Well, it's not on the agenda, so I can't talk about it. Well, I'd like to call to order the Thursday, Thursday, I'm sorry, I'd like to call to order the June meeting of the Park and Rec, as I mentioned in our meeting. to tighten this up i know thank you jay for covering for me and may we were up at my daughter's graduation and i know that you had a great meeting and so we did talk about our uh what we're doing tonight back in april where we're going to work the tent and of course it's a balmy evening so But I think it's fun that we're doing the jerseys, and hopefully we'll get some attention out there. And if I understand correctly, we have other things. Hi, Kelly. We have other things other than just do it trail maps and stuff like that.

Yeah, they've got some goodie giveaway items.

Yeah, so, I mean, we're there as an information source. People want to know what's going on. We can chat about all that.

Can I ask a real fast question? Because I've had it asked by the neighbors. What's the connection with the rangers? I mean, is there something they can look up on the internet or something like that?

Okay, I'm glad you asked that question. So the connection, and Cody, you can jump in and help me where I might go straight here. But there's no huge formal contract. It's a connection. It's an affiliation loosely. It's a connection where the Rangers have come in and made a connection to us where they have identified us as a partner city. The great part about that is it's more like an endorsement of the quality of youth recreational sports that we have out at our facilities. To that end, Rangers were willing to put their brand out there in And beyond that, we're hoping things will materialize. Like, you know, we're hoping that we'll see some ranger that we had, you know, actually on the day of the ribbon cutting, there were, you know, Kevin Lynch was out there and other, Kevin's been a great supporter of us for many, many years and lives in Keller. But, you know, we're hoping things will come from that, that, you know, down the road, but there's nothing that's been, But you heard the Vice President of the Rangers that was here, the Executive Vice President, talk about how excited they are to work with cities like Keller. It's not an exclusive, so if anybody asks about that, it's not that. So anything you want to add to that, Cody? Tell everybody to walk through, say hello. Sorry, this is a private meeting. Even though this is a tighter agenda, so we're zipping through, but Peggy just asked about, you know, she had somebody ask about the relationship with the Rangers, but I basically said, you know, kind of gave her an idea about that affiliate kind of deal. anything that you want to add? You didn't hear what I said, so I don't know if I can say if you want to add to what I said.

I assume everything was positive. It was absolutely positive. It's a unique marketing opportunity. Probably today more than I should, but also one of those things that highlights the importance of taking advantage of an opportunity when you see it. When we were doing the sports park, several of the sports task force were like, Man, it'd be great to get the Rangers involved. We had reached out to their foundation with kind of minimal response, and I happened to be at a leadership training, and the vice president of the association was there, of their communications, excuse me, Rob Matwick, who actually was out on the field. I was like, I got a crazy ask. And I felt really awkward, because I was like, hey, you just did this speech and everything. I was like, yeah. And he was like, We're building a sports park. It's amazing. You've got to come out and see it. But we want to name the fields and we want to get you involved as best we can. He's like, and to sweeten the pot, we've got to make signs anyways. So I don't even need you to give me money. I just need the rangers involved. He's like, OK. And he just happens to live in Southlake. I assume that's for now. I assume it's for sale. He's like, no. This is a temporary thing. But he came out there with Cody, and a lot of credit goes to Councilmember Doverly, because that was a lot of his vision, and he was out there as well. We just walked him through what the sports park looked like at that time, let alone what it looked like with ribbon-cutting. He's like, this is something special. This is amazing. And it's not wrong to say, the term I use is not, you know, it wouldn't just affiliate with anybody, it's an endorsement of the quality of the product that we put out there. That's correct. And that was, they were like, and they happened to be having an internal conversation about like, how do we get the youth back to the baseball? And they had kind of talked about that. He's like, this is, this is up such a high notch compared to everything else we've seen. He's like, and... He's like, this is a good partnership. This will be, he's like, I'll bring this back and see what it is. And so we have a, we're one, as far as I know, the only city that has a licensing agreement with them. So we get to use their numbers and their lettering. And then we were able to get additional permission. So no, no pressure. We'll take care of, we'll name the field. We've named the fields. We just need to put the signage up for the baseball players who got the permission to do that with the. You're talking more than I asked you to get out. But yeah.

And for the record, congratulations. That's huge. That's great. Right now we're eight minutes in. Okay, no, just kidding. Okay, so let's start with...

a feed on construction projects please very quickly 93 at the sports park still working on the legacy restroom they've got the masons electricians and plumbers all out there going at a hectic rate trying to get that complete as soon as they can and splash pad is still going landscaping is going in Electric meter's been installed. We're working with Tarrant County to make sure we have everything in line so we can open it up by the end of the month.

End of the month?

What do you mean with Tarrant County? Permits and stuff? Right.

Yeah, it's an interactive water feature. They have some requirements that... The matching grant with Bear Creek Running Club, the shade is up. They started working on the slab yesterday or Tuesday, I don't remember what day it was. They realized that the ground isn't as level as it looks. So they're going to have to go a little deeper than they originally planned. And to keep water from pooling on the pad, they're going to put a curb around two of the sides and slope it. There's about a foot drop from one end to the other. And it does not look like that when you're standing out there. But they had it plumbed and it was almost a foot difference. So they dug down further on one side so they could make it ADA compliant but also give it the required slope that it would drain. But doing that puts the north and west corner kind of undergrade so they're going to build up a curb there to keep water from just flowing over and flooding it good just on that side just on that side okay so it'll drain to this don't drain it'll drain to the east towards the trail east south yeah but when it's raining I don't know how quickly they'll do that, but the fact that they probably be pouring concrete tomorrow. And then we've got two hike and bike mini projects. One of them is, several months ago we replaced the decking on one of the bridges, the one by Roof Snow, and did some tightening on some of the others. When we got all of the decking for that bridge, they shorted us two pieces. They just came in, and we're gonna close that on Tuesday so the contractor can swap those out. And then the other one is, Not working on it yet, but if you walk through the trails between Bear Creek and Keller Smithfield on the south side, you'll see an area that's got some erosion. We put up a temporary fence to keep people away from the edge. Public Works is aware of that. They've had a consultant come in and design the riprap gabions to stop the erosion, but they're modifying that design based on cost and hope to have something out to bid within the next few months with construction starting shortly after that.

Sounds expensive.

Very.

What's a rip-rap cave-in?

So have you ever been on the trail over by Bear Run, just south of the activity, like if you leave the activity node on the side, or go through the trail on the activity node, That creek, there's a little rail there, and then there's like chain link fencing filled with rocks.

Got it.

That's what those are.

What's it called?

I call them gabions. I don't know if that's the right word.

Does any of that, none of that interferes with your pathway? No.

Yeah. I mean, we're... I mean, we're months away from any... I mean, we don't even have...

what that would consist of it might consist of having to put a temporary trail in between the trail and the fence line there's trees that would we have to sacrifice for that but that's why we just put the safety railing up just to keep people from walking over to the edge okay thank you that's it yeah okay any questions tell me eta again on the restroom in the sports park Restroom, it was going to be a six-month project. They're about two months into it, so we've got another four to go. So probably right in the middle of fall season.

October. Yeah. Okay. So we'll move to subcommittees if there's no questions on construction. So we mentioned in, I'm just going to start with the newest subcommittee and some news. So I mentioned in April that we were going to launch a new subcommittee. It was the brainchild of Tom and Ashley. It's a tree subcommittee. And some great work by them between that meeting and this to create a mission statement. I added a brief description that I handed out to all of you to the list of the subcommittee. But they've actually defined it and created a scope. Monday, this past Monday, the mayor had his, the mayor of Mizani started quarterly meetings with the board chairs and vice chairs, the board and commission chairs and vice chairs to just do Having mentioned that we are launching a new subcommittee, we created this subcommittee thing, something I wanted to do when I took over as chair. I think it's been very effective. The main mission is to make ourselves a working board, and at the same time, not violate TUM. And so the arts board has actually modeled that. I didn't know that. I think it's great. And so anyway, when I mentioned it, I wasn't anticipating Ross being very excited about the street subcommittee. So from that, he wanted to take that to the staff, the new council of Detroit, and tell them about it. And so we took that. I went back and looked at what they wrote up, gave a few very passed those to Cody and Aaron. They blessed those. So that's going to go on to the retreat, but they've done an excellent job. We will share that with you all next month in detail. We will need one more body for that. I do have a question. We have one. Oh, you volunteered.

Sorry. There you go. I didn't know. So there you go. Thanks. I appreciate you bringing up the speed on that. So for the record, maybe I could have watched the meeting and known about that. But I'm not even going to bring up the fact that I asked you not to do that. But what I will say is that before we lock that in stone, I did have a question because, you know, we have also set a precedent, I think, unlike other boards that, you know, alternates here matter not. We don't care if you're alternate or regular because you just act as if any other board member and you're on the subcommittees. We are losing a member, though, because lose is leave. And I did bring that up with the mayor. And the mayor was like, well, you know, we typically just wait until it comes around in November unless you prefer that we appoint. My preference was that it would be the half of the body, but that's a $50 fine. But if we don't, I'll defer to staff on that one. But if they don't appoint, then that just means we need to... I think what I'll do is I'm going to pass around the list of who's all assigned to what and leave it optional if people want to shift and shuffle. Because the workload is actually shifting on some of these other things anyway. And then coming out of retreat, what I suggested to Cody, and I'm hoping that will get conveyed to them, is we didn't ask for permission on the subcommittee because that's not my style. It was our idea. If there are subcommittees that they would like us, you know, hey, could you create a subcommittee on this and go explore this? Certainly we'd be open to that because we work at the pleasure of council. So if there's something out of the retreat that they say, hey, go study this, that's what we're here for. And so there might be some other things to add to the list. And to that end, we want to be open to shuffling the deck a bit. And so just put that out there. So right now, you know, we have others that are there. And so more to come on the tree subcommittee. Do you want to say anything about Johnson Road?

So Johnson Road did lose a subcommittee member. And we gained a subcommittee member. So we were whole again. And we did. Me.

If I miss a meeting, it's like. We just assigned you to everything. I have never missed a meeting as chair. And I missed one. And you guys go ahead and read it.

Jay was in his heyday, man. So we.

I said, Jay, don't change a whole bunch of things. What did he do? Get crazy.

He loved the.

He liked having a gattle. I knew it. He did. He did.

We made ourselves whole again so we'd have a tiebreaker because we're continuing on with selections and so where we're at now is that as of last meeting we had down select digit three. We have now had conversations with those three to set up interviews with them for the end of June. We have questions that we've already shared with them for the agenda to let them know what we want to go over. So we want them to share some examples taking into consideration our requirements and sort of talk us through at a high level what they envision and then answer some questions for us that will help us assess if they're not just presenting the right idea but also a good partner fit that we'll be set up for success with. That'll be the end of June, and so by next meeting, we should have an update on where we're headed with that.

Jordan and Cody are also in the approval of the questions, so staff had input on that as well.

And those will be they're scheduled to be one-hour interviews with each of the three companies and so it'll be part board part staff interviews I owe them a scorecard to debate about so that we can all kind of be reviewing them with the same baseline in mind And two are on one day and one's on a different day

as a bias withdrawal training if y'all need any. Oh, I've done that. We have that too.

Yeah, so stay tuned for more to come on that one. I didn't even, you know, we talked about the pavilion thing, trying to throw something at, but I think we let them do their thing, and then we go, because we're going to go, budget's going to get... brought up and so it would get patched and torn apart. So I think they just do the retreat and then we come back and revisit because, and I did look at what we talked about and we had talked about going hourly rate with incremental percentages. I think we need to do a I think there's a flawed deal in that mix. I think what we need to do is blend those models. And so sitting around convalescing gave me some time to stew on that one a little bit. And so I'm glad we didn't present it. And then we'll talk more about that next meeting. And then Sports Park, That's the mayor said at the end of the meeting briefly that we would try to talk maybe before the retreat to talk about some stuff there. So that's another TBD. So a lot of things are kind of on hold to see directionally where they're still seating, obviously, one more council person, which will be decided on Saturday. So a lot of things are TBD post-retreat. When's the retreat?

So that council member will actually attend the retreat?

Yes. Yes. Because it's the following week, right? It's the Friday. It's the Friday after.

The 19th. Yeah. And then they'll be sworn in the following. Hopefully the 23rd. The 23rd, if everything works right.

Trent Petty, yeah. He's done it before. He's done it a few times, yes. Yeah, so it should be good. I mean, he's familiar with, he knows the Caladillos. Hopefully they can just kind of hit the ground running, I would think so. So, yeah, I think so from that perspective, you know, I'm not... So the last one I would say, substantive things seem to be the most other exciting thing that I think will give some directional things to the retreat would be the trail. And so do you want to tell them what you suggested in the comment you made because it was directionally –

that the hike and bike trail system finishes very high in community response, and he made a statement like, continuing to make investment in the trails. But then he kind of smirked and said, but we don't know where they go. And so when it came to our turn to update on the park board activities, I was able to share with him development efforts relative to trails and sidewalks, et cetera, et cetera. And we've, primarily Ashley, has continued to improve the presentation and so we're very confident that if and when we get the opportunity, we'll be able to help council understand

To that end, one of the missions that we have had for many years is to, again, make us a working board, but to do substantive work. I really believe that the work that has been put forward you know, it's called, I'm proud of that, that I think that those, the thing that I will continue to fight for is that it gets to see the light of day. You know, I don't think that our, you know, some of the things that we did maybe have fully been vetted. And so we're going to fight for that and continue to do that. But I think once they're seen in a particular way, you know, the timing might be perfect for what Jay just mentioned when they're going into this retreat because they'll come out of that and go, holy cow, our boards are doing these things? Because I often don't know that they fully appreciate the fact that, because I think sometimes they don't really understand completely what we do.

Sorry to interrupt, but it's likely that nobody on council of substance. The proudest thing we have is the Gold Star. And maybe a couple other things.

That didn't come in the first five years either, but I can tell you that I didn't know Jay before. but we did come up for renewal the first time and one of the things we did say when we did the group interview process is and we did we were of like-minded one thing is that we said we weren't interested in coming back on the board if we didn't do anything don't appoint us again if we're only going to meet four times a year because that's what we did the first year we want to do something uh and we don't want to just be a titular body because you know that's we didn't sign up for that so All these years we've been incrementally trying to do more, but I think this is a grand opportunity now, even though there's some faces that are familiar on council, but it's a great opportunity to reintroduce ourselves and what we do and the quality of work we do and the manner in which we do it to the new people that are on council. And so every time you have the opportunity, if someone asks you, what's this, how do you do it, or whatever, be versed in what we're doing. Study the stuff that has been put forward. Even if you're not on that subcommittee, look at the material. So if you're asked a question about it, hey, say, here's where you go. Look for it or go find it in the minutes. And it's all recorded. I mean, we purposely did the recording on that sports park presentation and the funding and all that stuff so you could have reference and go back to it if you didn't fully understand it yourself. So please, please take time to understand it. So anything else on subcommittees? Okay, update from park board members. I think there's a big, big milestone deal coming up, huh? It's pretty cool.

So just for the record and for the TV audience at home, so there were some folks working the polls. One individual walked up and said, aren't you on the Park Board? And I said, yes, sir. And that was a particular complaint. And I've seen the individual many times, but his name escapes me at the moment. But he... And I did say just that, that it is posted throughout the building and it was there. The only other thing, was it emailed to the people who took the survey? It wasn't emailed out because we don't have all the emails. I wasn't sure about that, and I did say I wasn't sure, but I did say that it was posted. There was a QR code. So anyway, so then again, we had that Memorial Day function, and thank you all that came out for that. I hope you enjoyed that. And so thanks for the great showing from the Park Board. he was there at that. So me, I said, hey, did you find those QR codes? He goes, absolutely not. Didn't see them anywhere. And I was like, dang. So I said, well, at our June 4th meeting, I will ask Michael. So I am on the record for asking you. If you see him again, you'll... Well, now it's on the record. This is my last park board meeting. I turned in my resignation to Aaron on Monday. I gave him three weeks notice. Thursday the 25th will be my last day. I'll be able to sit in on two of the interviews.

You're going away party.

I'm going to be going to another city to become their parks and rec director. We'll miss all of you and appreciate all the work that you have done, because you've taken a lot off my plate. The subcommittees was a brilliant idea, and I think it's the right idea. I hope council will let you continue to do that.

We are very sad to hear that. I'm very excited for your new trajectory. Selfishly, you will be missed tremendously. You were a very high-quality asset to this community and to all of us and pioneered everything that I know.

It's a little bittersweet. I've got a lot of people mad at me. One just left 30 minutes ago. He'll tell me every day he's mad at me. Not something I was actively pursuing, but opportunity proposed itself, and I could not pass it up.

I mean, that'll be up to the city manager. I don't know what his plan is. We haven't had a whole lot of time to discuss with trying to wrap up the budget process and everything else.

Yeah, so I talked to Cody about this. I got a little preempt on this one. uh, before I got here. And, um, and, um, Caitlin very well said, um, and I do want to say for the record that, uh, it's been a great pleasure. It's been an honor, you know. Well done. What I said to you on the phone is I feel like I've made a friend. Absolutely. You'll be missed. And I think that it's a great loss for Keller. It's an awesome game for you. Awesome opportunity for you. Professional end, you know, people come and go. When you work professionally, you always want the best for people. You want people to grow. So, you know, you see that happen. And I just had a person leave my staff today and gave her a hug and wished her well. But, you know, it's something different, I think, when you work in an environment like the city. But in particular, even, I think, in this role. Because what you do for the city creates the culture here. What you have done your team has done and continues to do especially since you've been here because we started working j and i at least on this council on this board with your predecessor um so we've seen what you've been able to do with where you've been able to take you know parks and recreation and Kellerman loved living here principally, I believe, because of your efforts and your team's efforts. The traditions that we have, the holiday lights, the Fourth of July, that people come here and visit Kellerman because of the things you do and the impact that you've made and the legacy that you're going to leave here will go on. And so your mark on Keller is something that you can take. Your signature's here. You can be very proud of that. And our job will be to preserve that and to honor that. But it's going to be... It's certainly going to be sad to do it without you. But we're... by elevating you to friend status. I hope we're allowed to do that. You never want to lose touch with a friend. And we want to always hopefully stay connected and hopefully have you continue to come join us and hopefully see you and wish you well. You know, I just really believe that you're a great professional and you've made Keller such a wonderful place to live. And we thank you for everything.

Thank you. That was unexpected. I'm very flattered. When I got here from my previous city, I thought this place is amazing. I just don't want to screw it up. A lot of stuff was done before I got here and I just tried to keep it going. Make improvements. That's great. That was just like I said, not trying to screw things up. So I've enjoyed it. Been 11 years, been a long 11 years. But yeah, thank you very much.

Really? Roanoke's really growing.

They are. It's a small city, but it's got a lot of potential.
