All right. Good afternoon, everybody. It's 05:00, so we're gonna go ahead and we're gonna call to order the Public Safety Council Committee meeting for the City of Jonesboro, Arkansas. So welcome everybody. First on our agenda, we've got our roll call. Good, sorry. Thank you. Perfect, there we go. Alright, looks like we do have a quorum so we will proceed on to the next agenda item which is item number three, the approval of minutes. If everybody has an opportunity to take a look over those, I will entertain a motion to accept.

Okay, have a first and a second to approve the previous meeting's minutes. So we'll go ahead and mark those accepted and move on to item number four. Oh, me. And to vote in front of you if you will go ahead and cast your ballot. Okay that item does pass and the minutes are accepted.
Okay moving on to item number four, new business and ordinances to be introduced. Coming up first on the agenda is ordinance number twenty five zero one two and since this is going to be multiple places that we're going to be establishing these. I'll go ahead and I will read it in its entirety. An ordinance to the city to the city of Jonesboro to place various traffic signs at designated locations. Now it'd be ordained by the city council for the city of Jonesboro, Arkansas to make the following changes as recommended by the traffic control committee.
Section one, establish a 25 mile an hour speed limit at the following locations. Oakdale Street, Matthews to Nettleton, Goldcuster Drive, Goldcuster Clove, Slimbridge Drive, Cater Drive, Smithfield Drive, Laura Lee, Mockernut Lane, and Minga Lane, installing stop signs at the following locations on the intersection of Court Street and Manila Street, on Boydston Street and Manila Street, on E Street and Monroe Avenue, and on Walnut Street and Cherry Street. Section two, repealing any part of ordinances 58, seventeen seventy six sixty nine twenty six twelve sixty two twenty seven fifty two fifty eight seventeen seventy six and fifty eight seventeen sixty eight that are in conflict with this ordinance and I will entertain a motion.
Move to recommend to the full council.

Mr. Chairman, I have a quick comment. I brought it up before and I think we should look at it, but at some point I really think we should look at changing our speed limit in our neighborhoods from 25 to 15.

And I don't know if we need to, we got Mary and Carol here, but we'd love to see us take a look at that and what that would do. And I also think we should look at the difference between someone being hit, maybe a child being hit at 25 versus 15. There's a difference. And so I think we need to look at take a serious look at changing the speed limit. Yes,
sir. Thank Councilman McClain. I will circle back around with legal counsel in chief and also visit with the traffic control committee and see if we can get a recommendation on that moving forward. But I'll follow-up with you after we circle around on that.

Now, therefore, it be ordained by the city of the city council of the City of Jonesboro, Arkansas to make the following changes as recommended by the traffic control committee.
Establishing a 25 mile an hour speed limit at the following locations: Dalton Farmer Drive, Fox Road, Silverstone Drive, Copperstone Drive, Whitestone Drive, Orville Orland Drive, and installing stop signs at the following locations: an always stop at Raines And East Oak Avenue on Antos Circle at Colony Drive, Charleston at Brookstone, Silverstone at Brookstone, Copper Copperstone at Brookstone, and Copperstone at Whitestone. And I will entertain the motion.

Yes, we've had a request from code enforcement to pull it and ask to table it indefinitely. I believe there's a new owner for the property.

That property has been sold recently and has a new owner so obviously we can no longer follow through with the condemnation.

Moving over to the last item on our agenda is resolution 25,047, a resolution by the City Council of the City of Jonesboro, Arkansas to condemn property located at 1208 North Floyd Street, Jonesboro, Arkansas 72401. Okay, I have a motion and second. Is there any questions from the committee? Okay. Any from administration? And any from the general public? Okay. Seeing none. We'll go ahead and we will take a vote on that item and that resolution does pass on to full council. Next on the agenda is number five pending items and knowing of none we will move on to item number six other business and I think that Mayor Copenhagen has something for us on that.
I appreciate that, Councilman Emerson, and I just want to appreciate the time to be in front of your committee this evening and I kind of want to bring forward full light the last eighteen months with the revenue bond proposal, and I want to take a few minutes to discuss the 911 Center. And I hope you all concur. After discussions about the best location with council members, design professionals, and development experts, I personally think the most transparent way to determine where we want to locate our police services in the future needs to be reviewed and studied by a task force. Since it affects each committee, finance, public safety, public services, and public works, I have asked that they work together on this. What I mean by that is is each chairman of that committee be represented on this task force.
I additionally have asked pro tem mayor pro tem Chris Moore to serve in this process with this administration. I've asked council member Emerson to head up the committee and work quickly on a recommendation. I would ask that we involve the opinions of economic development experts, engineers, and safety professionals, and provide an expedited timeline for completion. I think in the end, we'll see that that's more efficient and a better way for the location. Plus, this could be a decision that we make together with research of the pros and cons of each location.
We're talking about multiple options. Maybe Caraway Road, maybe downtown, whatever the case may be. But the fact is a nine one one center is simply inarguable. It isn't up to me for the debate. I'm confident that you all will come together with a recommendation that will best serve our growing community for decades to come. Thank you for your time,

And just to piggyback on Mayor's comments, that task force that is going to be put together will be planning on setting a meeting time within the next two weeks to meet the expedited request. So we'll be in touch and we'll make sure that we get that on the calendar and make everybody fully aware of when that meeting is scheduled. Great.
