Opposed? Motion carries. Thank you. The next item is also Caleb. This is a change order work request number 15 for 4 and 6 First Street Northwest. And we can get there, Mr. Dunn. Okay.

I'm going to start this out with a picture so that you can all put eyes on what we're talking about. It might be easier to Okay. So... Dave Kuntz, This is for this is six, and this is eight, which is the wood seller ability this red line is I I put that red line in there, that is where change request number 15 applies, and this is a proposed to be a concrete pilaster column from. The grade up to the rough. This would be what's proposed is, I think, 18 inch square block concrete blocks bordered up they'll probably do it in lifts then filled with the grout so that it would be filled as well. and It's basically doing this so that they can continue on with these stud walls and have something smooth, flat, plumb to construct against. Right now, that's not the case because this, especially this portion on the second story, which I'll show you, this story is not too bad and I'll show you by photos. So the first story, I was looking at it from south to north. There is evidently years ago, the wood seller property had this column put in there. So that's not too bad. But what this proposal would be is going to have to cut some of this ethos to get it flush. And then the column will go up here and it'll, it'll, you know, be okay up to this point, but now we've get into loose brick that's on that, that building. So you can see the loose brick here. Um, and then the two story part starts there and I have another photo showing that. Let me know if Caleb zooms in. So then this just even more loose brick mortar is gone. And so really hard to tie in a wall. To that so this change order when it gets up to the loose brick part, they will knock out one side of the concrete block as they go up and then, when they pour. the concrete grout in, it will then fill in those gaps with concrete and stabilize to the best it can. And then we'll have our column on this side and then we can continue on with the stud wall completion and then whatever is exposed will be covered with tin like it was before. That's what this change order is for. It's called reinforced and grout-filled CMU pilaster, and basically it's a concrete pilaster column.

What's the price of that?

$15,501.97. How will they attach that to that wall? To which wall?

Any of it. To the old brick. They're just going to use the mortar as a...

So the, um, once it sets up the column will, we'll run right up basically right up this and it'll, some of this will be cut out in a line, but it'll, it'll go pretty much against that concrete block and then go straight up and then there'll be concrete. We'll be filling in these voids.

Will they have rebar inside there?

I can't remember if that calls for rebar. It may call for rebar in the spec that the engineer provides to the contractor. I don't recall, though.

Are they going to do that in lifts?

Yes.

Yep.

And they looked at, I think, four different options. And this is the one the structural engineer settled on as the best option to ensure stability.

Opposed? Motion carries. Thank you. Next step, we have an ordinance to go through. This is the ordinance on the imposing a moratorium on New pro permit applications for development of data sense center projects. Mr dot.

Thank you. Um. An ordinance imposing a moratorium on new permit applications for development of data center projects within the corporate city limits of Hampton. Whereas the zoning ordinance of the city of Hampton does not currently include data centers as permitted conditional or accessory use types. Whereas the zoning administrator is responsible for determining the appropriate use classifications for any proposed use, which is not specifically addressed by the zoning ordinance. Whereas the city of Hampton is vested with the authority to protect the public health safety and general welfare of its citizens. and to regulate land uses within city limits pursuant to chapter four fourteen of the code of iowa and whereas the city council wishes to engage in a thorough review of its zoning ordinance including but not limited to definitions use classifications bulk regulations And public infrastructure considerations related to data centers, and whereas the city council finds that the acceptance and approval of new permit applications for the construction or development of a data centers during this period of study. Could undermine the purpose of such review could expose the city of Hampton to incompatible land uses and could jeopardize the city's ability to develop consistent and protective zoning standards. Be it ordained by the City Council of the City of Hampton, Iowa, Section 1, the purpose of this ordinance is to temporarily prohibit the development and construction of data centers within the City of Hampton. This moratorium shall be in effect for a period of one year or until the City Council has adopted an ordinance addressing the siting, development, and construction of data centers, whichever occurs first. This moratorium may be repealed or extended by adoption of a subsequent ordinance. Section two, definitions. A data center is a physical facility that houses computer systems and related equipment used to store, process, and manage data for organizations, businesses, and cloud services. Data centers may also be referred to as server farms, information processing facilities, and technology centers. The term data center is intended to encompass all of these types of uses. Section 3 direction, the Hampton City Council desires to have the Planning and Zoning Commission and city staff research issues related to data centers to determine how best to regulate the development and construction of data centers. Upon completion of this research and study, the Planning and Zoning Commission shall make a recommendation to the City Council for consideration. Thank you, Mayor.

All right. So we went through this on Monday night. I think everybody, if everybody has any questions on it, otherwise I would entertain a motion to one of two things, either entertain a motion to bypass reading one and two of the ordinance and move on to the final reading or entertain a motion to approve ordinance 412, first reading.

Our main thing over the last couple of weeks has been training, training, training the new officers. So we've been kind of coming and going. We see light at the end of the tunnel. We've got two hired. We have one more that we're looking for an application. We're looking for more applications, and we're hoping to get one more hired, but I'm in no hurry right at this point until we get at least one of them on their own or to the academy. So we're going to kind of take it slow on the third one, but otherwise still looking for somebody. And then we got craze training next week for the teachers. Other than that, that's all I've got for tonight unless there's questions.

Phones did not work here at City Hall. And then I talked to a Lumen employee and he said they were, the whole town was out. So, um, everything seems to be working today, except today we discovered that our website was offline. So in contacting our host, um, they did some research and determined it was, uh, an out of state issue where the server is and, uh, kind of out of their hands. And it, it was, they were told by wherever the server is that they were working on it. And, um, so hopefully that will be back online tomorrow and more issues with youtube tonight so we'll have to do digger deeping and have our i.t guy go deeper on that so apologize for that um that's all i have i'd be entertaining any questions so any questions for mr dot all right not hearing anything thank you sir

I attended a chamber board meeting on Monday and a tourism board meeting yesterday. And then some upcoming meetings. There's a Main Street Committee meeting scheduled for Wednesday, August 19th. And then on Thursday, August 27th, there's a design slash Hampton Historic Preservation Commission meeting at noon. It's just to keep you posted on meetings. That's all I have. All right.

We have a new family with us in the community for the next year turned into Lutheran Church has their 23rd vicarage application field by young family. Josh and his wife Catherine and their young son Gideon will be with us for the following year. The interesting thing about this vicarage is One of Josh's professors at the seminary was Trinity's very first vicar 23 years ago. So it's kind of a full circle thing. It's kind of interesting, but it's a very nice young family. So I hope you get a chance to greet them and welcome them to Hampton.

Right. Piggybacking off of Jerry's comment, I found on facebook um the north iowa press i believe it's called um is doing a series um an article series of articles on data centers and they've got pictures and they're showing one in process and all that so i've started following that in light of our conversations that's all i got

Alright, thank you. Mayor Porter, I just want to touch on the stat of debt data center as well. You know, there's a lot of stuff out there on the internet about data centers, positive and negative. So I think it's up to us to do our due diligence with this ordinance that we just put the moratorium in place on. On the bright side, I think that looks like a good thing for our community, and hopefully that's what we'll come to and see where we end up. But I think we need to do our due diligence and move forward, and I appreciate getting that moratorium pushed through this evening. Yeah, car show's coming up, and we hope for good weather Looks like so far it's going to be good. So hopefully we got record crowds again like we've had in the last couple of years. And the last thing I got is the flowers uptown are looking really good.

Oh, they're so happy right now.

I bet. Nobody's have to wear water. Yeah, they're happy.

I'd like to echo what you said about the data center. You know, there's good and bad. The nice thing is that it's a closed system. You hear all these horror stories about how much water they're going to use. It's a plus if it's a closed system. I'm sorry I didn't say anything during my time.
