Let's pray. God, our Father in heaven, we're thankful for this day as we are for every day that you provide on this earth. We're thankful for this county and the people of the county and for those that serve us so willingly in so many different ways in public service. We thank you. We're thankful for their service and willingness to give of themselves to their fellow citizens. God, we pray that For men and women in the armed services, many are in harm's way right now. So, God, we just pray that that conflict in the Middle East can be resolved in a good way that is in the best interest of the people of this world and of this nation. So, God, we're thankful for your blessings. We pray you'll watch over us and guide us. In Christ's name, amen. Amen. Amen.

You're welcome. So this is a life-saving award that we'd like to present tonight. I'll give you a little bit of details. On May 15th of this year, around 6.30 p.m., Deputy Deborah Foss, or Brenda Foss, responded to County Road 687 in Flat Rock in reference to a female that had a lawnmower accident, and her leg was pinned between a lawnmower and a tree. Deputy Fawcett arrived on the scene, made contact with the victim, quickly discovered the female's leg was crushed in between the lawnmower and the tree. The female's leg was bleeding profusely, along with a pool of blood on the ground, and she appeared to be in severe pain. Deputy Fawcett quickly retrieved her tourniquet, applied the tourniquet to the female's leg, which reduced the bleeding. Medical personnel finally arrived at the scene about 10 minutes later, and medical personnel assisted the victim and decided that the tourniquet needed to stay in place on the female's leg while getting the lawnmower off of her. She was area vetted and eventually recovered. I think Deputy Fawcett actually got a bouquet of flowers and a thank you note from the victim thanking her for saving her life. So I would like to have her lieutenant come up here. Franks, I'd like to present Deputy Fawcett with a life-saving bar. This is actually the second life she saved. I failed to get her the first one, but this will be for both of them. It just goes to show that not only do law enforcement work, a lot of times we're the first ones on the scene, and they're equipped enough to take care of severe issues. This particular case saved a lot. Thank you.

As far as I said, I want to congratulate you. I know there's a lot of lessons that come from work like that, but thank you for willing to serve and doing what needs to be done. All right, do we have any public comments? Sign up tonight. All right, let's go on to new business. First item is a budget amendment to solid waste repairs. We talked about this last time. We are taking from the expenditure revenue source to the expenditures. Is that correct?

It is coming out of their solid waste revenue going to the expenditures.

Good. Mr. Skipper, are you in favor of this since you requested it? Yes, sir. All right. Can I get a motion to approve the budget amendment for solid waste repairs and maintenance of motor vehicle? I'll make a motion. All right. Do I have a second? I'll second. All right. Any discussion on this?

This should be enough to carry through the end of this fiscal budget year.

This is standard because we're conducting the runoff. We don't always have a runoff. but we do have one coming up on June 16th. And it's my understanding that we do get some money back from the state on that. Is that correct?

That is correct. It's $80,000 cost with $40,000 revenue.

Okay. All right. So this is just a cost we have to incur, and I'm saying we will get some of that back. Do I have a motion to approve the budget amendment for June 16, 2026? Do I have a second? I brought it up about a month ago. This is what we use for the entire county. so that I can, as a solo IT guy, manage the entire county network. We bought our last bit with ARPA funds. That was three years ago. This is just a renewal of those licenses to keep that network running. So actually, nothing new, just a... Yeah, it's just a, yeah. Great.

Jonathan, is there anything in addition to this that we've already talked about? We did have a good presentation on this last time. All right. These are property taxes that are not paid. This list is listed in the, or will be listed in the newspaper, and there'll be a public auction for this. Is that correct? Okay. All right. And do we know the date for that public auction?

We do not have the date.

Uh, county engineer. Yes, sir. I do have a question. And you know where I'm going with this. Do we have any roads left after last night's rains? Mints and pieces. Okay. All right. And so from a reporting standpoint, is there anything that the public can do to benefit you and your team as far as reporting roads? And if there is, how could they best go about doing that?

So like many, I'm done reporting so that we know. Oftentimes when there's an event like this, it's discovering everything that is a challenge. So they have helped very well with that today. Aside from that would just be drive with caution, particularly in areas where you see washouts or debris in the road or just be careful because there may be things out there that they could encounter that we just don't know about and haven't been addressed.

And do we have warning signs out and barricades up for areas for people not to cross?

So what are the road signs were placed in the locations? You know, they're A lot of that is receded now. They may see water over the road signs, and it may not be there today, but depending on what happens tonight, it may be right back. So I would just encourage folks, motorists, to be careful. And if there's any doubt to anything, don't attempt it.

And so if there is a road, temporary road closure up or barricade up, Can you remind the citizens of what happens if they have an accident during that time?

Yeah, I'm not 100% certain from a legal standpoint. I guess that would just depend. What I can say is we will try to warn of a hazard problem. But, you know, our signs and devices out there will indicate if something is impossible or if there's a hazard, we will do our best case to warn about that. And obviously, you know, my thanks go to the The men and women that have been working all night, all day, last weekend was really kind of very similar. We had some folks put in a tremendous amount of hours, and I just want to recognize all that effort that they do, and they do it without hesitation. So I'm so thankful for those folks, and I know we all are here.

Yeah. Hey, man, anything else you'll have? Not to change things, but can you give us an update on 93, like what we're at?

Yeah, so, you know, we don't like, like we talked about last time, we don't like a whole lot as far as county perspective on finishing our items. The estimate we presented for the resourcing from top to bottom, which we would recommend considering all the work that's been done. There has been some evolution, I guess, and some funding opportunities, it looks like, from the state. So at this time, we are still trying to learn the funding source of that opportunity. So that can lead us and let us know and hopefully lead us in a direction with that funding to see how that Oh, good progress. Yeah. Thanks, sir.

County attorney. So I want to ask you the same question. So if there is a noted road closure, announced road closure, and somebody goes around that barricade, what is the consequences or liability on the person that does that action?

Well, it depends on each circumstance. Generally, the county would not. have any liability for injuries or damage that might be caused. If they've been notified, I think the county's obligation is to reasonably notify when we can of a difficult portion of the road. And if somebody ignores that, then they do so at their own risk.

That was just my biggest fear from the weekend of people going out, checking the situation, getting themselves in a spot where they lose identity where the road is, or they hide a plane or float off the road or whatever. And that's just best just to let the waters recede. And so thank you for that. All right. Anything else? Thank you for the invitation. Hold back from HR. Are we good? All right. Outstanding. District 2. District 2. District 2. Back from a blessed vacation. Got to be back. It was a great time. I needed to hear all the bad weather situations until I did get back. And then this morning I got back hurt again. So thank you for all the hard work you've done.

District 1, let's go. I'd just like to thank Public Works and the Sheriff's Office and our rescue squad for that two cave incidents this weekend for everybody who went out and doing the jobs during the, uh, all this rainfall and times of, uh, A lot of flooding. People just need to use exercise common sense when they're going out to repel and do these things and not go during torrential rainstorms. This puts unnecessary lives at risk. I'd like to thank everybody for all their hard work and remind everybody that I don't think we'll meet again before the next runoff election, but there's state offices and the sheriff's race for this. People are going to vote in the runoff on the 16th.

I want to echo I think events like yesterday are biblical in nature, and I'm thankful that we kept injury to a minimum. Lots of hard work went into the rescue and the caves, the safety of the roads, trying to get debris out of the way, trying to clear roadways. so that people could safely travel. And so it's just wonderful. And it's a shame that Mother Nature acts this way sometimes, but it's going to outlast all of us. And so we've got to make sure that we're mindful of the dangers that are out there and take opportunities to stay home when we need to stay home. But thankful for the opportunity to be here today. Our next meeting is on June 22nd, 2026. And as Mr. Coley stated, We do have an election coming up on the 16th. It is a very important election, a critical election for us locally with the sheriff being determined, but also some very important state races. So please come out. I was very disappointed in the turnout that we had for the primary. I hope that the runoff generates more excitement because to me, and gave their lives for us the right to vote.
