Thank you, Mayor and Board. Lieutenant Tidwell, there's no way to cram 24 years of our relationship in just a few minutes. Just not going to happen. We fought a lot of fire together. We've been in some tight spots together, and from the bottom of my heart, you just don't know how much I appreciate it. Being I only have a few minutes, I just want to bring up a couple of qualities I feel that that you've brought to the department and that you have. You've always put your crew first. That's one thing I've watched over the years. As you've grown, have you grown through the fire service, you've always put your crews first. And that means a lot. That means a lot to the upper management that you're taking care of your people. The time we spend together, it's always laughing. I look forward to every meeting that we have at station three. because I can always hear a big laugh down the hallway, and guess who it is? It's Jeff. He's coming through the door. You always have the best attitude, and I really do appreciate that. It brought a lot to the department. It keeps everybody up, and I appreciate that. You've served your position with respect, honor, and integrity, and it's not easy being a lieutenant. A lot of people think it is, but it's not. It's a hard job. and you've done a wonderful job at it. I've got a, we do have a plaque for you, and I'd like to read what the plaque says. On behalf of the mayor and board of aldermen and women, the city of Horn Lake, I want to offer my warmest congratulations on your well-earned retirement. after 24 years of dedicated service to the Horn Lake Fire Department. Throughout your remarkable career, you have run towards danger when others ran away, putting the safety of our community above your own. Your bravery, sacrifice, and unwavering commitment have made an indelible impact on the lives you've saved and the homes you've protected. Beyond your courage on the fire ground, You have been a trust mentor and a true friend to everyone at the City of Horn Lake. Thank you for your extraordinary service, your leadership, and the countless hours you spent away from your own family to keep ours safe. All right, moving forward with planning, uh, we have case number, uh, twenty, twenty six zero, nine, four on the water association rezoning, uh, from M, one and M, four C, four to R, six and C, four. Uh, Mr. Simcoe.

Uh, congratulations to well, uh, so this is. Case number twenty, twenty six zero, nine, four quest by chance Walker Smith Walker engineering to. He's owned the parcel located on the west side of highway 51 between joy boulevard and nail road from in one and see for two are six and see for. The existing zoning along highway 51 frontage would remain in place, while the western portion of the property would be reason from in one industrial to our six residential to accommodate future residential development. surrounding area contains a mixture of commercial residential multi-family and industrial development commercial zoning is concentrated along highway 51 while the willows of horn lake subdivision immediately north is zoned r6 and the avalon apartment complex is zoned rm6 industrial zoning remains primarily to the west and the south planning staff finds that the retaining Commercial zoning along highway 51 while extending residential zoning south from the existing neighborhood creates more compatible transition between the surrounding land uses and reduces the potential for future conflicts between industrial and residential development. Planning Commission considered this request at its July 27th meeting. During discussion, the applicant clarified that the entire M1 portion of the property is proposed to be rezoned to R6, although the westernmost portion lies within the flood area and is not intended for development. The applicant also stated that the proposed development would have shared access to Highway 51 and would connect to Joy Boulevard. No members of the public spoke in opposition or support during the public hearing. Planning Commission recommended approval of the rezoning by vote six to zero.

So this is containing same same parcel that was just resound so case number 20 26091 press by chance Walker Smith Walker engineering for approval of horn lake water association to lot subdivision. which would divide the parcel into two lots properties located along highway 51 between nail road enjoy boulevard surrounded by a mix of commercial residential and industrial development. As discussed in the rezoning case preceding this item, proposed plat is intended to support both the Horn Lake Water Association commercial development along Highway 51 and future residential development on the western portion of the property. Plot 1 would accommodate the proposed Horn Lake Water Association building, while lot 2 extends from Highway 51 to the western border of the property. The highway 51 frontage lot two is configured to provide coordinated access for both commercial and future residential portions of the property. Reducing the need for separate access points and helping transition development from the commercial highway 51 quarter to the residential area further West. Planning staff reviewed the plat against applicable subdivision standards including requirements related to streets, easements, blocks, lot design, and public facilities and identified no conflicts with the applicable regulations. Planning Commission reviewed the request at the July 27th meeting and recommended approval for vote 6-0.

All right. We have an awareness proclamation, Down Syndrome Awareness Month proclamation. Let me read this to you. Whereas approximately one in every 691 children are born with Down Syndrome, representing approximately 1,000 individuals in the Mid-South, and whereas the mission of the Down Syndrome Association of Memphis and the Mid-South is to empower and support people with Down Syndrome and their families. And now, therefore, I, Jimmy Stokes II, do hereby proclaim the month of October 2026 as Down Syndrome Awareness Month and encourage citizens to work together to promote and respect the inclusion of individuals with Down Syndrome and to celebrate their accomplishments and contributions. And further, I encourage Mid-South residents to support the Down Syndrome Association of Memphis and the Mid-South in their work with families, schools, healthcare professionals, and governments to help create opportunities, raise awareness, and facilitate solutions for these valued members in our community. We're trying to find some more money to do it faster.

I know many reached out by email talking about they still have problems with lights. So we're just working with hoping that energy can hurry up and get some of those lights back on. But please report that to energy. You actually can go online to the outage map. And also report I can't think of it was energy that energy Mississippi. I don't want Sarah to look up energy Google energy Mississippi and it'll come up where you need to report that. And that would be it for me on the Boston. On the next.

Just a couple of things. I know that coming up in October and our parts director will probably talk about a little bit. Coming up in October, there's going to be a blue walk for prostate cancer. I believe that's the walk for over at Larimer Park. And if you haven't heard about it, go look it up. It's a cool little cause. They're still taking signs for teams and stuff. it's all over cumulus radio and everything so if you get a chance to go help support that also to back to go off what mayor jimmy was talking about not only are we looking for residential make sure you check you know check on your neighbors and make sure they're all cool especially elderly neighbors but also when these small businesses start opening back up that have also been affected you know swing by get a candy bar or something for them help them out because A lot of them, because this was Monday, so a lot of them got restocked yesterday and are now going to be out for two or three days. So just have a heads out for all of them. And that was all I had for that night. Thank you.

I think this is great having that in our city. It speaks volumes, and hopefully we'll get more of these type things in our park. I also want to say thank you to Mr. Glenn. only you can come in here come on well i am jackie i am jackie wilson and uh i moved to horn lake in 1999 and i am i am so proud of all of you every one of you and especially you i came in here all the time and i've not been in lately but i'm going to change that but anyway i came and there were so many things that i asked to be done by the previous mayor and never got any of it done one thing that you did on behind the school over here with these culverts that are going in that is wonderful because those people when the rain season came in and everything it got right up to their houses And he said, that's not our problem, that's the school. So anyway, thank you if you did it. If you didn't, I'll have to go thank the school, I guess.

Yeah. Well. And just pushing. Our engineers worked hard to help us get funding to do it. So, we're just glad we were able to get it done. And I'm sure all of us, every board made some kind of help with it. Right. So, we're just glad it's done.

I'm just, you know, I'm so grateful for all of you. And it feels like family here now. And I didn't feel that way before. And if I'm not comfortable, I have a big mouth and I'll let you know, you know.

But the only other thing, and I'm going to mention this, this building is sitting empty over here on Goodman Road. It needs so much of maybe Salvation Army coming back into our city. The whole purpose of newsletter, we get a lot of questions about things from citizens and sometimes we assume that people know things and the truth is we want every department to contribute to helping people know the things they don't know, right? And that's the only way to learn. So we believe in trying to educate the community on what we can do as government, what we can't do, things and resources in our community. So please check out our newsletter. It's the second one. On the first one, you can see a lot of accomplishments also.

I wanted everyone to, the Board, to see exactly how much it's going to cost. If you have any other way of attacking it, I'm happy to speak with you about it, but we have nailed this down to the most, least amount that we can get for, I want to point out that one estimate does include filling in that pool in the backyard. We are not touching any structures on that property just yet. We've got to get it under control first, but I do want you to see what or how much this is going to cost.

Mayor Mrakas, As a yesterday we're now accepting all digital applications for all of our permits business license rental license everything will be able to be paid for online with a credit card or. You can send in a check or pay with cash in person. But everything that we get will now be online and easier, accessible for public, the applicants, and us. So I appreciate Aaron Board's work throughout this whole process. And for the public applying to things, please bear with us as we get used to the new system.

I'd also like to thank Alderman Langston, Alderman Johnson for bringing up the event that's going to be held at the park on September the 26th. It's going to be from 10 a.m. to 2 p.m., and it's for prostate cancer awareness. It is hosted by Cumulus Media, which is Kix 106, 103.5, 98.1 to Max. So it's going to be a nice event, and I think they'll have health screens, health vendors, and things like that off the park. That's all I have.

Just a few things if I have interviewed live at 9 with Channel 3 in the morning to present cats that we have that are available for adoption, and also to promote just the opportunity for citizens to come volunteer at the shelter to help out our small but mighty crew that we have there. I also received today confirmation from Mississippi State that our first surgery day with them will be October the 6th to bring pets down there to have surgery.
