WE HAD 16 INDIVIDUALS IN ATTENDANCE, SO WE EASILY MET OUR QUORUM. AND FOR WHATEVER REASON, MAYBE IT'S JUST THE NEW YEAR EXUBERANCE, THAT'S ONE OF THE BEST ATTENDED MEETINGS WE'VE HAD IN QUITE SOMETIME. SO HOPEFULLY WE'LL KEEP THAT VIBE GOING INTO THE FUTURE. AT THE MEETING, THE CAC CONDUCTED ITS ANNUAL REVIEW OF MEMBER ATTENDANCE. AND WE ALSO AS DID YOU LAST MONTH, WE ALSO HAD OUR ELECTION OF OFFICERS. THE CAC VOTED RICK FERNANDEZ, MYSELF TO REMAIN AS CHAIR. DANA LAZARUS WAS VOTED AS VICE CHAIR, AND STEPHEN HOLLENKAMP AS OFFICER AT LARGE. ESSENTIALLY THAT'S THE SAME LEADERSHIP GROUP THAT'S BEEN IN PLACE NOW FOR A COUPLE OF YEARS. WE JUST HAD A SHUFFLE AT THE VICE CHAIR AND AT LARGE POSITIONS. UPON REVIEW OF THE ATTENDANCE, THE CAC VOTED TO RECOMMEND TO THE TPO BOARD REMOVAL OF COMMITTEE MEMBERS WHO HAVE HAD EXTENDED ABSENCES FROM OUR MEETINGS. IN THIS CASE WE WERE TALKING ABOUT A FULL YEAR. THIS WILL BE ON A FUTURE TPO MEETING AGENDA FOR CONSIDERATION, AND TPO STAFF IS WORKING TO SEEK POTENTIAL APPLICANTS TO FILL THE ANTICIPATED VACANCIES. JUST AN FYI WITHOUT CALLING ANYONE OUT IN PARTICULAR, ONE OF THOSE SEATS IS A BOARD OF COUNTY COMMISSION SEAT. ANOTHER I BELIEVE WAS AT LARGE. TPO STAFF PRESENTED THE 2026 SAFETY PERFORMANCE TARGETS AND
PUBLIC TRANSIT AGENCY SAFETY PLAN TARGETS FOR ACTION, BOTH OF THOSE I BELIEVE ARE ON YOUR AGENDA TODAY. CAC MEMBERS NOTED THAT THIS WAS A QUOTE FROM ONE OF THE MEMBERS THAT THIS PROCESS FEELS LIKE BUDGETING FOR FUTURE DEATHS. A COMMENT FRANKLY THAT'S BEEN MADE REPEATEDLY YEAR AFTER YEAR WHEN THIS ISSUE WAS BROUGHT TO US. WE ASKED ABOUT THE METHODOLOGY AND BEST PRACTICES INVOLVED, AND STATED THAT THESE DON'T ACTUALLY FEEL LIKE TARGETS. DON'T KNOW WHAT WE ARE, BUT THEY OUGHT TO BE CALLED SOMETHING OTHER THAN TARGETS. MEMBERS ASKED FOR ADDITIONAL INFORMATION, REITERATING THAT THIS FEELS LIKE IT IS LACKING CONTEXT AND DOES NOT SHOW THE IMPACT OF PROJECTS, THEIR RETURN ON INVESTMENT, OR THE RELATIONSHIP TO THE TRANSPORTATION IMPROVEMENT PROGRAM AND PROGRAMMING. CAC MEMBERS RAISED CONCERN ABOUT THE TRANSIT MEAN DISTANCE BETWEEN MAJOR MECHANICAL FAILURES THAT RELATES TO THE TRANSIT AGENCY SAFETY PLAN PORTION OF THE REPORT. THE CAC VOTED UNANIMOUSLY TO RECOMMEND THE TPO BOARD NOT APPROVE THE TARGETS. AGAIN, NOT APPROVE THE TARGETS. THE LACK OF INFORMATION WAS CITED AS THE REASON FOR THIS. ON ANOTHER NOTE FOLLOWING THAT ACTION, THE CAC VOTED TO INCLUDE THE HIGH INJURY NETWORK SPEED STUDY RESULTS IN CONJUNCTION WITH THE UPCOMING MARCH SAFETY EFFECTIVENESS REPORT PRESENTATION, AND THE MIRROR TARGETS TOGETHER WITH THAT PRESENTATION. THE CAC ALSO PROVIDED FEEDBACK TO TPO STAFF ON THE PRIORITIZATION PROCESS AND THE TRAFFIC SIGNAL PRIORITIZATION STUDY. I THINK TAT LATTER STUDY IS GOING TO BE PRESENTED TO YOU BY WADE REYNOLDS TODAY.
THE CAC RECEIVED ITS ANNUAL MEMBERSHIP UPDATE, WHICH INCLUDED RECOGNIZING THAT ITS MEMBERSHIP IS UNDERREPRESENTED WITH THOSE UNDER THE AGE OF 25, WITH WOMEN, AND WITH INDIVIDUALS WHO ARE ASIAN OR HISPANIC LATINO. AS COMPARED TO THE COUNTY AS A WHOLE. GEOGRAPHICALLY, IT IS ALSO UNDERREPRESENTED IN THE GREATER BRANDON AREA AND THE NORTHEAST, SOUTH, AND NORTHWEST AREAS OF HILLSBOROUGH COUNTY. REGARDING TODAY'S ACTION ITEMS, THE TECHNICAL ADVISORY COMMITTEE RECOMMENDED THAT THE TPO BOARD APPROVE THE 2026 SAFETY AND PUBLIC TRANSIT AGENCY SAFETY PLAN TARGETS. COMMITTEE DISCUSSION FOCUSED ON THE BUS PERFORMANCE NUMBERS AND HOW THEY SHULD BE INTERPRETED. WHILE THE RATES ARE INCREASING, IT WAS CLARIFIED THAT THE REQUIREMENT IS NOT TO LOWER THE RATES BUT TO ENSURE THE TARGETS ARE DATA DRIVEN AND REALISTIC. TPO STAFF ALSO NOTED THAT WHEN THERE IS A SINGLE TRANSIT AGENCY, THE TARGETS ARE PROVIDED BY THAT AGENCY. CLARIFICATION WAS REQUESTED REGARDING THE SAFETY PERFORMANCE NUMBERS, AND STAFF STATED THAT THERE IS A 1% REDUCTION ON HIGHWAY SAFETY TARGETS. ONE PUBLIC COMMENT WAS RECEIVED ON X FROM BOB O'MALLEY WHO TAGGED THE TPO IN A TAMPA BAY 28 NEWSPAPER ARTICLE RELATED TO THE BRIGHTLINE STATIONIARY STUDY SURVEY. THIS CONCLUDES MY REPORT.

THE T O O IS REQUIRED TO SET -- AND FEDERAL HIGHWAY REVIEWS THE PROGRESS OF THE HIGHWAY SAFETY PERFORMANCE TARGETS. NEXT SLIDE, PLEASE. THERE ARE SEVERAL FEDERALLY MANDATED MEASURES, INCLUDING SAFETY, BRIDGE AND PAVEMENT CONDITIONS, SYSTEM PERFORMANCE, TRANSIT ASSET MANAGEMENT, AND THE PTAS. TODAY WE'RE REVIEWING THE TARGETS FOR SAFETY AND THE SAFETY FOR THE TRANSPORTATION AGENCY. NEXT SLIDE, PLEASE. SO FOR THE SAFETY PERFORMANCE TARGETS ON FATALITIES, WE HAVE SEVEN MEASURES. TWO OF THOSE ARE ELECTED BY THE TPO, MEANING THEY'RE DISCRETIONARY TARGET NOT REQUIRED BY FEDERAL HIGHWAY. THOSE BEING FATALITIES AND MOTORCYCLE FATALITIES. OVERALL THE TAKEAWAY IS THAT FATALITIES ARE DOWN QUITE A BIT. WE DID MEET THE TARGET FOR FATALITIES. RATE OF FATALITY -- SORRY, EXCUSE ME, AND MOTORCYCLE FATALITIES. FOR THOSE IN A FIVE-YEAR ROLLING AVERAGE AND THE RATE WERE JUST SLIGHTLY ABOVE THE TARGET THAT WE SET. HOWEVER, WITH THE FATALITIES GOING DOWN IN RECENT YEARS, EVEN WITH THE 5-YEAR ROLLING AVERAGE WE'RE RECOMMENDING A TARGET OF THOSE SET ON THE RIGHT, THE FURTHEST RIGHT COLUMN AND TO GELT THOSE TARGETS WE APPLY A 1% REDUCTION FACTOR THAT'S IDENTIFIED IN OUR LRTP. ON THE SERIOUS INJURIES ON FIVE-YEAR ROLLING AVERAGE, THE ACTUAL THAT WE SAW IN 2025 THAT WE PREDICT OUT, BECAUSE THE CRASHES ARE TWO MONTHS BEHIND, FOR REPORTING PURPOSES, SO THAT WAS AT 931 AND WITH THE FIVE-YEAR ROLLING AVERAGE MOVING OUT OF THE 2021 FIVE-YEAR GROUP, WE'RE RECOMMENDING A TARGET OF NO MORE THAN 891. THE RATE WE'RE RECOMMENDING A TARGET OF NO MORE THAN 5.55. AND NONMOTORIZED RECOMMENDING A TARGET OF NO MORE THAN 228. NONMOTORIZED MEANS MOSTLY BICYCLISTS AND PEDESTRIANS SCOOTERS ARE NOT INCLUDED AND AN E-BIKE WOULD BE INCLUDED IF THE OFFICER REPORTS THAT AS A -- NEXT SLIDE, PLEASE.
IT'S BEEN REQUESTED IN THE PAST FROM THE TPO BOARD TO SEE THE FATALITIES AS IT RELATES TO POPULATION. SO WE USED THE FLORIDA OFFICE OF ECONOMIC AND DEMOGRAPHIC RESEARCH TO SEE THAT POPULATION PER YEAR AND COMPARED THE RATES AGAINST ONE MILLION PEOPLE SO WE ARE SEEING A DECREASE WITH POPULATION INCREASES. NEXT SLIDE, PLEASE. SO WITH THE NEWS THAT FATALITIES AND SERIOUS INJURIES ARE GOING DOWN, THE QUESTION IS WHAT ARE WE DOING THAT'S RIGHT AND WHAT ARE WE GOING TO CONTINUE DOING? SO THIS HAS BEEN -- IDENTIFIED UNDER STRATEGIC HIGHWAY SAFETY PLAN -- THAT ARE DATA DRIVEN PRIORITIES USED TO GUIDE SAFETY STRATEGIES, INVESTMENTS, AND COLLABORATIVE ACTIONS ACROSS THE STATE. THAT ORGANIZED ROADWAYS, ROAD USERS, USER BEHAVIOR AND TRAFFIC RECORDS OR INFORMATION SYSTEMS. OVERALL, THE TAKEAWAY HERE IS THAT D.O.T. IS TAKING AN ALL HANDS ON DECK APPROACH FOR SAFETY. WE ALSO HAVE SEVERAL COMMUNITY EVENTS AND COORDINATIONS WITH OTHER PEER AGENCIES, SO WORLD DAY OF REMEMBRANCE, WE HAVE PUBLIC SAETY CAMPAIGNS, AND WE COLLABORATE WITH THE CTSD. IN ADDITION, WE HAVE SEVERAL GRANT SUPPORT OPPORTUNITIES, INCLUDING THE TRANSPORTATION ALTERNATIVE PROGRAMS, PROGRAM, THE SAFE STREETS FOR ALL, AND THE TIP WE FUND WHERE WE PROGRAM FUNDS ANNUALLY TO SAFETY PROJECTS. SO TRANSITIONING INTO THE P TASP, THERE ARE SEVERAL MEASURES THAT ARE USED. FATALITIES AND RATE BY MODE, THE INJURY AND INJURY RATE BY MODE, SAFETY EVENTS, AND SAFETY EVENTS RATE, AND SYSTEM RELIABILITY, AND I'LL GET INTO WHAT THOSE MEAN AS WELL. AND I THINK IF IT WASN'T, I'D PROBABLY WOULD MAKE A LOT MORE NOISE ABOUT THIS THAN I AM BECAUSE IT'S -- WE HAVE TO CHECK THE BOX BY FEDERAL LAW. BUT I SEE VERY LITTLE CONNECTION BETWEEN THESE GOALS AND OUR PROJECTS AND OUR AFTERACTION REVIEWS OF OUR PROJECTS, AND THERE'SIC, TO ME THERE IS NO STRAIGHT LINE, LIKE OKAY WE'RE GOING TO REDUCE MOTORCYCLE FATALITIES BY TEN. WELL, WHAT ARE WE DOING TO DO THAT? I MEAN, ARE WE WORKING WITH LAW ENFORCEMENT? ARE WE DOING PSAs? WHAT EXACTLY ARE WE DOING TO ACCOMPLISH THAT GOAL, AND THEN WHAT HAPPENED AS A RESULT OF THOSE ACTIVITIES, AND WHAT IMPACT DID IT HAVE ON THAT GOAL? WHAT WORKED, WHAT DIDN'T WORK? SO THAT WE CAN DO THE SAME THING AGAIN NEXT YEAR. SO IT'S NOT, THAT'S THE WORLD THAT I'M USED TO LIVING IN OUTSIDE OF HERE IS THE ESTABLISHED GOALS. YOU DEVELOP PROGRAMS THAT ADDRESS THOSE GOALS, STRATEGIES, AND THEN YOU ASSESS WHAT IMPACT YOU HAD, AND THEN YOU START THAT PROCESS OVER AGAIN. I DON'T SEE THAT WE'RE DOING THIS. AND I THINK THESE GOALS REALLY, I MEAN, NO OFFENSE TO YOU. I KNOW YOU HAVE TO COME UP WITH GOALS, BUT THEY JUST SEEM HOLLOW TO ME. THEY DON'T, THEY DON'T SEEM LIKE THEY'RE BASED IN ANY REAL SCIENCE. THEY'RE JUST, WE WANT TO DO BETTER THAN WE DID LAST YEAR, SO WE'RE GOING TO REDUCE IT BY 10%
OR WHATEVER. I MEAN, IT'S NOT A MEANINGFUL NUMBER. THE SECOND THING, AND I REALLY HADN'T THOUGHT ABOUT THIS UNTIL MR. FERNANDEZ COMMENTED ABOUT IT, BUT I THINK THERE IS SOMETHING TO THIS TOO, AND THAT IS THESE ARE OUR TARGETS. AND I DON'T KNOW IF WE'RE REQUIRED TO USE THAT TERMINOLOGY BY SOME MYRIAD OF REGULATIONS BECAUSE WE'RE REGULATED TO DEATH IN THIS INDUSTRY HERE, BUT IT SEEMS TO ME LIKE IT WOULD BE BETTER TO SAY SOMETHING LIKE REDUCTION GOALS OR, YOU KNOW, SAFETY GOALS OR SOMETHING BECAUSE I MEAN IT LOOKS LIKE WE HAVE A TARGET TO MAKE SURE 437 PEOPLE DIE. I MEAN, THAT'S NOT REALLY OUR TARGET. WE WANT -- WE DON'T WANT ANYBODY TO DIE. SO IT'S THE SAME NUMBER, BUT IF WE COULD PUT REDUCTION GOALS ON IT, IT MAKES IT CLEARER THAT, I MEAN, I THINK MOST PEOPLE REALIZE THAT WE'RE NOT HOPING THAT THAT MANY PEOPLE DIE, BUT WHEN YOU SAY THAT'S OUR TARGET, IT REALLY DOESN'T EXPRESS WHAT WE'RE TRYING TO DO VERY WELL.

WE HAVE ASKED THE FEDERAL HIGHWAY LIAISONS PREVIOUSLY IF THEY WOULD ENTERTAIN A CHANGE IN NOMENCLATURE, AND THE RESPONSE WE RECEIVED WAS THAT THE WORD TARGET APPEARS IN THE TRANSPORTATION AUTHORIZATION BILL, AND SO THEY WOULD PREFER FOR US TO MAINTAIN THAT TO PROVIDE CONSISTENCY WITH OTHER MPOs. BUT I THINK WHAT YOU'RE SPEAKING TO IS A DISTINCTION BETWEEN THE LONG-TERM ASPIRATIONAL GOAL OF ZERO AND THE ANNUAL TARGETS, WHICH ARE INTENDED TO TRACK HOW WELL WE'RE DOING TO EVENTUALLY ACHIEVE THAT GOAL. ZERO AS A PRACTICAL MATTER IS A LONG WAYS AWAY. THERE ARE SOME WAYS THAT WE COULD GET CLOSER TO IT WITH, YOU KNOW, INCREASING INVESTMENT, PARTNERING WITH LAW ENFORCEMENT, I THINK YOU HIT MOST OF THE MEAT OF THAT ISSUE. BUT TO DATE AS A SNAPSHOT IN THIS MOMENT IN HISTORY, WE HAVE BEEN WORKING WITH LAW ENFORCEMENT. WE SHARE THESE TARGETS WITH THEM. THERE'S, WITHOUT GOING WAY OUT INTO THE WEEDS, THERE IS A DATABASE OF RESEARCH REPORTS THAT GIVE AN ESTIMATE OF WHAT THE IMPACT WOULD BE ON CRASH RATES AND CRASH TYPES. AND THAT WOULD KIND OF EFFECTIVELY REDUCE HAVING THAT BLOOD PRODUCT GET OUT THERE FOR MAJOR TRAUMA, MAJOR HIGH VELOCITY ACCIDENTS IS REALLY CRITICAL IN GETTING LIFE SAFETY. CERTAINLY THAT, THAT TREATMENT OF CARE. SO THAT MAY BE SOMETHING WE COULD EXPLORE AS WELL MAYBE PARTNERING WITH THE EMPC HAS WORKED ON THAT WITH SOME OF THE LOCAL AGENCIES, BUT I DO KNOW THAT HILLSBOROUGH COUNTY AND TAMPA GENERAL ARE LOOKING AT DOING THAT AS WELL.

AND THEN FINALLY, LOOKING TOWARDS RESILIENCE, ONE OF THE BIG TAKEAWAYS FROM THE STORMS LAST YEAR FOR ME WAS WHEN úINTERY DARK AFTER THE STORMS, WE WERE SIX OR SEVEN DAYS WITHOUT POWER, AND IT WAS VERY SCARY TO GO OUT AT NIGHT AND APPROACH THOSE COMPLETELY DARK INTERSECTIONS. TEMPLE TERRACE IS NOT LISTED HERE, BUT THOSE SIGNALS ARE MAINTAINED BY HILLSBOROUGH COUNTY. PLANT CITY, TAMPA, AND HILLSBOROUGH COUNTY MAINTAIN THEIR OWN SIGNALS. SO LOOKING AT RESILIENT, THE RESILIENCY COMPONENT TO THIS, SO FOR STRUCTURAL, THE TYPE, CONDITION, AND AGE OF THE SIGNAL, FOR CABINET, THE AGE, THE MOUNTAINING TYPE, AND THE HEIGHT. YOU MAY HAVE SEEN SOME CABINETS RECENTLY PLACED ON MUCH LARGER OR HIGHER ELEVATION CONCRETE PEDESTALS. AND/OR, OR ATTACHED TO A POLE TO ELEVATE THEM ABOVE FLOOD WATERS IN CASE THEY'RE IN THE FLOOD PLAIN. IN MANY CASES THAT WILL NOT RUN A FULL SIGNAL BUT IT WILL ALLOW FOR A BLINKING YELLOW THAT IS NOT A COMPLETELY DARK INTERSECTION WHEN POWER'S INTERRUPTED. SO LOOKING AT THE MOST VULNERABLE LOCATIONS, THE TASK IS TO ASSIGN A PRIORITY RANKED SIGNAL ELEMENTS, AND ASSIGN A SCORE TO EACH ELEMENT AND COMPARE THE OVERALL RESILIENCY SCORE. SO THE RANK OF THOSE ELEMENTS, IF WE LOOK AT THE TOP UNDER STRUCTURE, THAT IS THE HIGHEST RANK, AND THAT RANK OF FIVE IS

WE ARE GOING TO INCORPORATE THE MEASURES THAT THEY COLLECT INTO THIS EVOLVING DATABASE. BUT AS YOU MAY BE ABLE TO SEE FROM THIS, THERE WAS NOT A GREAT DEAL OF OVERLAP BETWEEN AGENCIES FOR THE DATA COLLECTED. SO WE DID DO SOME FIELD VISITS TO START TO BUILD OUT THIS DATABASE ON CORRIDORS. PART OF THE REASON THE U.S. 41 CORRIDOR WAS CHOSEN, BECAUSE OF, IS BECAUSE OF ITS PROXIMITY TO THE WATER. MUCH OF IT BEING WITHIN A FLOOD PLAIN, SO THAT IS A GOOD
EXAMPLE. WE ALSO LOOKED AT HILLSBOROUGH AVENUE/TAMPA ROAD, AND MANHATTAN IN THE CITY OF TAMPA TO LOOK AT SOME OF THOSE SIGNALS AND SEE HOW THEY WOULD PERFORM JUST AS AN EXAMPLE. SO UPON IMPLEMENTATION, THIS METHODOLOGY WILL ALLOW FOR AGENCIES TO SUBMIT SU -- THAT SERVICE TRANSPORTATION BLOCK GRANT FUNDING REQUEST. FOR TRAFFIC SIGNAL INFRASTRUCTURE. WE WILL HAVE A STANDARDIZED DATA COLLECTION AND DATABASE TO PULL FROM. AND CAN LOOK AT SOME PROACTIVE REPAIR AND REPLACEMENT RATHER THAN REACTIVE WHEN WE HAVE A FAILURE IN THE SYSTEM.
