2026. We want to understand your priorities and ensure that we have a code that is in accordance with the form of development that you want, the form of your city at this time. So, we are not just giving you one of these codes and dropping it on you. This will be a Lancaster code. I am accompanied by Christian Nasman. He will help with project management and also involved in the arrangement of documents. Rick Richardson is a senior advisor. He has more than 25 years of experience in working on comprehensive code innovation. He actually leads the high school zoning regulation project. Holly White is our design leader. We will provide you with a set of very visual new regulations with many graphics depicting complex zoning concepts. So he will lead it. And Jasmine Pritchard is our GS coordinator who also helps. So I want to take a little time to discuss the scope and schedule of the project We have a very structured process because we think it's important to start from scratch understand what your priorities are, and also begin to involve the community at the beginning of the project and continue it until it is completed. One of the key elements of a project that we think is very important is transparency to ensure that everyone realizes what is happening and can understand how it will affect them. So, we will discuss each of these six separate phases. However, before doing so, I want to talk a little about the involvement of the community in general. So, this section, as we will discuss in a moment, covers the comprehensive involvement strategy with the main contact points in all projects. As you know from your agenda, we will hold an open house. We will leave the meeting after we are done with this presentation. Okay, we have an involvement. Immediately in each of the main phases, sometimes several times, and there will also be an opportunity for involvement from you. We really want to hear from many citizens, and you can see all the different groups that are part of this project. We have a staff group. So, alongside the core project team, including Betsy, me, Chris, and Kristian, we have additional staff that we meet with staff in general work and planning that all bring a different perspective on land development and we want to ensure that it is included in the renewal of regulations. City Council and Planning Commission, we appreciate your input as people who will review the final regulations before adoption. We want to hear from the people and stakeholders about other important things, because we want this to be a revision of the regulations that reflects the preferences of the entire community. And we have also formed a community advisory committee. This is a group consisting of around 14 people who will meet with us during the project. This really represents various layers of society and not only shares their priorities at this stage, but also monitors the work product when we produce it and provide us with input. So let's start with a general picture of project planning. So we are actually in the first phase of project initiation. We have reviewed your regulations at this time. We have started public involvement. We have set up 9 focus groups with various community members. We have met with community financial committee. We have met with staff. We will present this to you and we will hold open house. This morning we do office around the city. So we have to better understand some of the development challenges that you all face. And as part of this phase, we have also launched the Lancaster by Design portal on the Lancaster Engage website. The purpose of this phase is to understand everyone's priorities for this project. You have innovation, the latest comprehensive plan that provides very good policy guidance, but we also want to understand some other priorities for this innovation that people have. Which part of the rules works well and they want to maintain, and which part of the rules that they need to be updated to meet the needs of the city. We will take all of that input and synthesize it into code evaluation. So the evaluation will be an analysis of your current generation rules and your current land subdivision and development rules. See it through all the lenses that we learned in the first phase. If the regulations are really in line with the policy and other preferences that we have identified in the first phase, we will state them and aim to continue them in the updated regulations. If there is a part of the regulations that is not in line with the direction of the policy, we will state it as well, and we will give one or more recommendations on how it can be handled in the updated regulations. The second part of the evaluation after this evaluation is the big annotation line. This big annotation line sets the recommendation of the regulation organization, which is updated if all suggestions in the evaluation section are adopted. So after we issue a public assessment draft, we will be back again. There will be a community survey to collect feedback from the community. We will meet with the community advisory committee and we will hold a direct involvement round. And we have worked with city involvement staff to find out, you know, what will be included based on the type of feedback that we will look for and the best way to involve the community. As part of the second phase, we will also prepare an official map. The official map is a document that identifies where the city has, in general, infrastructure priorities and public facilities. So, the highway is the route that is desired, so that when the development application enters the city, the developer will be told that the city wants to provide an important road connection or highway, so that it can be integrated into the development project. After the evaluation is complete, we will evaluate the feedback, meet with the staff, identify whether there are any changes that need to be made to the order path that is identified in the big line of annotations, and we will move on to phase 3, namely the renewal of the regulation order. So we will arrange it in two separate stages. Basically, we divide the zoning and saloon regulations into two. and we will release public drafts from each stage. At each stage, we will do another round of involvement. There will be a community survey, a chance to participate, a direct opportunity to give feedback. We will meet with the community advisory committee. And there is also an opportunity for city staff to complete projects like this, the involvement that we lead, by going directly to the community, attending festivals, meeting people where they are to tell them that the project is in progress and asking for input about the new regulations. At the end of phase 3, we will have complete zoning regulations, subdivision regulations, and complete land development. And we will get a lot of input from the public. Then we move on to phase 4, which is testing. And this is a very important part of the project because the zoning regulations that are updated and SDO will be a very long document with many related determinations. And one way we found to evaluate how well we have organized the regulations that have been updated is by testing. So we will take several development locations. The location can be a location that has just been built, a location that is waiting for a proposal, or maybe an empty location that the city wants to build. We evaluate how the location can be developed based on the current zoning regulations in Sawale, and how the location can be developed based on the new regulations. Because we want to see if we have reached the goal of the project and achieved the type of development that the city wants. We will prepare a presentation about the upcoming meeting. Once again, we will return to discuss further with the community advisory committee and other groups. In the end, we will meet with the staff to evaluate all inputs that we receive from the public, evaluate the test results, and identify changes that need to be made to the regulation plan. So at the end of Phase 4, we will receive all entries from the end of Phase 3. We will receive all entries from the end of Phase 4. We will include it in the Zonasi Regulation Plan in the balance and prepare what we call the Public Opinion Plan from the newly updated regulations. This is the version of the regulation that is ready to be submitted to the Planning Commission to be reviewed and recommended, then submitted to the City Council to be adopted. We will also prepare an executive summary to provide a general picture of the new regulations, which shows the substantial difference between the new regulations and the current regulations. As part of this, when the regulations are completed, we will help in the adoption process. However, we will prepare the final version of the adopted regulations and send it to the staff so that it can be codified. So there is one more set of tasks after phase 5. In phase 6, the first thing that will be done is to prepare the procedure manual and application form. The procedure manual is a kind of user guide on how to use the newly updated rules. You know exactly what will be included, something that we need to discuss with the staff, but will include information on how to do it. You can also include information on how to continue with the type of general development application, application requirements, special application. A web site to send a development application, a type of permit that you may need, people in the city staff who can be contacted if you have questions about the development application. This is a type of material that you usually do not include in the regulations because it can change. If you have a name and phone number, you do not want to include it in the regulations and need the city council to update it. We think this is a tool that can be very helpful in educating the public about how to develop and the main steps in the development process. As part of Phase VI, we will also prepare training materials and conduct training on the newly updated regulations. We will work with staff to identify what it looks like, but this can be a training aimed at staff, developers, land owners, and the general public in general. A little more about community involvement. You know, we have talked before about the importance of community involvement and building consensus through projects. Based on our experience, we are transparent about the progress of projects when people have the opportunity to give input and tell them that their input is taken seriously, it is very important for the success of adoption. There will be no more controversial issues that arise during this process, and the earlier we can identify it and try to develop a compromise or reach a consensus, the greater the possibility that when we reach the end of the project and enter the adoption phase, adoption will be easier. So, various project phases require various types of involvement. So that's what we're trying to do with the staff. We are planning various ways to spread information, but you can expect there will be an open house event like what we will hold in a few minutes. Direct meetings like what we do for many of you during the first stage of this launch, the workshop and the pop-up event. you know the purpose is to really educate the public about zonasi in general and about SDO in general and also tell them how the revision we made through this project can affect them and can affect the city once again there is a project website on the Engage Lancaster website you can find it there you can see there is a special tab there on the website We will update it as the project goes on with information about the renewal of the project status and all the results that we produce. This presentation presentation will also be available there, evaluation of the regulation plan. So that will be your information center about this renewal. So at the very end, I want to discuss some potential priorities that we have identified. This is based on discussions with our staff about your comprehensive plan and our advice on your regulations as well as our knowledge of the best zoning practices and the ways we think we can do to improve your regulations. So, a lot of this comes from, you know, we have learned a lot from meetings with community members, with meetings, with community advisory committees that are not reflected in this slide deck, because we have had many meetings over the last three days. However, we have identified several priorities from Lancaster in the future, as well as our research team on how the current regulations are arranged and arranged, as well as planned. So, we will briefly explain some of the priorities that we have identified, which may also be your priorities. First, one of the main planning systems identified in the comprehensive plan is to strengthen the environment and housing. We feel that there is a lot of room in the regulations to help with this by allowing various types of housing and summarizing the licensing process to facilitate the development of more types of housing in more cities. Expand economic opportunities. Houses clearly play an important role in this, so there are opportunities that we feel can encourage affordable and affordable housing. affordable housing, i.e. affordable housing for people with a certain income, but also affordable income, i.e. affordable housing at a market price that is also affordable for people who are not too rich, but only new developments with affordable prices and in the form that can be affordable by most residents. We have heard a lot about the accessories supply unit. We think there is a chance to clarify the process in the regulations. to facilitate various types of retail spaces, you know, in general, to facilitate business opening and also to update the living rules of the house again to facilitate economic space at home. Connecting people and places during group meetings is our focus. We have talked a lot about it. We think there are a lot of opportunities there. And there are access and road standards. I know the city is updating it now too. And we will ensure that it is integrated into the updated regulations. So that we have a consistent set of standards that fully supports not only people who commute, but also people who walk, bike, and use public transportation. grow more green. So we know that sustainability is one of the main priorities of the city. We have heard a lot about the interaction between sustainability and rainwater, trees on the road, and other regulations. So we want to ensure that we can maintain a focus on sustainability and greener growth, while eliminating obstacles that may be difficult to continue some of the developments that the city wants to see. So we will see it as well as eliminate some obstacles for the type of rainwater infrastructure with low impact and also consider regulations to protect the Kosoga River. Finally, building community and capacity. We feel it is important for the community to have a set of land development regulations that can be understood by the entire community, so that it is not a kind of black art that requires someone to interpret it for you, but as much as possible have a set of clear and understandable standards. So, if you are a landowner who wants to work on a small project in your property, if you are a landowner who wonders how a neighbor or someone at the end of the road can use their property, or if you are a member of the Planning Commission, a member of the City Council, a member of the Staff, or a developer, to ensure that everyone has the same understanding of what the zoning and SDO regulations require, as well as the route to get approval for a project. So we think there are a lot of opportunities to rewrite codes, add graphics, format, clean up, a lot of languages, make sure every usage is defined, just to make rules that everyone can understand. And we think, you know, we have talked a lot about procedures and requirements to go to various committees with opinions to get a certificate. We think there is an opportunity to simplify that procedure. So we have examples from other codes. Your code is currently on the left. In the other products on the bottom right. You know the use of tables that use simple colors and designs, as well as graphics that help illustrate the desired form of development in a district. So that's all we can say for the presentation. We want to give a little space now. I know you all have other agendas, but to see if you all have any feedback that you want to consider before we continue the development of code evaluation.
I have a few questions and if you don't mind.

So in step 5 you have mentioned the timeline and I don't remember if it's like 26 months, 24 and 25 months. So do you anticipate that at the bottom of step 5, that's where we will have the implementation of this new regulation, which means like signed, signed, approved by the City Council Planning Commission, all parties that need to be involved.
So the purpose is to have several ways, I want to answer it. So for this project as a whole, the purpose is to have a regulation plan, a public opinion hearing plan that is ready through the implementation process at the beginning of the year 2028. So around Two years after we started. We started in April.
So the end. Be ready to go through the implementation process, let's say early 2018 or around 2028.
The other part is that we have talked to the staff and we understand that there are some important issues that people have wanted to deal with since the beginning. Some of them are about housing. So we work with the staff. We will continue to work with them. They are to identify changes. What can we try to speed up and try to make it safe and sound in line with your current rules so that it can happen, you know, at the end of this year, early next year. so that some policy changes that we will identify in the code assessment and what we have heard from all stakeholders that we have found can become earlier laws and then we will continue and apply it in complete and updated rules in a comprehensive way.
And I have a question about that. Let's continue, but I will skip it because I think it will take time. So in order to save time, let's continue. Interaction space. Okay, I would like to ask you to consider the involvement with the local school district and involve children and student populations in our community as well as a bigger worship place or group that unites community members naturally. So it's easy to get their input. I think it's important for us to get as much community participation as possible in this process. In the process of participating in the community, you know, I am not involved in the place of worship, so I will never know if I will not go to devotion or anything. So I just want to make sure that there is a thought to involve the owner of the house who may not too involved in the city. So I don't know if that's it, you know, I went home a few days ago and there was a holiday that depended on my door. I don't know if that's part of our process. Okay, I just want to make sure that we deliberately try to maximize the opportunity to get community involvement. And then you have mentioned in some things, you has mentioned to make work easier. Reformation, proper zoning, so that businesses can be opened. And I fully support that. I think I just want to make sure that how you will make sure or make sure that the business is really in accordance with the design of the environment. We have recently experienced a situation where a business is opened in a block that does not provide any benefit for the owner of the business that is right next to it. So I just want to make sure that we are fully focused on supporting businesses that complement each other and really support the growth of our small local market. And lastly, you have the graphics included in the zoning training manual, maybe. I don't remember what it is. It's like the last slide.
Unfortunately, I don't have it. You know that the world is developing faster than I think anyone can predict in the end. So I just want to understand how you make sure that the graphic remains eternal from the point of view of design, because you know that design is developing, community development is also developing. So I'm just worried if something like that is involved in zoning regulations. How will you make sure that there is internal flexibility? I think individuals do not have to build exactly the same thing so that they have flexibility in what they do.
And you know, this is from other communities that have this example, from other communities that have a very different form of development from Lancaster. So we don't include this to imply that that's how it looks, but to show that that's the kind of illustration we include. We will ensure that our illustrations are consistent with the existing city shape and the shape of the city that is intended to be related to the size of the coupling and the return distance or not and the use of the building line. We explain that this is an illustrative feature and the purpose is to describe the standard dimensions of how high your building is. If there is a backward distance or if there is a building zone, you know the minimum-maximum distance that you can travel from the road to describe the action, and we will ensure that it is consistent with the type of development that you have. However, you are right that development preferences change over time. We will not promise that the development code that we give to you, which was adopted at the beginning of the year 2028, will last for 10, 20, 30 years. That is something that needs to be changed over time. Okay, but we will make sure that the city has the original graphics so that they can make innovations in the future when the preferences change.

I'm happy to be with you today. I just want to continue from my... So, from... From the perspective of the Planning Commission, from the perspective of time, when will we be involved in the following? Did you mention the KISATU-2008 that is currently being presented? Okay, we haven't set any kind of involvement in the coming phase. We want to try to be flexible. We don't want to promise something too much and decide that you know the form of the meeting or with whom we will meet. I think we will definitely get back to the evaluation stage and at each stage and present it to all of you. I think that's something that needs to be discussed. You know we can discuss it with the city staff, but I think it will be very helpful if you all also convey your preferences to the city staff. We are certainly flexible and hope to involve all community members as much as we can during the process. I think you have mentioned a little before about you will accelerate. I think you are talking about housing as one of them. I think that is something that we have talked about. There is no decision made yet, but if there is something that you think should be a priority, right? So I think with the two priorities that you may think of or consider that are still in place, I will encourage you and I am not at all a person who likes to delay the process, but I will definitely encourage the involvement of this team as much as possible. I am not afraid to get involved and really give feedback in any way. Thank you.
This may be a question for city planners and also you. When we look at the concept, such as what is the shape of the city's core, or what is the shape of a multi-purpose housing, and so on, I assume the regional regulations may also discuss the height. What is part of the regional regulations? There is a method that we will use to calculate city capacity in handling things like that.
Because I know that at some point we have several ambitious plans submitted to the city, and they can use things like water capacity or other utilities to say, you know, we will not build a 14-story building in this part of the city again. Is that something that we will discuss as part of this discussion or part of this plan?
That's actually not part of zoning. I mean, of course, you know the important considerations. However, if you look at zoning regulations like now, you will not find that information. So the starting point is, you know, the zoning regulations as they are now. And then to see what is lost, what needs to be changed, what needs to be changed, what needs to be lost, what needs to be maintained. So I will happily give it to Betsy if the answer is wrong. Good evening. I am Ben Morton, landscape architect at Airgas Associates, and we are the design consultant for the Lancaster City for this project. I think some of you may not be here in May, but we made the initial presentation of this project not long after we submitted the first proposal for our land development plan in May. And since then we have held a number of meetings that are very useful with city staff to discuss many comments that we got. And yesterday I was very happy to get a comment letter that was revised or updated, which most of the problem has been solved. I will tell you. That's what you all got at 7 pm last night. Together. But I think, Navin, if you want to continue to the next slide, just to remember what we are talking about. This is 150 Pitney Road, a combination of city elements. There is a purple water administration building on the right side of the screen, a Kondi Soga water processing plant on the west side. which is located at the southern end, there is a construction site that has already been demolished with color. In the remaining area, there is the Pinus Konosoga Park as well as a swimming pool and pool used by Lancaster Rec. We have one. It's further back, but it seems you don't like it. Okay, there is no big display that shows where. Place the elements that we have enlarged in the location. Okay, I can accept it. Roughly, the area that used to be a construction site that was carved with an old green color, I'm sure in the middle, roughly, was in the area between me. I think so. Let's discuss some of the reasons, because we have talked with the Public Works Department of the Construction Division and the operations that are causing this. You know, this is really a generation-wide investment in urban capacity to do maintenance, repair, daily necessities. You know, on urban property and also public roads. So, especially salt storage buildings, there are buildings that are in bad condition, but can only hold salt for, I'm sure, two small snowstorms, maybe two-inch-high snowstorms. And after that, the city tries to get salt while we are still in the middle of the cold season and other things may happen. This facility will make it possible for you to know the need for annual salt that is generally bought in large quantities, which is cheaper and then available. Storage buildings will also help store various types of equipment that you may not always think of. But everything that is used to cut grass in the city park and other facilities, cleaning the leaves, doing various types of cleaning, and many of these tools at the moment, the way of storage is very inefficient, and this will make it possible to be protected and handled in a much more efficient way. And once again, with the expansion of the construction site, there is a consolidation of materials that are used by the city to make this effort more efficient. I think maybe it's just to highlight something that has really been developed since before. If you look at one more slide, I think we have realized through this process that the city's rainwater regulation does require the construction of riverside paths in a flood zone as high as 100 feet. There are several other nuances that are outlined in several areas where the flood zone is not determined. So this colored area will be inserted into the corridor on the side of the permanent river, which limits what can be done in that area in the future. Then, if we continue to the next one, there are other elements here. There are many trees that are planted in the development site. by planting a number of general-sized trees around the building area, then through coordination and enthusiastic support from Rimbawan Perkotaan, planting young trees in rainwater ponds. So this will not be a mixture of grass fields or grass ponds, but there will be many areas where we plant trees in those facilities, will bring us to a certain point from the day of the replacement of the important plants that are needed for the project. However, by understanding that not everything can fit into this map, the green area will now be part of the forest management plan that is being developed by the City Council and there will be a block at the top of this bar that will record the date and the action of the plan. However, it will allow The planting of additional trees to fulfill the requirements of other important trees in the forest that are already there, which have been recorded by the City Council, are not too productive in terms of ecological services, and there are other species that need to be introduced, and instead of doing it with ordinary trees, two and a half inch trees, which we do for the replacement of important trees, replacement, it would be better to do it with how to restore the ecology by planting smaller trees that will be managed through urban revitalization, and I create a vision for sustainability and the working environment. And I will also note that the forest management plan is a key element of the non-structural BMP that is used in this project. So, even though there is no certain volume of credit or something in the rain, the progress of the plan helps to meet the requirements of the green infrastructure design manual.

I have a question. We lost several hectares of property, which is the Kenostoga Pines Park, and I really opened up a plan, the Kenostoga Pines Engage, in Lancaster, which was involved a few years ago, and the plan was successful. A large garden in the picture and has an area as a garden that is now used as a salt storage warehouse. So we lost the garden and I thought buying used goods at discounted prices was a good idea and placing equipment inside that will extend the use of it is a good idea, but I'm also worried about the lack of green spaces. And I know we're talking about this in May, In addition to managing the forest better there, which is a forest that is quite muddy, there are not many good ecological things that happen there. That is the habitat and used by the residents of the city. And I think I want to see the city as a separate property. Like owning a park. And maybe I don't know that. Like I don't want to keep losing the park. I'm worried about watching that.
What I mean is, what we have done, I brought it back after listening to it for the last time, and part of what I heard was a guess that you know this is not a facility intended to be expanded in any way. This is really something that is being done now, and even from The point of view of funding, like when I used that phrase, like this generation's investment is not something that the city will be in a position to say, we really have to add this. And that is part of the strategy to define very clearly in this plan, both the river corridor area and the forest management plan is, in my opinion, to strengthen more in these documents, what the meaning of the area is. Additional restrictions. So, there are additional restrictions outside of the water and rain restrictions and the restrictions on the control of erosive sediments related to the right to cross.
Well, and I know another element is that it places the city in a position to monitor the area for invasive species and then manage it. That is one of the key elements that I remember from the requirements.
It is said that because of the nature of the project, there are some limitations that are required. Can you explain it?
Of course. So, and I think a number of these things can be grouped together. There are a number of requirements related to the requirements for the improvement of the general face of the road in connection with the explanation of the road, the sidewalk, the sidewalk, the sidewalk, road closures, and things like that. And those things are actually discussed, you know, among various departments at the beginning of the project. And what I noticed was that the changes in Pitney Road were not desired by the city, and especially those related to sidewalks and the improvement of footpaths. And remember the path that comes out from the west side of Pitney Road. To add, there will be additional forests that are lost in that area. So there is a group there that discusses a list that is called improvements that are needed, which covers a number of those items. However, it is the sidewalks that are limited, the sidewalks along the road that exist. The crossroads and crossroads of the ADEA road are again considered by ... I think in some of these things, especially CSD Davidson feels that we need to look for lightness for that.
