And for the record, um, we get troops that come and we always try to recognize them and and, um, and particularly I wanted to just say, consider this maybe a challenge, but there was a Girl Scout C troop one time that set the record for duration staying at the meeting. Well, I just want to give the girls credit. Um, but you're welcome to try to beat that record if you'd like. I'd also like to welcome uh we have a new deputy town clerk who's sitting uh with and joining us tonight uh Kerry Johnson. Welcome. Okay. Um moving on to the agenda. We have a presentation uh a JFRD update. Good evening. Let's get this going. Oh, maybe it's my glasses. Probably shouldn't need these. [clears throat] Uh good evening uh mayor, council, and to all those who are attending both virtually and in person. Um my name is Steve Shaw. I'm the deputy chief of operations for the town of Jupiter Fire Rescue Department. If I may take a moment real quick, very happy to see

this right here. Um for myself, it's a personal thing. I'm I'm a family of scouts. My father was an Eagle Scout. My brother and I are both Eagle Scouts. And my sons, 8 and 12 years old, are both involved with the Scouts. It is a wonderful, wonderful thing you're doing. It is a wonderful journey. So, thank you guys for being here this evening and thank you for the adults for all the what you put into them. So, thank you for that. All right. So, I am honored to be able to present a uh update on the town of Jupiter Fire Rescue Department. So, we are counting down the months until Jupiter Fire Rescue begins providing fire and emergency medical services to the community. Tonight, I'll provide an update on our recruiting and our hiring as well as the progress of our fire station construction. So this slide represents a timeline of our final year of implementation. I'll just go through it real briefly. Uh again, final year of implementation. Very exciting. We're in November right now and as you can see by driving down the roads, our two new fire stations are they're coming up just nicely. The topping off ceremonies were last week and they'll be this Thursday for both of them on Sinquaz and Piatt. In January of 2026, our ambulances, our fire rescue ambulances will be here. Uh, in April of 2026, our fire engines will have been delivered. Both two engines, a squad type engine. In May of 2026, our new fire stations and our temporary station will be online. And also in May and 2026, our ladder truck will be delivered. In June of 2026, all firefighters will be on board. In July of 2026 and into August of 2026, phase one and phase two of our training program will be in full operation. and following in September going right into the end of September will be fully operational to take over services in October 1st of 2026. You know uh there was some speculation about whether uh you know who would be able to want to join JFRD at some time ago. Today the answer is unmistakable.

The strong number of applicants for every position we posted, the large number large group of individuals on our interest list and the outstanding team we've already assembled make one thing very clear. People are eager eager to be part of Jupiter Fire Rescue. We've assembled a great team so far and we have so many great people that are coming in the very near future. Over the next 6 months, we will be hiring 98 new personnel. We are managing our hiring in two phases. In the first phase that is underway right now, we are filling some of the key leadership and administrative roles. In the next phase that starts in December, we will be recruiting and hiring our operational staff. We've completed the recruiting and selection process from some of our key leadership and administrative roles. And we have offers out for our executive assistant position with an anticipated start date of the 1st of December, three battalion chiefs with an anticipated start date of January 11th, and a training captain and an EMS captain with an anticipated start date of January 26 of 2026. We are looking forward to these key members joining our team and helping us take the next phase of our recruiting and hiring for operational personnel. The second phase of our recruiting and hiring, which begins in December, will be for an administrative specialist who will be support our operations division and 90 operational personnel to include 12 fire rescue captains, 12 fire rescue lieutenants, and 12 driver engineers with an anticipated start date of May 11th, 2026. Near the end of December, we'll begin advertising for 54 firefighter EMT and or firefighter paramedics, all with the anticipated start date of June 1st, 2026. With over 1,000 people who have put in an interest card to work at JFRD and with the incredible quality of those who already work here, we are excited about the opportunities in this next phase of the recruitment and we're hiring. We are also excited and anxious to get our entire team on board to establish the beacon of excellence in fire service right here in Jupiter. So, off to fire station constructions. Now, the trick with fire stations is

twofold. You know, one, well, let me be clear first. You know, there's so much that goes into building the fire stations. I really want to be intentional and deliberate to celebrate all the work that all the departments within the town of Jupiter are have in in the role in building these fire stations and in building Jupiter Fire Rescue. It's not just the members of Jupiter Fire Rescue that are building this department. It's everybody in the town and we're just so honored every day to be joining that culture that that we see every day here. So, let me start with that. The second thing and the challenge with these pictures is every time we take a picture of one of these firehouses in a few days is old news because there's so much construction going on. these uh pictures right here. Um if you've been by the stations lately, there's more construction happening on both stations. Uh right here uh we've had our topping off station, our topping off ceremony last week for the uh Piatt station. We're having one this Thursday for the Sinqua station. This is a view of the Piatt station. This is a view of the second floor of that station in which the kitchen uh eating area is here and the areas around there will be the dormas uh that the firefighters will uh sleep in. Going on to the Sinquest station. This is a uh picture of the front of the station. And again, uh, the picture doesn't do it justice because there's already the top lever of of CVS blocks, uh, roof on top and so on and so forth. So there things are moving so quickly. It's so wonderful to see these things moving at the speed that which are moving. Uh, it's just a pleasure to see them coming out of the ground. So, all that being said, uh, I'm just very happy to keep going and and as I leave you here tonight, I just wanted to say, [clears throat] so, you know, we're in the final year of launching the Jupiter Fire Rescue Department. In a little over 6 months from tonight, we'll have hired all of our operational personnel, completed our new fire stations, all of our apparatus and equipment will be in place, and we prepare we'll be preparing for the transition of services Jupiter Fire Rescue in a little over 10 months from tonight. Tonight, the Jupiter Fire Rescue Department will begin providing full fire and emergency medical services to the community and we remain on schedule and on budget. Thank you very much,

Um where will the 96 uh officers and firemen be located? Cuz you got them all being hired in June. Where do we plan to position all these? Obviously, we can't put, you know, 50 in each fire station even though they'll be built. So, what's the plan for locating those personnel? So, the question is where will they be located when they start operations after October? No, in June when you hire training program. Okay.

So, you know, all the members of the the current Jupiter Fire Rescue Department have been involved in training in some way, shape, or form, right? Training chiefs, uh, training officers, training captains. I don't think any of us has worked on something so comprehensive and complex as the training program we're putting together right now. Uh today was one of our meetings where we brought in the whole team and we went over our our tentative plan of what that looks like. Uh in general the the basic layout is this. um for the first part of the the the May when we hire the officers and the firefighters, I'm sorry, the officers which is the captains and lieutenants and the drivers for 3 weeks they'll be getting their own training on their own in terms of officer development, leadership, culture, uh basically catering to them as the officers who will not only lead these individuals and coach and mentor them but also be part of the training cadre through the rest of the training program. Um the remaining of the training program after that starting in June when the firefighters are hired um will be a combination of uh basically onboarding uh from a crawl to a walk to a run transition. Uh we're working on that transition right now. We're talking about the the program and whatnot. We're building it as we speak. Um the idea of it is um basically modulizering it or modularizing it. In other words, it's a large group of individuals. Um there are some places in the beginning that we [clears throat] can go like for example when everybody's here on the first week during during June. Um there are some days we'll be using the community center and the auditorium to house all the individuals. When we get down to the nuts and bolts where we're actually training in the field we'll be divvying up and uh dividing those to to conquer basically. In other words, some will go to the fire academy, some will go to EMS training, some will go to different types of training to split up that load. We're managing that right now. Um it's very exciting to put this together. Uh we also know that for us there's so much we want to put into this program. There's what we have to do. There's what we would like to do. So we're putting everything we have to do in there into this program. And then after uh we start October 1st, 2026, then we'll put in

everything else that we want to do on a regular basis. And uh and just it's exciting to talk about. We're excited to get this training program started. Great. I appreciate your enthusiasm. One last question. One of your two milestones here, phase one and phase two training. What's the difference between the phase one and two training?

Right. So the idea of this um is [sighs] when you think about the people that we're going to be bringing into Jupiter Fire Rescue, uh a good chunk of them, a lot of them will be coming from other organizations with a variety of experience, especially from the rank of driver on up to captain and chief levels. So they're going to be coming with all this experience, all these traditions, these cultures, things that have worked, things that haven't worked, and so on and so forth. And the firefighters the same way. We're going to hire a a vast a good chunk of firefighters, the 54 firefighters. Some will be brand new, fresh out of the academy. Some will have a lot of years of experience behind them. So, the challenge is that we're hiring all these individuals with all of this experience, and that's why they're here. That's what they're here for. Their pedigree, the the culture they bring, their their the way they they carry themselves, the that um the attitude, all that the the match for the culture here in Jupiter. But they all again come with that individual experience. So the challenge for us is to make sure that highlighting and celebrating that while making sure they all understand we are on the same boat and this is the direction we're going. So we don't assume anything. We're starting with this crawl walk run mentality because we want to make sure from the beginning we don't assume that somebody knows how to fight a certain fire or they've seen certain types of medical calls. So we're ingraining them from this this this transition phase to make sure we start from the basics. They make sure everything from the knowledge of a firehouse, uh, the ins and outs of how to run and work in a firehouse to the knowledge of a truck to knowledge of equipment. Um, some equipment will be, you know, it'll be something that they're familiar with. Some are brand new to most of us. And we've talked about some of the the advanced medical equipment, for example, we'll be carrying. You know, some of them never seen that before. So, we have to make sure, we don't assume they know how to do it, but we ramp up to an operational phase. So, we crawl. We get into the walking phase to make sure we're validating all the experience that they bring to the table while making sure we're teaching them the way we want to see things here in Jupiter. And then the last phase of that is all basically

scenarios and operational uh down basically operational scenarios uh working in ourselves working with PD working with other agencies uh working with our partners both internally and externally. Um I know I'm I'm rambling here and I apologize but I get very excited when it comes to training.

Uh but does that make sense? In other words, it's it's making sure we don't assume anything. We want to make sure we're accounting for everything that they need to know as firefighters. And and through this pro through this process, to be quite honest, you know, they're meeting each other for the first time. You got to remember, you know, there there's over 100 people coming here from all different walks of life. So part of this training process is for them to get to know each other because this is going to be their second family. So, um, yeah, there's a lot to it, but that's kind of the gist of it. Good. I appreciate the energy you're bringing to Jupiter Fire and and with that I know you guys will be successful. Thank you very much. Nice presentation. Thank you, sir.

We probably need to work. There we go. Now we got it. Um, just a couple of things to follow up. Uh, again, as I was saying a minute ago, Chief Charles is like this all day long going 100 miles an hour. So, uh, to summarize the answers to some of your questions on the first question of where will all these firefighters go. Um, it's it's sort of like what we do in police training. It depends on what we're doing. Uh, initially the onboarding will involve many if all of them um in a in a one big large environment. And you know then we can introduce our other teams to them other departments how the town operates and build that culture initially. Uh eventually what's going to happen is we want them to work in their uh their teams that they will be working on or working with when we go live. And so they'll be breaking out into those groups. Some will be on, you know, uh training with the gardens at the academy. Some will be here. uh they these guys have mapped out they've got it like every minute of the day mapped out. Um and and then um on the other piece between the phase one and the phase two training, one of the things that Chief Shaw hit on is the fact that we're bringing in a lot of new uh equipment, a lot of medical equipment. And phase one is going to be a a pretty large amount of hands-on training, learning to use that that type of equipment that we have. And the things that they're they're planning are just really remarkable. Phase two will predominantly focus on the practical applications. This is scenario-based as the chief talks about what to do in this environment and that environment. So that's the fundamentals of of both of those. um when you see what these what these this leadership team has mapped out, it's really quite impressive. So, I hope that adds a little bit more to what we're looking for.

Just uh just want to make a couple uh comments also and observations. First of all, um I appreciate our town manager's leadership and the fact he set up this cadence of monthly updates. That is one of the reasons for the success. someone has to come up and give a status more inclined to make sure that they stay on track. Um, it's been a phenomenal effort. You know, I'm longtime project manager and in project management things go wrong. You try to anticipate them ahead of time, but things do go wrong. Um, and it is just incredible. I think this is the perhaps the best overall team effort that I've ever witnessed because I would imagine most every department and many of the employees have participated in some way in the success that to get us to this point and I've considered it kind of like a relay race uh you know where batons you know someone's running so far in and they hand the baton off but it's a phenomenal effort are excited. Um, and uh, I thank everybody in the town staff, you know, and our fire rescue department for being on track and bringing that enthusiasm and thank you.

Good evening. Um, my name is Laura and I've lived in Jupiter almost my whole life. I'm a mom and um, I'm finding myself in trouble with the internet. It's become a real problem. Um, so far we've navigated it okay, but now we're at an time in life where he can access and know more things much more than I do. And his safety is scary. Like you have, you know, crossing the street, that's safety. The internet is safety to me. It's more important than him going to school and learning math because this this could be his life. So, I'm trying to find ways to educate myself on how I can protect him. I've talked to the school. They have no resources. I've talked to um somebody at the police department. They have no resources. I've looked at the gardens, the uh city of Palm Beach Gardens. I've looked at um I think the village town of Juno um and I'm just looking to try and get some resources to help myself and help other people cuz I know I'm not the only one. My other question is regarding um the train tracks um near where I live. Uh, I live north of the river, right off Riverside Drive in Alternate A1A and there's an area there where it's just dirt and to get some plants in there would be great and they don't have to I'm not requesting any money or any time of anybody. Um, I'm a native person and I would love to throw some seeds at the

I've read online like there's a distance you have to be from the railroad tracks and I think it's like 15 ft but you have to ask specifically I think the FEC or who you know the government the body that governs that. So, uh, we've been working on getting fencing installed since Bright Line started going through, and we think we're going to be successful, uh, hopefully in the next so many months. But uh um I would suggest and I mean this that talk to a u a congressman or a senator. They have better influence than we might have over that. So I'm just being honest about that. There's probably nothing at all we can do about it.

Okay. Um I guess we have the applicant uh make its presentation. Great. Well, I appreciate that, Mayor. Sorry for the delay. Um, for the record, Zach Cera with Cutler and Hearing in Jupiter. I hear I am here on behalf of uh Jupiter Medical Center. We do have would like to make you aware the chief operating officer of Jupiter Medical Center, Mr. Steve Cely, here in attendance tonight. And just to keep going with some of these introductions of the project team, we do have uh Mr. Don Hearing and Miss Lorie Hood in our office. And then of course the architect and civil engineer are not in attendance here tonight, but very well respected in the community and in the medical industry for their their work on different medical buildings. So I have a you know, of course, a fantastic project here tonight, very critical for women's health in our community. um here tonight for to ask for approval of phase 3 of Jupiter Medical Park, the expansion of Margaret Needland Breast Cancer Center. The expansion will be one story, 13,000 square ft.

And if you are unfamiliar with the site, it's located right down the street here, actually on the east side of Military Trail. It's just north of the Sea Plum Shopping Center. The site's just under 16 acres, commercially zoned and within the bioscience research protection overlay. And the history of this site, it's been developed in phases. Starting with phase one, you can see on your screen there, that approval was done in 2000. Construction was uh completed a couple years after. Uh similar with phase 2, that approval was done in 2014. That is for the existing Margaret Needland Breast Cancer Center. Construction was done in 2016. Phase three, as you can see on your screen there, is what we are asking for tonight. in the future development areas of course for the future. And a little bit of background just on uh the operation side, this site opened in 2016. The existing building, it's two stories, about 26,000 square ft. It houses JMC's women's center offering a variety of comprehensive services. Most of their equipment is on the first floor. They do have an outpatient lab drawing suite um and and of course the offices of the in-house surgeons on the second floor. This gives this slide gives you a good representation of the existing conditions uh with our footprints overlaid the parking footprint and the building footprint. And why are we asking this tonight? Um it's really the demand which is a result of Jupiter Medical C Center's first class services which is really becoming one of the most wellrespected medical facilities in the area. Um the current wait time for women's imaging services is about 1 to 3 months. Far too long. So we need to meet that demand, meet that demand of our community, of our customers, of our guests and um provide this expansion for them which will ultimately provide more equipment, more capacity and new classes as well too on

the uh operations side. And of course to follow that up, it'll offer 20 to 25 high-paying medical jobs to our Jupiter community here. [clears throat] And looking at our proposed site plan, um you can see our proposed building there within the yellow dash line, our proposed building C on your screen. We are adding 68 uh additional parking spaces into the parking lot. Uh we have a very very large setback, 153 ft from the Botanic Neighborhood property line. We are removing some of the exotic vegetation. Uh and then just into the technical details, we far exceed the open space. We far exceed the required green space and the building lot coverage for a parcel of this size is very very minimal. Uh this slide really gives you a good representation of the buffer not on our side, but the buffer on the Botanica side. So, we not only have the thick landscape buffer on our side of the property, but Botanica has a very large existing buffer on their side, which this is the alley right here. Um, we did hold three virtual public outreach meetings. The first two meetings we did not have any attendees. The last meeting we did have one gentleman show up. We received overwhelming support from him. Um, he was very excited for the project. But it's funny, one, he had one concern with the project and that was that we were taking out and removing the Australian pines in that future development area. He would much rather prefer that buffer. So, um, unfortunately, that is a condition of approval here tonight, but of course, if you were to delay that until the, um, phase 4, we would serve no objection to that. Uh, going over the architecture though, I mean, very, very good renderings here. Great renderings by Davis Stokes Architects. Um they actually uh designed the Pam rehab building that expansion that was here in front of you a few months a few months ago. Um but the

existing building just a continuation of the contemporary architectural style, a variety of mix of materials. You can see the brick wall bench on the bottom left hand corner of your screen. Very unique trait. Um and this enhanced healing garden. And the healing garden is uh existing but we are enhancing it and just a continuation of the neutral earthy color palette. I just wanted to show you the elevations here the 2D elevations to so you can get a good representation of the height difference between the existing building and the proposed building. So the existing building is 42 ft in height. Our proposed building is 20 ft to the top of the parapit less or more than half actually. um less than half of what the current building is. I apologize. Um so the massing is generally 20 ft. We do have one small architectural feature which raises to 24 ft, but the massing of what you would see is is 20 ft in height. And my last slide here, of course, this significantly improves the accessibility to women's imaging services, which is critical to our community. It's critical for um early detection, of course, as you as you all know. um create new high-paying jobs in Jupiter and of course we'll continue the vision and success of the first class services of Jupiter Medical Park and Jupiter um Margaret Needland Breast Cancer Center and of course I would like to note that we did receive overwhelming support and really no um opposition or comments at all. It was all very complimentary from the planning commission and that was on October 14th, 2025. So, uh, with that, I will turn it over to staff for their presentation. I'm pleased to request council's approval of resolution 119-25 and the award of contracts to LP Asphalt LLC and Timothy Rose Contracting, Inc. for street resurfacing and a combined amount not to exceed $10 million for a three-year term and two additional two optional one-year renewal terms. So um for a potential uh term of max of 5 years um the uh contract scope is outlined in the executive summary. This is an extensive roadway construction contract um that includes um all forms of roadway rehabilitation from standard milling and resurfacing to total roadway reconstruction as [clears throat] well as um ancillary items such as drainage, striping, sidewalk, and pavers. So, it's an all-encompassing contract um that's very beneficial to the town. It included 109 unit price scope items. So, it's it's very extensive and it um will uh certainly meet the needs for our 5-year work program. Um not only for engineering and public works, but also other departments such as utilities. Um there's drainage projects that include roadway repairs um that also may utilize this contract as well as parks and uh facilities, parking lots and um

roadways. um projects will be assigned uh on an individual basis to these awarded contractors via work order. Um the the benefit is uh the staff will control the scope and and the prices be uh in fact staff will already know the prices of a lot of the projects because um they're all unit prices. Um so we will you know when as we are programming projects um and our uh annual CIP um we can effectively program projects to meet uh within our budget. Um also accelerated contract time. So, um, at the end of each or at the start of each fiscal year, um, we'll assign work orders for council's approval and we will hit the ground running with our projects. Um, uh, lastly, um, just cost price reduction. Um, just I'm I'm pleased to to announce that the tonnage prices just in these contracts are 20% lower than our last project we performed in Avakcoa. So very pleased to see the the bids um come in lower um than some of our uh other projects. Um one final note um this contract was bid prior to council's requirement for the experience modification rate or the EMR qualification. Uh however staff we did uh did reach out to the vendors and um they both had a score of EMR1. Um so they are um per the the new standard they are responsible biders and

We want to get competitive bids and then enter into an agreement and then leverage them as you're planning to do. So along with the utility, I appreciate that. Um just a comment with regard to the EMR just to make it pretty clear what the council asked was and I think what the policy is is that uh an EMR greater than one doesn't make it nonresponsive. It's subject to evaluation and then um if staff recommends and the town manager agrees by exception um it can go more than that. I just

This was added um earlier today and I just wanted to say I know many of you were able to make the public hearing uh held in Jupiter at the legislative delegation recently. Um there's a local bill before them that could impact the municipality or our town Jupiter. Um the it's gone through another revision. So the version presented at the public hearing has changed. You have the latest version. Um there's some understanding that this could become the final version presented um to the legislative delegation for a vote. Um it makes one um major change. Line 34. If you go to line 34, page two of three, it says, "Following," about halfway down, it says, "Following the annexation by a municipality that does not have a charter provision, an ordinance or an interlocal agreement with Palm Beach County that includes the entirety of the municipality within the MSTU. Um, then you know it would go on as before. So, um you know what this does is say Jupiter annexes five or 500 homes or businesses or whatever it is um the those homes the the MSTU would contract. It would no longer include those homes or businesses. Um they would not have on their tax bill a charge to county fire. the municipality Jupiter would then pay the county um the equivalent of what those houses would have paid um into the MSTU. So we you know this resolution just talks about um it adds to the conversation and it shares a perspective on where Jupiter is in the county and how it could potentially impact Jupiter. Um it talks

So, I would just ask um yeah, I'd like to ask that we approve this resolution tonight that we share our perspective with the legislative delegation and with the League of Cities as they continue their conversations. I uh just to comment on it and thank you for uh your um efforts to make sure that we're aware of this and giving us the opportunity to be aware of and attend a legislative delegation meeting and um I just think that uh so I'm certainly supportive of what's before us. It's kind of really disappointing to me when you think and just as it stands for the town of Jupiter. So, we're building a fire station across from the county one in Bert Reynolds Park. And uh we know that based on the calls historically that uh the county uh station will have less than one call a day. And we've offered for two years now that we will make those uh we we'll service those one call a day per mutual aid at no cost. and the county at least for the first year said we're going to keep it open and spend the money which is a stunner but nonetheless

so you know just share a further perspective so we've offered that we're capable of doing it they had one station servicing all the calls and we could do the same but they don't want to do it and uh but you know we have in the CRA there's a few there's a few individual pieces of property this has always been the case with governments that uh small parcels commercial that had not annexed in and there's been a long-standing agreement with the county that uh when they go to develop something we would see a voluntary annexation and then they would be governed by zoning codes of the municipality. That's the way things have worked for as long as I know. Um, no debate, no argument, just that's common sense. So just picture this. So this someday that's going to happen and it's good for all that one, you know, you're not having a different code on some properties versus the other. This is all along US Indian Town Road. This happened in the inlet. And um and so now the absurdity of this is so someone comes in for voluntary annexation and for the first time I'm seeing we're going to have to make a decision that's going to cost us money when we have a station that can serve it. Not to mention we wanted to help the county. Um so I just you know for many many reasons they can keep trying to rewrite this but it's completely wrong. it it it I would hope that they're actually going to just pull it off and and uh and and rethink that through and and collaboratively work with municipalities. And I think that's what was say stated at the u at the legislative delegation meeting. But thank you for bringing this forth and I'm supportive of it. Uh but uh you know

we're going to I'm just concerned about they're going to keep amending it. Yeah, their amendment was to kind of remove support from those municipalities that use Palm Beach County Fire, but your point is accurate. It free it kind of freezes annexations or, you know, there's no incentive to do them really. It it's what's textbook and what's on paper and what happens in effect, you know, in practice. And so, you're not going to see those annexations that would improve service delivery and a number of other things, not just on fire rescue, but on everything else. Um, and then it creates kind of two classes of property owners. You've got property owners that don't get to choose and those that have, you know, and those that receive. And you've got those who are annexed are paying a town millillage that's going towards Jupiter Fire, but they're not receiving Jupiter Fire Rescue Services. And then you have all the rest of us paying towards the MSTU rate because the municipality is paying towards the MSTU rate, but we're not necessarily using county. So, it's it adds complexity for sure. The um bill summary, there's a local bill summary attached to the new bill language. And this part really um I found quite interesting. The very last sentence of this local bill summary which is provided on the website says although this local bill does limit municipalities home rule powers. So it states it outright. It limits our home rule powers. The Florida constitution grants the legislature the authority to limit municipalities authority. So I mean I think it's much broader than that but they're not hiding it. Like that is that is the effect of this. So, um, yeah,

this, uh, I I couldn't be more concerned. Again, I'm I'm going to emphasize in the voluntary annexation one, which was the way it's worked for decades to avoid different zoning codes next door to one another, which is just chaos. So, this this creates that is more possible to happen, which, you know, the county wouldn't want any more than we would want. So, uh, again, thank you for bringing this forth and I'm 100% supportive. But, and, uh, you know, it's interesting. Tonight, we were at a Nabacola meeting. I had a chance to talk with, uh, former county commissioner Karen Marcus, and gosh, you know, there was agreements that she had led on annexation boundaries. So this annexations have always been considered to be the right thing and the good thing from a service provider standpoint uh for county government and the municipalities because that was all worked out. Now all of a sudden we have one entity that uh is you know is in a financial bind because they don't want to take mutual aid help from their neighbor and um and they're trying to you know push something like this through. So I'm I'm I'm completely opposed to it.

Yeah. I think there's a solution in negotiation. I know that I know the League of Cities is going to be meeting with fire rescue and I know that you know collaboration is important um and we're going to we're iterating and this this is an important contribution to the conversation but um as we as we go through this I think you know the current law allows for negotiation and allows for agreements. So if you look at the county's own data, if you go to the website for their annual annexation report, they say and like an FY22 report, it's outdated, but it does say from 2004 annexations are actually declining. You know, there may be attempts, but they're not successful like Gardens's case. So I mean a the number of annexations has actually been in decline. They're not on the rise as was said in a county letter. So I'm not clear on the reasoning behind it. I don't [clears throat] think there's been a good argument made. The current law allows for negotiation. I know Greenacres has an agreement with them on a parcel that was annexed. So, there is room maybe that that just needs to be spelled out and there needs to be a road map. Um, but I don't know that this bill is that or could be that. So,

This a lot of effort went into both on council sun and also the town pulling this resolution together and and phenomenal job and I think it's right to get out ahead of what this bill is trying to do. But with that, do we honestly think that this bill has any legs when it gets to the Florida legislation? We can't tell. We don't know. Yeah, we're still waiting on a draft of it though, right?

We were caught by surprise. I mean what really um during the you were there at the public hearing and almost every comment was against was one for it. um a number of municipalities came forward, the League of Cities came forward and the real issue then was collaboration, right? And they did not notify us beforehand, right? So, we are having to learn as we go. Um our hope is that the public hearing for this bill, given that every impacted [clears throat] party is in Palm Beach County, that that hearing be in Palm Beach County because there's a chance it could be in Tallahassee. There really needs to be a chance. that started badly is what one speaker said without notifying all the different parties and that they should include those parties if there is a hearing on this that it be in Palm Beach County because all the affected parties are here not just us but others we may not be aware of so and businesses and you know residents anyone so um you know we're we're continuing to discuss but we don't we don't know so we we share what we can we work with what we have this isn't a final you know, it hasn't been we think it could be final, but this is the best we have and the best we can do for right now.

I think there's a lot of empathy for the county and it's the sustainability of its MSTU and I think a lot of people see that it's projecting deficits according to a 2025 document. So I don't you know I don't know what that solution is. I know that there are a number of losses that they've taken. You know, that doesn't include annexations. So, with regardless of annexations, they're projecting deficits. So, I'm not sure again the premise, like the why, right, and why this is going on. But, um, we do [clears throat] all need to work together to make sure we come to a resolution. I do think it would be better if it were based on that negotiation, like a road map. Um right now the county may or may never right allow the municipality to provide fire rescue services for its own residents. Um I don't know if that's not acceptable. So you know creating more detail around that at the very least. But again structurally I think I agree with the mayor. I think we need to toss it out and start with something that involves the negotiation and the roadmap. I mean, the whole point of annexation, as difficult as it is in the first place, is continuity within a municipality. This is the exact opposite. And it's another every time I turn around, there's a there's a there's an affront to home rule. So, I I don't know. I don't know what the justification of this is. I I don't know. Maybe it is a part of the business model that's not doing well or I don't I don't get it. But that I totally support we appreciate all the work you've done on this because this this can't stand. I I can't see it even being constitutional. And to councelor Gisinger's uh comment, I I don't know if this would pass or if it would stand if it was challenged in court. So, but I I support this 100%.

These individuals are automatically elected to fill the seat and no election will be held in March of 2026. So, I'd like to join the town attorney in congratulating Vice Mayor Delaney and councelor Geisinger on their reelection to their respective seats. Congratulations.

Um, I would also like to acknowledge some staff members who recently celebrated significant milestones with the town. If you notice, we do this quite regularly, which speaks volumes about our staff. Michael Isham and Francis Ber Berintos, both with the utilities department, recently celebrated 20 years of service uh of employment with the town. And so once again, we're adding to that Club 20 list and uh and kudos to them for their work. Um on Monday, December 1st, construction crews will begin a project to connect the new Sinquaz fire station to the existing wastewater line along uh Carver Avenue. During this project, a section of Carva Avenue located just south of the new entrance road to Sinko Park will be dug up. To ensure residents have access to their properties during the two-eek project, a bypass road has been created that will connect the south end of Carver Avenue to the new Sinquest Park access road. Again, living up to the promises that we made that community about giving them that access and that cut through. uh all homeowners will have full access to the properties and during this construction we encourage those residents who wish to visit Sinquis Park to use the east entrance to the park. Uh lastly, Friday uh the the town and Kaufman Lind Construction, the contract builder for our two new fire stations celebrating the topping off of the Patt Place fire station. It was pretty remarkable when you when you go in there actually. And then this Thursday we will celebrate the topping off ceremony for Sinquist station. These separ ceremonies represent a significant milestone in the construction of our station. And as Deputy Chief Shaw pointed out earlier tonight, the construction of our stations remain on schedule and within budget. Um I will tell you one other

thing about Jupiter Fire. I had the uh privilege of walking into one of their command staff meetings today and it's amazing how fast this group is multiplying now because instead I'm used to just seeing Chief Donado and Chief Shaw and now we got all the other chiefs in there and then today I walk in there's a whole room full of chiefs and battalion chiefs. It's I don't know fire rescue has a lot of chiefs and so uh but but it was good to see them all in there. Um, and then I want to close tonight as we're progressing along. We got Thanksgiving knocking on the door here. And uh, and so I want to close by reminding everyone of some events the town has planned in the weeks ahead. And they're coming quick. Uh, don't forget on Friday, December 5th, the town will hold its annual holiday tree lighting ceremony. Uh, this year, for the first time, the event has been moved to the to the town green, our new town green located here on the municipal campus. Uh the tree lighting ceremony will feature food trucks, performance by local schools and community groups, and of course the tree lighting be the event begins at 5:00 p.m. and the tree lighting is scheduled to occur at 6:25 p.m. The annual holiday boat parade will be the next evening, Saturday, December 6th. The Pope uh parade should arrive in Jupiter between 7:30 and 8:00 p.m. On Saturday, December 13th, the following week, the town will hold a tanual snow place like Jupiter event. Um, and that's at the Abicoa Community Park. This event will uh always is always a favorite of the children and uh it begins at 3 and will go until 6:00 p.m. The annual JTAa holiday parade will occur on Sunday, December 14th. This is a diversified different walks of life and different views and uh we all kind of come in for a soft landing on most, you know, projects and things that we deal with here. And I think I heard not just once but at least twice uh when uh the contractor's rep was addressing you know the workers that were there about the milestone date to complete the project. I can remember you know at the groundbreaking event I was emphasizing the importance of that date. So, it I was delighted to hear the contractor emphasize to this whole team that we're that's the date we're going to make. Um then, uh just another quick item. Um Town Green,

I mean, I have to say, maybe others had the vision, but you know, when we decided we were going to do a town green, to some degree, it was space and we were going to just do something with it, but it's really turned into something pretty special. Um, and uh, and you know, I came one I was here on one Sunday to pick up some stuff from my office and there was a soccer team playing on the green. So, it Well, they were practicing. I mean, it's not a game, but you know, it was a field, whatever. But the point is it's being used and uh it's it's nice and I can't wait to see it come alive, you know, for that uh tree lighting event um and other events like when we have, you know, um the Jubilee and such. Um then uh uh two more items, just one um in the way of things to look forward to. Uh, I'm pleased to report that the Kretzky family holiday decoration display is almost complete. I'm going to make I'm confident uh that I will make the date, which has always been Thanksgiving weekend. I'm we're ahead of schedule. Um, but uh I welcome everybody to come by and uh take a look at it both daytime and nighttime um when it's done. So, it will be done by Thanksgiving. And then lastly, and this is just an open-ended item, but um and I don't want to put staff on the spot to answer this question here. Um they probably could, but uh to get back with us, first of all, you know, the Bush Road construction has been an impact. Um, I try to stay off Indian Town Road as much as I can and I like a number of residents have have uh been impacted by construction that I don't know what's happening there. I never really stopped

So, I just want to make that I mean I think we've probably have said it before, but I just want us because just experiencing it because I know this isn't we're not even getting the intersection improvement we're going to be doing, but that road uh is uh is used by people to avoid um Indian Town Road as it should be. So, you know, with that, I just again ask the staff to get us an update on that and so I at least know is it is it about finished or is it going for months more because I I don't know.
