This is kind of a housekeeping item that needs to clear up an issue of a parcel that was to be dedicated decades ago for the public right of way at the North End Of 13th Street by Hyde Avenue. That's necessary to complete the transaction of vacating part of the right of way for Badger corrugating along the West Side Of 13th. So this kinda has to happen first. Again, just a house cleaning item.

Good morning, Board. The reason purpose for this resolution is after five years, we're nearly completed with the wastewater treatment plant upgrade. As we get close to the end of this project, it was a $65,000,000 upgrade at the wastewater plant, and we're over budget by about $120,000 on a $65,000,000 project. So we need to increase the value of the contract so we can close out this project. The the resolution to move funds over to cover for this will be covered by the Clean Water Fund, in the end to be reimbursed.

Like, we have to figure out a way to promote this so that the citizens recognize what this upgrade means for the city, Especially recognizing the fact that we are able to now, correct me if I'm wrong, but we're able to use our own methane to create electricity for the entire wastewater plant now.

For about forty days now, we've produced our own electricity, so we're not purchasing XL energy or electricity at this time, burning methane gas that were produced by the anaerobic digestion process. We're also drying bile solids currently as we speak for class a fertilizer, using the heat off the cogen to dry the bile solids, heat the digesters, and heat Campus. So that's where we're at today, and we're meeting low level phosphorus limits and regulations.

I snuck up on you. It's my bad. So during the design process, our consultant engineer that we hired to do the design identified these four parcels as parcels that we needed to acquire easements from in order to install the new 24 inch water main along Highway 16. So this has been a quite a long process to acquire these easements, but we finally received sign offs from the four property owners. And the this the check request document shows the agreed upon amounts that we've signed for.

So the current design, we do not need any more easements. We've acquired all that we need with our current design. I guess that's not to say that with unforeseen conditions in the field, we might have to alter the design, although that might be unlikely in my opinion. I think just due to the kind of condensed nature of Highway 16, it's pretty there's limited real estate out there and due to some existing conflicts with utilities, the design that worked for the new pipeline was unfortunately we needed to acquire easements in order to properly install it.

I think along state highways and other or busier roads, I guess, could say. It's pretty fairly common. I know through this process, Stephanie Swart has told me that for the South Ave project, La Crosse Street project, had to do require many, many easements to in order to complete the work. So it's fairly common in my opinion.

Thanks, mayor. So, by code, the city of La Crosse restricts certain noises and certain activities from 7PM to 7AM. And anytime that we anticipate, construction going outside of those hours or if there's necessary coordination, say, on a large state highway, to do nighttime work or work outside of those hours. Sometimes it's concrete sawing. Sometimes it's excavation that that can't be done during the day, for one reason or another.

We're required to come here to the board of public works for an exception to that. So those requests go through the clerk's office. I believe the clerk's office sends those notices out. We have to issue a notice for a hearing here to to get input from the public as needed. we've seen a a in of we've lot of at the past. Wastewater plant. So we increased a digester the capacity, which means solids loadings to the plant. So now that, that's said and done, we want to hire Donahue to rerate the plant. What that means is we want to take a look at all the loadings coming into the plant, how we convert that to solids and where the solids go to ensure we can increase or handle loadings of solids.

So currently, our wastewater plant has BOD loading. We use biological oxet demand as a loading rate to the plant. Right now, that's 29,759 pounds per day. And if you noticed our CEMAR last year, we took a hit on that at a letter score, maybe a D or an F because we exceeded that. Now that we have the upgrade completed, we want to rerate the plants.

We want to hire Donahue and associate to rerate the plant so they can do all the mass balance for us, do all the calculations, submit that information to DNR so we can move the plant up to maybe 40,000 pounds of BOD, which then helps compensate or account for that loading coming into the treatment plant. So the purpose for this contract with Donahue is to re rate the plant, get that information to DNR so we can have that increased value or that capacity without taking kind of a ding on the front end of the plant. We have a lot of hydraulic capacity We can pass 35,000,000 gallons of sewage to the plant on a daily basis, but we have that limit on BOD to the plant. So we're looking at to rerate that utilizing Donahue's services.
