Public notice of the meeting including the meeting agenda has been posted the required length of time in the lobby of the county administration building and on the county website. and the news media was notified of the meeting place and time. So, um, we have a motion to amend, uh, the minutes for the January 20th, 2026, uh, regular board meeting in section 2 2.0 election of officers to change Jason Cavalier from opposed to abstain for voting for the chair and for the vice chair. And then under item 4.0, 0 approval of minutes for the November 18th, 2025 regular meetings. He would like to have um additional language included in this summarizing the discussion held between Commissioner Cavalier and the county attorney between approximately 1330 minutes and 16 minutes. Is that exact enough? Okay, very good. So, we have to vote on the amendment. Okay. Um, do I have a motion to accept the minutes as amended?

Um, uh, public hearing items for recommendation to council. Item number CU 2025 2644. Um, yes, this person on Fort Mill Highway Thank you. Do you want me to keep trying or you want to click it? Okay. Okay. Good evening, commissioners. So, I'll be presenting this conditional use to you. Uh this is for a a tenant ship for a facility on Highway 160. Uh listed there. That's an aerial map. So you can see in the teal outline where it's located. This is for a minor automotive repair shop. It's currently zone general business and your future land use designation is growth area which you'll see on the next slide. Um here is an aerial view of your zoning map. So you can see where it's highlighted in that general business. Um and your you've got a couple of transitional districts and neighborhood districts surrounding it. And then you've got your use chart, your use chart summary or your summary of uses, excuse me, and your abbreviated zoning districts in that chart below. And then because this is a conditional use, there are some additional conditional use application provisions that have to be met as well as applicable use provisions that have to be met. Those are attached in the staff report. uh they are titled let's see applicable UDO provisions and conditional use procedure requirements and that's attached to your report so that you can see you know whether those

things were met at the presubmitt or via the application but the the responses to those requirements are are listed in that report if you wanted to review those and then there's an aerial of your future land use map from the comp plan and I know the neighborhood is a little big so it kind of looks like that's neighborhood up there It's actually just that little tan sliver to the left hand side. The rest of it is growth area and then just a smidge of PDD on the right side and a little bit of neighborhood kind of on the other side there. That's a picture of the entrance to the facility on 160. Um the application was reviewed by the TRC. I will note um and it is in the staff report that zoning provided a conditional use because uh only because an upfit permit will be needed to put in the lift into their unit uh to pick the cars up to do like oil changes and stuff and they'll need an upfit permit to do that. Nothing to do with any sort of compliance issues. Everything else was fine. And I do want to make note that this review was routed to SC DOT and the district, the water district, water district, and they their notations uh were that no review was done because this was a pre-existing structure that was not making any physical modifications. And staff recommends approval. And I'm here for any questions.

This application is for road names for the Asbury development. they have are at this point moving ahead with their civil construction plans and so they submitted names along with those plans. Uh Sandra has reviewed those. I have attached to the packet the road name standards and um also the road name the meanings of the different um suffixes as you had asked to have that in front of you. So I have both of those attached along with the application. The application has met all requirements. Sandra has reviewed and finds no conflict with existing names. Staff recommends approval. Thank you. All right. Um so um other discussion of the planning commission CIP projects. That's me too. Um so as you guys discussed at your last workshop um we had two submissions for the CIP projects. There were some minor changes through that discussion. Um the items that you have at your desk, the highlighted areas are what we had changed in the discussions to input. We have discussed with budget the proper way to get these formally in the system and we will be taking these items and inputting them into the system with the changes. Um tonight, if you see any issues or other language that you want added, we can add that now because we'll be inputting these in the next few days. Um, also it will be up to the commission here to prioritize these as your number one and number two. Once again, we'd like to thank Miss Kurigan for her time and effort to prepare these and to get them into the system.

So, since you don't have five, we could we're sending them both regardless. So, if you don't want to pri prioritize them, you don't have to because we're under the limit. But if you wanted to to put a priority over one or the other to when we submit them over to the full body, um no matter what you do, they will be added into that group that you will see back in April.

So really there there is no real need to prioritize them now that I I think about it because you're only sending two. They're going to be put in the list and then you come back with the whole group to prioritize the whole group. So um the biggest thing tonight would be if you guys glance over the changes that staff has made to make sure that that articulated what you wanted in there. And then Jennifer will be um she's been kind of volunttoled to work on this project of inputting them into the system to get them finalized for budget. So I appreciate her help on getting those done too.
