because of the negligence on the part of Opportunity Village, which wound up turning into the worst job placement ever. We've been doing this and protesting and doing everything we possibly can. We're saying that this is a crime due to the cover-up of professionals not following the evaluation. I'm a clinical social worker in the state of Nevada, and I understand this very well. Opportunity Village needs to fix this. In 2015, the state of Nevada paid for a psychological evaluation for Ray. It started because at the age of one, Ray's birth parents forgot to feed him. His birth father shook him. He had baby shaking syndrome. He wound up having a feeding tube. He was malnutritioned. His brain swelled. He still has brain damage. To continue on right now, because of this, Ray suffers from reactive attachment disorder. He's on disability. He is autistic. Major depression, recurrent panic disorder. He has a high prevalence of OCD and PTSD. He is taking hydroxyzine. 25 milligrams because he doesn't want to become addicted. Hydroxycine is excellent. Please understand, Ray lives in a pretend world. That's the issue here right now. He is mentally and socially 14 years of age. That's not going to change ever. Everyone that he meets, he believes is a friend. He has been placed in danger. He's been taken advantage by many people. Opportunity Village placed him in a work program. He was only supposed to be a custodian. Everyone went behind our backs. They made him a cashier, put him in Circle K by himself to run the store. He was human trafficked by a family. No one in Opportunity Village or even BBR intervened. He was gone for 14 months.

He lost everything.

Hello, I am Kelton Whitney DeForge. I am Ray's youngest brother. What happened to my brother is unfair. He is not being given the chance to do well for himself. I myself do have a form of autism. It's since been removed as its own thing, Asperger's syndrome. I was fortunate enough to have the chance to do well for myself, and my brother does not have... the necessary capacity to do that for himself. So we went to DRC so they could help him out and instead they placed him somewhere that he should not have been. He ended up having, what is it, he had an evaluation that was somehow lost at some point in 2015, either lost or deleted. My family had been protesting outside of the locations of DRC Opportunity Villages multiple times, asking them to read the evaluation and nobody responded, nobody thought to do anything about it. It wasn't until the last time we did it, I want to say around two, three years ago, that the director ended up finally reading the eval and they freaked out. They freaked out and they ended up trying to blame him when he is legally classified as disabled. That is, that's human trafficking. He was not... Sorry, it's a little bit emotional, a little bit. We tried to get a couple stations to cover this story and get it out so that my brother can get help. And the local stations, 23, none of them wanted to cover it. So we're just asking for some help and open an investigation into what happened because something is wrong.

Thank you, Mayor. My name is Erin Lynn Reed. I am a friend of the family. I have known Ray since he was seven or eight years old. He's always been a good kid, hardworking, and just always ready to do whatever needed to be necessary. His parents will never stop fighting for him. And I will never stop fighting for him as just a family friend. What has happened to him is Absolutely unacceptable. Why there are no records on his files, that is very suspect. Opportunity Village is a nonprofit organization who receives millions in funding every year. And I'm sorry, it should be an open investigation as to what are they doing with their money and why aren't they taking care of those who they've been entrusted with. This family will not stop fighting for Ray, and you will see us again, and I hope you pay attention to what we're asking for. We're asking for justice for Ray and for anyone else out there who may have been suffering by this too. Thank you.

Hello. My name is Sean Bell, and I'm here to talk about road safety. Back in 2021, I suffered the worst thing imaginable that could have happened to me. I lost one of the greatest family members I ever had, my uncle. I lost him to a drunk driving accident where he collided, on his motorcycle with an Amazon truck. Ever since then, I have been trying my best to get the roads safer out here. I have been looking for ways for drunk driving to become less of a thing. Not just drunk driving, but there are such large amounts of construction and potholes everywhere. I speak for myself, I speak for my family, I speak for everyone here. There is a lot of construction in our city, and it seems that when construction gets started, it never gets finished. There is a running joke out here, I don't know if you've heard it, but the state flower out here is a traffic cone. And that just goes to show that there's a lot of traffic cones no matter where you go, no matter what ward you're in, what neighborhood there's a lot of traffic cones, and the amount of construction that gets finished causes a lot of traffic lineups, a lot of traffic jams, and it poses such a threat to the city. And I think that there should be a bigger effort made towards construction being finished, potholes being filled, and a higher prevention of drunk driving. Because I know how it feels to lose somebody to drunk driving. And I don't want anyone to ever experience that. And I don't want anyone to ever experience loss of someone to such an accident that could be prevented like that. And I want to say thank you for your time. I hope you all have a good day. I don't know what the big problem is. I want to piggyback on what the gentleman said about this construction. The construction is so bad, the cones are all over the place. And it's hot out there. And when you go to a bus stop, the bus stop is no longer there. Where is the bus stop now? So you got to go around in a triple degree heat looking for the bus stop. A lot of people are getting sick. The buses, I can't understand it. I can understand it. When you give a powerless person power, They go crazy and that bus is a power to the bus driver and he can leave you standing there or he can pick you up. You have to put more of a service mentality into the bus drivers because right now, in my opinion, they're bullies and they're making a lot of people sick.

Even though I do take pictures, I do pay attention and shoot what you guys do, and congratulations. four more years, even before July, which is interesting, but we're going to do that. And also to you, congratulations on being Mayor Pro Temp. I'm shocked, and like I said, four more years ago, and I hope you do a very well job. And to you, Councilman Knudsen, you have been the phenomenal Mayor Pro Temp for the last few years I've been here, and thank you to your future endeavors.

All right. Sorry. Trying to get this lined up. Hello, City Council. Glad to be back. Good to see you all again. Name is Michael Miadovich, for the record. So today, I just wanted to go over what I feel is a very grave threat to this entire country right now. Data centers and 5G towers are spawning all over the place in this country. And there's no reason for it. I don't believe it does anything to improve communication among people. You can go into phone shops and talk to people who take apart phones and put them back together. And none of them find 5G chips in any of these phones. So why do we have 5G towers all over the place? Why do we have data centers? It's an unnecessary waste of energy. There's no long-term studies to suggest that it doesn't cause major or serious health concerns, especially for babies and children. It could be more life-threatening for their mental and bodily state than just about anything they deal with in society. It's time for them to stop popping up all over the place. They are only meant to hurt our bodies, our minds, and really our emotional state. In Claremore, Oklahoma, at a city council meeting, Darren Blatchard was arrested for just speaking a couple of seconds past his allotted time on data centers. There was no reason for this, and he only went a couple of seconds past it. And the city attorney was apparently in the room and did nothing about it. And that's just disgraceful. Data centers and 5G towers are consumed... Well, data centers themselves are consuming millions, tens of millions, if not more, hundreds of millions of tons of water. That's more than people do. They're not helping people anywhere in this country. I don't believe there's really anything good about it, and I believe it's just for large... producers and industries and corporations to make more money and to benefit off the people. I don't believe it's healthy, and I believe it's in violation of too many things. And for children and babies in this country, it's more important they get rid of all 5G towers and data centers, I believe. So thank you. Have a good one.

Really excited in Ward 2 last week, the Vegas for Athletes Summer Games, which is co-hosted by the City of Las Vegas, really brought to life the Kellogg's Air Sports Complex in Ward 2. There were thousands of children and families gathered. Well, maybe I think hundreds. I don't know if there were thousands, but there were a lot of people there. And to get for an inspiring celebration of youth sports, It was such an honor to present Troy Rocks in recognition of his leadership and dedication to our young athletes through the free heart screening that Vegas for Athletes provide to these young athletes, as well as this first event, the Vegas Summer Games. This showcases Las Vegas as a premier destination for sports and family events, and we look forward to seeing what's next for Vegas for Athletes. We had an exciting day, the Mayor and I, as we broke ground on the future Queens Ridge Medical Plaza in Ward 2, bringing new medical services and investment into our community. We are grateful to the development team and the healthcare partners. And what I found so interesting about this particular building that'll be going up is there's an opportunity for the physician tenants to create equity for themselves within the building. in a relationship with the developers. So I think that's a really nice opportunity and provides our shared commitment to offering great medical opportunities within the city of Las Vegas. And continuing on this last 10 days celebrations, I had the pleasure with, again, the mayor of celebrating the grand opening of the new Olympic sized pool at Pavilion Center. It is a beautiful, beautiful facility. And a special thank you to Parks and Recreation, the Cultural Affairs team, for making this event possible. The new community will provide opportunities for families, support local athletes, and welcome competitions to our city for years to come. So we know that our terrific Sandpipers team will be there practicing, as well as the Las Vegas Swim Club and the mermaids that do synchronized swimming. Really, really a phenomenal addition to all of the amenities that we offer in Ward 2. I also last week had the opportunity to visit the Espresso Yourself coffee shop during its grand opening, except I was a day late. So it was on my calendar a day late, so we called it a pop-up grand opening. And it was great to meet the staff and customers. I sat for an hour visiting with people, having a coffee, and was able to see from the inside, I know a lot of us have visited the center, but the kindness and compassion with which they greet every person who walks in that door. Some were coming for respite outside of the heat. There is a place to sit. I have a meeting there this afternoon today, and I think it's a great place locally, like so many of our other coffee shops and restaurants. But what a phenomenal way that the center has served our community, providing health service, advocacy, and a welcoming space. I also then was invited, just coincidentally, to the LGBTQIA Chamber of Commerce. And, you know, you take a girl out of a chamber, you don't take the chamber out of the girl. And I had a chance to share a few words in talking about how meaningful Chambers of Commerce are, especially to the small businesses of our community, to provide the spirit of connection and support. And I really appreciated the opportunity to recognize yet more places of diversity and inclusion to have positive impacts on our business community and help strengthen the city's business community. I also had a great time, and I was glad to attend the grand opening of the Evel Knievel Experience right in the hearts of our art district. So many of the community came together again with the mayor. As a neighbor, I feel that she and I could go on our own little tour together and lovely to see this in the Councilwoman Diaz's district and for yet another offering for our tourism group and our citizens as well. I also returned this week to the Pavilion Center Pool Complex to film Access City and I did it both on the internal talking about all the things that we do and most importantly, we have swimming lessons from as young as 18 months to adults and it is such a welcoming place. I actually, my goddaughter doesn't know how to swim and she's 40 and as a result of her not knowing how to swim, she doesn't take my granddaughter to swim a lot and it's the number one cause of accidental death for children under the age of seven. And I know that we have several pools within our city also teaching swim classes, so important. So we offer that for adults as well. And I was able to visit with our Olympian athletes. You'll see that in the picture. So proud of them along with Sam Piper's coach, Ron Aiken. And it's just another exciting amenity, as I've said now numerous times. And then I went next door to the Veterans Memorial Community Center for a ribbon cutting of our little library. Those are a bunch of the children from summer camp. And I am a huge fan of little libraries. And what was neat is many of the children knew what they were. Nicole from the community center told me they've had to restock since that went up a couple of times already. Someone had come in and also donated a lot of books, and for those little libraries that are in our communities, what a terrific thing to offer free books to borrow, share, and you can put books there that have been your favorite that you've read at all. I also wanted to, I'm looking forward to being at the Summerlin Parade, my first parade riding, which is really exciting for me. I'm going to bring my youngest daughter, and I'm getting tips from many of you, many of my colleagues here. I appreciate that. And finally, I want to introduce to you our intern, Brooke Danner, who is sitting by my side today. Brooke has been with us for several months. She is a rider. She is an avid reader, a traveler. She'll be graduating from her, for graduating, it's interesting, I was going to say from high school, but she's not graduating from a high school. She's graduating as a homeschooler as a senior. And she'll be taking a gap year for a mission and looks forward to that mission helping to inform what she wants to study and do at college. And she's thinking about counseling and she's she's pretty certain that that experience as a missionary will help shape that decision process. So I asked her, also, what's the best and less ideal parts of working as an intern? And she's such a lovely young lady. She said meeting and working with the amazing staff. She said there wasn't a less ideal. I'm not convinced of that, but I did appreciate her discretion and not having something to suggest. And she certainly is kind, committed, and smart, as we love to make sure we're surrounding ourselves with those types of people here at the city. Thank you, Mayor. Thank you so much.

Thank you, Mayor. Last month, we partnered with Councilman Kelly for a fraud prevention session helping over 60 seniors learn how to spot scams and protect themselves. Thanks to the FBI and the Nevada Senior Law Program for providing such helpful information. Our June Bocaditos with Bruni was packed. We even had scouts who came in to ask their own questions about Ward 6. We loved partnering with the Centennial Hills YMCA and the Centennial Hills Active Adult Center for our first Father's Day pool party. Thank you to all the dads and father figures who support and strengthen our families. Fun was had by all. Last week, we took advantage of our Access City Council episode to spread the word about opportunities available for our young people this summer. Thanks to the Centennial Hills Library Manager, Robbie DeBuff, and YMCA COO, Emily Sowers, for joining us. Our police officers are out serving our community no matter the temperature, so Ward 6 was happy to stock Northwest Area Command's freezer with some ice cream to keep our officers cool. I was honored to welcome Southern Nevada Forum participants to City Hall last week where they shared the top policy priorities as we prepare for the 2027 legislative session. Nearly 40 women came together for a night of creativity and connection, including some of our female veterans. Our ConnectHer series community keeps growing and we're so grateful. A huge thank you to Board & Brush Centennial Hills for hosting us this month and creating such a warm, welcoming space. We've got two events coming up. We'll be hosting our July monthly Bocaditos with Bruni on July 9th from 9 to 10 at our Centennial Hills WISE satellite office. And this is because that storm drain construction project has to put these ginormous culverts in the road. And there's no way about it. We have to kind of shutter the area and get the work done. Our recreation programs support residents of all ages through sports, classes, adaptive activities, and community events. This month encourages everyone to explore our parks, participate in local activities, and recognize the staff who keep these spaces safe, welcoming, and vibrant. And as you all know, Saturday is July 4th. So if you have nothing to do, bring the family to celebrate America's 250th. with a community aerial drone and fireworks show on Saturday, July 4th at 7 p.m. Ward 1 and Ward 2 are sharing a satellite viewing area at Betye Wilson Soccer Complex, west just behind the Sprouts Market at 7353 Eugene Avenue. Okay, on the afternoon of Tuesday, June 23rd, I had the opportunity to welcome the Korean Mothers Foundation for a tour of City Hall. We began in my office where the group had a chance to ask lots of questions about local government and the work we do. From there, we visited council chambers where they could see where our city council meetings take place, and our final stop was Access TV Studios. If you're interested in having a city hall tour yourself, you can head to www.lasvegasnevada.gov where our cultural affairs team has a new offering, tours available of Las Vegas City Hall and our Civic Center building across the street. On Saturday, June 27th, the Thunderbirds gave our community an incredible flyover in celebration of America's 250th birthday. It was truly an unforgettable experience. We were so grateful to witness this from the northwest part of the valley. As you can see in the first picture there, there were cars and people on every berm, every freeway overpass, every high visibility position. It was fabulous. A special thank you to the United States Air Force and the Thunderbirds for taking time to share such an amazing display with our community. If you look to the picture on the right, Mayor, that is the top of Lone Mountain. And I had every expectation to drive there and climb to the top of the Lone Mountain for that perspective, and it was standing room only. Pretty fabulous. On Saturday, we will celebrate, as it was mentioned before, America's 250th anniversary, 250 years of independence and freedom. It will be at Buckskin Basin Park, will be the central location. We're going to have prizes and games and a great drone show and fireworks. Mayor will be there. Be sure to bring your low back chairs, blankets, and plenty of water because it will be hot. On June 17th, during the last City Council meeting, the City Department of Youth and Youth Development and Social Initiatives, in partnership with the Department of Public Safety, honored winners of the Ward 5 Safety Video Contest. This contest encouraged local students to showcase creative ways to promote safe behaviors on or around city streets. The winning students and their families were invited to a special celebratory breakfast and recognized during the city council meeting for their outstanding contributions. We're mentioning this today again because These young people are now all over social media. We've got congratulations to our overall winner, Chauncey of Mabel-Hogart, our middle school winner, Mateus, who is at, oh my goodness, Mateus. at Swainston, and Kevin and Uratsi are from Cimarron Memorial High School. And so you all, Mr. McNaught, I just want you to know your students represented, and they did a great job. So please check out social media. Their videos and their presentations are on all platforms, except, I think, TikTok, because I don't have that yet. So thank you all for participating and we hope that you all will look forward to this next year and other wards will be doing it as well. When you talk about public safety and road safety, this is a group effort. We have to do it all together. And so thank you for being concerned and for your students. participating. On June 17th, in the afternoon, we were with Cherry Development in partnership with the City of Las Vegas, held the grand opening and ribbon cutting for the new Cher Westside mixed-use development in Ward 5. This project will not only bring much-needed housing to the area, but it will also create small business opportunities through commercial retail space located on the ground floor. It was an amazing event. Thank you, Mayor, for being there. Our previous city councilman, Cedric Crear, was in attendance, as well as our previous mayor's, Goodman. It was a beautiful celebration, and we are so excited for future redevelopment and renaissance in the historic West Side. On June 20th, City the city of Las Vegas and rainbow dreams educational foundation partner to host the highly anticipated 25th annual Juneteenth festival We also want to make sure that you know that the City of North Las Vegas and Clark County also helped support this event. This year marked an exciting new chapter for the festival with its move to Symphony Park. This year exceeded our expectations and we received overwhelmingly positive feedback. The outdoor festival and marketplace in the park featured local vendors, food trucks, live music from DJ Kelly J, and performances by talented local artists. The music and atmosphere was vibing. because it's a vibe in Ward 5. And at the end of the night, we finished off the momentous celebration with dancing and fireworks. We also had two sold-out performances by the headliner, Christopher Williams, inside Myron's. And I just want to thank everyone for coming out to this event and contributing to the success of this festival. And we certainly look forward to an outstanding event in 2027. Also last week on June 25th, we were at the Strong Start Academy where they held their pre-K graduation. The Strong Start Academy staff, students and their families came to celebrate these students' amazing achievements for the past school year and the milestones of moving into kindergarten in the fall. I am proud of these graduates and this program as it is an investment in early childhood education. Thank you Dr. Malich and your staff and all the staff at Strong Start Pre-K. It was an amazing event. I got to share a few words with the parents and I'm excited to see these kids one day show up here in chambers as you are here Cimarron and to participate in our civic process. Now I'd like to hand the reins over for our upcoming events to my summer intern, Roger Randolph from Democracy Prep. He's going to close it out for us.

So for upcoming events, join us on this Saturday at Children's Memorial Park for this outdoor firework viewing party on the 250th anniversary of the United States of America and Fourth of July celebration. This event is free and open to the public, so bring your friends and family to enjoy the aerial display nearby, including fireworks, trivia, music, prizes, and food trucks. We invite you to bring your chairs, blankets, and patriotic spirit to enjoy the fireworks and drone show that begins at 7 p.m. We hope to see you there. Kids Caster Studios is hosting a sports broadcasting session from June 10th through July 29th at the Becker Technology Center for kids ages 10 through 14. They'll be learning how to conduct on-court sport interviews, record and edit podcast episodes, hosting and production, creating personal highlight reels, and learning mic techniques. This will include podcast studio access, on-court filming experience, and an opportunity to build a personal portfolio. Camp Recharge is gearing up for summer at the Darryl Felt Strong Future Enrichment Center. Participants will explore independent living skills, career and education pathways, mental health, self-care, and back-to-school readiness. Registration is open now through June 30th.
