I didn't want to continue on with this resolution until everybody passed the minutes. All right. So we're ready for the resolution amendment, the declaratory resolution. So whoever wants to speak, Gary or Lisa, take it away.

I'll go ahead and start, and then Gary will show you where the 10 parcels are. Basically, you've been through this process before. You have in front of you an amending declaratory resolution. The purpose of this resolution is to begin the process to expand your Mount Comfort Corridor Economic Development Area, so the overall main area. as well as the Mount Comfort North allocation area number one. So the Mount Comfort North TIF area is also being expanded. And so this starts the process and it goes through, we'll show you the maps on exhibits A1 and A2, and then I think Gary will pull up on the screen. Exhibit A1 to explain a little bit the pinkish color, is the economic development area. So that's the large overall area that has various TIF areas within it. The turquoise color on the A1 map is your Mount Comfort North TIF area. And then if you turn the page, and I know Gary can show you probably better, but if you turn the page, you will see at the north end. Oh, you don't have colored maps, okay. Sorry. Well, the overall large shaded area is your EDA, and then you'll see kind of a boundary over to the right. That thicker boundary is your Mount Comfort North TIF area, and then on Exhibit A2, you will see some kind of numbers at the very north end of the map, and then On the right side, you'll see some numbers kind of in the donut area of the map. On my map, when it's colored, those are red boundary. Yeah, Gary's showing you right there. Those are the 10, that and then this pocket part over here on the right. Yep, right in there. That's where the 10 parcels are. Those two areas are where the 10 parcels that are represented in this resolution, that's where they sit. So Gary can speak more to, I believe the Redevelopment Commission in previous meetings discussed these parcels with Gary and then decided to move forward on the expansion. So that's where we are at this point. And we'll take questions and Gary can explain further if you need to.

So if you look at the screen in front of you, I have the first area here is in red. Here's our existing as the pink, as Lisa said, around the airport. This is what's going to be added, these red areas here, except for this, ignore that, but this here and this here. There are active developments that want to go into that area, and we're trying to make sure that the county and this particular area can capture those developments. Some of the developments might be the kind of development that we want to have some negotiating stance with. And that's another reason why we want to have these in place.

Yeah. Yeah. It's basically cleaning up the areas that are already zoned to that. Yeah. We could have negative impact companies come in that don't even have to ask for zoning or anything. And so we want to just make sure we still have some safeguards. Yes.

Yeah. So I'll turn on the zoning. You can see these are all right here in the kind of industrial areas and our land use plan by the. Right. Our land use plan here from the comprehensive plan. It's all it's all industrial. Yeah. On the land use plan.

Okay. So today starts the process for the expansion. The next step would be we take this to the plan commission. The plan commission makes a determination that this conforms to the overall plan of development for the county. And the fact that you just said it's all zoned industrial, there's no reason they should not say it conforms to the plan of development. The next step after that would be that I believe Baker Tilly as the redevelopment commission's municipal advisor would prepare a tax impact statement. That impact statement would get delivered to all the overlapping taxing units and we would publish a notice of public hearing by this body that would be held at your July 9th regular redevelopment commission meeting. The board of commissioners also take action in there to confirm that they agree with the plan commission, that it conforms to the plan of development. And then the board of commissioners, after your public hearing, have the final say, thumbs up or thumbs down on the expansion. And so that would complete the expansion of the areas. And we would then file those with the Department of Local Government Finance and the county auditor's office so that they can Put that in their records and make sure you're capturing any incremental increases in real property. You'll recall you do not capture personal property increases. So if developments go in there, they put a lot of equipment in, that AV still flows through to all the taxing units. You only capture the real property building type improvements.

Also to note, this is somewhat of a defensive measure, similar to when we were worried about the LEAP districts. In the short session, a lot of talk, and this was in the short session, a lot of talk was talked about removing zoning control over all this green, all this agricultural land. This will at least give us another foot in the door there in case the state removes our zoning control of those areas to make sure we can at least have the property tax thing to negotiate with.

We have, you might recall at your May meeting, we had you adopt the provisions of Indiana Code 5-23, which is the public-private agreement statute that requires anybody that's any actual body that is going to utilize that statute to adopt the provision. So we did that. And then we also had you authorize us to publish a notice that of RFP, request for proposals, for an operator of the Amplify Hancock County Career Center. We have delivered that notice. Sarah Hilderbrand was chosen by the Board of Commissioners to kind of receive, be the entity person at the county that receives those RFPs and kind of helps us organizationally. So she is aware that those will be published on June 17th and June 24th. So as of June 17th, she may be getting emailed requests for a copy of the request for proposals. We have a deadline of July 8th to receive any proposals that for operations of the Amplify Career Center. And then those will be opened at your July 9th regular redevelopment commission meeting. You will not take action on them at that time. You will open them. We then have a four-person committee. I'm not going to announce who they are yet because two of them I have not spoken to yet. So I'd like to, they were requested by the Board of Commissioners We do have a number of folks at the county that are on the Amplify board, which is one of the potential operators of Hancock County Amplify. So we have to make sure we don't have anyone that's on that board on this committee. So we're working through that. The big question that I have for this commission right now is we need a special meeting of the Redevelopment Commission somewhere in this process. Right now, I have it shown on the timetable as July 23rd, which is another Thursday, two weeks after your regular meeting. If you can consider that or a date somewhere near that that I can use to finalize this timetable, that would be fantastic. The final action would be a public hearing of this redevelopment commission at your regular meeting on August 13th. So I just need a special meeting somewhere in between the July 9 and the August 13 in order for you to receive the recommendations of the evaluation committee. You also at that meeting would not take action other than setting the public hearing date. So it would not be a long meeting, but I do need you to meet.

can you share your screen and put the agenda up but while she's doing that so you have a um i sent out to you in your emails the projected budget for next year that they'll be making appropriations for this matches generally um with what our plan was for cash flows through 2044 it will have somebody called me yesterday and said they're going to be adding a security guards that'll be another hundred thousand i don't have that in there yet but we'll figure that it's not big enough that's going to throw anything off a hundred thousand dollars for an additional security guard at amplify so i'll get that scabbed in when we get a chance uh we are good oh here we go you scroll down cindy to my remarks There we go. Oh, Ann might be there. I don't know if she's there or not. We got some road stabilization. Sorry, Ann. So anyway, in case the thing didn't work, Ann was there to back me up. Road improvements, so we've got a lot of that going on out there. We've got a lot of traffic. We're slowly stabilizing all our secondary roads. You can see we're working on that. We've come to an agreement with the airport to repair 500 north, 500 west, and 400 west for their earth-moving damage. They're good enough to do that for us without the county paying for it. We appreciate that. There's a data center analysis coming, and I want you all to come talk to me. It's too complicated to talk about here. It's actually kind of simple, the deal, but the impacts is complicated. But if, and this will be a lot of the commissioners and counsel working on this, so they'll have a lot to debate here in the upcoming times. The current deal that they're looking at is around $800 million over 40 years. Lebanon and Hobart's around $500 million. So it's a decent deal they got put together. They're working out all the details of it, if they want to do it. They're just talking about it, but if they want to do it, but some of it will affect this group as well. So I wouldn't mind when you get a chance over the next month, give me a call on my cell phone and I'll walk you through it. But I'm having Mr. Simler run through all those numbers and make sure that what effects it has on the RDC area, because it will have some effect on the RDC area. So I can make sure those cash flows are good. He's also rechecking our general cash flows. and standard deviations on the cash flows as well. We should have that by the end of the month. But everything is tracking as we expect it to track right now, which is good. That doesn't always happen.

We need to be at $6.5 million by end of year, and we're on track to do that, but just keep that in mind. You're going to see a budget start to grow. The cash balance is growing because we have a $20 million bill here in a few years for the interchange, just FYI. We also, good news, the investments we made with the amplified bond money that we didn't use right away, we've got an additional $1.1 million. So that was a good play. I think our school districts could learn from that. But it was a good play with that capital money. I like it when things work out and we get a bonus million bucks. Hey, that's serving the taxpayer. Besides that, everything's pretty good to go. You guys already talked about the vendor agreement. I think that was a good idea. Mary had to accelerate that by a week. So that will remove some of the exposure on insurance and everything like that. That's good thinking. Um, the 300 North project, uh, and is working on some utility reimbursement stuff we got going on there. It's not a huge risk exposure, but that's maybe 50 or $60,000. I don't think we're good. I think we're good to go. Uh, but that's a small exposure we have there. and we'll close it up here to some point to build it and that'll make everybody well that'll make us real popular for about six months but we plan on really starting with that in the fall to do some work but it'll be next year we're doing all the utility stuff now pipes everything under the ground and then next year we'll really have it janked up out there on 300 north between 600 west and 700 west that is all i got very good any questions that was a mouthful um

Well, also, if you do not know, the council signed the declaratory resolution for a company that the hearing will be at the end of this month for a company at 7 West, just west of the new roundabout on the north side. Yes. No real traffic impact. I think they said one or two semis at night. So nice little company. The ground is privately owned by the people that are building the building there, and it's user-occupied, and they basically take large quantities of mail from companies and package and make sure they're getting the most out of the postage and all that kind of stuff. Yeah.
