It is defined in the General Law, 283. A system of one or more fixed or mobile cameras, automated at high speed, used in combination with computer algorithms to convert images from registration plates into readable data by computer. This does not occupy a traffic control photographic system as defined in the GS61 standard. by the International Association of Police Chiefs of the IAP. They are in a way what they describe as an ALPR system.

The IAP systems work to automatically capture an image of the registration plate.

They transform this image into alphanumeric character with the help of optical character recognition of a signed software.

We are talking about the number of plates that there are, or several databases of suspected vehicles.

When a suspect vehicle has been observed. the systems. It contains the geographical coordinates of the place where the image was captured, the date, the time and the register. The system does not call anyone. It does not access personal information of anyone by means of its character analysis of the registration plate.

The data captured by Uniter API itself is entirely anonymous.

Officers can't identify the owner of the vehicle by asking for a government-based and secure database containing the records of the vehicle's registration plate, which restricts the vehicle's registration plate, which restricts... ...as well as the International Association of Police Chiefs, which describes what a RAPI is.

The LPR technology started around 1976.

It became more common when the law enforcement forces made their appearance in the 2000s, partly because the technology had decreased.

It was one of the main obstacles to its launch because its cost was very restrictive. National security, the fight against terrorism in the United Kingdom when they introduced us for the first time, the location of stolen vehicles, the location of people searched and the supply of tracks in criminal cases. LPRs are either fixed assets, usually mounted on a pole or a fence, or mobile assets placed in or on vehicles. The high uses that are linked to the application of the law include retail stores that use them at the end of marketing, the conversion of data into information on the behavior of customers, demographic data and the frequency of sales, as well as the measurement of peak hours, the management of parking, the aid to the payment permit, the application of the law, the application of the law and the security. With this money, the city bought two cameras.

We don't put it everywhere. This simply allows you to know which vehicles entered or did not enter the city at that time. Then all the other elements of the list of hot spots I'm going to talk about.

Well, at that time, we went from 14 cameras to 2 cameras. In 2023.

This has an impact. Take an example of this. Being able to do this and having the entrances and exits of the street allows you to know who is entering and who is leaving.

Please understand that I am talking about a vehicle. We have no idea who. That's what I'm referring to. So we know which vehicle it is.

This allows us to better understand where and when a vehicle is on our territory. A good example of this was produced a few weeks ago.

The car was stolen from us at the tourist information center here. An agent got on site, took the report, put a search warrant on the vehicle and was fired.

The police officer who worked there heard the search warrant.

He entered the vehicle in their LPR system and immediately indicated that this vehicle had recently passed through one of their readers, LPR.

He transmitted it by radio and told everyone where the LPR reader was.

And when the vehicle had passed through...

This left the police and police officers who were looking for the vehicle to get into the area in the 5 to 10 minutes following the verification of the LPR status.

He located the vehicle with a minor driver sitting on the passenger seat.

Fortunately, he was there.

They were able to get the suspect out of the vehicle, get him out without any damage, and more importantly, no one was hurt. You know, if someone in your head runs away in a stolen vehicle during a chase, you know, when he's young, there are a lot of risks and things go wrong. To get back to the impact, we had double cameras around the US 158 in Bardo and we cut our LPR in August. There was always a camera. Now, there is one. When you arrive on the US 15 or the US 158, entering in Keeney Hall, leaving the White Bridge, like the discussions you had with the firefighters, what an agency does often has an impact on other agencies, because we depend on each other to carry out our missions. A well-thought-out and planned system reduces the redundant applications of the readers, which could reduce the number of LPR readers. That's a little bit of the impact.

How does the system work? The upper system is composed of a camera connected to a port.

The anchor point is like a router that you would talk about on your usual internet. It distributes this information.

The camera takes a photo of the vehicle on the image board. The photo and the data are sent to Houston, where the servers are located.

Our system is a camera. Leonardo LPR. Lag is the name of the server, or system, in which we store our data.

Each agency has its own code. But all the data is stored under the service.

In Houston, these are the high-intensity drug trafficking zones, which you had already heard about, created by... Each state has one. These are federal services in charge of the application of the law... ...in charge of fighting drug trafficking and other types of... ...people are assigned to the office of Justin Aida to manage... ...they work daily with the system ensuring that it works correctly... ...they perform audits on users and data, provide training, access... ...and ensure that participating agencies respect their policies. All this is done for free for the city.

Given that states have data conservation for two years, the date of data conservation must be set. The states that require lower data conservation must inform AIDA and modify the period of data conservation of the agency to 5 years.

The North Carolina law allows data conservation for 4 years. To preserve information for longer, an agency must obtain a perquisition mandate of the state, a federal perquisition mandate, to make a conservation request. In a statement written under oath to the data depository, it must indicate the location of the LPR, the registration plate, the duration of the conservation of the data, and the specific and articulable facts showing the reasonable reasons to believe that these data plates are important for a criminal case in progress or an investigation on a missing person. The police service of Kitty has set our conservation period to 31 days at least, which was required by the state.

The data captured are compared to the list of people searched created by the LPR.

These lists of people searched are updated every 12 hours. The list includes information about stolen vehicles, stolen vehicles, stolen registration plates, people searched, protection orders, protection orders and missing persons. Announcements can also create their own list of people searched. When the registration plate corresponds to one of the registration plates of the list of vehicles searched, if the system is deactivated and you are watching it, you receive an alert on your computer informing you that a registration plate has been signaled to the system. A single alert does not allow an agent to take the slightest measure. The alert simply means that the agent must verify that the alert corresponds to what has been captured in the system, namely the registration plate, that the new rules are correct and that everything is translated as expected. The state where the registration plate is supposed to be. So you can have a Virginia registration plate, a North Carolina registration plate with exactly the same data, or funerals, right? If your vehicle you're looking for is a Carolina du Nord registration plate, which is a Virginia registration plate with its numbers, you have no authority to act.

You don't have any corroborating information.
