Hi. Good evening, chair and planning commissioners. So today's items are conditional use permit for the construction of a 1,515 square foot dry oil change facility which is take five oil change. And my understanding this is going to be the the first one in the High Desert that's coming in. We have some down the hill as well.

This will be the first one up here. This particular property is within the NC zone which is a neighbor commercial zone within the Main Street Freeway, Quarry Road specific plan. All surrounding properties as well as the site have the same zone designation that's in your screen. The the reason that this project is coming forward to the planning commission is because the neighbor commercial zone requires a conditional use permit for minor vehicle repair facilities. So the based on the definition of minor vehicle repair facilities, it includes oil changes, it includes like window tinting, a tire shop, like minor repairs which could include like alignments, brakes, smoke services.

So, that's all included under minor vehicle repair facilities which is not included is if you're doing repair to an engine or if you're doing bodywork repair that's not included. So this is the area of the project site is located South Of Main Street. To the north we have the Hispere Unified School District offices and we're also on that vacant parcel is is a current project that's under construction. If you jump to Main Street, you've seen it. It's already I think the walls and the building's already up.

So it's it's about 6,000 square foot multi tenant commercial building that will have five suites in them. And to the south side, we have a a single family residential property that's legal non conforming. To the east side, we have the Pep Boys building and to the west side, we have the car wash that's under construction which is quick car wash which is also if you've driven Main Street you already see it. It's the walls already up. This is the current site plan proposed.

The project will have a 40 foot wide shared drive approach with a quick car wash to the west side. It will also be required to do the stream improvements along the project frontage which we include the sidewalk, curb and gutter. The design will be kind of designed in a way which is a circular has a circular drive up driveway which will kind of you'll enter from Main Street, make a right, will loop around and then go through the three roll up doors that they have in there for for them to be for vehicles to be serviced and eventually make a left and come out through Main Street. So, the reason for this it allows a better vehicle access and also allows for stacking for approximately like 17 vehicles in there to be idling before they get their service. You will go on from two drive aisles to a three drive aisles once you make that turn.

The building will be about 50 foot setback from Main Street located there in the center of the side and you have a trash enclosure and an 88 parking stall on the same island. The code currently requires that three spaces are required for each service bay. They currently have three service bays which equals to nine spaces and additionally requires four spaces for every thousand square feet of non service area which they have approximately two fifty. So this equals to 10 parking spaces require. The building has currently nine spaces off on the west side next to the Quick Quack Car Wash and then you have an additional space like I mentioned the ADA parking to provide access to the building adjacent to that building.

There also the site will have a retention basin which will be kind of the center of the site, south of the developed site and then there'll be a portion that will be undeveloped and it will remain vacant at the rear of the site. This is the floor plan. So it will have three trench spaces kind of aligning with the roll up doors to provide those oil change services. To the west side of the building, have a an office equipment which they're gonna be draining all the old used oil and you have a restroom facility there on the corner. They will also have stairs for an attic space just above above that non service area.

These are the elevations. So the elevations comply with the design for architectural guidelines from a main street free work quarter specific plan. It includes a gusto building with trim lines on the top. You have stone veneer at the base of the building that goes all the way around. You have decorative roll up doors.

The center of those roll up doors you have glazing that will be on the north and south elevation. And then on the north elevation where we're facing Main Street, you have that tower element which we have a stone veneer both sides at the corner edges and then you have decorated corners and also decorated trims. So this is overall this project, the design of the project will kind of meet their character of commercial development along Main Street. This project was also required to submit initial study which will review by staff as as and then it was determined that mitigate native decoration was required. The environmental analysis also determined that there's no significant impacts to environment upon the implementation of recommended mitigating measures which were included on the mitigation monitor reporting program table under the MND.

So during the city released the MND for distribution for thirty days for public review started from October 7 from this year through November 5 of this year. During this period, there was no common letters that were received. Also, the facility we operating from 7AM to 8PM and this will will be Monday through Sunday and then they expect to have approximately four to six team members employed in that facility. So with that, staff has recommended the planning commission to adopt PC twenty twenty five dash 20 approving conditional use permit c u p 25 dash zero zero zero one and adopting the mitigate negative declaration. So in terms of some updates, if you call it the last Planning Commission meeting we had a specific plan amendment for the Silverwood development that is going to the City Council next week. With respect to Silverwood they will be likely coming before the planning commission at some point next year. They are moving forward with preparing the Phase two for that development. And so I expect that they'll be coming before the planning commission at some point next year. With respect to some of the projects we have on the horizon, obviously this past year and even the year before that, we were really focused on our general plan update.

With the general plan update now completed, the next sort of big project that we'll be undertaking is a comprehensive development code update. So we'll be looking at all of our development standards and holding a series of workshops with the Planning Commission, ultimately the City Council, but working to update that development code and municipal code. So, next year, expect another very busy year in terms of all of those workshops, just some things to look forward to. Aside from that though, I don't have any other major project updates.
