Please join us in the manner you are accustomed to in your faith. Dear God, we come before you this evening with gratitude as we begin our council meeting. We ask for your wisdom, clarity, and discernment. Guide our city council members as they consider the matters before them, and help them work collaboratively for the good of our entire community. Lord, we thank you for the wonderful city of Huntington Beach, its neighborhoods, its natural beauty, and the people who make it a special place to live.
We lift up our first responders and public servants who dedicate themselves to protecting and supporting others. Watch over them and bless their families for the sacrifices they make. We pray for each person gathered here tonight, council members, staff, and visitors. As we move through this holiday season, surround them and their families with safety, peace, and joy. Help us remain mindful of those in need and inspire us to approach challenges with humility, unity, and compassion.
We ask for your continued protection over our city and its future. Fill us with hope as we look ahead to all that awaits us in 2026. May your presence guide our decisions and strengthen our resolve with integrity and grace. In your name we pray, amen.

Alright, We're gonna we're gonna go out of order a little bit. Senator Strickland is going to present make a presentation a little out of order. Good evening. Good evening.
It's unique to be on this side of the lectern, but it's a privilege privilege and honor to serve Huntington Beach in the state senate. And one of the biggest honors I've ever had was being mayor of Huntington Beach. In fact, we brought my Huntington Beach jacket here today. Let me open with this. I love all of you, the magnificent seven, and a lot of people worked very hard for all of us to be together.
And and whatever we need to stay together as a family, whatever we could do to stay together as a family to fight for the people of Huntington Beach. And I will say I'm really honored to be here today to honor Pat Burns who did a remarkable job as mayor.
Did
Pat, I don't know if you remember. You're the one that nominated me to become mayor of Huntington Beach, and we did a 110 events together as the Fab Four. I consider you family. I feel like you're my brother, and I'm just very proud of what you've done as mayor of Huntington Beach, your leadership, and you're just steadfast. You're you're Pat Burns.
You say what's on your mind, and sometimes it gets you in trouble. But the thing is, everybody knows where Pat Burns stands. And people love you, and I'll tell you, when we were campaigning, I tell you this many, many times, the first time we got together and campaigned together, we walked up and down the fourth of July parade, and almost everybody had a personal relationship with you in Huntington Beach. Everybody knows you, they love you, they know your heart. I just think you've done a remarkable job as mayor.
You've done a remarkable job in the council. It's my honor to present this resolution, California State Resolution. There's a lot of whereas's and therefores but really it just says you're a fantastic guy and you epitomize Huntington Beach. So thank you so much for your leadership. Let's give Pat Burns a big round of applause.

Proper decorum at city council meetings is imperative in order for the public to remain informed about issues pertaining to the city's business. The public comments portion of the meeting is an opportunity for the public to be heard and address those issues in a public forum. Disruptive behavior impeding or delaying our ability to conduct the council's business will not be tolerated. California penal code section four zero three prohibits disrupting this meeting, and enforcement action will be taken for violations of this law. At this time, the city council will receive comments from members of the public regarding any topic, including items on the open session agenda.
Individuals wishing to provide comments on items may do so in person by filling out a request to speak form delivered to the city clerk. All speakers are encouraged but not required to identify themselves by name. Please note that the Brown Act does not allow discussion or actions on topics that are not on the agenda. Good evening. My name is Justine Makoff. I'm here on behalf of Freewayn Foundation at the Huntington Central Park Equestrian Center. Tonight, I'm proud to share with you a very important milestone. Last month, Freewayn Foundation was officially accredited by the Global Federation of Animal Sanctuary. Why is this a big deal? Good evening everyone. I'm Isaiah Contois. I'm a 23 year old US Coast Guard Veteran. I moved here August. Three weeks after moving here, my home was broken into in broad daylight. I reported it for about a week, I was getting great help from the police department. Thankful for them, but I haven't heard anything in almost three months. The perpetrator is still at large. I'm just asking for an update. I went to the station, they told me to email and call the sergeant. I did that, haven't heard anything. That's it.

I just I I'm here on behalf of Chad Williams. Obviously, you guys know that. I think it's right that he is the next mayor pro tem. I think it's lawful. I just plead with you to do the right thing. I think deep down, you know that it's right, and just asking you guys, let's do what's right here. I know there's a lot of, you know, mistakes on everybody makes mistakes. Everybody's, you know, we can look down and say, wow. He did this or he did that. But, deep down, we all mess up. But

Tonight, tradition and protocol guide us as we select our next mayor and mayor pro tem. Casey, you served honorably as the mayor pro tem and you are now next in line to serve as mayor. Following a long standing decorum and next in line for mayor pro tem is Chad Williams, who earned the highest vote total in Huntington Beach history and has shown leadership and readiness to take this role. By moving forward in a diplomatic way tonight, we set the stage for our colleague, Butch Twine, to be
announced next year.

Keith Jorgensen, I had the unique honor of being able to campaign campaign with all of you guys, up on the diocese. We all know that Chad was one of the hardest working people campaigning for his role and because of that he has had more support than anyone else. I would ask that, you guys follow the procedures that council set out before you that clearly state that he is next in line to be the mayor pro tem. He's received the highest votes. I'm here to support Chad Williams tonight. I feel that recently we were informed that there were things going on that should not be going on. As I read provision 6,320, it says here that pastor Chad Williams will be installed as the mayor pro tem. At least in spirit it says that. What I can tell you is I've watched Chad, and I've known Chad and for about fifteen years. And I and he is a man of God. He is a man of integrity. He is a great husband. He's a great leader. And support Chad Williams for mayor pro tem.
Good evening. I'm Elaine Keeley, the president of the Friends of the Library, a non profit who has been in standing for fifty four years founded by my mother, Charlene Bauer, and wife of former mayor Ralph Bauer. I have to skip a lot because I can't do it in thirty seconds, but Ashley Wysaki asked us for $250,000. We returned with a grant proposal and we've heard nothing from anyone. We're just looking for a response. We have funds that we make from a used book sale, from a gift store, and from people's bequests. We wanna give it to you.

As part of the grant agreement that Elaine was speaking about, the Friends has wishes to donate $825,000 to the library. It requests three conditions that the city not impose any laws that violate the first amendment of the constitution and the state laws regarding censorship and discrimination on the basis of content, allow the Friends organization to continue to use the library facilities for book sales and gift shop sales, and continue usage of the meeting rooms.

name is Matt Sill. I'm a recent homeowner and buyer of Huntington Beach. I moved to Huntington Beach because Huntington Beach stands up for what the people believe in, that you guys do what's right. Chad Williams obviously got the most votes in the last election that we've ever seen in Huntington Beach. The American government and the American government policies have always been a government of the people, by the people, and for the people. So give the people what they want and let Chad Williams be the next mayor of protest.

I worked very, very hard to get the h b three in, and I understand that in the history of Huntington Beach that we have had only one person that didn't become the next pro tem. We need to stay with what tradition is. We are based in The United States based on traditions and laws. Shall means he shall be in office as pro tem. We need to follow the rules and regulations.

was blessed to raise a family in Huntington Beach. And I taught those kids to believe in this city cause the city believed in them. They're grown now. I want them to know that we keep the rules that we put in place. And if the people gave the most votes to Chad, he deserves the the next position. And that's what we should be teaching our children. The difference, Chad earned 10,000 more votes than anyone in Huntington Beach election history. Chad raised more money. Chad shall be mayor pro tem. Every single one of you knows the difference between right and wrong. We the people elected Chad. This is our decision. Good evening. My name is Brandon Bettis. I'm a a fellow resident here. I'm here on the behalf of my friend Chad Williams. I've known him over twenty years. I've traveled with him for many years. I've seen this man have integrity. Everything that you see him on stage is what he is at home. I think the people have spoken for themselves. It's because of him that actually changed my voting party so that I can actually participate in some of the local votes here. And so just know that if you guys don't do the right thing, I'm gonna remember that next time we vote.

She has been working as a legal field in the legal field for nearly thirty years and has her paralegal certificate. Michelle heads up the advisory division of the city attorney's office and works with every single department in the city. She manages the flow of all requests for legal services that come through the city attorney's office. She prepares hundreds of contracts a year, 90% of all resolutions, ordinances, and agreements for all departments. All this, and she handles cases for the litigation division as well.
Michelle is always willing to help colleagues and is well respected by her coworkers, city staff, department heads, and elected officials. Takes pride in her work. She is dependable, conscientious, and reliable to a fault. There are just a few these are just a few of the reasons I have chosen her to receive the mayor's excellent award this year. She's very worthy of this, and city attorney Mike Vigliota is gonna say a few things.

She goes above and beyond her job duties every day to make sure issues are handled properly, correctly, and quickly. But more importantly, I think everyone should know Michelle, more importantly than being invaluable, she's she's an awesome person. As far as the procedures go, and I do believe there's an apparent Brown Act violation that's occurring here because you did make a motion to make a decision on legislative policy sixty three twenty. And the government code 54954Dot2A3, due to a lack of a seventy two hour public notice, there is a lack of transparency that's taking place here. The government code literally says no action discussion shall be undertaken on any item not appearing on the posted agenda. This was not posted on the agenda to vote on policy number sixty three twenty. In past years, it has been when they have done that.
But if you want to calmic me, it needs to be posted on the public agenda. You have not done that, and so there's an apparent Brown Act violation happening. I'll repeat the code, government code five four nine five four dot two a three, no action or discussion shall be undertaken on any item not appearing on the posted agenda. You don't want me to show that to everybody, the fact that it's not on our posted agenda. And when this has been done in the past, it has been done properly, it was posted on the agenda. And I could go on. So mister city attorney, is there any reason legally why I cannot show what I want to show on the screen here?

Sure. We and we've we've looked at this matter. So it's a the vote on on setting aside the resolution is a procedural matter that's part of the process to designate the mayor pro tem, and it's detailed in resolution twenty twenty four dash 23, and it does not need to be separately agendized.

So I'll just briefly kinda summarize here. Then there was a resolution that was passed in a previous year signed by then mayor Gracie Vandermark, and it was a handbook for council members. And what council members agreed to is on the selection of a mayor pro tem. If city council wishes to diverge from these procedures, it must set aside resolution sixty three twenty and establish different procedures, one implemented. Once implemented resolution the resolution will be reinstated immediately.
This is what the resolution states. I'm sorry, this is what the policy procedure says in sixty three twenty. The member of the city council having the longest consecutive council service shall become, this is the strongest language in legally speaking, it's an imperative, it's not a may, shall become mayor pro tempore. In the event that two city council members have the same length of service, then the member who received the greatest number of votes in the last council election in which such member was elected shall become mayor pro tempore. It just so happens I was sworn in before any of the other h b three, so I do have the longest consecutive.
Okay. And I've got the most votes in the history of the city, not just in the previous election. What I would like to try and show up on the screen is the fact that this was not agendized. It was not placed on the agenda to discuss legislative policy 6320. It has been in the past when this was done in the past to Dan Kalmick.
You guys failed to put this on the agenda. And so since there was not a public notice, it is an apparent Brown Act violation like I said, government code five four nine five four dot two eight three, no action or discussion shall be undertaken on any item not appearing on the posted agenda. And so as far as I could tell, this is just a way for you to ram through your guys' agenda, and I I don't think this is a very good start to things. And I'd be happy to discuss, if you guys are open to it, maybe why you're looking to pass me up for mayor pro tem.

Okay. So this is not about backing the man, my running mate and colleague. And I do respect Chad, so I'll let that be known. Like one speak like one speaker like like one speaker said, he will speak the truth. There's many truths in life like a dime with many fat a diamond with many facets. This is not easy. Let me point things out. Ascension to the position of mare pro tem carries real expectations. And when a person, anyone who displays open contempt, demeans others and attacks colleagues and shows no willingness to support or collaborate with or work alongside our future mayor. A person displaying these behaviors will not receive my vote.
So this is bigger than my vote. It's about the behavior accountability and really the absence of any contrition. I see this actually as an opportunity for growth. I I love Chad. He is a warrior. But I see this as opportunity for growth and for some contrition. For the record, you know, I I won't be bullied by biased social media forms pushing out false narratives or for the record, you know, church members making overt or or veiled threats. I'll always vote my conscience, and that's what's expected of me. So because of that, I nominated a person who's been building bridges and knocking down walls. That's why I nominated councilman Twining for the mayor pro tem. We
all know that's not the real reason. If you guys wanna discuss Councilman Williams.

I'll speak I'll tell you. This has not been easy. None of this. We've been battling this discord in a sense for months and months and months. This is no secret, no surprise. But I'll tell you, when it came down to for me, what it came down to, what's best for the city, what's best for the governing of the city, as always, I put that first. And I think it is best. I think there's a lot of good things that Butch is he doesn't work. He's available. He's at the city hall all the time.
Casey's got a wife and family and career. He's gonna be busy. He's gonna be things. Besides that, there's other issues that I think that we can build upon, and I'm very supportive of Chad. I wanna see him build and grow into the position and get ready for it.
At this time, I just think for the governing of Huntington Beach, first and foremost, what's best for the citizens in the decision making, what's best for the businesses, community, and everything, I think it's gotta go a different way, and we're headed in that direction. I love everybody on this council. I love everybody's enthusiasm and respect the support you've given Chad. And, well and I hope you give that to Butch once we make this decision. It hasn't been easy.

But, again, trusting God. You guys think that this is just a one time. You got and Please. It this has been ugly. It's been thrown out into the community. And how and how did it get out there before it even got to this today? How did how was it put out there? Well, that's we don't know. But it is bottom line is it's for the best governing of this city.

If you grow and you show contrition and you you enhance your your your inner per if you grow and show hey. Contrition Next year, you will be the mayor pro tem. It's as simple as that. Order. If if Chad Williams grows and shows contrition, he will be next year's mayor pro tem. This has zero to do with me. This has everything to do with you.

They see how you are with staff. They see what the public doesn't see.
In that moment, Pat decided, he's like, hey, we think Tony has, more experience and as as a leader to jump in. We're all rookies. And Pat stepped aside and ended up going third. Right? And then the next year, we set aside the resolution again for Gracie. And then last year, we set aside the resolution again for Pat. And then two years before we got on council, they set aside the resolution in the same manner for Posey and Del Glaze. So, is not a new concept. But, the call your your council colleagues up here decide, in their opinion, who is in the best position to lead this city, based on their experiences with these individuals up here, behind closed doors with staff, how they operate with attorneys, with consultants. Based off of a closed Council Member Williams, I'm speaking.
Thank you. So for me personally, think the next person that has shown that leadership to take over the city is for me Butch Twiney. He's a man of great integrity. He's been the CEO of multi million dollar corporation. He's a professional. He's worked with many consultants, many attorneys. He had a great experience to lean on. As Pat mentioned, he is retired. He's always at City Hall. He's someone that me personally, I I look to rely on. I I have a great family history with him. Parents. He went to grade school with my parents. He went to high school. He's a good friend of my parents.
So for
me for me, that's why I will choose at this moment in time. It has nothing to do with with anybody else. It's in my in my opinion, my feel that the next person to be the great leader of the city is council member Butch Twenty. Thank you.

Okay. I just wanna thank everybody. I know this was really, really tough. I know it was. I'm sorry for that, but I will work very, very hard and very diligently for everybody to regain your friendship, guess, because a lot of people were pretty pissed, people that I was friends with. So I still love you. I want you to know that. And Casey and I are gonna work really hard for the benefit of the city. I promise you that.
What's up, HP? Let's go. So first, I wanna thank, my council colleagues for electing me to be the mayor. It's an honor and a privilege that I do not take lightly. I never thought growing up as a kid in Huntington Beach that I would ever be mayor nor did I want to. But here I am, and I'm I'm really honored, and and it's a it's a great privilege. It's an amazing city. I especially wanna thank my family, for always supporting me. It's very hard, to be on council. You get, attacked mercilessly, sometimes by your own side, but that's okay.
But they're always there for you. It's really hard, especially when you have a young family like I do. My son Liam is three, and Brady is one years old. So I could not do this without my beautiful wife, Josephine. She's my rock. Joey.
And that goes for Dana too.
And and and Dana for Butch. And I'm really proud of what we've accomplished these last three years. We fulfilled our contract with the voters within less than a year. As you guys know, we are pushing back against the state on their high density housing mandates. We implemented our ninety day day plan to combat homelessness. In the last three years, we've achieved record homeless reduction numbers in the history of our city, historic. We've cracked on on crime with our amazing police. Crime is down over 27% on average across all categories. Some categories like catalytic converter theft is down 80%. Really proud of that.
And then lastly, we roll out the red carpet and cut the red tape for businesses. And our streamlined program has increased permits issued by 23% year over year. And the last item is what I really want to focus on this year is really focus on our businesses, increasing our permitting process, enhancing our streamlined program, highlighting our businesses, doing amazing videos to showcase our businesses, get attract new investment from businesses here, and really just focus on that and really make our local economy strong. And lastly, next year is a semi quincentennial, which is America's two hundred and fiftieth birthday. So we're going have a lot of fun.
Every every event is going be the biggest. It's going be the biggest Independence Day Parade ever. It's going to be the biggest air show ever. Biggest Darker Waves concert coming back ever. So it's going be a really fun year.
