Thank you. Good evening. I am representative Susan for Kelly, Rockingham district, nineteen Hampton falls in Kensington. Recently, I was made aware of in an ongoing environmental investigation at the unit till property on drink water road. several private water wells located on Drinkwater Road were sampled for PFAS and the subcategories of chemicals known as PFOA and PFOS, and these are commonly known as forever chemicals. Private well owners of the property located at the proposed test sites were notified and informed of the ongoing well monitoring program. The situation is complicated and has caused many questions. The town of Kensington is not responsible for the investigation, testing, or any potential remediation efforts. However, the New Hampshire Department of Environmental Services is responsible and has assigned Drew Scott of the hazardous waste remediation bureau as project lead for this investigation. I spoke with Mr. Drew to understand the current status of the testing and next steps. It was very complicated. I asked him if he would be available to attend a Kensington Select Board meeting to participate in a 30-minute question and answer discussion. He agreed and suggested that Thomas Murphy from Unitil and Michael conorac from gza also attend so my ask to the board tonight is is if you would be willing to host a 30-minute session for residents to ask questions to this panel of experts if you agree i will coordinate the date and other logistics with the board The advantage of having the discussion at the beginning of a board meeting is to provide residents with access to these experts and a recording of the discussion to be viewed at a later date. So, my ask is please let me know how to proceed to coordinate this discussion. And I really appreciate your attention for this very important issue. Thank you.

We will move into our agenda. I do want to note on the agenda here, we have noted that the waiver that the library had requested, we'd initially put this in that meeting on the 27th of July, said we were going to discuss that tonight. That waiver has been withdrawn by the library. So we are not having that on our discussion tonight.
So with that, we'll move into department heads.
you know how quickly it's more for search and rescue and it's not as it's been quoted to look in people's windows and look at people's property is this procedures and policies that go along with that you know, I'm looking at it as how quickly can we retrieve somebody when you put something up in the air and see, you know, the heat detection over putting people on the woods and you're looking at for hours for stuff as we have in the last couple of weeks, we've been stuck on the woods looking for people, but obviously the drone is going to find it much faster. And, you know, whether someone else has a drone or not, the availability is more important to how fast I can get. So, again, I'm going to look at it, I'll do it as a Warren article this year.
But I, I will address it at some point. Besides that, nothing else will respond right now.

Um, information meeting on September 10th for town officials and the area towns that are involved in the program to discuss the current program and what the program looks like in the future. Great. In October on the 3rd and the 4th stratum fire department is hosting a class on world water supply. We will be participating with our tanker in that drill. It's a classroom and a drill all weekend. So the 2 days. Which will be great and give us some practice with our new tanker and learn the ins and outs of water supply with our mutual aid partners. That's it for fire. uh eoc um the next seabrook drill is on the 23rd it's a morning 8 a.m to 1 p.m this is the graded one this is all we get graded by fema so it's kind of important that all the players show up for this one so that's important coming up and another note for eoc we had two members of the fire department Step up one went to right off training. So I'll have another rate off officer, which is great. Um, and the other 1 is, uh, prepared.

So that's, um, they, they. Issue you your iodine pills, they, they do the scanning. So if you come in off the street, they'll scan you with the wand to make sure you're not radioactive and, um. And then they fill out all the forms and stuff. So that's a call. Um, the other member is, uh, will be attending, um, a web class and that's our new clerk. So she's going to attend a class. So she'll be able to. Understand the States, uh, web program that. Uh, you can talk to all the, uh, and the state and the state. Um, she's going to go and understand that program. So that's great. It will take place Wednesday morning here in the main hall. I'm not sure how long it'll take us, but, um. I will probably close my window. From 9 to 2, and then just be open the evening. Um, so this is a report from the road manager that, um. Well, this one has completed the overlay on Stumpfield road along with new gravel shoulders. We use stone shoulders on the steepest part of the project to mitigate erosion issues. Olivia Lane has been reclaimed and repaved with two and a half inches of base asphalt, but still waiting on the gravel shoulders to be completed in the near future.
And then we have a tree issue on Muddy Pond that we're taking care of.

Yeah, I think our question then is just that we need to decide if we want to do a public hearing. Or a warrant article, is that correct?
Yes, so the public hearing would need to be notified 10 days ahead of time. And I guess the downside of the warrant article is that it would not be acted on and then potentially not approved in March. So it's a significant lag for folks who are looking to do this.
Do you have thoughts on hearing versus warrant?
I don't have one. Preference over the other do we do we have anybody that's looking to try to. Act on the program sooner would we be holding any potential.
Yes, my understanding is that we do have somebody who's very interested in this. Potentially another another property as well.
I feel like public comment is appropriate. Um, I don't know why we'd want to warn article. There's no financial impact to the town in terms of. What we're signing up for, or I would, I would just open it up. And then say, you know, the people taking the, uh. Potential risk of the ones taking up the loans, right?

I would be concerned, honestly, not concerned, but for lack of a better way, the, the Warren article, you could have people who vote. 1 way or another, not necessarily basing it off of a full understanding of the program. So, I think the. The meeting may be a better approach.
I worry with everything that it never really ends up on the ballot that it might kind of get lost in the shuffle. If it's Warren article, whereas folks are really interested in kind of the hearing and have the discussion there.

Okay, so thank you window dressers. This is a nonprofit volunteer organization that is based in Maine and they, since 2010. been building window inserts for people. They're very cost effective. They pay for themselves in less than two years. And they do have a program for people sliding scale. So for example, I think that window insert would be $50 to put in. And it saves about $40 worth of fuel every year. So it's a co-op kind of program. And the people who want to have these participate in the building of them.
I finished and finished at the build. There's a professional manager for the house. If they can't participate directly, they can bring cookies. They can have somebody volunteer in their place. I think energy committee members will assist in the build as well. But I just wanted to let, you know, that's going on in town last year. We took some things to the library and they took them out because they thought it was a for profit commercial enterprise trying to sell people things. So they are trying to sell people things, but it's a volunteer, uh, not for profit and we're hoping to take this. More out to to people to show them what it is rather than just dropping off some leaflets. And I had a question I, I was hoping the rec chair would be here tonight. Um. The on the 12th old home days, what is that permissible to have a table like an energy committee table? where we can just have general information, but also talk about the window dresser program.
I don't see why not. I feel like they usually had that tyranny or there was like a, I feel like there's been times where there's been a company that's sponsored like face painting or something out of anything.
I mean, I know there's, I mean, there's space, I think, um, I don't see why not. It's a, a town supported event. So, okay. I think coordinating with the rec committee for to make sure that, you know. Yeah, I don't know if they could give you a picnic table, or if you need to bring your own folding to, like, all the logistics sort of stuff.

Do you want to look at the website content policy?

Yeah, I looked at it two weeks ago. I'm trying to remember it now. I think it covers a lot of kind of like, this is what we talked about what should be on the website around public safety, emergency notifications, health and welfare matters, road closures, legal notices, collection and town meeting information, board committee and commission meetings, announcements and other information is determined by the board of selectmen or town administrator. And then we've got the section that says that additional requests can be made, but it's at our discretion as terms of what should be up there. I mean, one thing I want to be careful of is that we're not putting so much up there that it's hard to find. And even in like the planning board meeting last month, week, whatever it was, they found several places where the ordinances were updated and then other places where they were not. And I think just capacity wise, I worry about having outdated information on the site. I don't know if there's a way to make like a document library kind of place where things would live that I don't know if that's harder to find if it's not on, say, the zoning board or planning board page. I'm just trying to find it. When I click on the website and you click on the boards and committees and there's so many links, if we're going to put information there, I want it to be accurate and easy to find and not overwhelming. I don't know if you have thoughts on what is manageable on that from the website administration side.
If you go onto the website and you... Let me bring it up.
There's different ways to link things when you're putting it on the website.
So if you put it on the front page, we just have to watch how we link things, that's all. So if we're able to put stuff on the front here, that's fine.
But I know what you mean, like if you go to the departments, The assessor's office, there's all kinds of, there's all kinds of links. Wow, so there is a lot of information on there. And I, if it's not department, I, I like to link it to the departments because if it's not department related. Sometimes it does get lost and that person's not looking to update it. Um, if we separate it into the department, sometimes that's helpful. I know you had some comments on how you wanted to do the planning board side of stuff. Um, was it keeping it department?
Or was there a, but it's mostly on the title. I'm changing the title to say 2026.
And then the main. The main department what it's for gets the document.
We also have another place called Forms and Applications and things like that where we can link it there also.
So they're always the right one there.
This one happened to be on a zoning ordinance. There were two different copies, one from 24 and one from 26. So when people were looking at it, they were looking, and the difference is very subtle in the two, but it's all about ADUs like that that changed.
so as far as as far as Yeah, yeah, yeah. We were able to make a budget. So the budget should be moved here. But these are all. and then you have all these things like too.
So it keeps rolling and as far as looking at it through the cell phone, but we were thinking that possibly we can just like 2026, 2027, if I would have like 80. So that we could link it so that every weekend there's 2027 and I'm on the spot and I can scroll through this and look at everything exactly.
So, I've spent a, I don't want to say an alarming amount of time. On our website and other towns websites. I would just note that. The, the, the, the basis of it all is that we're pretty much in line with, like, most other towns in terms of what is. On the site. My only thoughts on like, the policy portion is, you know, maybe. Having an area of things that can't be posted on, like, here, if it meets. So, I was just, I've given this a lot of thought, I think just maybe coming up some criteria that if it meets, it can be okay. And if it, or if it meets it specifically. Doesn't, you know, it immediately, you know, reject is rejected because of it meeting certain criteria. Would we be just on the side? I'm just curious because I'm still kind of. Are we is this when we be having this conversation if we weren't. Having requests right now currently from residents to have certain information posted on. Like, is this is trying to redevelop our actual town site right? Just because of how many things everyone has got going on policy. I think is extremely critical and important to have. I just don't like and having some of the stuff about the budget. I, I love the idea and having and having to redirect. But I don't know, like, we can need to reinvent our website at least not at this time with everything going on and. Some of the folks that I've been in contact with with emailing. Um, and they've given some requests, you know, I, I've asked for any good examples just to see, you know, hey, that this is how they do that. Like, you're asking for this. My concern is sometimes private information, or where are we like, to your emails have been going around where it's hey, are we allowed to share this? What can we, what can we not. And I can't find that anywhere else. And so when I asked for that on their information, that's where the emails stop and I don't just. Transparently don't get any response back where I get. Hey, thank you for looking into this, but I don't get the examples. And so I just think just, you know. Yeah, I think coming up with some solutions on how we can make it. Easier for folks, but I just think on the policy, maybe you also think of things that shouldn't be there just because. We've already had a lot of things in town where it's like, non elected bodies want to put things up and I think we've got to just be careful with what we allow because it sets a precedent.
So, yeah, we tried to bring it on to the department pages even. Um, so there's only 3 of us that actually do the website right now. And any content that goes on, so that we can kind of monitor what gets posted.
Well, and everything I just need the big thing that I see is the common thread across. There's just a lot of information to put on there. So it's never going to be this just super simplified pretty. Like, that's why every government website that has a lot of information to share and a lot of forms and a lot of policies. Yeah, there's just a lot there.
Yeah, anything that makes you think back to the person who came and spoke a few months ago about the AI tool that they built. Yeah, that because I'm thinking about everything that's in the annual report that you don't look at if that's not what you. Yeah, if you're looking for something specific, you might not think to look in the annual report.

And I don't know if that tool would provide that advanced search to be able to say this is where to pull it out.
Well, that was my understanding what and what he was describing. I see a lot of actually now, like, there's a lot of like, chat box that are going over sites. And so I think what he, every, you know, my notes were saying, like, ultimately somebody could just ask a question and it automatically knows to go and scrape everything. And it can kind of, you can almost ask it. Anything and it'll it'll because it's almost. Like, an assistant, what do you call it? He had a term for it where they an agent, but the agent goes in and actually is like. Almost like an individual going in and searching it for you and then giving your answer. So it could be something to. I think budgeting was the biggest thing that he came in. So, you know, it could be. Hey, this is something we can at least explore because he also was talking about some discounted rates in the beginning. Um, because of early adopters and trying to get more. Pounds to buy in so. I think maybe, you know, if it's something we're going to explore, you know, it didn't sound like it was a price that was set in. So, yes, yes, yes. Well, hey, people need help.
Okay, yes, I think he was offering it like a. Retrial yeah, if we could align that. Close to budget time that folks are looking for that information, they want to find the information for the budget warrant articles. Anyways. That could yeah, tuning.
Yeah, I mean, I, I appreciated him finding us reaching out and doing what he's doing. Finding other towns, you know, and it'd be good to to be able to maybe maybe we have him back. To say, hey, like, since the last time we had you in, what's the adoption been like, what's, you know, we can maybe follow up with some of those other towns and say, yeah. What's what's your experience been like?
Yeah, I have had a few other companies reach out to us and stuff too.

I'm happy with that, but having them being already pre-approved by the voters, I don't see a, yeah, I don't see a complication with that.

Yes, I did have 1 more thing. There was a request. There's a new owner for 53 cottage road. So, kind of one of the corner, so it's good. and access on Trundle Bend Lane and has an approved driveway. And I did want to bring that so that you knew that it was an approved driveway.
An address change from 10 Trundle Bend to 24 Trundle Bend?
Yeah, so I haven't talked to the chief about this, but Right now it's 10 terms of that lane that they have on the address of the visit line. So you would think it's up the outer. It should be 24 because it has 22 right next door, which is the house that's getting renovated right now. And then 22 is getting renovated, 24 would be the next one. So that leaves room, if they were to subdivide the rest of the lot, they can still go up with the numbers. Having it be 10 is very confusing for the owner of them. She was not understanding why in the sequencing of the numbers on the road, why it would be 10. And I couldn't tell her. I think that the owner came up with that. I don't think the town had her sign it. It was just a driveway.

We have, we have October and November to hold budget There are a number of ways that you can hold a budget meeting. Publicly, obviously, but you could do it one-on-one with department heads first and have like their reps go and see them first. I have done something else today, you guys haven't seen it yet, but like a process where the board budgets, see them and what we all kind of do, what you guys should be turning in and stuff. I did a, a sample, like, just a fill in sheet. You guys wanted to do something like that. I'll show it to you. Um, but it, it's just to keep everybody kind of on the same page. So the process on how the budget goes, you know, when we go through the budgets and what we actually do, what the responsibilities of budgets. because we have two new members that have never done budget. And I can understand it being kind of a daunting thought to go through all this. It's not that bad. I think just knowing where and when we like can get the detail on some of the light items so if it says say office supplies yeah like the roll up that we get I mean we know we can get that in the conversations but having that detail ready and available but I also don't want anybody to have to like recreate their budgeting process or like I don't mind if I have six different formats of an excel sheet or something like I can work with that
and then just look at the procedure to see if it makes sense to you.
