Kathy Denko, 3403 392nd Avenue, Burlington, Wisconsin. I'm a resident of Wheatland, Wisconsin. I'm here tonight representing the Defend Wheatland group, which is composed of volunteers who are working to stop a battery storage system from being placed in our township. We would like to thank the county board members for voting last month to resume the moratorium on the new bus permits for one year in Kenosha County. Our small town is rich in its agricultural heritage and tradition. We know progress is inevitable, but we would like to focus on positive and responsible growth through our small businesses and the jobs that they bring. Near to the originally proposed battery storage site, we have a growing set of small businesses which provide jobs for our community. A BEST system near that location, which is densely populated with an historic town, churches, schools, subdivisions, could hinder positive future growth in that area. We are also focused on avoiding potential environmental risks associated with a battery storage system project. The safety of all Wheatland residents is extremely important and a battery facility puts that safety in jeopardy. Again, we would like to thank Kenosha County Board members as well as other individuals in the county for your continued support. Please know we are here to share our knowledge, offer our support in building a stronger battery storage ordinance and are willing to work hard to defeat a potential best project in our community. Thank you guys all.

Hello. I'm Greta Brown, 6201 39th Avenue, Kenosha. Two weeks ago, a different resolution failed in committee and so couldn't be voted on by this full board. That one, recognizing June as Pride Month, is in many ways the same as tonight's resolution to celebrate the 250th anniversary of the United States of America. Both talk of protecting individual rights, both talk about strengthening our community, both talk of equality for all. And most importantly, neither need the recognition of this board because both Pride Month and the 250th anniversary of the U.S. of A. are being celebrated with or without our vote. Still, it's always nice to be on the right side of history. I'm sorry we lost that opportunity two weeks ago. Thank you.

I support the intent of having a responsible AI use policy, especially around confidentiality, accuracy, and human oversight. Before the second reading, I would like clarification on a few implementation points. How this applies to elected supervisors using personal devices or outside tools, whether public records and retention requirements are covered, because I did not see that, and what regular monitoring means, how the improved tools and exception process will work, who's responsible, who's going to make those decisions, is there timing around it, and whether corporate counsel has any concerns, as I saw no legal note being attached to this. This agreement would allow Kenosha County IT to provide ongoing IT services in the village of Twin Lakes. Under this agreement, County IT would provide desktop, network, and phone support, as well as strategic planning for the village. The monthly cost to the village is $2,400. That will appear as revenue in the IT budget, And many of you know that I was a former Village of Summers trustee, and we had a similar contract with the county, and it worked very well for us. The committee approved this, and we recommend approval of the board tonight. Thank you.

Yeah, this is just a simple resolution granting an easement to the Camp Lake Airport so they can trim hedges and keep the airport safe and operational. There is no cost to the county for this, so we ask for your approval.

Yes, this is a resolution about a partial of land swap between Kenosha County and the City of Kenosha where the Roosevelt Auto Body shop used to be located. There's contamination in the ground there and we need to clean that up. We've secured some funding from the state in the amount of $150,000. The estimated cost to clean up the property is around $250,000. The remaining funds will be paid for through a Monsanto settlement fund. so it shouldn't otherwise affect our budget in any way this did not pass unanimously in public works supervisor belsky was opposed to that just to make that clear in the record but otherwise we ask for your approval thank you supervisor meadows supervisor belsky thank you

While I realize this has been in the works for a while and our current administration inherited this IGA, I voted no because I'm increasingly concerned about intergovernmental agreements where Kenosha County taxpayers end up carrying the financial risk. In this case, the county would transfer the property to the city, forgive the $142,000 in delinquent taxes, and then remain responsible for major cleanup, demolition, and grant-related costs. I do support environmental cleanup and redevelopment. but I believe these agreements need to be structured more fairly so Kenosha County taxpayers are not consistently asked to absorb most of the risk and the cost while another entity receives the asset or long-term benefit. Thank you.

And everybody was on board and it seems that it's the great thing to do for Paris and for the county of Kenosha.
