Recommendation: That the Board of Supervisors: 1. Approve the attached amendment to the existing professional services agreement between Maximus US Services Inc. (Maximus) and Humboldt-Trinity Child Support Agency (HTCSA), formally known as North Coast Regional Department of Child Support Services (NCRDCSS) for Fiscal years (FY) 2025-26 through 2026-27; and 2. Authorize the Department of Child Support Services Director, or a designee thereof, to execute the attached amendment to the existing Professional Services Agreement by and between Maximus and HTCSA For FY 2025-26 through 2026-27; and 3. Recommendation: That the Board of Supervisors: 1. Approve the proposed grant of One Million One Hundred Sixteen Thousand Four Hundred Sixty-Three Dollars ($1,116,463.00) to the Humboldt Network of Family Resource Centers in order to allow for the provision of community outreach and support services related to the California Work Opportunity and Responsibility to Kids, Temporary Assistance to Needy Families and CalFresh programs for the period of July 1, 2026 through June 30, 2027; and 2. Authorize the Department of Health and Human Services - Social Services Director, or a designee thereof, to execute individual grant agreements with participating community and family resource centers, in the amounts set forth in the attached Humboldt Network of Family Resource Centers' funding request, that are substantially similar to the attached sample grant agreement template, and any and all subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office; and 3. Signature Authorization for Professional Services Agreements with Various Community-Based Organizations Regarding the Provision of Community Outreach and Support Services Related to the CalFresh Program
Recommendation: That the Board of Supervisors: 1. Approve the attached professional services agreement template regarding the provision of community outreach and support services related to the CalFresh Program; and 2. Authorize the Department of Health and Human Services - Social Services Director, or a designee thereof, to execute individual agreements with various community-based organizations regarding the provision of community outreach and support services related to the CalFresh program that are substantially similar to the attached professional services agreement template, and any and all subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office; and 3. Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one (1) fully executed certified copy of the Board order related to this item.
Adoption of amended Public Health Nurse, Environmental Health Specialist I/II, and Senior Environmental Health Specialist Classification Specifications
Recommendation: That the Board of Supervisors: 1. Adopt the amended classification specification (Attachment 1) for Public Health Nurse (classification # 0528) into the classification system effective the pay period after approval; and 2. Adopt the amended classification specification (Attachment 2) for Environmental Health Specialist I/II (classification # 0535A/B) into the classification system effective the pay period after approval; and 3. Adopt the amended classification specification (Attachment 3) for Senior Environmental Health Specialist (classification # 0518) into the classification system effective the pay period after approval; and 4. Adopt the Resolution (Attachment 4) approving the amendment of the 2025-2026 Memorandum of Understanding between the County of Humboldt and the American Federation of State, County, and Municipal Employees.
Approve Grant Agreement in the Amount of $50,000 with First 5 Humboldt for Library Services to Young Children and Families throughout Humboldt County for Fiscal Year (FY) 2025-26
Recommendation: That the Board of Supervisors: 1. Approve and authorize the Purchasing Agent to execute, the attached grant agreement with First 5 Humboldt regarding library services in the amount of $50,000 for the period of July 1, 2025, through June 30, 2026; and 2. Authorize the Purchasing Agent to execute any and all subsequent amendments to the attached grant agreement with First 5 Humboldt, after review and approval by County Counsel, Risk Management and the County Administrative Office; and 3. Direct the Clerk of the Board to return three fully executed original copies of the attached grant agreement with First 5 Humboldt to the Humboldt County Library.
Authorize a Joint Participation Agreement with the City of Fortuna to Accept Delegation of a Permanent Local Housing Allocation (PLHA) Set-Aside, Designate the County as Applicant and Administrator, Approve Submission of the County's PLHA Application to the State, and Authorize Budgeting and Administration of any Awarded Funds.
Recommendation: That the Board of Supervisors: 1. Authorize the Director of Planning and Building to execute the Joint Participation Agreement between County of Humboldt and City of Fortuna (Attachment 1), accepting delegation of Fortuna's PLHA allocation set-aside; and 2. Adopt the resolution (Attachment 2) to take the following actions: a. Authorize submission of an application to the PLHA Program for the delegated funds in the amount of $149,869 to be used for First Time Home Buyer loans; and b. Authorize the Director of Planning and Building to execute, on behalf of the County of Humboldt, the PLHA application, standard agreement, and all related documents required for participation in the program, including any subsequent amendments with the State of California; and 3. Direct the Clerk of the Board to return one fully executed and certified copy of the Resolution to the Planning and Building Department for inclusion with the application.

Award the project agreement to Mercer-Fraser Company for the total amount of $2,190,190; and 3. Professional Services Agreement with Restoration First Responder Network, LLC for Employee Wellness and Mental Health Support Services for Fiscal Years 2026-27 through 2028-29
Recommendation: That the Board of Supervisors: 1. Approve and authorize the Chair of the Board to execute the attached Professional Services Agreement with Restoration First Responder Network, LLC for employee wellness and mental health support services for the period of July 1, 2026, through June 30, 2029, in an estimated annual amount of $114,976; and 2. Authorize the Sheriff, Undersheriff or Deputy Director of Financial and Support Services to execute any necessary amendments, extensions, or modifications to the agreement with approval by County Counsel, Risk Management and the County Administrative Office.

Recommendation: That the Board of Supervisors: 1. The Board of Supervisors approve the Amendment to the Commissary Services Agreement between Keefe Commissary Network LLC and the County of Humboldt; and 2. Authorization to Accept Donation of Restroom Trailer from Humboldt County Sheriffs Posse, Inc.
Recommendation: That the Board of Supervisors: 1. Authorize the Humboldt County Sheriff’s Office (HCSO) to accept the donation of a VIP Restroom Trailer from the Humboldt County Sheriffs Posse, Inc.
Approval of Professional Services Agreement between County of Humboldt and Beacon Software Solutions, INC.
Recommendation: That the Board of Supervisors: 1. Authorize the Chair of the Board to sign the Professional Services Agreement and Exhibit D, Annual Product Maintenance and Support Agreement with Beacon Software Solutions, INC. for the use of handheld technology to enhance the jail management system; and 2. Authorize the Sheriff, Correctional Captain or Deputy Director Financial and Support Services to sign all extensions or amendments to the Agreement with the approval of County Counsel, CAO Office, and Risk Management.
Appropriation Transfer for Humboldt County Correctional Facility in the Amount of $20,267 and Coroner Office in the Amount of $47,500 (4/5th Vote Required)
Recommendation: That the Board of Supervisors: 1. Approve an appropriation transfer (Attachment 1) for the Humboldt County Correctional Facility (HCCF), budget unit 1100-243, in the amount of $20,267 for increased food costs and for the Coroner Office, budget unit 1100-272, in the amount of $47,500 for increase forensic autopsy costs for Fiscal Year 2025-26 (4/5th Vote Required).
Acceptance of California Providing Access and Transforming Health (PATH) Justice-Involved (JI) Planning and Capacity Building Program Grant Round 4 (CalAim Path 4 Grant) for the Humboldt County Sheriff's Office (Sheriff's Office) and Humboldt County Probation Department (Probation)
Recommendation: That the Board of Supervisors: 1. Approve and ratify Correctional Lieutenant Chelsey Camilli's signature to accept the CalAim Path 4 Grant for the Sheriff's Office in the amount of $300,000 (Attachment 1), such authorization shall be retroactive to April 23, 2026; and 2. Approve and ratify the Chief Probation Officer Coral Sanders' signature to accept the CalAim Path 4 Grant for Probation in the amount of $300,000 (Attachment 2), such authorization shall be retroactive to April 23, 2026; and 3. Authorize the Chair of the Board, Sheriff, Correctional Captain, Correctional Lieutenant, and Deputy Director of Financial and Support Services to execute all other certifications, assurances, or documents required by the California Department of Health Care Services (DHCS) that are necessary for the acceptance and management of the Sheriff's Office CalAim Path 4 Grant; and 4. Consider the Establishment of an Independent Civilian-Led Oversight System for the Humboldt County Sheriff's Office
Recommendation: That the Board of Supervisors: 1. Form an ad hoc committee regarding the establishment of an independent civilian-led oversight system consisting of Supervisor Arroyo, Supervisor Bushnell and other County of Humboldt staff, as appropriate; and 2. Direct the newly formed ad hoc committee to prepare a draft ordinance regarding the creation of an independent civilian-led oversight system and bring it back to the Board in September 2026; and 3. Provide other direction, as appropriate.
Revocation of 62 Permits Due to Unpaid Measure S Taxes
Recommendation: That the Board of Supervisors: 1. Open the public hearing, receive, and consider the staff report and accept public comment; 2. Close the public hearing; 3. Adopt the resolution (Attachment 1) which does the following: a. Finds the permits have been exercised contrary to the terms and conditions of approval; and b. Revoke the 62 Permits per Section 312-14 of the Humboldt County Code. 4. Direct the Clerk of the Board to provide a certified Board order to the Planning and Building staff to be included with the notification of decision to the appropriate parties.
Adoption of an Ordinance to Accept the Coastal Commission Changes to the Coastal Wireless Telecommunications Facilities Ordinance Adding Section 313-91.2 and Amending Sections 313-138 and 313-171 of the Humboldt County Code to Provide a Uniform Set of Standards for the Development, Siting, Size, Maintenance, and Installation of Wireless Telecommunications Facilities Within the Unincorporated Coastal Areas of Humboldt County and Repeal of Previously Adopted Coastal Wireless Telecommunications Facilities Ordinance (Ordinance 2704)
Recommendation: That the Board of Supervisors: 1. Adopt the resolution (Attachment 1) to take the following actions: a. Find that the proposed Coastal Wireless Telecommunications Facilities Ordinance is exempt from environmental review pursuant to Section 15251(f), Exemption for Certified State Regulatory Programs, of the State CEQA Guidelines; and b. Find that the proposed Coastal Wireless Telecommunications Facilities Ordinance is in the public interest and is consistent with the General Plan, the Coastal Act, and State Housing Law; 2. Repeal Ordinance 2704; 3. Adopt the ordinance (Attachment 2), Wireless Telecommunications Facilities Ordinance - Coastal. Adding Section 313-91.2 and Amending Sections 313-138, and 313-171 of Chapter 3 of Division 1 of Title III of the Humboldt County Code, Establishing Uniform Regulations for Wireless Communications Facilities Within the Unincorporated Coastal Areas of Humboldt County, as modified by the California Coastal Commission; 4. Direct the Clerk of the Board to publish the Post-Adoption Summary of the Coastal Wireless Telecommunications Facilities Ordinance (Attachment 3) within 15 days after adoption by the Board, and to post in the Office of the Clerk of the Board of Supervisors a certified copy of the full text of the adopted ordinance along with the names of those Supervisors voting for and against the ordinance.
Westfall General Plan Amendment, Zone Reclassification and Williamson Act Contract Partial Cancellation
Assessor Parcel Numbers: 311-041-034 and 311-041-036 Record Number: PLN-2025-19187 Application Date: 03/05/2025 Elk River Area A General Plan Amendment (GPA) to change the Land Use Designation from Residential Agriculture (RA10) to Residential Agriculture (RA4), Zone Reclassification (ZR) from Agricultural Exclusive to Agriculture General (AG-B-5(4) and Williamson Act Contract Partial Cancellation on a 4.36-acre portion of the approximately 77-acre Westfall Agricultural Preserve property in Elk River.) Recommendation: That the Board of Supervisors: 1. Adopt the resolution (Attachment 1) which does the following: a. Make the required findings for approval; and b. Approve the General Plan Amendment; and c. Approve the partial cancellation of the Westfall Agricultural Preserve Williamson Act Contract on a 4.36-acre portion of APN 311-041-034. 2. Adopt the ordinance (Attachment 2) to approve the Zone Reclassification; 3. Direct the Clerk of the Board to record a certificate of tentative cancellation and send a copy to the Department of Conservation (Attachment 4); 4. Direct the Clerk of the Board to give notice of the decision to Save the Redwoods League, the Planning & Building Department, and any other interested party.
Amendments to the Solid Waste Container Sites and Redway Transfer Station for Fiscal Year 2025-2026
Recommendation: That the Board of Supervisors: 1. Continue the hearing of the Solid Waste Container Sites and Redway Transfer Station to the meeting of June 2, 2026.

Recommendation: That the Board of Supervisors: 1. Welcome the class and hear their presentation; and 2. Receive and file the presentation.
11:00 A.M. - Appeal of the Planning Commission condition of approval for a Parcel Map Subdivision Application dividing a 14.59-acre parcel into two parcels of 12.63 acres (Parcel 1) and 1.96 acres (Parcel 2). The applicant requests an exception to specific roadway improvements. A Special Permit is also required for the relocation of existing wetlands to facilitate future development of the parcel with senior housing.
Recommendation: That the Board of Supervisors: 1. Open the public hearing and receive the staff report, testimony by appellant, and testimony from the public; and 2. Close the public comment portion of the public hearing; and 3. Adopt the resolution (Attachment 1), which does the following: a. Finds the Programmatic EIR prepared for the McKinleyville Town Center which envisioned Life Plan Humboldt adequately addresses all potential environmental effects, and no further environmental review is required; and b. Finds the proposed project complies with the General Plan and Zoning Ordinance; and c. Denies the Appeal submitted by Humboldt Commons; and d. Denies the exception requests to roadway improvements; and e. Approves the Life Plan of Humboldt Subdivision and Special Permit for Wetland relocation, subject to the conditions of approval (Attachment 1A); 4. Directs the Clerk of the Board to provide a certified Board Order and executed resolution to the Planning and Building Department to be included with the notification of decision to the appropriate parties; and 5. Close the public hearing.
