No recommendations or anything, but there is an approval that is needed. It's part of the budgetary process through council. So tonight's information is just kind of a review. State statute says that planning commission has to review the CIP, which we're going to do tonight, and then you guys approve it, and it goes to council saying that you guys have approved it, and it goes from there. Other than that, it's above my knowledge realm. So I don't know a whole lot about it. But I am presenting that to you. I'm just going to hit some highlights on it. And this is one thing that it does say is that it is kind of a fluid moving thing, entity in itself, to where it can change depending on the needs as the city goes over the years. OK. All right. Okay, the five year capital improvement plan, or the identifies major infrastructure facilities, parks, fleet, other projects to help guide the future of the budgeting for the city. Um, it is like I said, it is reviewed annually, um, and adjusted as priorities funding and all that other stuff that change with the community. Capital improvement philosophy, maintain infrastructure before conducting new infrastructure, before constructing new infrastructure, excuse me. Prioritize public health, safety and essential services, replace assets before maintenance costs become excessive, support responsible community growth, build reserve funds to reduce future debt and pursue grants and outside funding whenever practical. The annual review, the CIP will be reviewed annually during the budget process and revised as necessary based on all the needs of the city or the community as a whole. requested expenditures by the year we've got the total requested expenditures by the year um over here on the right side it might be easier to see um on your paper color coded but for 2027 i can't tell which ones might i'm either colorblind or my eyes are like 85 000. okay and then it goes clockwise yeah by year Yeah, and these numbers can change. Looks like for 2032, the green down there at the bottom, a little over a million. Yeah.

Yes, from what I'm gathering, the needs change as the years go by.

Can you walk me through an example or a couple examples of what would facilitate, if this was to prove going forward, because there's something that could happen you never know right so could you walk me through some scenarios about what could happen to change this you know for example the 85 000 or maybe a better example would be 2.295 to where maybe that increases or
the whatever right the best the best i can do for let's say next year in 2027 that 85 000 um it is a small number but let's say the police department you know a couple officers quit and we get a bunch of rookies they decide that they need to drive fast everywhere and they end up wrecking two or three cars. That's going to come out of reserve a little bit, but that's going to be a bigger expenditure than what we had anticipated for that year.
So is it fair to say that the categories don't change, but maybe... Or is that not fair to say?
That I don't know. Okay. They could change. And these are just the anticipated things that we see so far. Okay. There could be, you know, like think of sidewalks suddenly need to be put in somewhere. That could change for that year, whatever year that decides to happen. Okay.

Okay. Okay, so the first question I have is the $60,000 for the first two lines. The facility needs assessment and a strategic plan. It is the responsibility of the CA and the council, right, to, let's talk about the update long range goals. The responsibility of them to do that. Why would we need to spend $25,000 for update long range goals? That seems like an awful large amount of money for something that our CA is responsible to do anyway.
Is that hiring a consultant or something?
Yes.
It's a whole firm. I mean, obviously, you could have a four-hour workshop and go through this. I don't understand that at all. I think same thing with the facility needs assessment. $35,000? That paid for the new truck. I think someone is getting a lot of money there. I certainly wouldn't pay that. So that's something I think that everybody needs to be aware of. Excuse me. That's an astronomical amount for that. Now we go to... The sidewalk master plan, this is in 2027 as well, and it's only $25,000. So what is that going to get us? How many sidewalks? Where are they going to go? Is there a map of this?
No. Not that I know of.
Well, then how do we know that $25,000 is the right amount?

I would also say it's above our pay grade, too, from this commission. I am not fluent in any or all of these costs. Correct me if I'm wrong, this will go in front of council, correct? Absolutely. Is that next meeting?
I'm not... I don't know if it'll go in front of them this Thursday, but it might go in front of them at the end of the month.
OK. And maybe that's a place where it would be more appropriate to ask those types of questions, that there might be people in that pay grade that can answer some of those questions. Because again, we're not here to go through line by line. This is a formality of this is coming in front of the commission. So we're just accepting that, again, we're not approving this because this is a draft. That's in another segment of the governing body that they're approving that. I think that would be a more efficient place to have those types of discussions in public forum.
Well, I kind of disagree with that. We are stewards for the city of Keechai. And if we don't bring this up now, and you know have everyone look at this people at home and who are listening right now uh if we pass something if we agree to this then we're not agreeing to this we're agreeing that this has come in front of this council that we have received a copy of this draft

That's not, that's the council's deal, but this has come in in front of me and I need to state for the record that a lot of these costs are, um, I don't, I don't believe they're right. Um, uh, and I was at the budget meetings, what, two out of three. And, um, Yeah, I can agree that it's sitting here in front of me. I don't agree with it. So, I don't think this is the best for the residents of.

I would just like to know what I'm putting my name to specifically. And I understand that this is a process. So, uh, I guess that's kind of my struggle is I could sign something. It could change down the road and I. I have approved something for sure. What am I proving possibly? I guess that's my struggle. Uh, not necessarily. I mean, because the council, and I'm just trying to stay in my lane. the council and they represent the people. So for me, it's more of whatever numbers this consultant or whoever, that's nothing to do with us. It's just more of, I don't know, Jeremy, if I'm off the right path here.

I don't know if we can say that we approve it. I can say that we've reviewed it. That's fine. And we have concerns, which has been shared, but I don't think that we can say that we've approved it.

What I would note here is it looks like it's probably, again, this is a draft, between the pie chart and the itemized list for 2029. It looks like the pie chart doesn't have, it's a difference of $65,000. So I think that the service utility truck, it's in the table, but it's not in the pie chart. So I think that's just an error in math on that. Because it should be $1,150,000 for totaling up the table versus the chart of $1,085,000. And then I would suggest that we take 2032 off the pie chart.
