All right, we'll get rolling in. Okay. All right. So, um I'll call this special meeting of the Lake County E911 Authority to order. Uh it is 1402 August 8th, 2025. Uh does anyone have any changes to the agenda? No. Okay. No changes to the agenda. I'll make a motion to approve today's agenda. Second. Any further discussion? Hearing no further discussion. All in favor? I I All right, the agenda is approved. Move on to item two, director's report. We'll start off. Um I don't I don't have anything. I don't have anything today either. Okay.

All I heard is if I had something and I wasn't sure about what? Okay, we just went through we're just going through director reports item two approve the agenda and so we went through and none of us has anything for the director reports. Um so just uh we routinely ask you if you have anything to add to item two under director reports and was curious if you had anything today
like anything in what in what way? like operationally. Yeah. Oh, um I sent you all a thing for rapid SOS. Yes. For you guys to look at to see if that's some things that we want to implement to make um things easier for the first responders and they can access and look at what's happening real time with calls and stuff like that. I I would just like you guys to look at that from rapid SOS and make sure it's on your site. Okay. I I'll flag that email. Thanks for the heads up.

Okay. All right. We'll move on to item number three, public comment. These are for items not on the agenda. Uh, the authority board will go into executive session for discussion of personnel matter related to the E911 supervisor under CRS 246424F. Um, Paul, last I heard it was unconfirmed if you wanted this to be executive session or public. Um, what's your what's your call?

Okay. All right. So, we will not go into executive session, but we'll still still talk about the uh the personnel matter related to the E91 supervisor. Um, we have a letter from HR that we're going to read to you. All right. Uh, let's see. Oh, let me hand the letter out to the other board members. All right. Now, uh, within the past month or so, a complaint, this this this this is twofold. We want to advise you of an investigation. There was a complaint filed. You're the focus of that investigation. It's an internal investigation. It's an administrative procedure. And uh so we want to advise you of this investigation. Uh I I was given some details of it, not significant details of the uh complaint from Chief Daly. And then after I was uh identified as a person to be on the personnel committee, myself and uh Chief Daly got a second complaint uh that provided great detail to more allegations of policy violation. So, um I met with HR uh to discuss this situation and uh there was a concern about uh you not being on paid administrative leave during this investigation. So, uh HR assisted me in drafting a letter that I will uh now read to you. Uh this letter is to inform you that effective immediately, you are being placed on paid administrative leave pending the outcome of an internal investigation into allegations of wor
workplace misconduct involving a potential violation of board or county policy. Your leave will begin on August 8th, 2025 at the conclusion of this meeting and will continue until further notice. And keep in mind that this needs to be voted on. All right? and we're uh so we're going to take a vote on this ultimately. So I'll continue with the letter. The purpose of this leave is to allow the board to conduct conduct a thorough and impartial investigation into the matter while preserving the integrity of the process and ensuring a safe and respectful workplace for all employees. While on administrative leave, you will continue to receive your regular pay and benefits. You are not to perform any work rellated duties, access any company systems, or access any work premises unless accompanied by a member of the board. You are expected to be available during regular work hours should you be contacted for any reason related to the investigation or for inquiries from the board in relation to to fulfilling supervisory duties within the Lake County Emergency Communication Center. You must maintain confidentiality regarding this matter and refrain from discussing the investigation with subordinates. We understand this may be a difficult time and we emphasize that no conclusions have been reached regarding the allegations. The leave and investigation are standard procedures intended to ensure fairness to all parties involved. You will be contacted by Lake County Human Resources shortly to schedule an interview or provide additional information as needed. We aim to conduct the investigation promptly and thoroughly and will notify you once the determination has been made. If you have any questions or require clarification, please contact any member of the board or interim human resource

Um we will uh there's going to be if this is approved through the voting process going to be a lot of questions that we'll answer uh from a management standpoint of what tomorrow looks like in the next day and so on uh for the dispatchers out there and we'll we'll follow up with you guys to make sure you guys have everything you need and you're covered. We've maintained that throughout. Um and there is an action item is which is to uh consider placing the dispatch supervisor on paid administrative leave until further notice. I'll make that motion.
