Approval of the minutes. Next, we're to see we got citizens to be heard on agenda items. Looks like there are none in attendance. Next we'll move on to agenda item TMP 9,259, Ordinance establishing a boundary line agreement between the City of Joliet and Village of Elwood. Dustin?

Thank you, members of the land use economic development committee. I appreciate your flexibility in meeting and the village of Elwood appreciates your willingness to meet because this is a project that has been agitated, I would say, in a friendly way by our neighbors to the south. As you may

My apologies to the galley. Recording purposes. Yes. So the prior existing boundary line agreement between the city of Joliet and Elwood elapsed in 2019. So the city was able to continue to annex to the South.
You can see in the hand annotated map here, parcels that have been annexed into the city or planned to be annexed into the city with a development agreement with North Point. So this was the exist the the prior existing boundary line and none exist right now. Through a series of negotiations with Elwood's technical staff and the city of Joliet's technical staff and then finally with revisions from the mayor and village manager of Elwood and the city manager and mayor of the City Of Joliet, we see the green line as the proposed newly established boundary line agreement between the village of Elwood and the City Of Joliet. You'll note on the West, Stepan Chemical and Exxon would be unincorporated but on the Elwood side and this is this was an important point of for Elwood because their volunteer fire department depends on revenues from Stepan Chemical and Exxon to run. So we were to put those on the Joliet side of the boundary line agreement those revenues would be in peril and they would not be able to potentially provide reliable volunteer fire service on the East there is an interesting little portion here on Noel Avenue this was a plan development that the village wanted to protect so if these parcels immediately to the north of Noel Avenue were to ever develop they would like that to be contiguous with the develop on the South side of Noel Avenue the city the mayor and the city manager took no exception to that and we moved it there.
Normally you would see it on the center line of a street. So this is a little atypical but not unheard of. Here you see we go all the way here. We did offer to the village of Elwood to extend the boundary line agreement to incorporate this section of 53 because the traffic that will eventually be generated here in the city of will be the city of Joliet is gonna go on to 53. So we thought we would be good neighbors and take care of that traffic and infrastructure demand on these streets that would be running east west in that two Illinois 53.
They rejected that offer and preferred rather to keep the existing parcels that plan to be annexed into the city to which we say fine. If you wanna take care of those roads, you are more than welcome to. We've got plenty of land to develop over there. We've got plenty of utilities to install over there. There was not an immediate appetite that we knew of to extend that or to be more aggressive. So what you have before you is the mutually agreed upon proposed boundary line that will be presented to the village of Elwood and will be presented to the city council with your recommendation.

That's that's north that will be Northpointe. Yeah. It is county right now. So you can see here, this is where Northpointe plans to be. Right? Right. So we just drew that boundary line on the western edge of that to this point. But currently, you're right. It is undeveloped, but it will be North Point.

You would have to approve it in a matter of sequence. I don't know the answer to that question. Think it could be done parallel. But council does have to approve it.

And if I'm understanding you tentatively, Elwood's okay with this?
This has been reviewed by the mayor and the village manager and their police chief former city of Joliet employees and everyone agrees that this is a great map.
