You know, no news seems to be good news typically, but I don't want to make assumptions either. And I've already discovered in the last 11 months that Scott County can be a little bit timeconuming now and then. Um, at the same time, all of our counties matter. You know, I I live in a rural area myself. I get it. I want to make sure we're uh proactive and responsive to anything that you guys have going on, whether it's concerned or opportunities or otherwise. You want to introduce for the record?

Um I think um I've been here since July when she retired. So, um I think things are going um well. I'm I'm I've worked in all different aspects of our um department uh for the last 28 years and um I think I have a fairly good grasp of our resources and uh limitations and everything. So, um yeah, but I just wanted to accompany Rob and introduce myself. So, if you see me around the hallway, then you'll know who who I am. So we appreciate the face to face and we we appreciate working with you and uh I don't know of any difficulties or anything. So again we also view no news as good news. So

But um you know that's nothing nothing too crazy though and been real fortunate between Renee and Bob to have veteran staff out here that really have command of everything that there's nothing they don't know. So

interesting. Is there one area that you see that's increasing more than another? Nothing stands. So, I mean increase, you know, like four or five years ago, we had about 55 total. Now, we got 70. So, I mean, it's noticeable, but we're not talking huge numbers. Yeah. Um, if anything, it's maybe more kind of the middle age uh group in that kind of 30 to 40 and 40 to 50 range that it's a little bit higher than what it used to. Um, do you see more related to abuse or to mental challenges or anything like that in particular? Bob and I were talking about earlier. The substance use is always an issue. You definitely see folks who are kind of rowdy in their younger age that don't grow out of it. And

when that happens, things tend to get a little worse. You get older and you're more likely to run across. So, hey, that's a little, you know, my grandson that I'm ain't never tell you yet. Yeah. Knock on, you know, and then you get the typical thing, the job hopping and unstable housing and stuff. Those things all kind of in a bad way for some folks, but Okay. Well, we appreciate what you do. Yeah, that's interesting. I mean, yeah, good to see you guys and hear from you and nice to meet you, too. Local. Yeah. always here to help however you guys need. Sounds good. Sounds good. So, uh we were busy in the month of February. We um checked status on 41 claims that we have open with the VA. Uh 12 decisions were made. There were two partial decisions um that were made. There were 10 new claims. filed eight appeals. Um, one pension, one healthc care form, uh, records request, third party authorization, seven intent to file. So, we were we were busy with our forms in our office. Uh, we had a total for February of 270 interactions. So, we had 143 phone calls, uh, 35 emails, 62 inerson visits, um, faxes, mailings, those kind of things. Um I am keeping track of our um had our secretary keep track of her kind of phone calls too. So she answered 47 phone calls and she helped with 51 uh clients that we had come in the office. So

Um we have a total of 431 veterans um and or their eligible dependents receiving $876,344 um in benefits. that was in Jan or January. Uh there are 97 open claims. Our office filed 61 of them. So our percentage of claims uh was 63% for February for the open claims. Um the at our last meeting the commissioners did make a motion to hold elections for chairperson and secretary position um every other year beginning in July of 2026. So, we'll have elections in July 2026 for those positions and then every other year moving forward.

Good. Yeah. And then there are some upcoming schools. So, the Iowa Department of Veterans Affairs is holding their spring school in April. So, I'm going to attend the school in April. Um the Iowa Association of County Veterans Service Officers is holding their spring school in May. So, Lucy's going to go to the one in May. Then we can get both, you know, both educations. um they're always just a little bit different and so I'm excited that we have the opportunity to bring back the training from both of them. And then I will go to the national conference in June in Reno, right? So yeah, that's

I'm like that's a long way to go, but you know, it'll be all right. um an update to the Senate file 2466 that deals with the county veteran service office um offices that did pass the Senate on March 10th. So I believe that it will go to the House from there. So we got a little bit of an email on it just I think it's going this week I think is the next kind of round of of how it goes. So that's the only update I have on that. Um and then upcoming events we have a lot of upcoming events. So March 30th, we will be at the Sibula VFW doing a claims clinic and a question and answer. Uh there will also be a representative from the reserve component transition assistance advisors. Uh he will be there as well to help anyone who is, you know, in that transition from the reserves. On April 20th, um actually it's from 11 to 2, not 11:30, uh we'll be at the Belleview Community um senior center. will do a question and answer session and be doing a light lunch. And then April 22nd, we will be at the um Blue Move and Thrive Senior Wellness Expo at the YMCA. And then May 28th is our Veterans Appreciation Night at the Drive-In. So we will be very very busy in the upcoming

Um, but they they said it's very, you know, um, I don't want to say informal because obviously, you know, you're you're going to have an election for those positions, but they said, you know, basically the commissioners just kind of nominate someone and then they agree however, you know, however they want to move forward with that. So, we picked July because that would be um, you know, if we ever had a new commissioner, that would be sort of when they would be coming in. So, we wanted to make sure that, you know, if we did, they would have the opportunity. Okay. Any other questions for Ruth?

Welcome on for a day or two. Yes. Yeah, it's a little uh chilly out there this morning.

12:38 – 14:37Speaker 1

So, I didn't visit with you guys here in February, so I kind of have both on here. Um, so our current count is low. We are at 23. Um, have reached out to Scott County. They said that they are fairly low as well. Um, our numbers for Jackson County are also low. So that's just obviously the trend at the moment. Uh, we're sitting at 23 um, of which four are ours and 19 are Scott County with 20 males and three females. uh high count in both January and February was 37. On average in January we had 29.58 inmates and in February 32.14. Uh in terms of revenue, January brought in $39,270 and February $36,575. Um so bringing our total for the facility here at 48 488,955. So we should be uh crossing that half million threshold here next month. Uh nobody was housed out in January or February. So no money spent on housing. Uh in January 36 people were booked in in February 47. Uh 56,110 checks done in January, 49,95 in February. uh 7,426 specific inmate notes in January and 6,236 in February and then uh 251 meals prepared in January and 2259 in February. So figuring January being 31 days and February being 28 were pretty pretty consistent through the last two months. Um like I said numbers have dropped here recently that in Scott County and our

own. Um we still I believe hold the most out of county Scott County people that they have. So they are going to us first. I think their numbers are also just stable at the moment. So um as we see more arrests that kind of thing usually come up as it gets warmer out. So and I'm sure well that's a good thing to me. I'm sure I'm sure with the staff, you know, with running kind of full tilt, max capacity most of the summer and fall, this a lower census does give a little bit of reprieve, right, where it's just not quite the workload and everything. So, that is a nice break for the staff as well, right?

So, yeah. Um, we had a few inspections this last month, too. Uh the fire marshall came in. Uh Jeff and I, uh escorted him around. He found several deficiencies that I'm not quite sure how were deficiencies. So, for example, our fire alarms were getting inspected once a year. If you guys recall, that was that contract we had to bring in for the fire marshall's office have approved. So, at that time, it was aokay. Uh this fire marshall came in and said it's actually supposed to be done twice a year. So had to have it done changed to twice a year. There was also other things like there was a smoke detector too close to the vent. It's like well that's how it is in the plans and your office inspected this place twice but had to move the smoke detector. So um a few little surprises there. Um annually what we're looking at for a cost increase and what's required now is about $1,100 a year. So costwise we're looking about another $1,100 a year for fire inspections. Um we al that if I can I appreciate their their input and you know they are the authority is what they're saying okay we had it inspected and the plans and everything was kosher and once a year they approved the contract

and now we have another guy saying no it's twice a year. Do we have actual written verbiage of what the rule actually is rather than it's just an interpretation of one person to another? And this isn't casting doubt or shade on any any one of them. But now that's two answers from the same department. Exactly. And so can we see the actual written code that states what it is? Because again, um, not that 1,100 bucks is a lot of money, but I don't want arbitrarily want to spend it because it's just one guy's prerogative over another.

And we did wait until we got his report before we moved on anything. He provided us with within his inspection the code, which it's not so much Iowa code, it's the International Fire Code. And in my reading of it, essentially the Iowa code says it's going to go along with the international fire code. Um, now for example, uh, another thing being the sprinkler system. It was going to be tested annually. He said it's supposed to be tested quarterly. Again, he did provide that documentation. I talked to the sprinkler people. He came back with annual. I said, "No, he said quarterly." And the sprinkler guy said, "Oh, well, I've never met a fire marshal that actually enforces it." Yeah, that's how it's supposed to be. So, we found the guy.

Found the guy. Yeah, this depression either. So, so uh so technically, yeah, it's uh what this guy is telling us is what the actual specification is. It sounds like maybe some of it's not always enforced, but we found the one that is going to enforce it. So, get the new guy. Yeah. Yeah. So, like I said, not a ton of money, but kind of a Oh, well, okay, now it's dying. Yeah. Oh, yeah. Absolutely. You know, um and then we had our kitchen health inspection and that all went very well. So, told us we're very clean, so we're happy to hear that.

So, yeah. So, we have that inspection as well. Um the 26th is our jail inspection at 10:30 in the morning. If you guys are available, um you're welcome to attend that. 26. Yep. So, a lot of inspections right now, but I said, uh, all going fairly well other than questionable changes in the fire code, but is what it is. Good. Any questions for Andrew?

Appreciate what you're doing. And as far as, you know, like you say, the inspection of the kitchen and such as that's that's all done internally as far as cleaning and da. Correct. Yep. It's the correctional officers on duty and then uh Dan Cellser is uh one of our cos that loves to clean and really keep things clean and looking good for us. So, that's always very much appreciated. Well, you can pass on our appreciation for that, too. That that's means quite a bit, actually.

Um but uh so Andrew and I may need to make a trip and go introduce ourselves to the new jail administrator up there and just try to maybe cultivate u little bit of a working we already have a working relationship and cultivate a little bit of personal if you have inmates that right

Good. Uh first thing on the agenda is uh Tiff funding agreement. So this is if you recall uh this past summer we submitted to the DOT for the annual TIP award and our smid was to realign portion of 395th Avenue as part of the hero project. Uh that I think I updated you when we were notified that we were awarded that. But this is just the funding agreement for that uh grant for up to $445,000. Uh and not to be confused with the other portion of the churnley. This is just as it relates to our county portion of the DOT. This is nothing to do with Highway 52 or any of that. So, uh strictly just between DOT and county, but uh our office recommends board approval including board chair and auditor signatures on the funding agreement. So, move.

Yeah. So, it's right now we're on track for a January of 27. Okay. With construction to follow that summer. Um, as part of this realignment, we have to get archaeological studies done to make sure there's no artifacts, which we have to do with all of our bridge projects. Sure. So, it's nothing new, but we have to get that done. And depending on what results they may or may not find and with the rightway negotiations could delay things, but ultimately I would fully anticipate a summer of 27 construction period. Now, depending on who the contractor is and their schedule, I don't know what exact like month or periods of the summer, but I do anticipate summer of 27.

Okay. But I mean, there always will be an access through 395th. I mean, because that is a bus route. I know for sure. And yeah,

and it's essentially acts as it for all purposes is like a dead end road because to the north end is just level B which isn't very accessible on certain times of the year. So I treat it as a dead end road as it relates to this project. So trying to figure out when we realign how we make those tie-in points happen because yes, we don't want to shut off access. I'm looking at options like is it is it night work where they get say the new alignment get as much done as they can without affecting the existing roadway and then where they transition that to tie in. Do they do that part at night? Uh if not do we do some like temporary detour pavement temporarily but working on the logistics of that there there's a way to do it. Just trying to figure out the best option. But yes, the road will not be uh not like they'll be forced out to go at that level. There will be access to the south, but could just be sitting at a stoplight for a period of time waiting until maybe it's down to one lane or what have you, but will be open nonetheless.

Uh, next up is our fiscal year 27 pavement markings. Uh, so this time year we send out so that way in the summertime they can get it on their schedule. So we solicited and received bids for our annual pavement markings. Uh, provided at the bid tab. We received two bids for it. Um they're the ones that always bid every year. Uh the responsible low bid was Vogle Traffic Services in the amount of $163,839.36. Um that is below our estimate. Um this vocal traffic service is also the one that performed this last year for us. Um so our office just recommends awarding the project uh including authorizing board chair signature on the contract to Vogle Traffic Services.

That will be we always list in our proposals for stuff like this that any work done prior to July 1 will not be paid till after July one to keep it part of that budget if but we just have to get it out. They get it on. It's that time of year. But just wanted to make it known that it will be part of the 27 budget this current 26. And they did it last year you said too, right? Yeah. Because they were out a little bit earlier than they were and I did. So last year I moved up my deadline up a little sooner to try to get it all done primarily before school starts. Not for that reason, but I just feel like it's I personally like to see them done throughout or earlier in the summer where you kind of the public gets more benefit of the fresher striping versus doing it in the fall and

scraping them off. You know, I agree with that too. So I just like to I don't know just feel like we get more benefit or a little more use I guess if you want to call it that out of the fresh lines fresher when you're given the range. So you mentioned Jaden that the estimate was or the the bid was below your estimated you know and I assume this goes I don't know per mile or per quarter mile or whatever it is. I I realize there's double lines more than single lines sometimes, but is it more competitive as you see? Do you see a trend in the bidding? I know the bid come a couple other things we did lately, the bid come below estimates. Do you see a trend there somehow?

So maybe it's more of it's just due to when I estimate I try to account for what the following year like the next year. Sure. what the possible inflation is, you know, is it three and a half percent, is it 5%. Just kind of depends like back in few years ago or more than that now when the COVID stuff everything inflation was going through the roof. So, we're not luckily to that degree of inflation, but just trying to I try to account for some inflation. So, I shoot for about 5% generally and maybe that's, you know, a little strong, but when I do my budget, I like to account for that. So that way I'd rather it be that where it comes in lower than comes in way over and it's like now we got to kind of scramble.

Oh, I'd like to read out the competitive part of it, you know, against and when they're real close, I mean I whether it's bidding on bridges, roads, maintenance stuff like this. When the prices are real close, that tells me they're all everything's clear. Uh they're bidding apples. It's not like they're not confused, I guess. So it's good to see when they're all that close. Uh but it's probably doing a couple things. Yeah, maybe I'm just overd overcompensating for potential inflation, but but you don't know. I mean, because Well, no, I just I just think that you're diligent in your process there. So, that's Yeah.

Uh there roads that we couldn't get to yet through the days yesterday or through the day yesterday and it's going to take a couple end loaders up there to get them opened up because we had a greater actually get stuck trying to plow through yesterday. So they're just roads that have always been snow trap issues with blowing and drifting. So, they are addressing that today and of course plan to get another one to three inches tonight, but hopefully the winds don't won't be as bad as they were. But there still could be some to come. But the guys are out. I know we've had some calls uh where they come through and plow, but within a couple hours it's drifted back shut. like it's they're trying to get what they can and

it was a pretty wicked wind that was uh kind of blowing initially. I think it was a rather lighter fluffier snow until it got on the ground and then the ground being as warm as it was caused it to start, you know, softening and or getting wetter or whatever. But and come Saturday or this by the end of this week and the weekend, it'll mostly be gone. But just want the public to be aware there. Gravel roads could get pretty muddy. We've had rain and now we're going to get this snow and some rapid thawing. I fully anticipate roads to be muddy. Our whole department does. So just we're aware of it. We'll try to address it as we can, but it's just what mother nature gives us. Probably a whole rock and we're bling it

So be take your time and don't be flying through them because you may be meeting people and it may be tight. Yeah, there may be a frozen snow curb for temporarily, but it'll start to thaw here in a couple days, but it's an effort to save that rock cuz um and we needed the rock back then, but it's an effort to save our rock and not make our efforts wasteful, right? Be patient. So appreciate what they're doing. What frost is still on the ground will come out pretty quick by the end of the week, too, if we're getting up to 70 degrees and all that. So luckily most of it was out until you know this these last couple of nights especially last night they ain't going to go very deep. So

So there's a lot of piling in just one that one pier alone has 29 pile which down to 110 foot deep each one. So just put perspective that one pier has more piling than our typical like three span slab bridges like say the last one we did on 184th Avenue south of town here.
