All right, we're going to call this meeting to order. Have a roll call, please.

0:10Speaker 3

Gilmore. Here. Miles. Miller. Here.

0:14Speaker 6

Bailey. Kepples.

0:17Speaker 6

OK, we need a motion and a second to approve the minutes from the June 2nd meeting. So moved.

0:25 – 0:40Speaker 6

Second, thank you very much. OK, item number one, Brandon Wood. You don't look like Brandon. How are you, Mr. Wood? We haven't seen you in a long time.

0:40Speaker 3

I tried not to come to this meeting. Well, we miss you. I get in trouble.

0:44Speaker 6

I'm just glad you're still working. I'm glad to be walking. Yeah, well, I understand that. I understand.

0:49 – 1:49Speaker 3

Tell me what's going on. Shannon Key owns this lot. It was an existing building, and it's been there. I looked on the internet. google maps and it has been prior 94 several years so right uh and it it was built with the narrower street the city was is requesting extra right away and and then the building initially was built too close to the property line on multiple lots so we replatted that into one lot and and to to solve that problem of being on multiple lots So we were asking for a variance to have smaller setbacks on the north and east side. And this building is, he purchased the building, he's been cleaning it up inside, but he's not changing the structural or the bathroom aspect of it.

1:50Speaker 6

Is he adding anything else to the lot itself?

1:55Speaker 6

He just wants to... get it in compliance if you want to sell it or something like that.

2:01 – 2:17Speaker 3

But if something happens to it, I think Darrell will tell you, if something happens to it that's over, what is it, 50%, Darrell, you'd have to meet new requirements so it would be torn down and moved into the different position on the lot by somebody else.

2:19Speaker 3

And he's using it for office space.

2:22Speaker 6

You're going to put a parking lot on it and that kind of stuff?

2:25Speaker 3

Yeah, the city required us to put in some curb and gutter and asphalt.

2:31Speaker 5

What are the required setbacks again?

2:35 – 3:05Speaker 4

What's the required setback? It's that C3 is 25 feet in the front. That's about a foot and a half off the property line probably. Of course, that's the way it was built. Yeah. So all we're doing is trying to, I mean, we're just trying to get it where if, if, They do decide to sell sometime. Title insurance doesn't flag it and stop the sale and make us go through this process again. So the city's comfortable with what we've got.

3:09Speaker 6

Not too close on the 141 side.

3:13Speaker 3

It's just on the- It's OK. Yeah, it's OK on the main road there.

3:16Speaker 6

Yeah. OK. Any other questions for Carlos?

3:29Speaker 5

Chair, I'd like to make a motion we approve the variance.

3:32Speaker 5

We have a second. Thank you.

3:34Speaker 6

And roll call. Yes. Yes. OK.

3:44Speaker 6

Short and sweet. OK. Let's see. Stonebridge Construction.

3:57 – 4:22Speaker 1

Hello, Rob Hester with Stonebridge Construction, representing Brian Clareday for Pete Sand Project at Greensboro Village. We have two variances, and we've met with Daryl and the city over these couple of things to bring this into compliance. This is not a, it becomes a city ordinance issue because of the PUD, is that correct, Daryl?

4:24 – 4:57Speaker 4

The planning book, for Queensborough Village was adopted by code. So that pattern book was adopted so that becomes city code for that area out there. So that's what we're doing. It's not regular city code, it's variances from the pattern book. And we do have a letter from the owner of the development saying that they were okay with the changes to the net. That's correct. Okay.

4:58 – 6:02Speaker 1

In essence, what we're doing is requesting a variant. The only two things we're out of compliance on is the amount of glass storefront. We're 4% difference between 36 and 40%. One of the reasons for that is we didn't want to take the glass all the way to the floor. It's a restaurant with tables up front. So that was one of the reasons for not taking the glass. Other than that, we wouldn't have had any issue with adding the extra glass. And the other is the parking. Where this building is being built, there's not a lot of additional parking around it like there are in some other areas of Greensboro Village where there's more street parking. There's only a little bit of street parking right here. This is right behind Arvest Bank and across the street from Shadrach's. I know there's got to be some other variance that's been made in that because the Abe's place, there's 200 foot of parking field between the front of that building and the street. So this is we're just doing it in two small rows. It's a really narrow lot. So that's the two the two variances that we needed to ask for to be in the compliance to be able to move forward.

6:06Speaker 7

More strict.

6:07 – 6:31Speaker 4

It is. It's more strict. And as far as the parking, All parking out there is common parking. So you can park anywhere and go to any facility out there. So it's all men's shared use parking. But this building doesn't have enough to stand alone. But it would have to use some of the neighbor parking. But it's only two spaces.

6:31Speaker 5

Right. That's correct. Can I see the site plan again? Do you mind? Thank you.

6:40Speaker 1

And the front is obviously to the left there, Casey.

6:51Speaker 5

Over here. Not enough parking over there?

6:54 – 7:05Speaker 5

OK. You got the two islands still in that front parking lot, correct? I mean, that place is landscaped to the hill.

7:28Speaker 4

He's too off, but like I said, he can make those two spaces up They can walk across from Shadrach or walk over from Harvest and make those spaces.

7:38 – 8:05Speaker 1

There's four spaces directly in front of the building in the street. We have the required physically there. It's just a lot of the other areas in Greensboro Village, there's larger parking fields by Malco and over by the social. But where this is, the bank parking is all on the front side and around the side. There's nothing toward the rear. So there's not a lot of other shared parking fields that we felt comfortable by pushing the building up and only having a couple of spaces there around it.

8:11Speaker 7

Chairman, I move that we accept the motion.

8:15Speaker 6

Second. Thank you. And roll call. Yes. Yes. Yes.

8:22 – 8:35Speaker 6

Thank you, gentlemen. Okay. Turner Real Estate. Tell us your name and address and what you want to do.

8:46 – 9:21Speaker 2

That bottom house, I own that house there at 1421. 1421, I built in 2018. And I got a variance for that one. It's on a 50-foot lot. And 1423 is really it. I could put a lot of money in it, but I don't want to. I think it would be better off to tear it down and build the same thing I did at 1421 there on 1423. But I still have 10 foot on each side set back. I still got room, just I don't meet the 60 foot requirement.

9:27Speaker 6

Have this as a rental home?

9:30Speaker 2

Yes, sir, more likely. Everything's for sale, then rent at the last minute.

9:34Speaker 6

Yeah, I understand that. The one next to it looks good.

9:39Speaker 2

Yes, sir, I still own it. It's a rental.

9:43Speaker 5

You own the 1421 and the 1423?

9:47Speaker 2

Yes, sir, the 1421, I built that one in 2018 with a variance. Okay. And I'm just kind of repeating it to the house next door.

9:55Speaker 5

So that's that lot one you're wanting to build a residence on? Yes, sir, the top one. Okay, gotcha.

10:01Speaker 2

It's just old wiring, old plumbing. The only thing good in there is the heat in there and the water heater.

10:10Speaker 7

Darrell, is there something he could rezone into from this R1 that would make it a 50-foot lot acceptable?

10:26 – 10:40Speaker 4

RS8? would allow a 50-foot lot, but it would kind of be a spot in all the R1. So since everything out there is already all R1.

10:40Speaker 2

I did get it replatted because it was like three lots, and I brought it down to one, got it conforming with all the city's stuff.

10:50Speaker 6

APC is really not good about spot. They're not crazy about spot zoning, no.

10:58Speaker 7

What about four and five? Are you on those two? Those lots above?

11:02 – 11:31Speaker 2

No, sir. Just the one to the right there, 1421. I think seven and a half foot is the minimum, but we're going to be at ten.

11:42Speaker 7

If he owned more than that one lot, it would be different. With just one, it's

11:57Speaker 4

Looks a little strange on the zoning maps.

12:02 – 12:41Speaker 6

The next two of them are management companies. Yeah. The one on the corner is a management company. If you go further, what direction is that? You get into personal housing. Questions for Mr. Turner? It's good to see new construction in that area.

12:43Speaker 2

Yeah, I still owe money on it. I don't want to tear it down. I still owe almost $40,000 on it. But it's really kind of the best thing for it.

12:53Speaker 5

Mr. Chair, I'd like to make a motion to approve the variance.

12:59 – 13:26Speaker 6

All right. Roll call, please. Yes. Yes. Yes. OK. Thank you. All done. Yeah, we need one of them. Chair, I'd like to make a motion. We adjourn. Go. Second. Go home. Good work.
