planning commission meeting of October the 9th, 2025. Let the record reflect that commissioners Vilwok and Standard are not present and all the other commissioners are here. And Commissioner Greyel, will you lead us in the pledge of allegiance? At this time, members of the public may address the commission regarding matters not on the agenda and within the jurisdiction of the planning commission. Comment shall be limited to three minutes per person. If you would like to make a comment, please fill out the speaker card and submit it to the commission secretary. Speaker cards are available at the agenda review table by the entrance. Madame commission secretary, have we received any speaker cards?
I have not received any this evening. Thank you. And then this is the time for the commission to consider matters listed under the consent calendar. Have we received any comments from members of the public on the consent calendar? None received. Thank you. Yes. This item is a use permit for a request to operate a commercial school for youth musical theater and Sierra Mara Solless has a presentation this evening.
Good evening, Chair Lorden and commissioners. The item before you tonight is a user permit for a commercial school in a business park on Burbank. The proposed use is to operate a commercial school, Ovations Performing Arts, in an existing 4,243 square foot building within a business park. The school would provide a youth musical theater and acting conservatory, which includes instruction on acting, dancing, and singing. The school would host year round classes and be limited to a maximum of 25 students. The school plans to conduct classes on weekday afternoons and will be closed during the weekend. In addition, the school will offer summer classes throughout the ye the week during the summer. Moreover, the school will host two to three recital will host recital two to three times a year on Friday evenings and the weekend. All proposed activities will take place solely within the interior of the building. Additionally, the interior will be modified as shown on the graphic to the right to create a 1,170 square ft rehearsal space and two storage areas with two more storage spaces on the second floor. Please refer to the table on your screen to see the hours of operations. The commercial school would host class Monday through Friday from 4 to 7:00 p.m. with staff arriving no more than 15 minutes prior to class time. The commercial school would not operate during weekends with the exception of the 2 to three recitals per year. Furthermore, the summer camp would take place from 10:00 a.m. to 3:00 p.m. with two instructors. The site has a general plan designation of industrial. The zoning is industrial within the foothill planned community. The proposed use of a commercial school requires approval of a use permit by planning commission.
The commercial school would not interfere with the existing use as they would only be operated within the interior of their building space during which time other businesses are closed. Moreover, the existing adjacent tenants do not operate during the hours of the recital for the school and are closed during the weekends. Depending on the occupancy established by the building code will determine how many performances within those two to three yearly recitals will need to be take place for guests of up to 100 people. The 4,243 ft building for the commercial school is entitled to the use of 11 parking stalls. A commercial school has a corresponding parking requirement of one parking stall for each three student capacity of each classroom plus one parking stall for each faculty and employee member. With only one classroom, a max of 25 students and two instructors, the required number of parking stalls would be 10. Thus, the school would have one additional space more than is required. A condition of approval is included in the attached resolution which specifies that there shall not be more than 25 students and two instructors during any theater arts class. Moreover, the tenants have agreed for the commercial school to utilize 70 parking stalls two to three times a year during their recital performances which occur during Friday evenings and weekends. Therefore, the proposed used would not create parking deficiencies for the business park. Accordingly, staff is recommending that the planning commission approve the use permit and adopt the corresponding resolution. The property owner could not be here today as they are teaching a class at their current location outside of Lake Forest.

Francisco, this is just for my own edification. You noted that the neighboring tenants have agreed to allow for the use of the public um the parking spaces. Is that documented anywhere or is it just a verbal communication? Just out of curiosity. Yes, Commissioner Bahas. Um there are there is documentation. There's several docu signs. Okay. That provide the number of stalls that will be shared during these specific times of the year. Awesome. Thank you.
Just just a comment. It looked I mean they're they're basically kind of uh off traffic with with the nature of the businesses during the day anyway. So from a compatibility seems like uh just an observation fact it checks all the boxes and complies to everything. This is a should be fairly easy uh approval. In which case in the appropriate time I I'll make a motion to approve. Yeah, I did notice that they run from from 4 to 4 to 6 or 4 to 8. Means that probably the earliest they would be in the parking lots 3:45 with their instructors. So that shouldn't be too big a problem. My old office that I had a problem with the dance studio across the way. They were there at all kinds of crazy hours and they had lots of cars. But that's a different situation. Okay. If that's the case, I'll close the public hearing. Do I have a motion to consider approving this item?

Just as I was talking earlier, informally uh going just aformational working with the Urban Land Institute ULI process for a technical advice, a technical assistance panel uh with a city far far away from here. uh was a very interesting process in terms of faring out uh uh some wide ranging planning, community development and economic development issues as a fascinating process for anybody um that is interested in that process.
