Okay, we'll go ahead and get started, and Violet will lead us in the pledge.

0:17 – 0:33Speaker 4

Please stand up and place your right hand over your heart. Ready, begin. I, Pledgeable Agent, testify United States of America, the Republic of which it stands, one nation, under God, indivisible, and liberty and justice for all. Thank you. You may be seated.

0:40Speaker 8

Thank you. All right, it looks like we have a full quorum. Do we have any conflicts of interest? And seeing none, approval of minutes for August 19th.

1:05Speaker 3

I'll make a motion to approve minutes from August 19th.

1:08 – 1:43Speaker 8

And Preston, do we have a second? I'll second. Forrest, all in favor? Aye. All right. Looks like we have a public hearing, so I'll just go ahead and read that policy. The purpose of the public comment policy is to allow citizens to address items on the agenda. Citizens requesting to address the commission will be asked to complete a written comment form and present it to the deputy city recorder. In general, the chair will allow an individual three minutes and a spokesperson representing a group five minutes. This policy applies to all public hearings. 4.1, review and consider a preliminary subdivision plot for one lot, Harriman Main Street.

1:52 – 3:27Speaker 7

Okay, this project is for the Harriman Town Center on Pod 12. And we're looking at just to the east of City Hall here, and it is in the MU2 zone. We're looking at a single lot subdivision going in to this highlighted lot in the light blue there. There is another lot that will be subdivided later, but that is not part of this subdivision. It's just doing a single plat. So it's a per one lot subdivision generally located at 5175 West Harriman Main Street. Like I said, it's in the MU2 zone where it's about 5.997 acre lot for the subdivision there. And we do have a preliminary site plan just got submitted today for a church that will be potentially going in there. It is in the very preliminary phases there. So we're still working with them on that actual site plan. And then so for the zoning on this, there were not meant much for the staff findings. There was the frontage improvements that would be required and that would be with the public infrastructure improvements as well. Those will be required with the site plan conditions on that. So we will help the applicant for the site plan will be responsible for providing that just since we didn't know the plans for the actual site plan there. So we wanted to hold off and the MDA allowed us to do that as well. And then for the recommendation item 4.1, we recommend approval with the following condition of just acknowledging addressing all remaining corrections from all city departments. Any questions?

3:34Speaker 8

Thank you. Does the applicant have something they would like to add?

3:41Speaker 6

Good evening, commissioners. No, I think Riley outlined it really well.

3:45Speaker 8

Sorry, do you mind stating your name?

3:47 – 4:17Speaker 6

Yeah, I'm Matt Watson with Momentum Development, representing the HCC communities as the owner of the property. Yeah, just if you have any questions for me, as has been mentioned, it's a single lot subdivision. and we are under contract and the buyer is working on their application and submitting that for conditional use and so you'll see more of the site details and everything associated with that. Right now we're just working on the first step which is to subdivide a single lot here.

4:21Speaker 8

Do we have any questions for Matt?

4:23Speaker 2

No, it's pretty straightforward.

4:24Speaker 8

Okay, thank you.

4:27 – 4:38Speaker 8

All right, so we'll go ahead and open the public hearing. Okay, and seeing none, motion to close.

4:39Speaker 2

I'll make a motion to close the public hearing. I'll second.

4:43Speaker 8

Brody, and a second by Forrest, all in favor?

4:47Speaker 8

All right, and then discussion or a motion.

4:53 – 5:12Speaker 10

I'll say I'm pretty excited. I think it's a great use for the site. One thing I think it's already addressed in the requirements is that we have the street frontage approach against the street and the park. I assume that's already addressed in the...

5:13Speaker 1

I agree. It's kind of nice to see one of those empty lots fill up.

5:19 – 5:35Speaker 5

Yeah, that'll be addressed with the conditional use permit when it comes in, that application. So yeah, we've noted that and we'll make sure to bring that up in our pre-application meeting that we're having soon. Oh, fantastic. I'll make a motion, if that's okay. Yeah.

5:36Speaker 9

I motion to approve item 4.1 with the city's one comment. I'll second that.

5:47Speaker 8

Motion by Forrest, a second by Jackson. Darrell? Yes. Preston? Yes. Forrest? Yes. Jackson? Yes. Imbrotti?

5:56 – 6:14Speaker 8

Okay. That's approved. All right. Any commission comments? All right. I did have one question for you, Blake, on our joint meeting. Do you need us to bring anything or be prepared with anything for that meeting?

6:16Speaker 5

We'll have a staff report out or the agenda will be posted. So I think anything that's in there, just make sure you're prepared with that information. I'll make sure we include everything for that meeting.

6:26 – 6:38Speaker 8

Okay, thank you. All right, our future meetings, the next city council meeting is September 23rd. That joint meeting is September 30th. And our next planning commission meeting is October 7th. Motion to adjourn?

6:39Speaker 5

So moved. Second.

6:41Speaker 8

Forrest and Preston, all in favor?
